J uly 2002 Examinat ions: DOEACC O/A/B & C LevelExaminations were conducted at 131 centres all over

the country during July 13 - 23, 2002 successfully.

About 82,480 candidates applied, out of which

81,337 were found to be eligible for the examination

and were issued admit cards. The results of

examinations for all the four levels were declared on

7th September 2002 (O Level), 14th September 2002

(A Level) and 25th September 2002 (B & C Levels)

respectively on DOEACC Website:

www.doeacc.org.in, which were accessed by the

candidates on query basis.

next (25th) DOEACC Examinations to be held in

January 2003 in respect of O/A/B & C Levels was

announced in the leading newspapers through out

the country in last week of August 2002. This issue

gives the Date Sheet for the said Examination for

the convenience of Students and Institutes.

**  ACCREDITATION

Monitoring of the Institutes

DOEACC aims to provide an ideal learningenvironment for the students undergoing training inthe institutions duly authorized by DOEACC Society.For the effective implementation of the training

programmes under the DOEAC Scheme, informationneeds to be collected by the DOEACC experts onvarious aspects of the learning environmentprevailing in the institutions to get a clear picture of the status of quality of education and training beingimparted by theses institutions in the non-formalsector of IT education. Towards this objective,DOEAC Society has initiated the process of monitoring the institutes authorized to conductDOEACC Courses by organizing visits of experts tothese institutes to assess them periodically.

In the first phase of this process, around 50

accredited institutes of Delhi Region and 20institutes in Southern region have been visited.

In the second phase, institutes in Rajasthan, Punjaband J & K are being planned to be monitored.

 As brought out that the Society has alreadyintroduced the monitoring system to ensure qualityeducation & training by the institutes, based uponwhich an institute is being rated as Excellent/Very

Good/Good/Satisfactory/Poor on a scale of 0-200 asunder:

This rating for an Institute will be valid for the periodof Provisional/Full Accreditation and be reviewedperiodically, so that an institute makes efforts either to maintain or improve upon its earlier rating.

Norms and Standards for rating of the institutionsadopted during monitoring visits are given below inthe Monitoring Visit Report Preforma. Once themonitoring visits in respect of all the institutions arecomplete, these ratings would be placed on theWebsite of the Society.

Introduction of Variable Accreditation Fee

In order to ensure quality of IT education in theinstitutes accredited by DOEACC, it has beendecided to introduce ‘Variable Accreditation Fee’and Awareness Creation Fund’. A few clarifications

have been sought from the institutions, which havebeen replied individually for the benefit of all theinstitutes. It is clarified that the contribution on theaccount i.e. Variable Accreditation Fee and

 Awareness Creation Fund is to be met by theinstitutes from their internal resources. Under nocircumstances, any additional fee is to be chargedfrom the students in any manner on this account.Had the idea been to charge the amount from thestudents, DOEAC could have increased theExamination Fee. It was not considered appropriateas that would have put additional burden on thestudents.

It is clarified that all the accredited institutes, both inprivate and public sectors, are abiding by thedecision of the Society in this respect. No case hascome to out notice wherein Variable AccreditationFees or Awareness Creation Fund is being chargedfrom the students.

 A letter has been addressed to all the institutesproviding the clarifications in this regard which isreproduced below:

Sir,

This is in continuation to Society’s Letter No.2(15)/2002-DOEACC Society, dated 3

rdJune 2002

regarding introduction of Variable Accreditation Feeand Awareness Creation Fund with effect fromJanuary 2003 examinations (Annexure A).

2. In this regard, the Society is in receipt of afew queries from some of the institutes accredited toconduct DOEACC course(s). Therefore, in thefitness of things, it is thought necessary to sharethese queries (Annexure-B) and their clarificationswith all the institutes as this would further facilitateinstitutes to implement both the said Schemes asenvisaged.

3. It may be clarified that contribution towardsboth the schemes, i.e., the Variable AccreditationFee and `Awareness Creation Fund’ should be metby the institutes from within their internal resources.Under no circumstances, the above fee is to becharged from the students in any manner 

whatsoever.

4. Accordingly, all the institutes should ensurethat both Variable Accreditation Fee and AwarenessCreation Fund are remitted to the Office of DOEACCSociety along with filled-in examination applicationforms for January 2003 examination as per thedetails given in Annexure-C.

