Dear Friends,

A few years ago, former Friends executive director Bowen Blair, who is now a Gorge Commissioner, summarized a century of Gorge protection efforts by defining discrete time periods marked by similar themes: improved access to the Gorge, followed by development threats, which fueled protection efforts.

The early 1900s brought the opening of the Columbia River Highway, which quickly spurred outlandish proposals, including plans to build the world’s tallest elevator just west of Mist Falls and construct a polo field up near Angels Rest. In response, efforts emerged to designate the Gorge a national park.

In the 1970s, plans were underway to construct the I-205 Glenn Jackson Bridge between Portland and Vancouver. This presented the prospect of easy access to the western Gorge, which would enable unbridled development of subdivisions, industrial parks, and related projects. These threats inspired the founding of the Friends of the Columbia Gorge in 1980, and eventually led to the creation of the Columbia River Gorge National Scenic Area in 1986.

This year’s annual report highlights the current interplay of access, development, and protection themes. Six proposals to transport coal through the Columbia Gorge would greatly expand rail traffic and set up conditions leading to steady degradation (coal dust and debris) or disaster (coal spills) throughout the Gorge. Our work with Power Past Coal and its over 100 member organizations has already led to the withdrawal of three of those proposals.

Annual reports are meant to provide a big picture – a higher-level, longer-term view of an organization’s work than newsletters and emails can offer. Yet one year is like the blink of an eye for a 33-year old organization committed to protecting a landscape where time is marked geologically. Whether pushing back threats or pursuing opportunities, our work is marked in decades. Accomplishing our goals takes well-seasoned staff and dedicated board members willing to persist. We are blessed with both.

Some members reading this report are relatively new to the organization, while others have been with us since the beginning. We thank all of you for your support. Your commitment enables us to take on the long-term tasks needed to protect and enhance this magnificent place.

Protecting the Columbia River Gorge from CoalFriends of the Columbia Gorge worked with the Power Past Coal coalition to mobilize thousands of Oregon and Washington citizens to oppose six major coal industry proposals. These proposals call for transporting coal through the Columbia River Gorge, mostly in open-topped coal trains and barges. Thanks to massive public and tribal opposition, three of the six proposals have been withdrawn. Friends and our allies are also taking BNSF Railway to task for polluting the Columbia River and its tributaries with coal dust from existing coal trains. We have filed suit in federal district court to halt the discharge of coal debris into Washington’s waterways, and will continue working with our allies to build public momentum to protect the Columbia River Gorge from coal pollution.

Protecting ForestlandsWhen Skamania County repealed a development moratorium affecting almost 10,000 acres of forestlands, thereby opening up these lands to unrestricted development, Friends joined with Save Our Scenic Area to challenge the County’s violations of statewide planning laws. The case is currently at the Washington Court of Appeals, and oral arguments will be presented in late 2013 or early 2014.

Fighting Destructive Energy DevelopmentThis year, Friends challenged the controversial Whistling Ridge Energy Project before the Washington Supreme Court. The massive wind turbines, approved by Washington State officials to be sited in Skamania County along the rim of the Columbia River Gorge, threaten wildlife, scenery, and other sensitive Gorge resources. The supreme court rejected many of Friends’ legal arguments but also noted that the public processes for reviewing the project are not yet concluded. Friends will continue to oppose this poorly sited project and will work to ensure that Columbia Gorge resources are protected.

Protecting the White Salmon RiverFriends of the Columbia Gorge and Friends of the White Salmon River prevailed in our legal challenge to Klickitat County’s plan to rezone approximately 1,000 acres of resource lands along the White Salmon River for intensive residential development. The rezone threatened fish and wildlife, water quality, and the unique values of the White Salmon Wild and Scenic River. In 2014, Friends will defend our legal victory before the Washington Court of Appeals.

RecreationFriends’ recreation events are invitations to experience the Columbia Gorge firsthand and learn why protecting this incomparable landscape is so important. Here is a quick recap of our Fall 2012 and Spring 2013 hiking programs:

• We offered 103 Gorge hikes and outings.• 81 volunteer hike leaders and shepherds made

it happen.• 1,365 Gorge lovers and hikers participated.

Our 2012 Waterfall Wanderlust Hike Challenge encouraged hikers to visit 25 of the Gorge’s most outstanding waterfalls. Out of 280 Waterfall Wanderlust participants, 75 completed the challenge to visit all 25 waterfalls, and the program attracted 47 new members.

