Every bridge officer should be proud of his or her respective department. And, all of our members should be proud of our accomplishments. Lt/C Jeff Short’s Executive Department has been busy! I’ll let him cover the details, but when it comes to community service and communicating to the local boaters, Jeff’s team has it covered. You can’t pick up a PropTalk magazine without reading of our successes. Our cadre of dedicated Vessel Safety Check examiners have likewise been tearing up the local marinas and helping keep our local boaters safe on the water. Our ASPS Facebook page communicates valuable information to the local community as well. Lt/C Michael Maszczenski’s Education Department is doing its share to fulfill our educational mission. Commander’s Message

Cdr Joel A. Hilden, P

Now that summer is in full swing I’m proud to say the Annapolis Sail and Power

Squadron is doing very well. Every bridge officer should be proud of his or her

respective department. And, all of our members should be proud of our

accomplishments.

Lt/C Jeff Short’s Executive Department has been busy! I’ll let him cover the details,

but when it comes to community service and communicating to the local boaters,

Jeff’s team has it covered. You can’t pick up a PropTalk magazine without reading

of our successes. Our cadre of dedicated Vessel Safety Check examiners have

likewise been tearing up the local marinas and helping keep our local boaters safe on

the water. Our ASPS Facebook page communicates valuable information to the local community as well.

Lt/C Michael Maszczenski’s Education Department is doing its share to fulfill our educational mission.

Successful seminars such as Partners in Command transmit vital knowledge to those who need it most. Many

of you probably heard about the Edgewater man who impulsively

jumped out of a moving boat on the South River a few weeks ago to

retrieve a hat. He left the boat in gear. Neither his wife nor children

on board knew how to operate the boat. His body was found in the

river the next day. While one cannot be certain, the tragedy that

resulted may have been prevented by the very education this squadron

provides.

Lt/C Gary Antonides’ Administrative Department has been busy as

always. Our June dinner meeting was another success at the new Elks

venue. The annual picnic on 4 June was terrific. Somehow after four

weeks of near-constant rain the skies fortuitously parted long enough

to enjoy some burgers and dogs near the water with friends. The

recent rendezvous at St. Michaels was one of the best-attended

boating events I can recall in ASPS. I counted 25 people at dinner on

Saturday.

I want to share an experience I had during June with a local boater.

As a Vessel Safety Check examiner, I received an automated VSC

request email from a fellow who lives on the Severn River about a

mile from me. I responded, and we set a time for me to inspect his

Dept. of Homeland Security/FEMA Partnership

In 2008, the Dept. of Homeland Security/FEMA and the US Power Squadrons

agreed to partner in support of community safety and emergency preparedness

through mutual support of the Citizens Corp. In part, the agreement reads as

follows:

“Under the direction of the DHS/FEMA Community Preparedness Division,

Citizen Corps is FEMA's nationwide grassroots strategy to achieve increased

community safety, preparedness, and resilience. Citizen Corps brings

government and community leaders together to involve citizens and

organizations in all-hazards emergency planning, preparedness, prevention,

mitigation, response and recovery. Citizen Corps Affiliates include federally

sponsored programs and national non-profit organizations that support collaborative preparedness

planning, public education and outreach, training opportunities, and volunteer programs.”

Together, FEMA and USPS agree to work in collaborative partnership to:

-Raise awareness among USPS members about appropriate actions to take regarding disaster preparedness

and response, public health issues, life supporting first aid, and volunteer service;

-Promote participation of USPS District and Squadron leadership on State and local Citizen Corps

Councils to support community-based, multi-sector preparedness planning for all-hazards;

-Promote participation in "America's Waterway Watch" and "Waterway Awareness" programs;

-Assist in promoting education, training and exercises, and volunteer service opportunities that support

first responders, disaster relief, and community safety, to include support for Community Emergency

Response Team (CERT) training and other safety courses;

-Publicly acknowledge the affiliation of Citizen Corps and the USPS, which may include website links, co-

logos on publications and references in printed materials;

-Coordinate respective national activities, including participation in National Preparedness Month, to

further shared goals; and

-Mutually inform one another of national activities conducted in support of Citizen Corps and provide

reports summarizing those activities.

How can you contribute to this partnership with Homeland Security? One simple thing you can do is to

participate in the “America’s Waterway Watch” program. But how? If you see something, say something.

I know that you’ve heard that before but what exactly are you looking for? This 5 minute youtube clip

produced by the Coast Guard does a great job of explaining the Waterway Watch program and gives

examples of what to be on the lookout for every time you go out on the water. Click on it and you will

definitely learn something that will keep us all safer on the water.

