DENR Regional Executive Director Leonardo R. Sibbaluca together with PIA Deputy Director General Virgilio DC. Galvez represented by Ms. Aurora J. Casimpan, led the launching of the advocacy campaign. Along with the launching was the signing of the memorandum of agreement (MOA) between the DENR and the PIA Offices, international and local non-government organizations, other government agencies and the private sector in the region, to signify their strengthened advocacy efforts and other interventions on climate change adaptation and mitigation. On top of the regular National Greening Program (NGP) that

began four years ago until 2016, the Department of Environment and Natural Resources (DENR) in Eastern Visayas has an added mission: plant a billion fruit trees more within the 40-meter no build zone limits along shorelines. This was revealed by Provincial Environment and Natural Resources Officer (PENRO) Ricardo Tomol, head of the DENR office in Southern Leyte, during the Action Center Kapihan sa PIA Cable TV program Wednesday. The Cable TV Kapihan taping at the Senior Citizens building was aired Friday, July 18, as a special edition in addition to its weekend regular showing, to coincide with a simultaneous nationwide launching of a joint PIA-DENR advocacy project on Climate Change Adaptation (CCA). Planting trees, be it forest or fruit trees, has long been proven as a

way to mitigate the effects of erratic climatic conditions, because they absorb carbon dioxide in the air and give off oxygen for people and animals to breathe, aside providing shade and acting as buffer against winds and waves during bad weather. Asked for updates on the nationwide NGP for Southern Leyte province, Tomol said that since the year 2011, they have covered more than 4,000 hectares of timberlands planted with varied species of trees in coordination with various People’s Organizations (POs). This translates to over 2,000,000 trees grown now at three years old at a conservative estimate of 500 trees planted per hectare at 85% survival rate. As to the billion fruit trees campaign specifically for Region 8 and implemented through former Senator Panfilo Lacson, the Presidential Adviser on Rehabilitation and Reconstruction

for post-Yolanda, Tomol said they had finished the survey and other necessary paperworks and submitted those already to their central office. The idea is to coordinate with private landowners in open spaces and lots in-between barangays and municipalities along the coastal roads, so these areas, even under coconut trees along the 40-meter limit from shorelines, can be planted with fruit trees provided by DENR but “demand-driven” by landowners on what kind of fruit trees they would like to plant, Tomol explained. Tomol said he is just waiting for the final approval of their submitted plans so they can start to implement, if possible within the year, the Yolanda-themed fruit tree planting in the province as part of the Lacson-led initiative for the entire Region 8. DSWD Secretary assures livelihood opportunities for Tanauan resettlement project beneficiaries

The residents of the Pago Resettlement Project in Tanuan,

Leyte were given assurance for livelihood opportunities by Secretary Corazon Soliman of the Department of Social Welfare and Development (DSWD). This after some 48 families who lost their houses due to typhoon Yolanda, were given the chance to have an audience with the President of World Bank, Dr. Jim Yong Kim who visited the area together with Secretary Soliman. Kim and Soliman were

informed by the residents of their present condition, whom they said is already safe and far from danger of living near the sea. However, problem on livelihood was also brought out by said residents. Sec. Soliman promised the residents that she will meet with Mayor Pelagio Tecson of Tanauan and the Regional Director of DSWD Nestor Ramos to discuss the possibilities of putting up livelihood projects. “This is the next step after the shelter and we will help you with

the livelihood opportunities,” said Soliman. President Kim for his part said that world bank mourned for the people of Tanuan, and that they all felt sad after what happened during the typhoon. With his visit, Kim also said that he was inspired by the people who keep on fighting and trying to build new homes and new source of living. Ronald Aquino gave recognition to rescue volunteers as the city marked National Disaster Consciousness Month. In a news release penned by Aimee Catalan, it said that the city highlighted the recognition of individuals and groups who, without reservation, volunteered themselves in the city ’s quick response after Yolanda’s devastation in Tacloban on November 8, 2013 and lately, in Binaliw, Calbayog on June 26, 2014. In a simple ceremony held Tuesday, Aquino distributed certif icates of recognition to the barangay rescue volunteers called SALVAR (Saving l ives by volunteers and active rescuers) for their valuable and untiring

support to the City Government of Calbayog through City Disaster Risk Reduction and Management Office (CDRRMO). SALVAR is known to be ever ready to respond in the rescue, search and relief operations of the city during calamities and disasters. CDRRM head Mr. Estanislao D. Cortado, in his message, stressed that it is everyone’s responsibil ity to lessen the impact of a hazard or any disaster, and minimize the loss of l ives. On the early morning of June 26 a tornado hit Binaliw (a vil lage located 20 k ilometers from the city), and destroyed 92 houses, and left eight injured and 501 residents homeless. The funnel-shaped whirl ing wind also wrecked eight motorized

