The District Agenda is comprised of five different sections:

The meeting will begin promptly at 1:00 p.m. with the first section which is called Audience Comments. The Audience Comment portion of the agenda is where individuals may comment on matters that concern the District. Each individual is limited to three (3) minutes for such comment. The Board of Supervisors or Staff is not obligated to provide a response until sufficient time for research or action is warranted. IF THE COMMENT CONCERNS A MAINTENANCE RELATED ITEM, THE ITEM WILL NEED TO BE ADDRESSED BY THE DISTRICT MANAGER OUTSIDE THE CONTEXT OF THIS MEETING. The second section is called Business Administration. The Business Administration section contains items that require the review and approval of the District Board of Supervisors as a normal course of business. The third section is called Business Items. The business items section contains items for approval by the District Board of Supervisors that may require discussion, motion and votes on an item-by-item basis. The fourth section is called Staff Reports. This section allows the District Manager, Engineer, and Attorney to update the Board of Supervisors on any pending issues that are being researched for Board action. Occasionally, certain items for decision within this section are required by Florida Statute to be held as a Public Hearing. During the Public Hearing portion of the agenda item, each member of the public will be permitted to provide one comment on the issue, prior to the Board of Supervisors’ discussion, motion and vote. Agendas can be reviewed by contacting the Manager’s office at (813) 933-5571 at least seven days in advance of the scheduled meeting. Requests to place items on the agenda must be submitted in writing with an explanation to the District Manager at least fourteen (14) days prior to the date of the meeting. The final section is called Supervisor Requests. This is the section in which the Supervisors may request Staff to prepare certain items in an effort to meet residential needs. Public workshops sessions may be advertised and held in an effort to provide informational services. These sessions allow staff or consultants to discuss a policy or business matter in a more informal manner and allow for lengthy presentations prior to scheduling the item for approval. Typically no motions or votes are made during these sessions.

The regular meeting of the Board of Supervisors of the K-Bar Ranch Community Development District was held on Wednesday, March 19, 2014 at 6:03 p.m. at the new Tampa Regional Library located at 10001 Cross Creek Boulevard, Tampa, FL 33647.

the Board of Supervisors’ Meeting held on February 19, 2014

There was a typo noted in the Fifteen Order of Business. On a Motion by Ms. Firebaugh, seconded by Ms. Valenti, with all in favor, the Board approved the Minutes of the Board of Supervisors’ meeting held on February 19, 2014 as amended for K-Bar Ranch Community Development District. FOURTH ORDER OF BUSINESS Consideration of Operation &

Maintenance Expenditures for February 2014

Mr. Roethke updated the Board on a question from Hawkins Pool Service invoice from last month. Going forward, Hawkins will contact Rizzetta before any repairs are made that are outside the scope of services for regular pool maintenance. Mr. Firebaugh had two questions on invoices directed at Ms. Stewart. One was regarding a breached out fall structure on pond 301, and one was on a not-to-exceed amount for services on a Stantec invoice. Ms. Stewart will follow up on these items. On a Motion by Ms. Valenti, seconded by Ms. Firebaugh, with all in favor, the Board ratified the Operation & Maintenance expenditures for February 2014 totaling $23,332.39 for K-Bar Ranch Community Development District. FIFTH ORDER OF BUSINESS Presentation of District Engineer’s

Report (under separate cover) Ms. Stewart presented the District Engineer’s report to the Board. Mr. Robin noted this report covers capital improvements for Parcels O & Q. Ms. Stewart presented a draft report at the previous meeting, but there have been some changes since that report was presented. Ms. Stewart discussed boundaries and cost estimates for Parcels 01 & 02, and Parcel Q. For the record, Ms. Stewart noted that the cost estimate for Parcel 01 is $3,568,151 and the estimate for Parcel Q is $3,101,000. Parcel 02 is separate and not part of this bond issue. Ms. Stewart also added to the record that there are 379 units in the original phase of K-Bar Ranch, and these properties will not be affected by the new bond issuance. On a Motion by Ms. Valenti, seconded by Mr. Fulghum, with all in favor, the Board moved to adopt the Engineer’s Reports for Parcels 01 and Q for K-Bar Ranch Community Development District. (Ms. Stewart left the meeting in progress at 6:35 p.m.)

