I heard this: She took a turn that changed her life. During a recent summer

storm, my small Inukshuk fell off the windowsill. The Inukshuk was special to me because my daughter-in-law, an artist, made it of stone she found along a roadside. For that reason, it was the only one I really cared to own. According to Inuit philosophy, Inukshuk guides you home. ButIfounditbrokenonthefloor.It was a year ago last winter when I began spending time in Bobcaygeon. Then, as now, my partner and I frequently walked around and through the village. ThefirsttimeIspottedaparticulardog out enjoying her walk, it was near the swing bridge. I stopped and asked her companion what her name was. He told us it was Princess. As months passed, we often saw each other on the village streets. No matter what the weather was like,

Princess and her companion went out for their exercise. One day, we met Duchess, her new sister dog. Then we noticed one, two or more dogs on leashes either tagging along or leading the way. Sometimes Princess and Duchess weren’t even with them. We came to call this canine companion, “the dog walker.” He usually waved or said hello. Not long ago, I learned the man’s name was Al. He was, in fact, a dog walker. He treated all of the animals with respect–a pretty good indicator that a person has a kind spirit. He chose many directions for his walks and he certainly covered a good deal of territory. We seldom saw him in the same place. Al passed away last week. Just like that. There’s a noticeable absence out there. As I walk the blocks he knew so well, I considered the twists and turns–right, left, wrong, right–that change our lives. The fragility of life comes to mind. And there likely aren’t coincidences or, come to think of it, too many wrong turns. We get to where we are supposed to be. We ought to talk to each other more.

To the Editor:I am writing this letter to express my gratitude to Dr. Dave Heaton and all those that work with him at the Three Islands Veterinary Services in Bobcaygeon. Those fortunate enough to have dealt with Dr. Heaton and Dr. Robbie Heather will not be surprised at the outcome of my recent emergency visit to their clinic with my pet. After an initial assessment and x-rays later, it was determined that my pet’s chance of recovery was slim to none, so I made the decision to (let her pass) and bring her home to bury her. Dr. Heaton went above and beyond with his compassionate care which included sending my family a sympathy card. In conclusion, I would strongly encourage anyone looking for veterinary services to entrust the care of their beloved pets to those at Three Islands. With much appreciation and gratitude… (Name withheld.)

Letter to the EditorFiscal responsibility. This is a phrase that we hear much of lately, especially from our elected officials. “We have to cut your annual free dumping pass because we are being ‘fiscally responsible’and therefore won’t have to increase your property taxes.” Sounds good, right? How about, “We’re going to allow a quarry and concrete batching plant in the middle of a beautiful tourist area because we will be making revenue from haulage of materials.” Hum… Let’s think this through. Property values near this PROPOSED area will drop a minimum of 25%.

Let us say the average property tax bill is $2000, I know it is probably more, but let’s use a median number. Say there are 300 properties paying $500 less in taxes. This means the loss of income to the Township is $150,000. But wait, you say we’re getting money for haulage of the products over our roads. Correct, however… Apparently we have a 6 cents a tonne (metric ton) agreement with this proposal. This translates into 2.5 cents a ton! This means, to recoup $150,000 in lost revenue, 6 million tons of rock, gravel & concrete will have to be blasted, washed, mixed and trucked out YEARLY recoup this loss. This does not include the people who are direct neighbours of this proposal these people will have their property devalued by as much as 50%. To put this into perspective, last year, from the EXISTING quarries, $23,000 was taken in revenue. This equates to 9.200 tons of rock and gravel. This means, to recoup $150,000 in lost revenue, there wouldneedtobe6.5timesthetruckingtrafficthatalready exists! Could someone please explain to me how, in any way,thiscouldbeconsideredfiscallyresponsible? Oh yes, by the way, last year 5.1 million dollars were spent in road repairs in this area. Most of this caused by trucks going to and coming from the quarries ALREADY in existence in this area.Anna BlakePresident, PGCA

Here, Mocha!On Saturday June 23rd I was attempting to take my dog into Caygeon Canines for a nail trim and she got away from me by slipping out of her collar. I would like to thank everyone who helped me get her back. There was a young lady from Three Islands Veterinary Clinic, a man who gave me some tasty meat to entice her back, a couple in a green van and especially Liz from Caygeon Canines who closed up her shop and drove around town keeping an eye on my wayward Siberian Husky Mocha. We finally caught up with Mocha, but notbecause she finally decided to be obedient, butbecause she was exhausted from the heat. Thanks to everyone who took time to help us. Kathy Evers