As part of their “Post Yolanda Activities”, Technical

Education and Skills Development Authority( TESDA) is now engaged in conducting skills training to some “Yolanda” survivors here. This was learned today from Engineer Enrico Banario, TESDA Provincial Director over station DYES. Banario said that close to a thousand now, have already completed the skills training, and in Balangiga town alone, more or less 50 Out-of-School Youths aging 18 years old and above have undergone recently, with the 15-day training in Basic Carpentry, Electrical Installation and Maintenance.

He added that after the training, the graduates were given Tool Kits which they can make use of, as they venture further, using their acquired knowledge and skills. For instance, they will soon be tapped to repair the damaged school buildings of Balangiga including the poultry house. It was also reported that in February this year, 50-trainees from Salcedo town have likewise graduated from the same skills training. This was assisted by the United Nations Development Program(UNDP) and the Eastern Samar State University(ESSU). The Catholic Relief

Service(CRC) likewise extended a similar assistance to typhoon stricken communities, the report added. TESDA is working on a P4M budget for “Yolanda” Rehabilitation and Recovery in the southern municipalities of the province. Engr. Banario also disclosed that these graduates from their short-term skills trainings, in Carpentry and Electrical Installations are qualified to take TESDA’s Competency Examination, which could qualify them for permanent employment in government or overseas. Sa mga minamahal ko pong kababayan, ang aking mga Boss:

Humingi ako ng panahong makaharap kayo ngayong gabi, para ipaliwanag ang ilang bagay kaugnay ng naging desisyon ng Korte Suprema ukol sa DAP. Ang una ko pong tatalakayin: Ano ba ang sitwasyong dinatnan natin? Kung maaalala po ninyo, nang umupo tayo sa puwesto, tumatakbo na ang 2010 budget, at minana rin natin ang panukalang budget ng 2011. Isipin po ninyo: Sa 1.54 trillion pesos na dinatnan nating pondo ng 2010, nasa 100 billion, o 6.5 percent lang nito ang natitirang gamitin sa nalalabing anim na buwan ng taon. Talagang mapapaisip ka: Saan kaya nila dinala ang pera? Naaalala rin siguro ninyo ang maanomalyang proyekto tulad ng dredging sa Laguna Lake, kung saan gagastos tayo ng 18.7 billion pesos para lang sa paglalaro ng putik; o ang mga GOCC na nagpaulan ng bonus sa mga opisyal at empleyado kahit nalulugi ang mga kompanya. Malinaw na maraming nagaganap na katiwalian sa sistema ng pagba-budget noon. Kaya naman, tinanggal natin ang mga ito. Kinansela natin ang mga maanomalyang proyekto, inayos ang pamamalakad sa mga GOCC, at sinimulang itigil ang mga hokus-pokus sa kaban ng bayan. Sa pamamagitan ng Zero-Based Budgeting, paglalaanan lang ng pondo ang mga proyektong tunay na pakikinabangan ng mamamayan; wala nang puwang para sa tinatawag na continuing appropriations. Ito pong continuing appropriations ang isa sa mga dahilan kaya nagkaroon ng marupok at komplikadong burukrasya, na pagkakataon para sa katiwalian, at mga

programang pinagkakaperahan ng iilan, habang wala namang benepisyong dumarating sa taumbayan. Pero hindi man natin intensyon, naging kaakibat ng maigting nating pamamahala sa budget ang pagkaantala ng ambag ng publikong sektor sa paglago ng ekonomiya. Dahil sa underspending, bumaba ang ating GDP. Kumbaga po sa sistema ng irigasyon, ipinamana sa atin ang mga daanan ng tubig na maraming tagas. Kaya naman kinailangan po munang asikasuhin ang pagtatapal ng mga ito para walang masayang, at gawing mas epektibo ang irigasyon. At dahil nga po sa dami ng butas, hindi agad tayo nakapagdala ng sapat na tubig sa mga halaman na kailangan nito para sa kanilang paglago. Pinag-aralan natin ang sitwasyon. Natuklasan nating may mga departamentong mabilis ang galaw ng proyekto dahil agaran nilang nawasto ang kanilang mga sistema. Mayroon din namang mga ahensyang isinasaayos pa ang kanilang sistema para magkaroon ng katiyakan na walang masasayang na pera ng bayan. Pero siyempre po, tumatakbo ang oras, dumating ang punto na inamin nilang hindi nila kayang gamitin ang pondo sa taon na pinaglaanan ng budget. Ang tanong nga po: Anong gagawin natin sa mga hindi pa nagagamit na pondo? Linawin ko lang po muna ang usapin ng savings sa gobyerno. ‘Di po ba, sa ating mga tahanan, palaging magandang bagay ang magkaroon ng