Our 2013 Flower Frenzy Hike Challenge got off to a fantastic start in March, drawing flower fanatics of all ages out to Gorge trails to identify the 25 flowers named in the challenge. Results of the challenge, which ran through midsummer, will be announced later in the year.

StewardshipThis year, 138 stewardship volunteers helped us build trails, revegetate with native plants, cut back invasive species, and remove debris in the Gorge. Volunteers worked on 11 stewardship projects on Friends land trust properties and on the Cape Horn and Klickitat Trails, donating 733 hours of hard work. Kudos to everyone, including the University of Idaho students who contributed 260 hours during their spring break.

ActivistsIn 2012-13, more than 2,000 members and Gorge lovers got active! Our supporters tabled at Friends events, ran phone banks, assisted with office projects, wrote letters to newspapers and public officials, and gave testimony to support Gorge protection.

Youth ProgramIn spring 2013, 233 sixth-grade students in the Washougal School District attended our two-day Vic Clausen Youth Education Program in the Gorge. This was our fifth year offering education opportunities that introduce kids to the natural wonders and cultural history of the Columbia Gorge.

Friends of the Columbia Gorge provides a wide range of opportunities to learn, hike, explore, and enjoy the Columbia River Gorge. Our 2012-13 Outdoor Programs

featured outings that offered education on Gorge history, geology, and botany, as well as stewardship projects, citizen advocacy, and public outreach.

Friends of the Columbia Gorge Land Trust and Gorge Towns to Trails

First Trail Completed Connecting Mosier to the Scenic AreaIn early spring, Twin Oaks Construction installed a beautiful viewpoint at Mosier Plateau, and volunteers constructed benches along the trail. In June, Northwest Youth Corps members began working on the final portion of trail connecting Mosier’s Pocket Park with the Land Trust’s forty-five acres at Mosier Plateau.

2013 Brings Land Purchase AgreementsAn agreement to purchase 164 acres near The Dalles called Mount Ulka was finalized in early 2013, along with an agreement for more than a half-mile of trail easement. The purchase, scheduled to conclude in the fall, will enable us eventually to develop a trail connecting Rowena Crest Overlook and the Columbia Gorge Discovery Center in The Dalles. Negotiations are underway for two other land purchases funded by Bonneville Power Administration mitigation funds, including fifteen acres east of Mosier, along the Historic Columbia River Highway, and another fifteen-acres at Mount Pleasant in Washington, above Highway 14, adjacent to fifty-four acres already owned by the Land Trust.

Members as Conservation Buyers Friends founder Nancy Russell was a dynamo at protecting the Gorge through land purchases and several members are now following in her footsteps. When a significant piece of land becomes available, Friends notifies members who have expressed interest in land acquisition to protect property until the Land Trust or a public agency can purchase it from them. In early 2013, two such conservation buyers acquired sixty-seven acres at the Washington entrance to the National Scenic Area. This land includes upland habitat that will eventually be part of the Steigerwald National Wildlife Refuge.

Gorge Towns to Trails encompasses our bold vision for a European-style hiking trail that wraps around the entire Gorge, and the program got a big boost this year. A Richland,

Washington, couple who prefer to remain anonymous funded the building of stairs at Mosier Plateau, a wildlife study at Lyle Cherry Orchard, and a land assessment and survey of a property near The Dalles called Mount Ulka. This couple has also pledged a generous gift toward the purchase of Mount Ulka in the next fiscal year.

Several other members also directed significant special gifts this year toward purchase of Mount Ulka. As the first property to be acquired specifically for Gorge Towns to Trails, Mount Ulka will bring our vision of a trail between The Dalles and Mosier Plateau closer to reality. Fundraising for Mount Ulka will continue into fall of 2013, and we will continue to encourage special gifts for land acquisition in the coming year.

Key donors also stepped up with special gifts to help block the coal export proposals that threaten the Gorge. Special gifts to cover the cost of polling Oregon residents helped build a strong case for elected officials to stand up to coal industry giants.

Special gifts build on the steady support from all our members who keep our Gorge protection programs strong. Many new Gorge lovers joined our core of loyal, long-term members this year. Kudos to the more than 30 percent of dedicated Friends members who have stood up for strong Gorge protection for more than fifteen years!
