San Ignacio police reports that at around 5:30 pm on Wednesday, February 23, Irma Veliz, 38, Belizean cook of a Kontiki Area address in San Ignacio Town, reported that she secured her house and left for work at around 7:00 am on Wednesday, February 23 returning at around 3:30 that evening. The mother apparently did not realize that her house was burglarized until about an hour later when her son returned from school and told her that he saw his older brother, her son, with her tool kit. Upon checking for the kit at its usual location under her bed, the mother noted that it was indeed missing. Further checks in the house revealed that in addition to the missing grey Craftsman brand kit with several pieces of tools valued at $350; also missing were four gold rings valued at $600; one grey flat screen Samsung brand television set valued $550 and a blue and white Nintendo play station valued at $350 all for a total value of $1,850. A careful inspection of the building showed no sign of forced entry. Swift investigation led to the apprehension of the 20 year old unemployed son, Joseph Betson, 20, residing on Joseph Andrews Drive in San Ignacio Town. The accused appeared before San Ignacio’s Magistrate Dale Cayetano, on Wednesday, February 23 where the single burglary charge was read to him. He pleaded not guilty and despite the prosecution’s object- ing to bail, Magistrate Cayetano offered bail in the sum of $4,000 for the accused to return to court on Tuesday, April 12, 2011. Up to press time this Friday morning he was still in custody at the police station in San Ignacio. If he is unable to make bail by Friday evening he will be transported to the central prison in Hattieville. BELMOPAN, Cayo, Wednesday,February 23, 2011: An assortment of computers,including digital cameras andprojectors, were presented thismorning by the Social InvestmentFun (SIF) to Youth for the Future(YFF) and the CommunityPolicing Unit (CPU) as part of aproject to assist both organizationsin the continuous training of youthsseeking online job opportunities. Sixteen desktop computers wereprovided to YFF and CPU, whichwill allow their resource centres toprovide young persons directaccess to the job market placesso that they can work withoutinterrupting the internet services toregular users. The equipment was presentedby Mr Daniel Cano, ExecutiveDirector of the Social InvestmentFund, while Ms Christine Smith,Director for YFF and SeniorOfficials from the Police Depart-ment received the equipment onbehalf of their respective organiza-tions. The equipment is valued at$33,210.00 The equipment complementsa month-long computer trainingprogram, held in October last year,which provided training for some30 Belize City Youths for theonline job market. Job creation continues tochallenge most countries, includ-ing Belize, and many are beginningto realize that computer skills canprovide access to the global orlocal work force using the internetand other developing technologies. YFF is a youth centered agencyunder the Ministry of Educationand Youth. Its primary responsi-bility is the empowerment of ouryoung people to participate mean-ingfully in the present and futuredevelopment of Belize at everylevel. YFF is headquarteredin Belize City and has districtoffices countrywide. YFF is alsoresponsible for the 4-H Youth

Development Centre and theNational Cadet Service Corps. The Yabra Community PoliceCentre on Ceasar Ridge Road, PortLoyola, Belize City is operated bythe Community Policing Unit as aninitiative by the Police Departmentto address crime through goodrelation with the community. BELMOPAN, February 21,2011: The Mexican Embassy todayinformed that on 19 February,Mexico celebrated the MexicanArmy Day. In Belize, a commemorationceremony was held at the Embassyof Mexico in Belmopan. The event was headed by theMexican Military and AirAttaché, General Luis FernandoOrozco, and the Embassy ofMexico’s Chargé d’Affairs, HectorPeralta. In celebrating the 98th Anniver-sary of the Mexican Army, GeneralOrozco remarked that this militaryforce includes individuals from allsectors of the society, the voluntaryrecruitment of its members andits positive reputation for itssubordination to civil authority,which have characterized it above

other defense forces in the world. General Orozco also highlightedthe role of the Army in providingsecurity and the defense of Mexi-can sovereignty, as well as thegender policies implemented andthe respect for the Rule of Law andHuman Rights. Invited guest to the ceremonyheld in Belmopan were theMinister of Defense and Immigra-tion of Belize, Hon. As a direct consequenceof the Mexican Revolution, theArmy was institutionalized throughthe 1917 Mexican Constitution.Later the Army was consolidatedas an institution subordinated tocivil authority, which preventedinstability and maintained peace inMexico until nowadays.