savings? Halimbawa, kapag nakamenos-gastos sa biniling karne, may ekstrang pera para makabili ng pangrekado. Sa pamahalaan, mas kumplikado ang ibig-sabihin ng savings. May mga pagkakataong mabuti ito, katulad ng mahigit sa 26 bilyong pisong natipid ng DPWH dahil sa maayos at tapat na proseso ng bidding at procurement. Ngunit, may mga pagkakataon namang kapahamakan ang ibig-sabihin ng savings para sa taumbayan. Bakit po? Kada taon kasi, nagmumungkahi ang sangay ng Ehekutibo sa Lehislatura ng tala ng mga prayoridad na programa, aktibidad, at proyekto na may kaakibat na benepisyong kailangang paglaanan ng pondo. Kapag naisabatas na ang budget, malinaw na nakasaad na kailangan itong gugulin sa loob ng tinukoy ng tinukoy na taon. At kapag hindi ginastos ang pera para sa pinaglaanang programa, natural pong hindi makakarating ang benepisyo sa taumbayan. ‘Di ba’t nagbubunsod ito ng kapahamakan sa ating mamamayan? Ibig-sabihin, sa tuwing may ganitong savings ang gobyerno, sa tuwing natutulog ang pera ng bayan, mayroon tayong Boss na napagkakaitan ng benepisyo. Siyempre po, sinumang matinong pinuno ng gobyerno ay gugustuhing madaliin ang mga proyektong may pakinabang sa publiko. Wala po akong makitang dahilan na iantala ang benepisyo, lalo pa’t may kakayahan tayong gawin ito. Malinaw na kapag hindi mo agad

naiparating angbenepisyo, pinahaba mo na rin ang pagdurusa ng Pilipino. Ang naging tugon po natin: Disbursement Acceleration Program o DAP. Ito naman po ang ikalawa kong ipapaliwanag sa inyo. Hindi proyekto ang DAP—isa itong pamamaraan ng pamamahalana naaayon sa batas at sa mandatong ibinigay sa sangay ng Ehekutibo. Ipinatupad natin ito para makatulong sa paglalaan ng pondo at masagad ang mga benepisyong hatid nito para sa taumbayan. Paano ba nag-umpisa ang DAP? Ganito po: Sa araw mismo ng SONA noong 2011, ilang oras bago ako magtalumpati, nagbigay sa atin ng progress report ang lahat ng departamento ng pamahalaan. Nagulat po ako sa ilang natuklasan kong datos. Halimbawa: Sa report ng DepEd, sa target nilang maipatayo na walong libong school buildings, ang natapos nila: labingwalo lang po. Sa totoo lang, makatuwiran naman ang kanilang mga dahilan—tulad ng paghahanap ng karagdagang lupa, mga panibagong pagsusuri sa tunay na pangangailangan, isama pa ang masalimuot na mga proseso sa burukrasya. Kaya naman, diretso po natin silang tinanong: Mahahabol niyo ba ang target na konstruksyon sa nalalabing limang buwanng taon? Ang tapat namang sagot ng DepEd, “Ginagawa na namin ang lahat ng magagawa, pero nasa tatlo hanggang apat na libong classroom lang ang kakayanin naming maipatayo para sa 2011. ‘Yong natitira, hahabulin na lang po namin sa susunod na taon.”

