Description of Services
Description of Services
• Job Preparation, Development, and Placement Services are utilized to assist DVR consumers to plan for, seek, obtain, and maintain employment.
• All elements listed in the roles and responsibilities documents serve as part of the technical specification and are required to be completed by the service provider
Job Preparation and Development Plan
Job Preparation and Development Plan(JPDP)
• Purpose: Assist DVR consumers on basic job preparation skills, resumes, cover letter, and job application(s) to be better prepared for the job search process
• Timeframe: 45 days to complete the service
Contact and Report Completion
JPDP• Every week: service provider and consumer
should be meeting to complete JPDP
Future Meetings:• Frequency of meetings and communication
can very depending on the needs of the consumer
Review of JPDP
• During job development, the job development plan should be reviewed every 60 days until the consumer gets a job.
• Helps to reevaluate employment goal, employers to contact, location of employment, hours of employment, and other aspects that may change during the process.
Roles and Responsibilities
DVR
• Help consumer understand the Job Preparation and Development service
• Discuss employer and workplace expectations
Consumer
• Communicate with service provider about jobs of interest• Assist with completion of Job Preparation/Development
Plan
Service Provider
• Help create Job Preparation and Development Plan• Meet with consumer weekly to create resume, cover letter,
and job applications
Job Development Hire
Job Development Monthly Job Search & I/TW Report
• Purpose: Begins immediately following the JPDP and is ongoing until a job is obtained in the consumer’s choice field.
• Timeframe: Review plan every 60 days
Job Development Hire Report
Submit to DVR:
Within 5 days of Hire
Discrepancies Between IPE and Hire Outcomes
• If the consumer gains employment in a career different from their IPE goal
and/or• If the consumer has more or less hours than
established in the IPE
IPE needs to be revised and approved by DVR and consumer

• Provide services from IPE• DVR’s Business Services
Consumer
• Network with family and friends to find employment opportunities
• Inform DVR and Job developer with any job offers
Service Provider
• Complete job development and submit monthly report• At hire: complete paperwork and communicate with
employer

– Employer Information and Support Services– Workforce Recruitment Assistance– Training Services – Providing Access to Untapped Labor Pools– Strategic Planning & Economic Development
Support/Consultation– Services necessitated by layoff or downsizing

Roles
– The Role of the DVR BSC • To learn about business workforce needs, inform
businesses about various workforce resources and opportunities, and support businesses as they seek to recruit, retain, and train the talent they need to operate successfully.
– The Role of the DVR Service Provider• To prepare the DVR job seeker to successfully obtain and
retain employment.• To make connections with local businesses on behalf of
DVR and the job seeker

• Provide services from IPE• DVR’s Business Services
Consumer
• Network with family and friends to find employment opportunities
• Inform DVR and Job developer with any job offers

• Turn in monthly reports to DVR• At hire: complete paperwork and communicate
with employer
Job Retention
Job Retention
• Purpose: Provide DVR consumer with supports necessary and appropriate to retain employment. Support will last for at least 90 days
• Timeframe: 90 days following employment start date
Roles and Responsibilities
DVR
• Provide vocational counseling/guidance • Communicate with job developer
Consumer
• Attend all scheduled days at work• Contact DVR and Service Provider with
possible changes at the job
Service Provider
• Contact consumer at least once per month • Turn in monthly reports about consumer’s
progress
Talent Acquisition Portal Profile
(TAP)
Overview of TAP
• Online system that includes a national talent pool of VR candidates looking for employment
• Allows business opportunity to post jobs, search candidate resumes based on skill set and geographic location
• Supported by the National Employment Team – VR business service consultants (BSCs)
nationally and in Wisconsin
Talent Acquisition Portal (TAP) Profile• Purpose: Connect DVR jobseekers to job openings only available to state vocational rehabilitation agencies and their consumers
• Timeframe: 30 days from authorization
• Optional
Service Providers Will Help Create:
TAP profile creation for consumer
Login/Password Creation
TAP resume input and publication
Basic overview of TAP job search functionality
Roles and Responsibilities
DVR
• Review if consumer is a good match for TAP• Authorize a PO to Service Provider
Consumer
• Activate an email address• Check TAP system and emails regularly
Service Provider
• Help consumer create TAP profile• Provide level of support determined by consumer and
DVR staff
Last Minute Thoughts
Reports are due within 5 business days of the end of the services or previous
month if the service is continuing
Billing/Invoice
Invoices must be received by DVR within 60 days of completion of the
services
Invoices will be paid within 30 days of receipt
when reports and services have been
delivered and accepted.