We continue this week lookingat our in house competition. Today, we want to see thebenefits of building a teamatmosphere, and how a competitioncan truly accomplish an importantgoal for you as management. The goal we are talking about isa mentorship program. What is amentorship program? It is anenvironment where your highperforming staff trains your morejunior staff in an effort for all toimprove their performance. You might wonder how an inhouse competition can accomplish

this, it’s all in the set up anddelivery of that competition. Youmust plan out your competition tooperate in a manner where teamsare competing with each other, andyour measurable items must be

team performance. You will need to set up yourcompetition to have competingteams working for a set numbergoal. Generally, sales competitions,or customer service indexcompet itions, or productioncompetitions will work on thepremise of achieving a certainmeasurable level. For your competition to work asan opportunity for a mentorshipprogram, you need to assign yourteams carefully, one strongperformer with one junior or weakerperformer. Then the goals of thecompetition must be set where eachmember of the team must attaina certain measurable level ofproductivity. Careful planning canreally help a competition like thishave a multiple benefit to yourbusiness. When you can get yoursenior, or high performing staff

training your junior staff, and do-ing it with the goal of having themperform well as a team, you willbe sure to see productivity increase. You need good communicationwith your staff, and you also need tohave your goals properly relayed toeach team member. The seniormembers must be aware of theiropportunity to train, or assist themore junior members. The morejunior members must also be madeaware that their teams success willdepend on them accepting somebeneficial counsel from their moresenior team members. BY: PAUL CULLENThe Prime Minister of Belize hasintervened in a row at a largelyIrish-owned oil company of whichyoga guru Tony Quinn is adirector. The Hon Dean Barrow hasexpressed concern that a legalbattle involving Mr Quinn andother directors of the companymight disrupt the flow of oil in hiscountry and the revenues it brings. Mr Barrow has called on BelizeNatural Energy (BNE), whichoperates the only oil well in thecountry, to take all steps to ensurethat production is not disrupted asa result of the legal proceedings. BNE, through the payment oftaxes and royalties, is a significantcontributor to Belize’s economyand a vital element in itsproductive sector, he states in aletter to the company which hasbeen sent to shareholders. The row within BNE and itsparent company, InternationalNatural Energy, is set to come to ahead at an agm scheduled to takeplace in Dublin next month. MrQuinn is a director of INE but isbeing sued by another director,Paul Marriott. Last month, a court in the

Caribbean found that Mr Quinnwas in breach of his fiduciaryduties to INE and ordered himto purchase Mr Marriott ’sshareholding in accordance with anindependent valuat ion of thecompany’s shares. The judgment by the easterncaribbean supreme court couldresult in Mr Quinn having to paysignificant damages. However,BNE now says it is taking steps tohave this judgment reversed. INE has earned hundreds ofmillions of euro in revenuesthrough BNE since 2005 but hasnever paid a dividend.

Most of its shareholders are smallinvestors from Ireland who hadsome previous involvement withMr Quinn through his trainingseminars or other ventures. Themajority remain loyal to thebusinessman but a minority havegrown frustrated at the failure topay dividends and the lack offinancial information from thecompany. Mr Marriott, one of the foundersof the company, is taking the caseagainst INE, Mr Quinn and anotherfounder and director, SusanMorrice. The action was filed last

year in the Caribbean island ofNevis, the offshore tax haven inwhich INE is incorporated. Mr Quinn was not involved whenoil was discovered but was invitedto join the board two years laterbecause he was “instrumental”in securing the majority of

investments, Ms Morrice has toldthe court. Mr Quinn, who lives in theBahamas, did not file a defenceagainst the action. Last week, the chief executive ofBNE, Dr Gilbert Canton, wroteto shareholders saying the claimsMr Marriott made against MrQuinn were “totally unfounded”. INE was a healthy, thrivingcompany and expected to be totallysuccessful in undoing all that MrMarriott had done, he said. Among the founders of the oilcompany were two women fromNorthern Ireland, Ms SusanMorrice and Sheila McCaffrey, aswell as Mr Paul Marriott.