At iyon nga po ang nangyari: Mabagal man ang naging pagpapatayo noon, nakabawi naman ang DepEd. Ngayon nga po, naisara na nila ang minana nating backlog na 66,800 classrooms. Isa pang halimbawa ng proyektong matagumpay na naipatupad dahil sa epektibong paggamit ng savings ang sitio electrification program. Noong 2012, ang target po nating pailawan: 4,053 na sitio. Sa pambansang budget, 3.87 billion pesos ang inilaang pondo para dito. At dahil sa mabilis at mahusay na pagpapatupad ng proyekto, humiling po ang National Electrification Administration ng dagdag na pondo para pailawan ang karagdagan pang 2,110 sitio. Sa tulong ng DAP, naipagkaloob ang 1.264 billion pesos para matapos ang kabuuang 6,163 sitios noong 2012. ‘Yon po ay sa bilang na 36,000 na sitio ang may kailangang pailawan. Tanong po, ‘di po ba tama, na ang pondong nakatengga lang ay ipagkaloob natin sa mga napatunayan nang epektibo ang programa, at talagang magagawang tapusin ang inaasahan sa kanila, at ipinarating nang pinakamaaga ang benepisyo? Ang maganda nga po sa ganitong sistema: Ang mga proyektong pansamantala nating itinigil noong taong iyon, ay hindi na makikipagkumpetensya sa pondo ng mga natapos nang proyekto sa susunod na taon. Talaga pong win-win situation. Dumako naman tayo sa ahensyang tulad ng National Irrigation Authority o NIA.Noong ako po’y nagtalumpati sa kanilang

anibersaryo, ang ipinagmamalaki po nila sa atin: Dumodoble raw ang pagtupad ng kanilang target sa rehabilitation at reconstruction projects. Iyon nga lang po, nang makita ko ang datos pagdating sa kanilang mga bagong project: Nitong nakalipas na sampung taon ay lagi itong napakalayo sa target, na sila rin naman po ang gumawa ng mga target. Alam naman po natin: Kung may balak kang katiwalian, mas madali itong gawin at lusutan sa mga proyektong under repair. Pero sa new projects naman, dalawa lang po ‘yan: meron ba o wala? Halimbawa: may nakikita nga ba tayong ipinagawang kanal o wala? Ipinaliwanag nga rin po ng pinuno nila noong mga panahong iyon kung bakit mula 87 percent accomplishment sa irrigation projects noong 2011, bumagsak ito sa 65 percent noong 2012. Ang sabi po nila: 40 percent daw kasi ng mga proyekto ay nasa Mindanao,at tinamaan ng bagyong Pablo. Paalala ko lang po: Unang linggo ng Disyembre 2012 dumating si Pablo. Ang tanong ko: Ano bang inaatupag niyo buong taon, at itinulak niyo lang sa huling tatlong linggo ng 2012 ang pagkumpleto sa mga proyekto? Ang malala pa: Itinaon nila ito sa panahon ng Pasko at Bagong Taon—kung saan mababawasan pa ang araw ng trabaho dahil sa mga bakasyon. Ang tindi po talaga. Palagay ko, walang sasang-ayon sa ganitong pamamalakad, at hindi puwedeng pabayaan na lang ang ganitong pambobola. Pinalitan na nga po natin ang administrador ng NIA. Ang hangad po natin: Huwag patagalin ang pagpapatupad sa isang proyekto. Ang pinagkasunduan ng buong Gabinete tungkol sa kani-kanilang budget: Use it or lose it. At kung malinaw na hindi talaga ninyo magagamit ngayong taon ang pondong inilaan para sa inyo, maliwanag na savings na ‘yan. Binigyan po tayo ng pagkakataong maipatupad kaagad ang benepisyong may agarang pakinabang sa ating mga Boss. Sa ganitong paraan, ang mga naantalang benepisyo ay napapalitan ng mga benepisyong mas maagang nakakamit ng taumbayan.