Mr. Robin noted that the public finance team is currently working on changing some of the nomenclature in the bond documents to account for the specific nature of this bond issuance, given that there are two different developers working on two separate parcels. Mr. Robin suggested that items B through F on the agenda be deferred until a continued meeting in the near future. Ms. Firebaugh asked if the documents will change substantially, and Mr. Robin confirmed that they will not, and all the cost estimates should stay the same. Supplemental Assessment Resolution 2014-04

This agenda item was tabled to be discussed at a continued meeting. ELEVENTH ORDER OF BUSINESS Landscape Update Mr. Roethke distributed the landscape report to the Board. Mr. Santoro will be the account manager going forward. He will have monthly inspections with Rizzetta Operations Management, and he will prepare the monthly reports for the Board packages going forward. He discussed the possibility of bringing proposals to the Board for landscape improvements. A discussion ensued regarding fertilization, tree trimming, and detail work. Mr. Bryant discussed irrigation at the

Page 4 roundabout, and gave a background on timing of the repair project. Ms. Valenti noted that M/I Homes will be paying for the roundabout rejuvenation. Work will need to start as soon as possible. Hope to complete roundabout repair project before April 4, 2014. (All members of Austin Outdoor left the meeting in progress at 6:55 p.m.) TWELFTH ORDER OF BUSINESS Ratification of No Fishing and NO

Trespassing Signs Mr. Roethke presented a proposal for the No Fishing and No Trespassing signs to the Board. In the interest of expediting this process, the signs have been ordered and just need Board ratification on cost of signs, as well as, delivery and installation costs. On a Motion by Mr. Fulghum, seconded by Ms. Firebaugh, with all in favor, the Board moved to ratify proposal from Good Guys Signs for $1,226.00 for No Fishing/No Trespassing Signs plus $1,100.00 for installation for K-Bar Ranch Community Development District. THIRTEENTH ORDER OF BUSINESS Consideration of Proposal for

Aquatic Planting Mr. Roethke presented a proposal for aquatic planting to the Board. This was discussed at the previous meeting, and Blue Water Aquatics submitted a proposal for a total of 2,456 plants to be installed throughout the ponds.in the CDD. On a Motion by Ms. Valenti, seconded by Ms. Firebaugh, with all in favor, the Board approved the proposal from Blue Water Aquatics for $1,400.00 to be paid from the 2006 construction fund for K-Bar Ranch Community Development District. FOURTEENTH ORDER OF BUSINESS Consideration of Proposal from

Blue Water Aquatics for Additional Pond Maintenance

Mr. Roethke presented a proposal for additional pond maintenance in a new phase of the District. A discussion ensued. Mr. Fulghum mentioned that there will be nine new ponds from Parcel Q coming online soon, but these new 6 ponds in Parcel 01 should be added to the contract now. On a Motion by Ms. Firebaugh, seconded by Mr. Fulghum, with all in favor, the Board moved to approve the proposal from Blue Water Aquatics for monthly maintenance of 21 waterways at a monthly cost of $1,190.00 for K-Bar Ranch Community Development District.

Bank Bush Hogging Mr. Roethke presented two proposals for pond bank bush hogging. Ms. Firebaugh mentioned that this is part of the maintenance contract and Austin Outdoor should mow this area at their cost. No formal Board action was taken. SIXTEENTH ORDER OF BUSINESS Consideration of Proposals for Dog

Bag Stations at Amenity Center Mr. Roethke presented two proposals for Dog Bag Stations to the Board. Ms. Valenti mentioned the possibility of using a company that would empty bins and replace bags at these stations for $15.00 per month called Dog Poop 911. Mr. Van Rooyen stated that he can submit a map that shows any areas where these stations are most needed. The Board will review that map and will make a decision on those proposals at the next meeting. SEVENTEENTH ORDER OF BUSINESS Consideration of Proposals for Bike

