HUMAN RESOURCES COMMITTEE MINUTES October 2, 2017

The Human Resources Committee met at 9:30 a.m. on Monday, October 2, 2017, in the Robert F. Lytle Conference Room. Those present were: Barbara Larson, Becky Centlivre, Chris Gray, Henry Sandate, Jerry Zimmerman, Joe Sopcich, Julie Vivas, Karen Martley, Kathy Wing, Mickey McCloud, Nancy Ingram, Randy Weber, Tanya Wilson, and Shari Dowdall, recorder.

Performance Appraisal/Job Descriptions (HR-6) Ms. Julie Vivas, Manager, Employee Relations gave an overview of the College’s Performance Management Process.

Employee Engagement & Leadership, Overview & Update (HR-4) Ms. Karen Martley, Vice President, Continuing Education & Organizational Development gave an update on our second 2017 Employee Engagement Survey. The first survey was in 2015, this was part of an AQIP action project. The committee here on campus initiated the RFP’s, selected the vendor, rolled it out and has been involved in the process from the very beginning. The timeline:

• March 2017 – Employee Engagement Survey results presentation from vendor• April 2017 – Manager training• May- July, 2017 – Manager planning and communication to department• June & July 2017 – Cabinet review, discussion and planning• August 2017 – Department meetings during PDD• September 2017 – August 2018 - Ongoing Employee Engagement activities and

implementation of plans• 2018- New Employee Engagement Survey distributed

Investment Committee Charter – Review & RECOMMENDATION (HR-2) Mr. Jerry Zimmerman, Manager, Benefits reviewed the Investment Committee Charter and explained the addition of an indemnification provision for the Committee’s members.

Report:

The HR Committee has reviewed the amended and restated “Investment Committee Charter” as updated by the JCCC Benefits Manager. The original Charter was adopted by the College on July 1, 2011, and addresses responsibilities of the Investment Committee charged with overseeing all matters relating to the investment of the assets of the JCCC 403(b) Plan and the JCCC Tax Deferred Retirement Plan (457(b) plan). This restated document includes an “Indemnification” provision that provides indemnity coverage for Investment Committee members or any director, officer or employee of JCCC as a result

of their participation on the Investment Committee or otherwise serving in the investment oversight of the JCCC 403(b) plan and/or 457(b) plan. RECOMMENDATION It is the recommendation of the HR Committee that the Board of Trustees accept the recommendation of the College administration to approve the amended and restated Investment Committee Charter as presented to the HR Committee. Policy Updates – Review & RECOMMENDATION – Probationary Period Policy 415.06 (HR-2) Ms. Becky Centlivre, Vice President, Human Resources reviewed recommended changes to the Probationary Policy which is the final policy in the “Conduct and Performance” section of the College’s Policy library which have been reviewed as a broader assessment of the College’s personnel policies and procedures. Material changes include the removal of the salary increases procedures included in the Probationary Period Policy. Report: The HR Committee has reviewed the recommended updates to the Probationary Period Policy. The proposed updates clarify the circumstances under which the Probationary Period will restart or be extended. Additionally, subject to Board approval, any applicable salary increases will go into effect for employees who are or were in a Probationary Period, effective at the beginning of the current fiscal year. RECOMMENDATION It is the recommendation of the HR Committee that the Board of Trustees accept the recommendation of the College administration to approve the proposed amendments to the Probationary Period Policy, as is shown subsequently in the Board packet.

Johnson County Community College Series: 400 Personnel Section: Hiring and Onboarding

Applicability: This Policy applies to all JCCC employees except those employees who are “teachers” as defined by K.S.A. 72-5436 et seq. (Teachers’ Continuing Contract Act). The Probationary Period and notice of non-renewal or termination for such “teachers”

shall be in accordance with the provisions of K.S.A. 72-5436 et seq., as amended, and this Policy shall not apply.

The “Probationary Period” for employment at JCCC is as follows:

Employment Type Probationary Period

Full-time regular (hourly or salaried) 12 calendar months from the first date of employment.