Tandaan po natin: mayroon tayong budget deficit; mayroong mga pondo na inuutang ng pamahalaan upang mailaan sa mga proyekto. Kung hahayaan lang natin itong matengga, nagbabayad lang tayo ng interes para sa wala. Wala pong napapala ang taumbayan sa ganitong sistema. Sa desisyon ng Korte Suprema, kinukuwestiyon tayo sa paggamit natin ng savings at kung kailan natin puwedeng gamitin ang tinatawag na unprogrammed funds. Ang gusto po nila, ideklara ang savings sa ika-31 ng Disyembre. Sa sistemang ito, Kelan pa natin ito magagamit? Sa kahulugang ito ng savings, ‘yung proyektong puwede na sanang pondohan sa kalagitnaan ng taon, ipapagpaliban pa natin hanggang sa susunod na taon. Mayroon din po tayong listahan ng mga proyektong mapopondohan lamang kung may biglaan at di-inaasahang kita ang gobyerno. Unprogrammed funds po ang tawag dito.Sa inutos ng Korte Suprema, matatagalan ang paghahatid ng benepisyo dahil Marso pa ng susunod na taon matatapos ang lahat ng rekisitos para sa paggamit nito. May proseso pa ng bidding at procurement, na aabutin naman ng di-bababa ng apat hanggang anim na buwan. Bago ito matapos, anong petsa na? Ano pong maaaring implikasyon nito? May mga programa tayo para sa paglilikas ng informal settlers sa mas ligtas na lugar mula sa peligrosong lugar. Sa sistema na tila inuutos na ibalik ng Korte Suprema, parating na ang pangalawang panahon ng bagyo, o second typhoon season, saka pa lang natin maililikas ang ating mga kababayan. Tandaan po natin: tinatayang dalawampung bagyo ang dumadaan sa atin kada taon.Tama ba naman na sabihin sa naninirahan sa mga peligrosong lugar, na daanin na lang muna ang lahat sa dasal? Hindi po ito maaatim ng aking

konsensya. Hindi ko matatanggap na may mapahamak tayong mga kababayan dahil hinayaan kong magtagal ang paghahatid sa kanila ng benepisyo. Tandaan lang po natin: Ang mamamayan ang may-ari ng kaban ng bayan. Ang epektibong paggugol ng pondo ay hindi lang po dikta ng aking konsensya, malinaw din pong nakasaad sa iba’t ibang probisyon ng isang batas na ang pangalan ay Administrative Code of 1987, at tinalakay ang paggamit ng savings. Halimbawa, basahin natin ngayon (nandiyan sa inyong mga screen) ang Book VI, Chapter 5, Section 39 ng 1987 Administrative Code of the Philippines: “—Except as otherwise provided in the General Appropriations Act, any savings in the regular appropriations authorized in the General Appropriations Act for programs and projects of any department, office or agency, may, with the approval of the President, be used to cover a deficit in any other item of the regular appropriations…” Nakita naman po ninyo, na ayon sa batas na ito, hayagang binibigyan ng kapangyarihan ang Pangulo na maglipat ng savings sa ibang proyekto. Walang nakasaad na limitado sa isang departamento o sangay ng gobyerno ang paglilipat ng savings. Sa simpleng salita po: Hindi tayo lumabag sa batas nang ipatupadnatin ang DAP. Nagulat nga po kami nang makita naming hindi naisaalang-alang sa desisyon ng Korte Suprema ang ginamit naming batayan ng DAP. Paano kaya nila nasabing unconstitutional ang aming paraan ng paggastos gayong hindi man lang nila tinalakay ang aming pinagbatayan? Hanggang sa mga sandaling ito, umiiral parin ang Section 39 ng Administrative Code, at ang marami pang ibang bahagi nito. Mas nakakabagabag pa ito kung isasama natin sa usapan ang “operative fact doctrine,” na binanggit rin ng Korte Suprema sa kanilang desisyon. Simple lang naman po ito. Sa oras na ideklarang unconstitutional ng Korte Suprema ang

