JOURNAL OF THE

CONSTITUTIONAL CONVENTION Providence, Rhode Island May 31, 1966

The Convention was called to order by Mr. Dennis J. Roberts, Chairman, at 1:50 P.M.

INVOCATION

The Chairman presented Reverend Leonard W. Heroo, President of the Zion Bible Institute and Pastor of the Zion Gospel Temple, East Providence, for the purpose of giving the Invocation. The Invocation was given.

The roll of delegates was called; there were 76 present and 24 absent.

Absentees were Messrs. Appolonia, Baccari, Belhurneur, Mrs. castiglia, Miss Colaneri, Messrs. Coleman, Cooney, Cunningham, Dodge, Gallagher, Gammino, Giguere, Greenhalgh, Jordan, Mrs. Lacroix, Messrs. LaFrance, Lallo, Martin, McCabe, McKinnon, McKiernan, Moon, Murphy of "Tiverton and Parrillo.

On motion of Mr. Warren, seconded by Messrs. DiLuglio and Wexler, Mr. Ernest A. Foster was elected Secretary Pro Tern in the absence of the Secretary of the Convention unanimously.

On motion of Mr. Viall, the delegates extended a rising vote of appreciation to Reverend Heroo for his kindness in giving the Invocation.

On motion of Mr. Wexler, seconded by Mr. DiLuglio, the reading of the Journal of the previous day was dispensed, on a voice vote.

SECOND READING OF PROPOSALS

In order for Second Reading were the following proposals:

proposal No. 26, Substitute B "Declaration of Certain Constitu­tional Rights and principles"

(The Committee on Style and Drafting recommends adoption.)

On suggestion of Mr. Wexler, by unanimous consent, reading of the proposal was dispensed.

On a roll call vote, the proposal was adopted, on motion of Mr. Wexler, seconded by Messrs. Willey, Gorham of Foster and Manning, 68 delegates voting in the affirmative, 0 delegates voting in the negative,

"I move that Section la of Proposal 27, Substitute B be amended, by adding thereto the following sentence:

"In case of felons, the general assembly shall provide for the restoration of voting rights by statute."

"except that the general assembly may by law establish disquali­fication for voting of persons non compos mentis or under guardianship, or of those convicted o£ bribery or of any crime deemed infamous at common law."

Mr. Willey, seconded by Mr. DiLuglio, offered the following written motion to amend:

"I move to amend paragraph (a) of Section 1 of Proposal No. 27, Substitute B, by adding thereto the following:

"Provided, however, that the general assembly may by law establish disqualification for voting of persons non compos mentis or under guardianship, or of those convicted of bribery or of any crimed deemed infamous at cornmon law."

Mr. Willey requested unanimous consent to dispense with the reading of the proposal.

Mr. LaSalle objected.

The proposal was read in part.

Mr. LaSalle withdrew his objection.

By unanimous consent, further reading of the proposal was dispensed.

On suggestion of Mr. Wexler, by unanimous consent, Proposal No. 37 "0f Education" was continued to the next session of the Convention.

The Chairman declared Proposal No. 171, Substitute C "0f Amendments" to be in order for consideration.

Mr. Doris questioned the existence of a quorum.

On a roll call to determine the existence of a quorum, there were 48 delegates present and 52 delegates absent.

The Chairman declared that a quorum did not exist.

ADJOURNMENT