5. Should there be any further queries, pleasefeel free to contact DOEACC Society and ensurethat Examination Application Forms for January2003 Examinations for all the Levels should reach

DOEACC Society by October 30th

2002 (Afternoon)along with the above contributions. If theapplications are received without the abovecontributions, appropriate action will be initiated inrespect of concerned institutes, as per normsapplicable to institutes authorized to conductDOEACC Course(s).

Anneuxre - B

Q.1 When wou ld the Scheme o f ‘Var iab le Acc reditation Fee’ be introduced? 

 A. The Scheme of ‘Variable Accreditation Fee’ isapplicable w.e.f. January 2003 Examinations.

(Refer last para of DOEACC letter No.2(15)2002-DOEACC Soc. dated 3

rdJune 2002).

Q.2 Is th is Scheme app l icab le to only those institutes that have recently acquired 

accreditation? 

 A. No, this Scheme is applicable to all institutesaccredited to conduct DOEACC course(s),irrespective of the date on which they have beengranted accreditation.

Q.3 Would the extra amount pertain ing to ‘Var iab le Acc reditation Fee’ be charged with every bunch 

of Examination application Forms ? 

 A. The Variable Accreditation Fee is to be remitted atthe time of submission of Examination ApplicationForm by the institute (Performa is placed at

 Annexure-C). Institutes are advised to submit thePerforma duly filled-in, along with the filled-inExamination Application Form, accompanied by twoseparate Demand Drafts/Pay Order in respect of (a)Examination Fee, (b) Variable Accreditation Feeand Awareness Creation Fund.

Q.4(a)Students registered for O/A/B level would norm ally not appear in all the mo dules/papers 

together. He/she would r equire to undertake 2-5 

separate examinations (depending upon the level) to appearing in the different mod ules/papers at least once. Therefore, is ‘Variable Acc reditation Fee’ applicable only fo r the first examination or is it applicable for 

subs equent examin ations as well? 

Q.4(b)After the course is ov er, the student m ay stil l continue to appear through us, as his registration period m ay remain valid even after 

course com plet ion, as owing to his personal reasons, he has failed or remained absent. In such cases for how long would the inst i tu te bear for the students? 

 A. The Variable Accreditation Fee is to be remitted bythe institute for students’ first attempt/appearanceonly for a particular level. This fee is not applicablefor any subsequent attempts/appearances in thesame level by the student. It may, however, benoted that VAF and ACF needs to be remitted, inrespect of first attempt/appearance for each level of a particular level, i.e. irrespective of the number of examination that a student undertakes.Subsequently, VAF is applicable for only the first

attempt/appearance of a student in a particular higher level.

Q.5 If a bunch o f Examinat ion App li cat ion Forms is less that 25 students, would the ‘Variable Accreditation Fee’ be calculated on pro-rata basis? 

 A. No, not on pro-rata basis, the Variable AccreditationFee & Awareness Creation Fund, is payable for abatch of 25 or part thereof, i.e. even, if a single formis forwarded by an institute, VAF should be remittedas applicable for a batch of 25 students/

Q.6 Is ‘Var iab le Accredi tat ion Fee’ and Awareness Creation Fund the same Schemes? 

 A. No, Variable Accreditation and Awareness Creationare two distinct Schemes with separate feestructures. The fee structures of both the Schemesare defined at Annexure-A.

Q.7 Would th is amoun t have to be charged f rom the students or w ould the institute bear it? 

 A. It may be clarified that contribution towards both theSchemes, i.e. the Variable Accreditation Fee and

 Awareness Creation Fund should be met by theinstitutes from within their internal resources.Under no circumstances, the above fee is to becharged from the students in any manner whatsoever.

Q.8 Recons ider the amoun t fo r Va riab le 

Accreditation Fee because in the proposed Scheme, the Institut io ns fielding m ore that 25 

students by paying more against Variable Awareness Creation Contribution & Variable Acc reditation Fee, will only s hare the increased financial burden on the DOEACC Society. Just cons ider, that an institute having 26 students,will have to pay Rs.8000/- for 26 students 

against th ese Fee? 

 A. While framing the Scheme, this aspect has alreadybeen discussed. The contribution towards theVariable Accreditation Fee and Awareness Creationare to be paid as per details given in Annexure-A.

