    According to the BIMCO/ISF Manpower

    Update 2005 - shortage of 27,000maritime officers worldwide wasforecasted by the year 2015.

    Masters have their relatives aspiring to join a

    vessel and they request the companies which

    they serve for

    placement.

    JOBS BASIS ON MERIT

    Campus Interviews

    Till 2008 Shipping companies were in race toselect the best requesting the first slot for

    selecting the cadets 90% of the cadets were placed in 2ndyear of their

    Pre sea Training Course.

    The abundance of entry level jobs in shipping has

    significantly diminished and the number ofcompanies visiting the academy campuses havedrastically reduced.

    If the ships are sailing why are there no jobs??

    Young cadets curse the shipping industry for it,

    but no one tries to find out the reason and try

    to work towards providing a solution.

    Advertisement:-

    Many institutes give misleading and false

    advertisement stating 100% jobs will be

    provided, high salary, Adventures at Sea etc to

    attract young cadets.

    REASONS FOR JOB CRUNCH

    Number of vessels not increased proportionately to

    Institutes.

    Few Maritime institutes today are more interested in quantity

    than quality.

    Owners moving to cheaper Nationalities- Angola, Ethiopia

    Slowing down of the growth of World economy.

    Fluctuating market conditions in the industry.

    Indian delegation to STCW 2010 recommended compulsory

    training berths on board ships, but this was not accepted by

    others governments.

    GOVERNMENT INITIATIVES

    Government must take up the placement issue as a Nationalprogram and buy training ships and provide training berths basis onmerit.

    Government not to grant permission for new institutes till the existingbacklog is cleared

    Strict action to be taken by Institutes run unprofessionally

    Comprehensive Inspection program ( CIP)

    Initiatives like Section 406 & 407 of MS Act -15% of crew shall betrainee crew from Nautical /Engineering branch

    Coastal Tanker sea time reduced from 18 months to 15 months

    Government should also resolve the tax issues

    Government to pump in money in the Human resources andalso research work in the field of Maritime Education andTraining, rather than investing on Infrastructure.

    MARITIME INSTITUTES RESPONSIBILITY

    Maritime Institutes should produce better Qualityofficers and Ratings in comparison to othercountries.

    Join hands with other Institutes to plan the intake Discipline and Loyalty to be inculcated among

    Cadets.

    Voluntarily Reduction of intake by the training

    institutes for courses- DNS and other courseswhich has churned out thousands of unemployedyouth.

    SHIPPING COMPANY SUPPORT

    Shipping companies must come forward andemploy trainees directly from campuses.

    Shipping companies must recognize trainees

    as future officers. Todays Surplus of cadets and ratings would

    become tomorrows surplus of Officers.

    Long Waiting period of Officers would result inmaking them look for other companies.

    CANDIDATES AND SEAFARERS RESPONSIBILITY

    Candidates need to develop right attitude to goto sea and provide loyal service to thecompany.

    Seafarers should become Mentors androle-models for the younger generation.

    Seafarers should encourage institutes who arecommitted to training and ban going toinstitutes who just sell certificates and arebringing down the name of the country.

    The name of great institutions like IIT, IAM has reachedthe Top not because of their Infrastructure and facilities,but because of the students passing out from suchinstitutions have brought in revolutionary changes in the

    industry they work. Thus, students passing out from ourInstitutions have the greatest responsibility of provingthe world that Indian officers and ratings are the bestand to achieve so they need to excel in their attitude,

    discipline, academic knowledge and above needs to besincere, so that Indians become one of the mostpreferred nationality in the world

    MEDIA RESPONSIBILITY:-

    It is unfortunate that Media has created a negativeadvertisement on Shipping- Whether it is Piracy orcriminalization, the amount of mileage the TV channelsare interested to raise their TRPs is high and damaging

    the growth of this industry, as the general public hasnow started considering that shipping is no moreadventurous and is now the last option to be chosen byan individual. It is high time that all the stake holders

    could being the positives of shipping in the lime light forthe growth of this sector.

    ESTIMATE ON THE DEMAND FOR SEAFARERS

    Calculation on the demand for seafarers in 2010,assuming empirically that a back-up ratio is 50 %,the demand for officers is 445,055 and for ratings648,914.

    Therefore the annual average growth rate innumber of the world fleet between 2010 and2020 was set at 0.7%.

    With this figure, the number of the world fleet andthe demand for seafarers in 2020 was calculated.

    FORECAST 2020

    The McKinsey report projects global cargo growth at 5 -7 % on 3% global GDP based on current World economicoutlook for 2010-2020.

    India can aspire to strong growth in Officers and Ratings

    by 2020.The share of high-quality Officers can increasefrom 6.3 in 2009 to 9.0 per cent in 2020, whereasRatings could see a moderate growth from 7.5 per centin 2009 to 9 per cent in 2020 by significantly improvingtheir quality. This implies an additional 65,000 Officers

    and 45,000 Ratings taking in to consideration annualattrition, which will require expanding annual trainingcapacity from 5,600 to 15,000 Officers and from 4,600Ratings to 9,000 Ratings.

    CONCLUSION

    Though the forecast for 2020 brightens the

    outlook, the big question remaining is how to

    handle the present Maritime Industry slump

    and to improve the situation. Though the statefor the young yet-to-graduate cadets who

    dont have anywhere to go looks GLOOMY in

    todays scenario we must not lose hope. Buttake solace in the fact .
