Hello Madeira Beach,

As we reach the half way point of 2016, there are so many extraordinary things to discuss. Hopefully you all had the opportunity to see the most amazing Fireworks Spectacular this City has ever witnessed as we celebrated 4th of July. Our country’s 240th birthday is the perfect opportunity to discuss our freedom and the rights it affords us. As you can see with our upcoming Presidential Election, things can get a little tenuous when people are on opposite sides of issues. We have had the opportunity to experience much of this ourselves during the debates surrounding proposed developments. The beauty of a democracy is that we can freely express our opinions, but at the end of the day we are all residents of the most exciting two miles of the barrier islands.

With that said and in an effort to recognize and reenergize our fair city, as Mayor of Madeira Beach I am declaring August Citizen Appreciation Month! Just a few of the highlights:

Patricia Shontz Resigns from Commission

Shontz, a longtime commission member, former mayor, and civic contributor for 50 years resigned this past June.

“I’ve had a great time these 54 years. Tonight I am ending that career,” Shontz said. She urged residents to “think about ways to create a city we can all be proud of.”

Following her remarks, many in the audience rose to give her a standing ovation.

Housh Ghovaee appointed Commissioner

Welcome our newest commissioner, Housh Ghovaee. He is Vice Mayor and Commissioner of District 4, fullfilling the rest of Pat Shontz’s term through March of 2017.

“I’m extremely excited, extremely honored,” Ghovaee said. “I feel I can make a difference. If I didn’t feel I could make a difference, I wouldn’t be involved.”

Hello Madeira Beach residents and guests, I hope everyone had a wonderful 4th of July and enjoyed our fireworks display and new method of how we conducted the show. The beach was packed with citizens and guests as well as our event field so I think it’s safe to say it was a success! For those of you familiar with City politics, Mrs. Patricia Shontz has been involved

with City politics for over 50 years and served as mayor and commissioner for a majority of that time. Unfortunately, on June 14th, we saw one of the most tenured City Commissioners (and former mayor) resign from her seat due to a myriad of reasons. You can see her resignation speech online at www.maderiabeachfl.gov and watch the video of the June 14th City Commission meeting. Former Commissioner Shontz was an asset on the commission and defined what a true public servant is and should be. She’ll be missed terribly but you may see her around town because she plans on staying in the City she loves and served for so many years. Patrish, to use one of your most infamous quotes, we all here at city hall “hope to see you around the campus” sometime real soon. Due to the resignation, the City’s Charter requires a replacement be named by the remaining board members within 30 days of the resignation. An advertisement went out in the local paper, was advertised on the City website, and was placed on the City Centre’s digital sign as well. Applications were received and evaluated by the City Commission and a new Commission member has been appointed on July 12th. I am proud to announce our newest commissioner, Housh Ghovaee. He will finish out former Commissioner Shontz’s term through March of 2017. Action at the City Centre has been packed with little league games, NCAA women’s softball, adult rec leagues, carnivals, major fishing tournaments, kite days for the kids, etc. Most recently we had a 4-band rock concert on July 13th welcoming back the band Everclear who owns the “Summerland Tour” and was with us last year. Other bands included Lit (they sing the lead song in the movie American Pie), Sponge, and the headliner Sugar Ray whose lead singer is Mark McGrath who is the co-host on the TV show “Extra”. Mark was a true showman entertained what was estimated to be about five thousand people and loved Madeira Beach so much that he told me he’d come back and perform or just visit whenever he tours in Florida. This has been on on-going theme with the celebrities that visit our City, the City Centre, ROC Park, Johns Pass, Archibald Park, and everything in between! Last year we had Freedom Williams who is the lead singer from the 90’s band C&C Music Factory fall in love with Madeira Beach and how he was welcomed by the City that he has a realtor working for him to find a residence in Madeira Beach. It’s good to know we’re making the right impression on people that have toured the country and in these cases, the whole world. I just received a text from Freedom Williams the other day and he plans on just coming down “for a Corona and some sand in his toes” later next month! Regulation volleyball courts have been added to Archibald Park and “pick-up” volleyball is played on Monday nights starting at 6pm. Due to a significant attendance for volleyball, recreational staff will be establishing league play in the very near future. So with all that being said, it’s a great time of year to enjoy Madeira Beach. We rake the beach nearly every day and just doing that has proven to make Madeira Beach a destination for beach go-ers so get out there early and if you’re out there when our very own “beach boy” Kenny is raking the beach, be sure to say hi and give him a thumbs up for doing such a great job. Your City employees are a lean staff. They’re true to their City and they’re true to you the people. We welcome the complaints because we want everything to be perfect but we certainly welcome any compliments as well. To use yet another quote that my Marina Director made popular with my employees, “the staff is pedaling that bike as fast as they can boss”. They’re all good people with the best intentions for the City so again, when you see one of them, give them a pat on the back because they certainly deserve it. mAD beACH sPOrtsYouth SoccerMadeira Beach offers recreational youth soccer from ages 4 - 12. The soccer league is a great place for kids to learn the game of soccer and play the game in a fun and exciting environment. Games and practices are held on the fields at the Madeira Beach Fundamental School. Practice takes place during the evenings and games are Saturday mornings from 9 - noon. Each season consists of 8 regular season games and 2 weeks of single elimination playoffs. Registration is open now until the end of August. Babe Ruth Baseball & SoftballFormerly Gulf Beaches Little League, Madeira Beach Youth Baseball & Softball will practice and play at the newly constructed Madeira Beach City Centre Complex Fields. A chartered member of the Cal Ripken Babe Ruth organizaiton, the league will offer t-ball, baseball, and softball to members of the Pinellas County Community. Registration is open now until the end of August.