isang batas o kautusan ng Ehekutibo, ang mga proyektong gagawin pa lang sa ilalim nito ang siyang ipinagbabawal. Hindi saklaw ng deklarasyon ang mga nagawa nang proyekto kung matatanggalan ng benepisyo ang taumbayan. Natural lang po ito dahil hindi naman tamang baklasin ang mga tulay na naipatayo na, o kaya naman ay tibagin ang mga tahanang naipagkaloob na sa mga pamilya ng informal settlers. Gayundin, sa ilalim ng doktrinang ito, kinikilala na walang pananagutan sa batas ang nagpatupad ng kautusan kung ginawa nila ito “in good faith.” Pero sa desisyon ng mga Mahistrado, ipinagpapalagay kaagad nilang walang good faith, at kailangan pa raw namin itong patunayan sa isa o sa mga paglilitis. Nasaanpo kaya rito ang prinsipyong “innocent until proven guilty?” May mga nagsasabi rin po na pareho lang ang DAP sa PDAF. Excuse me. Iba ang DAP sa PDAF. Sa PDAF, may ilang nagdala ng pondo ng gobyerno sa mga pekeng NGO, at diumano’y pinaghati-hatian ng ilang mapang-abuso. Sa DAP, malinaw na hindi ninakaw ang pondo ng gobyerno—sinikap itong gastusin para maiparating ang benepisyo sa Pilipino. Hindi saka na, o bukas makalawa; now na. Ang kayang ipatupad agad, ipinatupad agad.At ‘di po ba, mismong ang Korte Suprema, ang World Bank, isama na rin ang mga kritiko ng DAP, aminadong nakatulong ito sa pag-angat ng ating ekonomiya? Malinaw po: Mayroong mga dapat ikonsidera ang Korte Suprema upang bigyan ng paglilinaw ang kanilang naging pasya ukol sa DAP, at harinawa, ay mapagtanto nila ang negatibong epekto nito sa bansa. Iaapela natin ang desisyon ng Korte Suprema. Magagawa po natin ito sa pamamagitan ng paghahain ng Motion forReconsideration para magbigay-daan sa mas buo at mas kumpletong pagsipat sa ating mga batas. Kahit sino nga pong abogado, na atin pong kausapin, ay magbibigay ng babala sa hakbang na ito. 13-0 ang naging boto ng Korte Suprema laban sa DAP; may isang nag-abstain. Halos, sabi po ng mga abogadong nakonsulta natin, suntok sa buwan ang pag-asang babaliktarin ito. Ang sabi pa nila: kapag itinuloy mo yan, baka lalo ka lang mapahamak. Ang mensahe ko po sa Korte Suprema: Ayaw nating umabot pa sa puntong magbabanggaan ang dalawang magkapantay na sangay ng gobyerno, kung saan kailangan pang mamagitan ng ikatlong sangay ng gobyerno. Mahirap pong maintindihan ang desisyon ninyo. Mayroon din kasi kayong ginawa dati, na sinubukan ninyong gawin ulit, at may nagsasabi pang mas matindi ito base sa desisyong inilabas ninyo kamakailan lang. Nagtiwala kami na tama ang ginagawa ninyo alinsunod sa konsepto o prinsipyo ng “presumption of regularity,” lalo pa’t kayoang dapat na mas madunong sa batas.Ngayong kami naman ang may ipinatupad—na kayo na rin ang nasabing

nakabuti sa mamamayan—bakit mali na ngayon ang aming ginawa? Naniniwala naman akong karamihan sa inyo, tulad namin, ay naghahangad ng kabutihan para sa taumbayan. Sa mga kagalang-galang na Mahistrado ng Korte Suprema: Tulungan n’yo naman kaming tulungan ang ating mga kababayan. Balikan niyo sana ang ginawa ninyong desisyon nang may pagsasaalang-alang sa mga inilatag kong paliwanag ngayong gabi. Umaasa po ang sambayanan sa makatwiran ninyong pagtugon. Umaasa akong kapag nakita ninyo ang mga isusumite naming argumento ukol sa batas at sa ekonomiya, magkakaisa tayo, at titibay ang kapasidad ng buong pamahalaan na isulong ang interes ng sambayanan. Wala naman po sigurong magdududa, sa nakalipas na apat na taon ay itinaguyod natin ang reporma. Ano nga ba ang inaasahan sa atin sa pagsusulong ng reporma? Ang dinatnan nating sistema ay hindi nakatulong, o kulang ang pagtulong sa ating bayan—inaayos natin ito upang magawa ang tangi nitong layunin: ang mapangalagaan ang interes ng sambayanan, na siyang nagluklok sa

atin sakapangyarihan. Ang panawagan natin sa Korte Suprema: huwag ninyo naman sana kaming hadlangan. Hindi ba dapat kasama namin kayo sa repormang ito? Tapusin na natin ang sistemang nagpapahamak sa taumbayan. Hayaan po ninyong ibahagi ko ang isang text message na natanggap ko nito lang pong lumipas na linggo. Ang sabi po: “The politicians are making fiesta regarding DAP; but to our simple non-legalistic mind, it is like a motorist who parked in a ‘no parking zone’ because he had to rush to save the life of an accident victim, which has more value. I’m praying hard that these people will see the good of the people rather than their own ambition.” Sagot ko po: Parang ganun nga ang sitwasyon, pero sa totoo lang, mas malala pa; dahil kinasuhan ako ng “no parking” sa pagparada sa hanggang ngayon ay hindi pa nadedeklarang “no parking zone.” Tama po ba ‘yun? Mga Boss, sa mga susunod na araw, ako, ang mga miyembro ng aking Gabinete, pati na ang mga naging benepisyaryo ng DAP ay maglalabas ng karagdagang detalye tungkol sa usaping ito. Inaanyayahan ko rin kayong lahat na basahin ang inilabas na desisyon ng Korte Suprema, pati na ang mga kaakibat nitong concurring anddissenting opinionsupang mas maunawaan ninyo ang mga tinalakay ko ngayong gabi. Doon naman po sa mga nag-aalala tungkol sa mga programang pinahihinto na, dahil kailangan nating sundin ang kauutusan ng Korte Suprema, huwag kayong mag-alala. Babalik kami sa Kongreso at hihingi ng supplemental budget upang maituloy ang inyong mga benepisyo. Bilang pagtatapos, muli kong ididiin: Mabuti ang DAP. Tama ang intensyon. Tama ang pamamaraan. Tama ang resulta.Mga boss, ipinapangako ko sa inyo: Hindi ko hahayaang pahabain pa ang pagdurusa ninyo, kung ngayon pa lang, ay kaya na nating ibsan ito. Marami-maraming salamat po, at sana po ay naliwanagan tayong lahat.