Part-time regular (hourly or salaried) 12 calendar months from the first date of employment.

Temporary (hourly or salaried and full-time or part-time) Entire duration of employment.

When employment changes from one type to another at any time (e.g., part-time employee goes to full-time, grant-funded employee converts to College-paid employee, bargaining unit member moves to non-bargaining unit member, etc.) or an employee changes positions with the College, the applicable Probationary Period will restart as determined by Human Resources. The Additionally, any Probationary Period for any employee may be extended by action of the employee’s supervisor and a director over Human Resources for a period not to exceed an additional 6 calendar months to begin immediately upon completion of the initial current Probationary Period.

During the any Probationary Period, employees may be terminated, non-renewed or demoted for any reason upon immediate written notice. Such notice shall specify the date of the determination, the nature of the determination and the effective date. After completion of the Probationary Period, employees may be terminated, non-renewed or demoted in accordance with the provisions of the Suspension, Demotion and Termination Policy.

Salary increases for Probationary Period employees will not go into effect until after the employee successfully completes his/her Probationary Period.

Sabbatical Appointments Sabbatical Presentation – Visiting Scholar Beth Gulley at Northwestern Polytechnical University, Xi’an, China.

Beth Gulley, Professor, English was granted a sabbatical for the fall 2016 and spring 2017 semester. Professor Gulley was invited to serve as a visiting scholar at the Northwestern Polytechnic University (NPU) in Xi’an, China to teach English classes during the 2016-2017 school year. She was also in charge of coordinating the selection and placement of the NPU students into online English courses at JCCC and researching the benefits to the NPU students. Professor Gulley shared her experiences through Padlet: https://padlet.com/bgulley/7gwmiwl9qiek which she also used as a tool to store the documents for the courses taught in China. Sabbatical Appointments Sabbatical Presentation – The Nobel Prize Shaun Harris in Literature (1990-2016): A Sabbatical

Experience Shaun Harris, Professor, English was granted a sabbatical for the fall 2016 semester. The purpose of his sabbatical was to acquire additional research specializing in contemporary world literature which included reading literature by Nobel Prize winners dated 1990-2016. Professor Harris embedded the knowledge from his readings into the classroom greatly benefiting the students’ knowledge and classroom experience.

LQ3 Monitor Learning Outcomes Curriculum and Program Additions and Modifications

Curriculum – Effective Academic Year James Hopper 2018-2019

James Hopper, Professor, Web Development & Digital Media and Chair of the Educational Affairs Committee (EA), presented several curriculum modifications to the committee effective Academic Year 2018-2019. For the Healthcare, Public Safety & Wellness division, a course modification included: NURS 175: Concepts of Nursing Care: PN to RN Transition. For the Industrial Technology division, course deactivations included: RREL 180: Introduction to Railroad Electronics; RREL 181: Circuit Analysis DC/AC; RREL 182: Semiconductor Devices and Circuits; RREL 183: Digital Techniques; RREL 284: Electronic Communications; RREL 285: Microprocessor Techniques; and RREL 286 Applied Microprocessors. Program deactivations included: 2820-AAS: Railroad Electronics and 4540-CERT: Railroad Electronics Certificate. Course modifications included ELEC 134: DC Circuits and ELEC 235: Microprocessors. A new program included 6220-CERT: Electronics Technology Certificate. The requested modifications will be sent to the full Board for approval and can be seen subsequently in the consent agenda portion of the October 26 board packet. Reverse Transfer Agreements Affiliation Agreements (Credit) Gurbhushan Singh

Gurbhushan Singh, Associate Vice President of Academic Affairs, presented two new affiliation agreements to the committee. The first agreement will be with Beyond Interpreting to provide clinical experience for the students enrolled in the ASL-English Interpreting Preparation program. The second agreement will be with New Liberty Hospital District to provide clinical experience for the students enrolled in the Neurodiagnostic Technology and Respiratory Care programs. Rick Moehring, Dean of Learner Engagement & Success presented an articulation agreement with Kansas State University Global Campus to the committee. The agreement provides the opportunity for qualified students to participate in DirectLink, a dual advising initiative designed to assist bachelor’s degree seeking transfer students in meeting graduation goals at both institutions. REPORT: Renewal of Annual Contract for Government Affairs Liaison Services