Vessel Safety Check

Another way you, as a proud ASPS member, can promote safety on the water, is to set the example and get

a VSC sticker displayed on your boat. Though ASPS has done nearly 120 VSCs by mid June, very few of

them were on our own ASPS vessels. Please contact myself, Homer Sandridge, or any of the VSC

examiners to set up a convenient time to spend 20-30 minutes getting a sticker and learning something

cool.

Dinners/Speakers

Our speaker for the June dinner meeting was Lee Tawney, the Executive

Director of the National Sailing Hall of Fame. He described many of their

activities and their plans for the future. Dinner meetings are suspended for the

summer, and will resume on September 1st.

Raft-Ups

Our first raft-up was onTuesday, May 24 on the Severn River as we watched

the Blue Angels perform. We had 9 boats, 5 of which were hosts to several

Sea Cadets and their parents. Many of the Cadets were more interested in

paddling around in a kayak and two dinghies from some of our boats than in

watching the Blue Angels. After the event, we received the following email:

“On behalf of the Training Ship Reina Mercedes Navy

League Cadets Corp and parents, I would like to thank you

all again for graciously hosting our cadets, officers, and

parents for the "Raft-up" and Blue Angels demo. It was

truly a memorable event for all of us who were able to

attend. We can not thank you and the members enough for

such an awesome and fun experience……..If ASPS is ever

in need of ceremonial colors guards for your events,

please feel free to call on our cadets.”

Many thanks to Tony Martin for coordinating the event with the Sea Cadets and Noni Rondeau for

organizing the raft-up. The next raft-up will be July 16th on Aberdeen Creek off the South River.

Picnic

Our Annual Picnic was on June 4th at the beautiful picnic area of the Annapolis Cove community on Lake

Ogleton. We had a good crowd, plenty of good food and perfect weather. Although members had the

option of coming by boat, nobody did so. It was a good chance to have more extended conversations than

are normally possible at our dinner meetings. Thanks to the Cupples, McGeehans, and Michaelsens for a

great event.

Rendezvous

When you read this, we will have had the first rendezvous at St. Michaels during the Antique & Classic

Boat Show on 17-19 June. We were expecting about 8 boats, with several more members driving to St.

Michaels, and close to 30 people for Saturday Night dinner. Thanks again to Noni for organizing the

rendezvous. The next rendezvous will be Aug. 5-7 at Herrington Harbor South. Please save the dates and

watch for more info as the time nears."

Ice Cream Social

Peggy and Terry Slattery have kindly invited us to their place for an ice cream social in conjunction with

the August Executive Committee meeting. It will be at 6 PM on Thursday, Aug. 25th. Please mark your

Hospitality Suite

We are making great progress on our emergency room themed hospitality suite for next year. We have

some ideas for the quiz and the refreshments, all with an emergency on board theme. We even have some

thoughts on emergencies in the galley. We will need some hospital gowns, scrubs, etc as our uniform of

choice. If you have any that you can loan us, let us know. Also, keep the great ideas coming.

recently purchased 28’ powerboat. I also sent him a link for the virtual VSC so he could get everything

shipshape in advance. Despite any preparations he may have undertaken, the boat failed miserably: no

registration paperwork, no registration numbers on the boat, a portable fire extinguisher whose gauge was

in the red, a fixed fire suppression system with no evidence of any inspections, and a potentially dangerous

12-volt wiring hazard. Undeterred, this boater pledged to fix all the problems I discovered. I returned for a

follow-up VSC about two weeks later. Most of the problems were fixed, but he was still waiting on the

registration from MD DNR. I told him I would award the VSC decal once I had seen the registration. A

few days later, he drove to my house to pick up the decal. Pointing to two young girls in the back seat, he

thanked me for making his family safe. It was a vivid reminder of the importance of what we do. Imagine

how many others like him are out there, wanting to enjoy boating, while keeping their loved ones safe.

Dinner Delights

If you were unable to attend the June dinner meeting for Annapolis Sail and Power Squadron,

you missed a great meeting. We always enjoy the opportunity to spend time with friends who

love boating. And, you missed our speaker – Lee Tawney, the Executive Director of the

National Sailing Hall of Fame. This nonprofit has taken on

the task of promoting America’s sailing legacy as well as

engaging the next generation in sailing.

Here are some of the interesting things we learned at this

meeting:

It’s not all about recognizing great sailors. The STEM

sailing program teaches mathematics and science through

sailing. To date, 3,650 students have received academic

credit through sailing activities.

The curriculum offered for STEM is free and online.