STAFF VS. COUNCIL“Design Standards – Subdivision/Site Plan Development” was the focus of the first of theday’s deputations by Mr. Martyn Stollar, Managing Director of J. Stollar and Co., Barrie, Ont. Mr. Stollar, a former mayor, went to great lengths to remind Council that in response to a letter of March 14, 2011, that staff arrange an information/education seminar to assist Council in fully understanding the Design Standards and that notice be given that Council intends to adopt the Design Standards, noting the meeting date, and invite members of the public to make a delegation to Council or submit their comments/suggestions/thoughts from a developer perspective; and that the Environmental Advisory Committee, as well as any otherinterestedgroup,benotifiedoftheproposedDesign Standards and be provided with a copy of the report.” According to Mr. Stollar some fifteen (15)months have passed since Council directed that this “be completed and be brought back to Council within three (3) months”. More to the point he said, “It is now fully sixty (60) months since Engineering was treated as constituting the City’s official“Subdivision Design Standards”. Mr. Stollar asserts that the present situation gives rise to, in his opinion, Staff allowing some developers greater latitude and flexibility than others, thereby creating a doublestandard. Later in the afternoon, the Director of the department, Ron Taylor, took great pains to explain to Council what he feels is happening from his perspective and that they are forging ahead with standards that would be applicable to all developers. Councilor Luff felt that Staff ‘had their eye on the ball’ whereas Councilor Dunn felt a report was necessary as this has been an issue since 2007. In a close vote, Council agreed with Dunn. Who really runs the City, the Mayor and Staff or the Mayor and Council? Stay tuned.

NORTHWEST TRUNK SANITARY SEWER PROJECTOnce again Mr. Stollar offered his pithy thoughts regarding the escalating costs regarding the NWT Project. It is his opinion that due to changes being made, unforeseen costs will accrue to the Taxpayers of City of Kawartha Lakes. He estimates anywhere from $1.425 million to as much as $4 to 8 million. And we were assured that this project would not cost taxpayers a cent. In response, the Director, Ron Taylor, while agreeing with the overall cost estimates supplied by Stollar, felt that the estimates were not out of line and were being closely monitored. The one change that was highlighted was the extension of the sewer to the CWL Airport, which, if implemented, will add an additional cost to be borne by the Taxpayer. Interestingly, the sewer extension to the airport was not brought up. In looking over

the Airport Management Committee’s proposal presented at the Council meeting of June 12, I can findnomentioninitregardingcostseither.WhileIagree it would not be a factor in deliberations thus far, but someone somewhere should be cognisant of this change. Yet another disturbing factor.

OLD MILLThefinancingof thiscapitalproject, in theamountof $50,000, was approved during the 2012 budget deliberations and placed in a Capital Reserve. Up until now little has taken place to begin the restoration of this site that will at some point be designated a heritage site. Total restoration costs are expected to be $200,000. Chair of Heritage Victoria suggested that in order to get things moving, collaboration between the Parks Advisory Committee and the Heritage Victoria Committee would be advantageous. The Chair of the Parks Committee readily agreed. After some discussion Council easily passed it. At the present time there is considerable concern regarding the South and East walls of the structure and it is critical that work be started by fall at the latest. FLEET EVALUATION REPORTIn an effort to reduce costs, Dean Bolton, Manager of Fleet Services and Michelle Hendry, Director of Public Works, made a number of suggestions to Council namely; some vehicle amortization periods should be extended (i.e. from 7 to 9 years) where it makes good business sense to do so and that all vehicles have a (fixed asset) number assigned byFleet and that it be clearly marked on all vehicles. City department identifiers should be removedwhere practicable to encourage pooling between departments. Further, Fleet Services should develop a pool of a minimum of six (6) vehicles (car / pickup trucks or vans) in good working condition to offset the need to rent vehicles. Lastly, EMS and Police Services vehicles, at the end for their life cycle and having been approved for replacement, could be offered first to the City’s Fleet Services department forredeployment before other options are considered. High time and if this works, they should be commended for their efforts.