EPIC – clean air, clean water, clean energy on the Gulf Beachess Treasure Island & Madeira Beach Chamber of Commerce announces their new environmentally minded community initiative group Environmental Preservation Initiative for our Communities (EPIC). This group intends to empower local businesses and communities towards long-term prosperity through economic, environmental and social sustainability.

EPIC intends to instill a year round program focused on clean air, clean water, clean energy and the preservation of the Gulf Beaches and surrounding communities.

With the support of Surfrider Foundation Suncoast Chapter EPIC’s first initiative will be an “Ocean Friendly Bar and Restaurant” campaign. This campaign will be voluntary to participants and intends to educate businesses on reduction of disposable plastic, liquid and environmentally abrasive waste along with inform businesses of energy efficient uses of electricity and turtle friendly lighting. Turtle season begins in May and runs through October.

EPIC will provide networking opportunities for environmentally minded business people and civic organizations as well as offer onsite education for businesses and residences on sustainability and social responsibility. The group advocates for sustainable business and personal policy while acting as a resource for those seeking to become more sustainable.

With the creation of EPIC the Treasure Island & Madeira Beach Chamber of Commerce intends to be your community partner in advancing a sustainable future for our communities. The group hopes to attract responsible businesses, community members and tourist alike to join them in what can be a pivotal point in our future for our beaches and surrounding communities.

Crabby’s Fishing CornerOffshore: Gag Grouper are back in season starting July 1st and that is welcoming news to our gulf coast anglers. This is without a doubt one of my favorite species in the Gulf to catch and eat. Gags are one of the hardest fighting and aggressive striking fish we have in our shallow waters. They live specifically around shallow water oasis like ledges, reefs, springs and rock piles. However abundant, they are not easily caught unless certain actions are taken. The key to catching gags and most bottom fish is how and where you anchor. If you anchor to close you may get your anchor stuck in the rocks and stand less of a chance getting them away from structure. Anchoring just up current or even on the edges is the way to go. Though frozen bait like sardines, mackerel and squid will work the key to catching big gags is live bait. Hand size and larger pin fish, squirrel fish and grass grunts are candies to hungry gags waiting to ambush. Matching up your tackle is in order to stop these “SCUD missiles” from getting back to their rock. I rely on 4/0 and 6/0 reels with 7 to 8 foot fiberglass rods with lots of backbone. For mainline I use 50 to 100 pound test depending on depth and water clarity. I’ll then slide on a lead that will get the bait to the bottom and two to six foot fluorocarbon leader depending on depth as well (the shallower the water the shorter the leader). Hook size depends on the bait size but a 6/0 or 9/0 circle hook will work in most situations. When a fish hits, and there is little doubt when it’s a gag, you will need to reel as fast as you can and when you can’t reel anymore pull up and take short pumps while gaining every inch you can. Once you feel the fish is safely away from the rock then you can take it easy until they get to the surface.