On Wednesday nights, nonprofit groups and their

supporters can take advantage of a free evening sail.

Opportunities to sail for free are offered to wounded warriors and veterans.

The website offers lots of opportunities to explore sailing without physically visiting the

Sailing Hall of Fame. For example, you can read selections from American literature that

highlight sailing.

Yes, there is a Hall of Fame – and you can visit it online to learn about famous sailors.

Someday, there will be a large Sailing Hall of Fame Museum. Currently, they continue to

raise money toward that project.

Looking for something to do with your sailing talents? Volunteers are needed in all capacities

– from on the water events to activities supporting the organization.

Remember, our meetings offer more than just food. Our speakers always have great things to

Instructor Development

Would you like to teach other boaters boating safety and learn how to make a good presentation? The

USPS Instructor Development course is the perfect course for you. This 8 Week Course goes into

developing lesson plans, working with media, and concepts of how to make an interesting presentation.

The participant will make presentations and plan a lesson. Those passing the course will be certified by

USPS to present the public courses.

Piloting

Starting Tuesday September 20, 2016 for 10 classes

Cost: $75.00

Place: Annapolis High School

Tuesdays 7:00 to 9:00 PM

Piloting is the first course in the sequence of USPS courses on navigation, covering the basics of coastal

and inland navigation. This course focuses on navigation as it is done on recreational boats today. It

embraces GPS as a primary navigation tool while covering enough of traditional techniques so the student

will be able to find his/her way even if their GPS fails. The course includes many in-class exercises,

developing the student’s skills through hands-on practice and learning. Ten classes of two hours each

Charts and their interpretation

Navigation aids and how they point to safe water

Plotting courses and determining direction and distance

The mariner’s compass and converting between True and Magnetic

Use of GPS – typical GPS displays and information they provide, setting up waypoints and routes,

staying on a GPS route.

Pre-planning safe courses and entering them into the GPS

Monitoring progress and determining position by both GPS and traditional techniques such as bearings

and dead reckoning

The “Seaman’s Eye” – simple skills for checking that one is on course

Seamanship

Starting Tuesday September 20, 2016 for 10 classes

Cost: $60.00

Place: Annapolis High School

Tuesdays 7:00 to 9:00 PM

Seamanship the first step in building boating confidence and competence for safe and fun on-the-water

adventures. Seamanship 2012 presents material applicable to both power and sail, covering such topics as

the construction and functioning of a boat, the skipper’s responsibilities, preparing the boat for use,

handling and maneuvering a vessel under various conditions in close quarters and on the open water, rules

of the road, anchoring, emergencies, and marlinespike/basic knots. The Appendices cover boating into the

waters of Canada and Mexico, the effects of weather on the boater’s health, and general information on

obtaining a US Coast Guard captain’s license.

Electronic Navigation

Starting Wednesday September 28, 2016 for 10 classes

Cost: $65.00

Place: Annapolis High School

Wednesdays 7:00 to 9:00 PM

Electronic Navigation introduces GPS technology from the most basic receiver to chart plotter systems for

navigation on board. The process of navigating by establishing waypoints and routes, and then running the

planned courses, is demonstrated. Further, electronic charting software for the desktop computer is

examined, with creation of waypoints and routes on the desktop and subsequent download to the onboard

unit. Despite differences among the various manufacturers' offerings, a thorough discussion of the features

being made available is included.

Special attention is paid to apps for tablets and smart phones that provide the electronic navigation function

at the helm, for relatively little cost. Students should be familiar with basic charting concepts such as

latitude, longitude, the compass, course plotting, and time/distance. be taught when schools are out of

session for the day.

July is high boating season here in the Chesapeake Bay region and a particularly

busy time in the middle and upper Bay with many weekend activities underway.

This includes July 4thcelebrations, which bring out throngs of boaters who after

the ‘fireworks’ are often navigating in night conditions.

July is a bit of paradox regarding boating accidents. It is the month that has

typically the fewest number of deaths in boating, but is, by far, the month with

the highest number of accidents and injuries (see charts below). Obviously the high level of recreational

boating activity coupled with the friendlier warmer water temperatures may help create this paradox,

however it is clear my the shear high volume of accidents that extra caution is in order during this month of

fun and fireworks.

In addition, the Coast Guard statistics also

highlight that over 50% of boat operators involved

in an accident have had NO boating education.

So it is prudent to assume that any vessel

approaching yours in close proximity may NOT be

experienced. Hence, make no assumptions. Boat

defensively and make sure your entire crew

keeps a lookout for operators who may not be

exercising common sense and good boating judgment.