Racks, Basketball Court Benches and Trash Cans

Mr. Roethke presented several different proposals for bike racks, basketball court benches, and garbage cans. A discussion ensued. The Board decided to allow District Staff to work together with the Board chair to come up with a site plan for the benches, bike racks, and garbage cans and present that at the next meeting. Mr. Shears will work to get cost estimates for concrete slabs to be set down in these areas to allow for surface-mount installation of the bike racks and benches. EIGHTTEENTH ORDER OF BUSINESS Consideration of Establishing Audit

Review Committee and Setting the Date, Time and location for Audit Review Committee Meeting

Mr. Roethke introduced this topic and let the Board know that they currently do not have an auditor contracted for this year. They will need to select a date, time, and location for an audit review committee to discuss the RFP process. The Board will defer this item to the continued meeting. NINETEENTH ORDER OF BUSINESS Staff Reports

A. District Counsel Mr. Robin noted that the City Council approved boundary amendment on March 6, 2014.

Mr. Roethke stated that the next Board of Supervisors’ meeting will be held on May 21, 2014 at 1:00 p.m. at M/I Homes, located at 4343 Anchor Plaza Parkway, Suite 200, Tampa, FL 33634. Mr. Roethke mentioned tat he is still working with the insurance company on providing an updated quote for increasing the scope of coverage, specifically including theft. Mr. Roethke discussed the possibility of expanding the extent of his authority for the CDD outside of meetings. A discussion ensued. The Board agreed that the $5,000 limit under the disbursement of funds resolution is sufficient authority of the District Manager outside of a CDD meeting.

TWENTIETH ORDER OF BUSINESS Supervisor Requests Ms. Valenti mentioned that she is unhappy with the current janitorial service and would like for District Staff to send a letter to current janitorial service to put them on notice. District Staff will get competitive bids for janitorial service for next Board meeting. Ms. Firebaugh mentioned builder standards and Mr. Roethke will send an email to current builder about builder standards. Ms. Firebaugh also would like Ms. Stewart to review the sock pipes currently installed throughout the District and remove any that are no longer needed. TWENTY-FIRST ORDER OF BUSINESS Continuance

On a Motion by Ms. Valenti, seconded by Mr. Fulghum, with all in favor at 7:44 p.m., the Board continued the meeting to March 28, 2014 at 9:00 a.m. at the offices of M/I Homes located at 4343 Anchor Plaza Parkway, Suite 200, Tampa, FL 33634 for K-Bar Ranch Community Development District.

Master Assessment Allocation Report (under separate cover)

Mr. Cox presented the two special assessment allocation reports for the Board (Parcel O-

1 and Parcel Q) and reviewed some of the changes from the prior versions. Ms. Stewart mentioned that there were some minor nomenclature changes made to the previous Engineer’s Report, but no sustentative changes. Mr. Metropolis asked how these new bonds will affect CDD assessments for the current phase of K-Bar Ranch. Mr. Cox confirmed that the current owners in K-Bar Ranch will not be affected financially. FOURTH ORDER OF BUSINESS Consideration of Resolution 2014-

11 and 2014-12, Declaring Special Assessments (under separate cover)

Mr. Roethke presented Resolutions 2014-11 and 2014-12 to the Board. Mr. Robin reviewed the detail in both of these resolutions. Resolution 2014-11 will declare special assessments for Parcel O-1 and effectively adopts the corresponding assessment methodology and Engineer’s Report. On a Motion by Ms. Firebaugh, seconded by Mr. Metropolis, with all in favor, the Board adopted Resolution 2014-11 for K-Bar Ranch Community Development District. Resolution 2014-12 sets the date for the public hearing on special assessments. Continuing Disclosure Agreements Mr. Sanford reviewed the Delegated Award Resolution for the Board and discussed the details of each exhibit. Mr. Metropolis noted an error in the Preliminary Limited Offering Memorandum that listed Pride Elementary as the school for residents of K-Bar. This is incorrect, and Mr. Kessler confirmed he will correct this in the final version. On a Motion by Ms. Firebaugh, seconded by Mr. Metropolis, with all in favor, the Board adopted Resolution 2014-15 as amended for K-Bar Ranch Community Development District.