Q.9 With the s low down in IT indust ry , i t has become diff icult to enroll students. In this regard, it is felt that introduction o f two new Schemes with separate fee structures is too taxing? 

 A. This has already been examined. Additional fundsgenerated shall be used for Awareness Creationonly. Introduction of these Schemes will provebeneficial to both the DOEACC Scheme as also theinstitutes accredited to conduct DOEACCCourse(s).

1. The Scheme of ̀ Variable Accreditation Fee’ is applicable w.e.f. Jan 2003.

2. The Scheme is applicable to all institutes accredited to conduct DOEACC Course(s), irrespective of the date on which they havebeen granted accreditation.

3. The variable accreditation fee is to be remitted at the time of submission of examination application form by the institutes (`Performa’is placed overleaf.) Institutes are advised to submit the Performa duly filled-in, alongwith the filled-in examination application form,accompanied by two separate demand drafts/Pay-Order in respect of (a) examination Fee, (b) variable accreditation fee and Awareness Creation Fund.

4. The variable accreditation fee is to be remitted by the institute only for students’ first attempt/appearance in a particular level. ThisScheme is not applicable for any subsequent attempts/appearances in the same Level by the student. It may, however, be noted

that VAF and ACF needs to be remitted, in respect of first attempt/appearance for each Level of a particular level, i.e. irrespective of the number of examination that a student undertakes, subsequently, VAF is applicable for only the first attempt/appearance of astudent in a particular Level.

5. The `Variable Accreditation Fee’ & Awareness Creation Fund, is payable for a batch of 25 or part thereof, i.e. even if, a single formis forwarded by an institute, VAF should be remitted as applicable for a batch of 25 students.

6. Variable Accreditation and Awareness Creation are two distinct Schemes with separate fee structures. The fee structures of boththe Schemes are defined as Annexure-A.

7. The Variable Accreditation Fee and ̀ Awareness Creation Fund’ should be met by the institutes from within their internal resources.Under no circumstances, the above fee is to be charged from the students in any manner whatsoever.

 An MOU has been signed betweenSingapore Computer Society (SCS),National Infocomm Competency Centre(NICC) / Ministry of Information,Communications & the Arts and DOEACCSociety/Department of InformationTechnology for mutual recognition of DOEACC ‘B’ Level with three yearsexperience and ‘C’ Level with one year experience in Project Management; withCITPM (Certified IT Project Manager)

 Associate Examination of SingaporeComputer Society/National InfocommCompetency Centre, Singapore.

His Excellency Mr. Seechakmun, Hon’ble Ambassador of Singapore in India is seen with Mr. Pankaj Agrawala, Joint Secretary (Information), Department of Information Technology,Government of India & Executive Director, DOEACC Society 

 As a result of this mutual recognition,DOEACC ‘B’ & ‘C’ Level Qualifiers would beconsidered equivalent to “CITPM Associate”qualification of Singapore and as such thisagreement opens up new opportunities for 

the DOEACC ‘B’ & ‘C’ Level Qualifiers for employment in Singapore.

One of the factors which has played a significantrole in ensuring quality education in the non-formalsector under the DOEACC umbrella is the processof continuous improvement by obtaining a feedbackfrom the institutes through the Annual reviewWorkshop wherein managers/faculty membersrepresent their institutes and take active part in thediscussions on the functioning of the DOEACCSociety based upon their experience of directlyworking with DOEACC students and their parents.

**  REGISTRATION

Rejection of Registration Forms

Our past experience shows that large number of forms get rejected on petty mistakes on the part of 

the candidates filling up the forms and the institutesare not giving proper attention to check the filled informs before forwarding the same to the Society.Following are some of the tips to be kept in viewwhile filling up of the Form or cross checking thesame before being forwarded to DOEACC.a. Forms not signed by the applicant;

b. The candidate not eligible;

c. The attested copies of certificates of educational qualification not attached;

d. The DD not attached/the DD attached isnot for sufficient amount to meet theRegistration Fee and mandatory chargesfor publication;

e. DD not in favour of DOEACC or is not

valid or issuing /drawee branch code hasnot been indicated;

f. Name miss-match in the RegistrationForm and certificates of educationalqualification.

 All concerned are, therefore, requested to keeprelevant instructions in view while filling up of theRegistration Form to avoid rejections.