READY, SET, GOAL!Habitat for Humanity City of Kawartha Lakes

The City of Kawartha Lakes chapter of Habitat for Humanity has set a goal to raise $150,000 to build theirfirsthomeinLindsay. The chair of the committee Ed Call, and vice-chair Joe McGuire explained, “Habitat gives families a hand up, not a hand out.” Habitat families might otherwise never have the opportunity for home ownership due to low

income. No down payment is required and Habitat for Humanity holds the interest free mortgage. Participating families are required to contribute at least 500 hours of “sweat equity” towards the construction of their home by hammering nails, sawing wood and performing any laboring duties they can. Sponsored families cannot sell their Habitat home for ten years after taking possession. House payments are limited to 25 percent of the family income. All money for the principal goes back into the pot to help other families. The guiding principles behind Habitat are to give children a better life so they may grow up and give back to their community. The committee has submitted a request to council to donate a lot for the firstbuild. Vice-chair, Joe McGuire said, “It is majorly important that council, to be representatives of CKL, take a step to alleviate the housing needs of people in CKL as a sign of leadership”. On Tuesday July 31st, from 4 pm to 7 pm, Smitty’s Restaurant in the Whitney Town Centre will donate ten percent of their food sales to Habitat. Special meals are on offer for this event. In addition to the Smitty’s fundraiser, the committee has several other exciting events planned, including a competition among local businesses to build houses of Mega Bloks. Leading the pack, on the August 4th long weekend, is the always-popular, rain-doesn’t-dampen-its-spirit Bobcaygeon Midnight Madness. Occupying the entire prime-real estate Bolton Street-Main Street corridor–with additional booths on King Street East–the 7:00 pm to midnight, family event features everything from food to feathers. Live music and presentations add a zip to the festivities. The next event, new on the local social calendar, is scheduled for the Lakeview Arts Barn, Pigeon Lake Road, on Wednesday, August 22nd. Called a “Canapés and Live Theatre!” evening, its limited number of $40.00 tickets will provide a 7 to 8.00 pm nibble-and-smooze time, followed at 8 pm by the stage presentation of “Looking.” It’s a Norm Foster production, described by Globus Theatre entrepreneurs James Barrett and Sarah Quick as, “A romantic comedy about four loveable losers who are middle-aged, single and looking…high romance and contagious laughter.”The event will be presented by the Kawartha Lakes Associated Chambers of Commerce, a co-operative organization comprising the Bobcaygeon, Lindsay and Fenelon Falls Chambers of Commerce, as represented by their executives. KLACC’s “strength in numbers” mandate is to represent the more than 1,200 City of Kawartha Lakes businesses on issues of importance to the city community as a whole.

WILDERNESS PARKUpdate and Plans

The Environmental Action Bobcaygeon Committee and the Friends of Wilderness Park volunteers have been working since May to remove garbage and tons of debris left in the Park just north of Cageon Lanes Restaurant on Hwy #36. Large loads of trash have been removed by our volunteers and the City of Kawartha Lakes, including many bags of bottles, cans, etc. and truckloads of discarded construction material. The City Parks Directors have given the stewardship of this park, eight acres of old growth forest, to the Environmental Action Bobcaygeon Committee, and forty “Friends of Wilderness Park” have paid a membership fee of $20.00 to help. We plan to have a display at the Farmer’s Market on Saturday, August 4th followed by a late summer picnic for the “Friends” and others interested to see the progress and enjoy a non-work get together. We will apply by November 1, 2012 for a Trillium

Foundation Grant. If our proposal is accepted, we could receive funding in March 2013, enabling us to begin trail construction in the Spring. We hope to provide groomed trials of crushed limestone for walking, hiking, cycling, skiing and snowshoeing! This is a very funny play about a middle-aged couple, who begin to fantasize to try to make their lives better. This show stars Artistic Director Sarah Quick as Alice and Artistic Producer James Barrett as Henry. It is a great script full of one-liners and a lot of soul. Our next one-nighter is Slaphappy who we are pleased to have back every year. The members of this group are great improvisers and an audience favourite. The next in our Children’s Series is The Alphabet Show, brought to you by tvpuppetree. They always do a great job entertaining our younger audience members and have amazing puppets. Fire Department Asks Residents and Visitors The Kawartha Lakes Fire Rescue Service is asking our residents and visitors to voluntarily stop burning until further notice with the exception of small-contained campfires that are required for cookingand/or warmth. Our area has not received any significantprecipitation for some time and the Fire Rating Index remains at the Extreme Level. The Kawartha Lakes Fire Rescue Service has been monitoring this situation daily and, to date, our residents and visitors have been very cooperative, diligent and have been exercising good judgment when burning. MINUTES OF MUNICIPAL MEETINGS