Inshore: The hot blistering sun during the summer months is as uncomfortable to us as it is to our shallow water species. Night fishing is much cooler and much more productive this time of year. My preferred target species inshore are Snook and Tarpon. Large numbers of Snook are found cruising the beaches and passes in the full moons. Snook will hold tight to structures such as docks, bridges, rocks, seawalls and jetties waiting to ambush prey. So, you will need to adjust your tackle accordingly. Bait can be a wide range from greenbacks, shrimp, pin fish, large grass grunts and even a foot long lady fish or mullet. Snook will often feed on the surface and free lining live bait with medium spinning tackle will do the job. However, when they are on the bottom around bridge pilings you will need to beef it up to 80 or even 100 pound conventional outfits. This will be needed especially when using a 20 inch lady fish. The Snook population has made a huge comeback since the 2010 freeze and Snook season will reopen on September 1st. The slot limit in the Gulf is between 28 and 33 inches, everything else must go back.

Tarpon are also very active at night when boat traffic slows down and appetites pick up. Despite what most people believe tarpon are actually scavengers and do most of their feeding on the bottom. Good places to find these fish are near the mouths of passes and the edges of sandbars on the beach. Your normal Tarpon outfits will work and you can use 80 to 100 pound mono leader, but steel leaders don’t seem to bother the Tarpon at night and will prevent bite offs from sharks. Bait is pretty basic, while fresh baits work better frozen Shad, Ladyfish, Mullet and Bonita all work well too. Use a 6/0 to 8/0 3x circle hook and enough weight to keep it on the bottom. I leave my reels in gear and in the rod holder, Tarpon will inhale the bait and swim off letting the circle hook do its job. After a fish is hooked

you will need to follow it, keep constant pressure and “bow” to them when they jump. Once boat-side, get a pair of gloves and grab them by the lower jaw being careful of the fish’s swinging armor plated head and always keep an eye out for the large sharks that hunt these giants.

Do not bring them in the boat if they get loose they can do some serious damage to themselves and even your boat and passengers. Be sure to keep a sharp eye towards the skies in look out for summer time thunderstorms and as always be safe and enjoy.

The City of Madeira Beach just completed the annual review of their Stormwater Program. We are proud to announce that the City is doing a great job to reduce pollutants in the stormwater that flows to Boca Ciega Bay!

• The City’s Central Services Department has increased the inspections of construction sites to make sure that erosion and sediment control systems were installed and working properly.

• Central Services and Building Department staff that is responsible for inspections are all FDEP certified for Erosion and Sediment control and for recognizing illicit discharges.

• The City continues to work with Pinellas County to make sure that commercial landscape companies are properly applying fertilizer and pesticides.

• The City continues to pick up litter from the beaches every day and supported efforts for the July 5 cleanup.

• The City contracts with a company to provide monthly street sweeping to keep roadways clear of pollutant causing materials.

• The City inspects stormwater pipe outfalls to make sure they are clear of debris so that stormwater flows easily from roadways.

The City tracks the amount of litter from roads and beaches that is collected and kept out of the Bay and the Gulf. This amount is reported to FDEP every year. If you walk on the beach and pick up litter, let the City know when and how much litter you pick up (such as a 1-gallon bag of trash). The City will record the information for next year’s annual report.

Madeira Beach’s “Leave No Trace” Ordinance is in effect for the beaches. Personal items such as tents, chairs, toys, umbrellas and coolers must be removed from the public beaches between 1 hour after sunset and 1 hour before sunrise.

All unattended items may be removed and destroyed. (Ordinance#2016-03 Section 42)

Furthermore repeat offenders can be fined: • First violation: $100 fine • Second violation: $200 fine • Third violation: not to exceed $500

The beaches of Madeira Beach are important turtle nesting sites. Each summer, threatened marine turtles migrate to our beaches to nest. Holes dug on the beach, and furniture left overnight can disorient and trap turtle hatchings, and can hinder the females from coming ashore to lay their eggs. Please remove your belongings and fill in any holes prior to leaving the beach.

Summer is stingray season! To avoid stings, shuffle your feet on the sandy bottom while in the water instead of taking big steps. If you are stung, stay clam and treat with hot water (as hot as you can without burning your skin) to neutralize the toxin.