B ig waves brought by high tide approximately measuring two

meters in height aggravated by strong southwest monsoon winds caused the destruction of several houses in some coastal barangays in Naval as Bil iran province was placed under signal number 2 with Tropical Storm Glenda. However, the municipal disaster r isk reduction and management office in Naval led by Raoul Vil lordon, Naval MDRRMO, said that his office will sti l l be validating as to the number of houses that has been destroyed totally or partially as big waves started to pound houses along the coastal barangays this town at around early afternoon on Tuesday, July 15. The MDRRMO in Naval will start its official validation of damage houses by Wednesday, July 16, Vil lordon said in an interview at his office late evening today. He added that his office was not able to validate on Tuesday. July 15, the number of damaged houses since he was preoccupied with the equally urgent requests of some barangays captains who were seeking the assistance of his office. In Barangay Sto. Nino alone, one of the coastal barangays in Naval, there were estimated 30 houses that have been totally wrecked by big waves . Several houses located along the shoreline of Barangay Atipolo in Naval town, specifically in Lower Basak, were also destroyed by the big waves Several commercial stalls situated along the coastal portion

of the Naval public bus terminal were displaced and even several cubic meters of sand were found within the area of the public transport terminal. As of this writing, the entire province of Bil iran was in blackout, however, the management of the National Grid Corporation of the Philippines (NGCP) and the of Bil iran Electric Cooperative, Incorporated (BILECO) have exerted their best efforts to restore power in the entire coverage area the soonest time possible. World Bank gives $62-M fund package for Yolanda rehabWorld Bank President Dr. Jim Yong

Kim together with Lilianne Ploumen, Minister for Foreign Trade and Development Corporation of the Netherlands and guided by DSWD secretary Corazon Soliman visited two communities in Leyte province. The three officials visited the “Bahay-Kubo-Kimchi Demonstration Farm”. The 5-hectare plot of land is joint a project of Korean Churches Consortium for Disaster Relief in the Philippines, the Philipine Bahay Kubo Movement and the local government unit of Palo. Kim and Ploumen conversed with locals who shared with them their stories during Yolanda while Sec. Soliman acted as the interpreter for the beneficiaries of the project. The party also visited the shelter program in barangay Pago in Tanauan. The shelter resettlement project aims to provide safe and sound shelters to typhoon victims, mostly from coastal barangays who lost their houses in the no build zone. When Kim conversed with the people from Pago they said that they said that they are more secure and safe to be living in the shelter however they are also worried because they do not have a source of income, DSWD sec. Soliman told the group that she will have a meeting with mayor Pelagio Tecson of Tanauan to focus on the livelihood projects for those living in the shelter. The last visit of the group was the school project site in Brgy Bislig in Tanauan. The project that

involves construction of classrooms is part of the government recovery and rehabilitation of public infrastructure in partnership with Asian Development Bank through DSWD and Japan Fund for Poverty Reduction. Kim after his visit to 3 sites said that he learned of the many non-government organization and civil society organizations who are working for the rehabilitation and the deep commitment of the government of the Philippines in the recovery of the typhoon affected

areas and the provision help of the many private sector companies. He promised that 62 million dollars funding from World Bank is expected to help the victims for jobs, road and bridges. Kim believes that the Philippines can be the next miracle in Asia. He promised to do everything he can to work with the government and the private sector to make this happen, he believes that it can happen with the cooperation of the Filipino people.
