State Farm Insurance, which is the Official Sponsor of Awards for the Arkansas Activities Association, presented 10 high school seniors with $1,000 scholarships at the 17th Scholar-Athlete Awards Program luncheon at the Holiday Inn Presidential Hotel in downtown Little Rock on Monday, May 21, 2012. Brady Willis of Benton High School is the recipient of the sev-enth Nancy Amanda (Mandy) Coats scholarship award for the 2011-2012 school year.

The Mandy Coats Memorial Scholarship was established in 2004 and first awarded in 2005 to memorialize Nancy Amanda Coats. Born on November 14, 1977, In Pine Bluff,

she was the daughter of Jimmy and Sandy Coats. After gradu-ation from White Hall High School in 1996, Mandy attended the University of Arkansas at Monticello until her diagnosis with Batten’s Disease. At the age of 26, Mandy joined her Lord on May 23, 2004. She was an active member of First Baptist Church in White Hall.

AHSCA Selects All-Star Coaches for Spring Sports

NORTH LITTLE ROCK – The Arkansas Activities Association an-nounced the head coaches and coaching staffs for the 2012 East-West Tyson/Arkansas Army National Guard/Arkansas High School Coaches Association All-Star Baseball, Softball and Soccer games on June 18-19, 2012.

This marks the 57th anniversary of All-Star competition and the 9th for baseball, softball and soccer.

The All-Star baseball doubleheader will be played at Baum Stadium on the University of Arkansas campus in Fayetteville on Monday, June 18, starting at 5:00 p.m. The All-Star softball doubleheader will be played at Bogle Park on the University of Arkansas campus in Fayetteville on Monday, June 18, starting at 5:00 p.m. The All-Star soccer will be played on Tuesday, June 19, at Razorback Field with the girls’ match starting at 6:00 p.m. and the boys’ match at 8:00 p.m.

The head coach for the East baseball team will be Kirk Bock of Bry-ant and the head coach for the West baseball team is Randy Loyd of Magazine.

The head coach for the East softball team will be Debbie Clark of Bryant and the head coach for the West softball team is Randy Osnes of Farmington.

The head coach of the East boys’ soccer team is John Proffitt of Nettleton and the head coach of the West boys’ team is Jason Bowen of Siloam Springs.

The head coach of the East girls’ soccer team is Heather Gray of Vilonia and the head coach of the West girls’ team is Chris Pratt of Harrison.

Bock’s East baseball staff will consist of Billy Carter of Forrest City, Dennis Emerson of Poyen and Jeremy Lewis of Viola. Loyd’s West baseball staff will consist of Wes McCrotty of Pottsville, Brad Harris of Lincoln and David Sisson of Magnolia.

Clark’s East softball staff will consist of Chris Cope of Searcy, Susan Wise of Brookland and Jarrod Bailey of Wynne. Osnes’ West softball staff will consist of Heidi Cox of Benton, Brian Butler of Greenbrier and Michael Freeman of Mansfield.

Proffitt’s East boys’ soccer staff will consist of Rusty Densmore of Warren, Walter King of Searcy and Ryan Lawrence of Little Rock

Catholic. Bowen’s West boys’ soccer staff will consist of Donald Beeler of Springdale, Richard Nekoranik of Pine Bluff and Stephen Sloan of De Queen.

Gray’s East girls’ soccer staff will consist of Julie Long of Bryant, Ste-ven Quoss of Warren and Joel Shores of Marion. Pratt’s West girls’ soccer staff will consist of Paul Bailey of Hot Springs Lakeside and Kris Clark of Mena. An additional coach will be named to the West staff at a later date.

The 2012 Arkansas High School Coaches Association Coaches Clinic will be held at the East Square Plaza in Downtown Fayetteville, June 19-21.

High School Basketball Continues Without Shot Clock

INDIANAPOLIS, IN – Participation and fan interest in high school basketball remain strong throughout the na-tion, and the National Federation of State High School Associations (NFHS) Basketball Rules Committee voted to retain one aspect of the sport that makes it unique from other levels of play.

At its April 16-18 meeting in Indianapolis, the com-mittee considered a proposal to add a shot clock to the high school rules but agreed that the sport played by about one million boys and girls in approximately 18,000 high schools is functioning well without it.

Although a shot clock has been employed at the college level for many years, results of the questionnaire that is sent to coaches, officials and state association admin-istrators across the country did not indicate a strong desire to use the clock at the high school level.

“In addition to the fact that there is some concern about the costs associated with the use of a shot clock, the committee also expressed a belief that the game is typically played with an up-tempo style even without a shot clock,” said Kent Summers, director of performing arts and sports at the NFHS. “In addition, the commit-tee believes that coaches should have the option of a slower-paced game if they believe it makes their team more competitive in specific situations. This could be especially true for smaller schools with limited budgets, which comprise a significant number of the 18,000 basketball-playing schools. Since the NFHS writes rules for all sizes of schools and teams, it has to consider what is best for the masses.”

The committee did approve one rule change and two major editorial changes, which subsequently were ap-proved by the NFHS Board of Directors.

Rule 2-12 will now require the official scorer to wear a black-and-white vertically striped garment. Previously, this was a recommendation for schools.

“The players, coaches and officials need to be able to quickly and easily identify the official scorer, and mak-ing this a requirement should assist in that regard,” Summers said.

One of the editorial revisions approved by the commit-tee concerns changes made last year in a team-control foul. The following language will be added to Rule 4-19-7: “ . . . including a member of the throw-in team from the start of the throw-in until player control is obtained inbounds.”

The committee noted that the team-control rule change last season introduced an unnecessary level of com-plexity to a number of rules. This additional language will allow all rules affected by the team-control defini-tion change last season to revert to previous verbiage.

The other editorial change is Rule 2-2-4, which expands the timeframe for state associations to intercede in the event of unusual incidents from after a game, to before and during a contest.

In addition, the Basketball Rules Committee approved four points of emphasis for the 2012-13 season: 1) closely guarded situations, 2) contact above the shoul-ders, 3) intentional fouls and 4) guidelines to enforce il-legal contact. Points of emphasis are specific rules that need more attention by players, coaches and officials.