Hope Creek Methodist Schoolin Stann Creek District has beenoperating for a year as an amalgam-ated school. As keynote speaker for themomentous occasion, MinisterFaber told the gathering thatamalgamation is key to theMinist ry’s efficient use ofeducation funds He emphasized theimportance of putting differencesaside for the best interests of our

children’s education. “After consulting with thecommunity and much dialogue, itwas determined that the Method-ists mission has been doing a goodjob in the community and a muchbetter can now be done withgovernment resources”, Faber

said. In explaining the new arrange-ment, Minister Faber said thatgovernment is not trying to breakup the church-state system ineducation as some people believe.He said government understandsthat spiritual and moral guidancein students’ development arecrucial, especially in thesechallenging times. In the past Hope Creek’sresources had been dividedbetween two schools, and many ofthe 240 students were cramped ina macabre building under stressfulconditions. “A good facility forlearning is now available for allthe children in the community”,said Minister Faber.

The other 2011 Regional Final-ists to compete in the NationalChampionship on Wednesday,March 9, 2011 starting at 9.00 a.m.at the University of Belize Gym-nasium in Belmopan are: JulianCho Technical High School for theSouthern Region, Belize ChristianAcademy for the Western Region,and Corozal Community Collegerepresenting the Northern Region. BELMOPAN, Thursday, Febru-ary 24, 2011: The Belize Agricultural HealthAuthority (BAHA) highly suspectsthat cattle in the Cayo District andpigs in the Stann Creek District areinfected with Vesicular Stomatitis,a disease known as “sore mouth”in Belize. Tissue from vesicles of theinfected cat tle and pigs weresubmitted to the regional referencelaboratory “Laboratorio deDiagnostico de EnfermedadesVesiculares” (LADIVES) inPanama. BAHA is now awaitingconfirmation of Vesicular Stoma-titis. Farmers first reported the diseaseon February 22 and there have beenthree reports from different villagesin the Cayo District and one fromthe Stann Creek District. This disease causes vesicles inthe mouth, teat and feet of infectedanimals and primarily affectshorses, cattle and pigs but may alsoaffect humans. Affected animals show excessivesalivation, mastitis and lameness.Human infection may developfrom exposure to infectedanimals when proper precautionsare not taken; the disease inhumans is influenza-like withfever, headache and muscular ache;and it rarely results in vesicles. Thewhite tailed deer and variousspecies of small mammals may be

infected in the wild. The disease may be transmittedby mosquitoes, contact withinfected animals and movement ofpeople, animals, plants, vehiclesand equipment. There is no vaccineavailable for Vesicular Stomatitisand control is obtained throughquarantine of affected farms andmovement restrictions. Livestockowners may treat their infectedanimals with mild antisept icmouthwashes as this tends to bringcomfort to the animal and allowsfor more rapid recovery. Vesicular Stomatitis is known tooccur in the Americas and isfrequently reported throughoutCentral America. Belize frequentlyreports the disease at the start ofthe dry period. When the diseaseis reported it is usually reported inthe Cayo District. The Belize andStann Creek District have reportedthe disease during major outbreaks,the last major outbreak havingoccurred in 1997. In 2004, Belizereported the disease for the firsttime in the Orange Walk District.This report was due to theimproved surveillance imple-mented by BAHA and not due tothe disease occurring for the firsttime. Farmers tend not to report thedisease as it is self-limiting withinfected animals showing rapidimprovement within 3 days and fullrecovery by 2 weeks. Vesicular Stomatitis, though itis a relatively mild disease, isimportant because it cannot bedifferentiated in the field from Footand Mouth Disease. Thus thedisease is notifiable in Belize,meaning that anyone who suspectsthe disease because of excessivesalivation, lameness or presence ofblisters in mouth, teat or feet mustreport it immediately. Reportscan be submitted to any officeof BAHA or the Ministry ofAgriculture and Fisheries.