Are Not All That Important

With these words, Walter and Sally Wilkins realized that they were now to experience the incompetent sideofappointedMunicipalofficials. It was the aftermath of the Wilkins’ Variance Application described in COTTAGE WARS. They were reading over the Minutes from their portion of the Committee of Alterations Meeting. The Minutes revealed that Amber Etherington’s remarks were now attributed to a woman who had spoken in the previous agenda item. Chris Caboto, who had spoken in some detail about his frustration

and doubt concerning the local Building Inspector’s knowledge of measuring, was omitted entirely. The Wilkins requested that the Minutes be corrected and amended so that they might be accurate and a few weeks later a second set of Minutes was received. More errors surfaced, Chris Caboto was still omitted, but Amber Etherington’s name was correctly placed in the proceedings. Again Wilkins complained and again the grumpy Secretary-Treasurer sent off another set of Minutes. Chris Caboto’s name was again omitted along with his damning statements about the Building Inspector. Some months later, the Wilkins walked into the DevelopmentOffice, asked for and lookedat theirfileanddiscoveredyetanothercopyoftheMinutes,again wrong and incomplete and this one not even mailed to them. THE NORTH PIGEON LAKE RATEPAYERS ASSOCIATION

The proposed development of Boyd Island with four hundred plus cottages and all that goes with a major developmentwasthefirstcrisisthattriggeredsomeenlightened residents, like Ted Hill, George Jewitt, Ted Pollock and Jim O’Brien, to meet regularly for discussion. At that time, the residents didn’t even have a Tim Hortons to gather at and discuss their concerns. The local town council needed more expertise to answer residents’ questions, such as, where would 400 families park their cars and boats on the mainland, was there to be a bridge, what aboutfireprotection?Outoftheirdeliberationscamea cohesive group to be molded into the NPLRA. They approached the town council with

legitimate arguments built on facts and reasonable expectations. The NPLRA members were heard as one after another step to guarantee that any development would be sane. The island remains the pristine piece of property on Pigeon Lake. The legacy of George, Ted, Ted, Jim and others from 25 years ago is very evident today. It was not about them; it was about the lake and the generations that would enjoy it. The word quarry entered the vocabulary of NPLRA as a second crisis. Is our area becoming “the new quarry capital of Ontario”? In 2011, a spokesperson from the Ontario Sand Stone and Aggregate Association spoke to our 2011 AGM. She allayed some of our fears as the association seemed to have high standards for how a quarry should operate. But, to her knowledge, none of our townships’ quarries were members of the association! In 2012, we have a “mega quarry” on the docket for our township. When the Planning Meeting was listening to the proposal for rezoning, a deluge of constituents descended on Council. The result was a further public meeting was held on the 23rd of June. At this meeting people were quite vocal and they covered all the issues. One of the best and most succinctly encapsulating statement was when someone stated that the Town appears to give more attention to a request to build a dock than they give to quarry plans. NPLRA has thus focused on this issue since it is as great as the original reason for our association’s formation 25 years ago. I am meeting more new neighbours who are joining NPLRA as they see the issues surrounding quarries as equivalent to what we saw years ago about the island’s development. The NPLRA’s AGM is July 28th, 10:00 am, Bobcaygeon Lawn Bowling Club. Come out and join up.

The Settlers’ Village Artists recently hosted another successful Art Show and are now preparing for their next exhibit in Henderson House starting on August 23, 2012: Vintage Homes, Schools and Barns. I hope you will come by and enjoy viewing their work. Caygeon Carnival is our next event: games, demonstrations, candy, food and more on July 28, 10 am to 4 pm. Fun for the whole family. Driftwood Theatre comes to town on August 3 at 7 pm. Bring your chair and be delighted by ‘A Midsummer Night’s Dream!’ September 15 from 1 to 6 p.m. is when you need to have your pie baking skills in order! We have a barrel of fun waiting for you. Into a glass bowl, toss large chunks of big, fresh garden tomatoes, cucumber, avocado, mozzarella cheese (purchased in the ball, not the block.) Squeeze half a fresh lemon over top. Drizzle with olive oil, ground pepper. Toss in fresh parsley, lots of fresh basil. Gently stir with two wooden spoons. Serve at room temperature. Variations: Need a touch of balsamic? Quinoa? Pine nuts? Green onion? Garlic? Use your imagination.