RFP/BID NUMBER: RFP No. 13-184

PURPOSE AND DESCRIPTION: The purpose of this Request for Proposals (RFP) was to contract for the services of a government affairs liaison. On September 26, 2013, the Board of Trustees approved the establishment of an annual contact, with the option to renew for four additional years, in one-year increments, upon the approval of both parties. This renewal is for the period of November 1, 2017, through September 30, 2018, and represents the fourth of four annual renewal options.

Justification for not accepting low bid: A thorough evaluation process was conducted, which included reviewing and ranking the written proposals according to the evaluation criteria defined within the RFP. The Carter Group, Inc. and Polsinelli, PC were determined to be finalists and both were interviewed by the review committee. At the conclusion of the evaluation process, it was determined that the proposal submitted by The Carter Group, Inc. best met the needs of the college. RECOMMENDATION: It is the recommendation of the Management Committee that the Board of Trustees accept the recommendation of the college administration to approve the renewal of the annual contract for state government affairs liaison services with The Carter Group, Inc. at an amount not to exceed $46,738.34, plus expenses pursuant to college travel policies.

PURPOSE AND DESCRIPTION: The purpose of this bid was to establish an annual contract for printing the Continuing Education catalogs for the spring, summer, and fall terms. There are 120,000 copies of the catalogs printed for each term that are mailed out to residents of Johnson County as a way to promote the college’s Continuing Education class offerings. On November 19, 2015, the Board of Trustees approved the establishment of an annual contact, with the option to renew for four additional years, in one-year increments, upon the approval of both parties. This renewal is for the 2017-2018 academic year, and represents the second of four annual renewal options. MA-4 Monitor Facilities: Capital Acquisitions and Improvements: Progress Report Mr. Rex Hays, Associate Vice President, Campus Services/Facility Planning, provided the committee with a report pertaining to facilities projects from the capital acquisitions and improvements matrix. MA-6 Monitor Information Services: Information Technology Quarterly Report and Security Update A report of the FY 2018 technology fund objectives prepared by Information Services was provided to the committee by Mr. Tom Pagano, Vice President for Information Services/CIO. Mr. Phil Mein, information technology security officer, presented an update on JCCC IT security. Included in his report was information on cybersecurity trends and the challenges involved related to higher education.

The Technology Fund serves as the funding source for the management and maintenance of the campus network. This effort includes new equipment purchases, licensing, hardware and software support, upgrades, and hardware replacements.

Since the start of the Tech Fund in 2010, Information Services and Procurement Services have teamed up to develop a strong partnership with Cisco https://www.cisco.com/. This relationship has served the college well by future-proofing the network infrastructure and producing both cost savings through equipment trade-ins and training vouchers as well as cost avoidance of staff time by standardizing on an interoperable technology platform.

The annual maintenance we pay also tells a powerful story. Approximately $300K has been budgeted annually to cover the campus network maintenance. Each year, new functionality has been added to the portfolio of technologies. Today, the Cisco technology platform now powers our phones, wireless network, network storage, and network security – as shown below by our annual maintenance for the various platforms. For a similar dollar amount in annual maintenance costs, we are now able to support a growing number of technologies. Through the partnership with Cisco, we can closely monitor the maintenance costs associated with each individual technology.

Institutional Value: Re-engineering network infrastructure improvements capable of supporting next-generation campus communications and technologies Main Campus Fiber Plant The physical network infrastructure was in need of a fiber plant design, replacement, and repair to provide high-availability services to the campus community. The new fiber will allow for increased capacity and survivability, resulting in a highly flexible, stable and responsive campus network infrastructure for all campus fiber constituents (Information Services, Campus Services, Campus Police, and Video Services).