Cycling helmets are only considered, “cool”, it seems, to avid cyclists, trained cyclists and pros. Even though it’s law in our province, many children and youth either don’t wear them or don’t wear them correctly.

If you’re a parent, it is your responsibility to follow through on this vital safety measure for your children and teens. Stay on top of it. Plus, it’s your responsibility to lead by example and protect yourself when you ride a bike, too. Here’s the chance to brush up on your awareness. From the Ministry of Transportation: In Ontario, it is the law that every cyclist under the age of 18 must wear an approved bicycle helmet. An approved bicycle helmet can greatly reduce the risk of permanent injury or death in the event of a fall or collision. Helmet use reduces brain injury by 88%. A helmet works by absorbing the forces of a crash, so if the helmet has been in a collision, it should be replaced even if there is no visible damage. Thebesthelmetisonethatfitsproperly,isworncorrectly and has been manufactured to meet strict safety standards. Look for a safety standards sticker meeting the approval of safety organizations such as the Canadian Standards Association (CSA), Snell, ANSI, ASTM, BSI, CPSC and SAA. Helmets from other sports such as hockey, baseball, and football are not recommended for cycling. They are designed and tested for different types of impact. To provide maximum protection, the helmet shouldfitlevelandsquareonyourhead.Itshouldfitsnuglyandnotslipwhenyoumoveyourhead. Tocheckaproperfit:•Thereshouldbetwofingerwidthsbetweenyour

eyebrows and the helmet. •Thestrapsshouldbeflatagainsttheface.•The side straps should meet just below the ear

making a V-shape under your ear lobe.•The chinstrap should be fastened snugly withenoughroomtofitonefingerbetweenyourchinand the strap.

over a period of time. Amajorityofpeoplesufferingfromfibromyalgiaexperience moderate or severe fatigue with lack of energy, decreased exercise endurance, or the kind of exhaustion that results from the flu or lack ofsleep. Sometimes the fatigue is more of a problem than the pain. Headaches, especially muscular (tension headaches) and migraine headaches, are common with fibromyalgia. Abdominal pain,bloating and alternating constipation and bladder spasms and irritability may cause urinary urgency or frequency. A person’s skin and blood circulation can be sensitive to temperature changes, resulting in temporary changes in skin colour. As a doctor trained in Chiropractic Neurology, I take a different approach to the treatment and prevention of fibromyalgia. After a thoroughneurological exam, I determine which part of the nervous system is not functioning properly. In many fibromyalgia patients I may find a highmesencephalic output. There are three parts to the brain stem: top, middle and lower. The mesencephalon is the top part of the brain stem. A high output of the mesencephalon will cause an increased pulse and heartrate,theinabilitytosleep,orawaking,fitfulsleep. Other symptoms might include urinary tract infections, increased warmth and sweating, and sensitivity to light. Along with a high mesencephalic output,thefibromyalgiapatientmaypresentwithadecreased output of the cerebellum. The cerebellum controls coordinated movement and all of the muscles of the spinal column. No matter what the condition, it is imperative that the chiropractic neurologist performs a thorough and comprehensive exam to determine the exact

nature of the patient’s condition. Fibromyalgia patients, as with all chronic (symptoms longer than six months) type patients must be monitored closely, before and after treatments (blood pressure, pulse SpO2). If the patient is not monitored, it is possible to over-stimulate or exceed metabolic capacity. Since the upper part of the brain stem (mesencephalon) is firingatanabnormallyhighrate,Wewillwant toutilize modalities that will lower the mesencephalic output. •Always place cooked food on a clean plate. Donot use the same plates for raw and cooked meat, poultry,fishorseafoodbecausecross-contaminationcan occur and this can cause food borne illness.

•Never leave rawmeat, poultry, fish, seafood orleftovers out on the counter for longer than two hours.

•Food that has been defrosted in themicrowaveshould be cooked immediately after thawing.

•Wash your reusable grocery bags frequently,especially if you are carrying raw meat, poultry, fishorseafood.

•Alwayscookrawmeat,poultryandseafoodtoasafe internal temperature.

•Removethefoodfromtheheatandinsertthedigitalfood thermometer through the thickest part of the meat, all the way to the middle. Thermometer must not be touching any bones.

•Avoid consuming rawor lightly cooked eggs oregg products including cookie dough or cake batter.