SEVENTH ORDER OF BUSINESS Consideration of Establishing Audit

Review Committee and Setting the Date, Time and Location for Audit Review Committee Meeting

Mr. Roethke informed the board that the deadline for this audit to be completed is June 30. In the interest of time, he suggested that the Board use the same auditor as the previous year, McDirmit Davis. The auditor confirmed they can perform this audit at the same price as last year. On a Motion by Ms. Firebaugh, seconded by Mr. Metropolis, with all in favor, the Board authorized McDirmit Davis to provide auditing services for fiscal year 2012-2013 ($5,500) for K-Bar Ranch Community Development District. EIGHTH ORDER OF BUSINESS Supervisor Requests Mr. Metropolis mentioned that the No Trespassing/No Fishing Signs are up and look good.

Mr. Cox reviewed the final version of the Assessment Methodology for Parcel Q and noted

that there have been no substantive changes from the draft methodology presented at previous meetings. On a Motion by Ms. Firebaugh, seconded by Mr. Fulghum, with all in favor, the Board closed the public hearing for K-Bar Ranch Community Development District.

VANGUARD CLEANING SYSTEMS | CLEANING SERVICE AGREEMENT The undersigned Client hereby accepts the proposal of AT YOUR SERVICE TEAM ENTERPRISES, INC. (d/b/a VANGUARD CLEANING SYSTEMS OF TAMPA BAY for janitorial services for Client’s premises located at: K-Bar Ranch 10511 Wild Tamarind Dr Tampa, FL 33647 with the following terms: 1. Beginning _______________ Vanguard Cleaning Systems of Tampa Bay (“Company”) will arrange for delivery of the professional commercial cleaning services described on the preceding “Service Schedule” 2X Per Week at a monthly cost of $345.00 Beginning _______________ Vanguard Cleaning Systems of Tampa Bay (“Company”) will arrange for delivery of the professional commercial cleaning services described on the preceding “Service Schedule” 3X Per Week at a monthly cost of $455.00 2. Client accepts that the services to be provided under the Service Schedule will be delegated by Company to an independently-owned Vanguard Cleaning Systems franchisee. Client agrees to inform Company if dissatisfied with the Service Provider or the services so any appropriate corrections can be made. 3. The Agreement price under “Pricing and Specifications” on the Service Schedule is applicable for one year from the date of this Agreement for the services identified on, and to be delivered at the intervals provided in the Service Schedule. The price is subject to adjustment based upon substantial changes in occupancy or cleaning requirements. Either Client or Company can cancel this Agreement by giving 30 days advance written notice of cancellation to the other party. This Agreement automatically extends for additional 1 year periods unless Client or Company gives 30 days advance notice of cancellation during a period. Cleaning equipment and supplies are included in the price, except for toiletries, liners, paper supplies and light bulbs, which can be purchased through Company. 4. Client will be invoiced each month for that month’s service, with payment due by the 5th of the following month. Payments not received by the 10th of the month in which they are due are delinquent and subject to a service charge. Company can suspend services pending receipt of late payments without liability. The Agreement price excludes any use tax, tax on sales, services or supplies, or other such tax, which are payable by Client. Client will reimburse Company for any taxes paid by Company on Client’s behalf. 5. Services are not provided on New Year's Day, Thanksgiving Day and Christmas Day, unless separate arrangements are made for an additional charge. The Agreement price is not pro-rated or reduced for non performance of scheduled services on the noted holidays. 6. Client will deliver to Company with a signed copy of this Agreement one set of keys for the Service Provider, which will be returned to Client if this Agreement is cancelled. VANGUARD SPECIAL SERVICES OVERVIEW The following services are available to our customers upon request at an additional charge. HARD SURFACE FLOORS Hard surface finished floors are maintained through a scheduled maintenance program incorporating the following elements:

Strip and Refinishing: removal of all old floor finish (stripping), thorough cleaning and rinsing of the bare floor surface, and reapplication of several coats of new floor finish to protect the floor from damage and optimize appearance. Scrub and Recoat: Periodic interim maintenance involving removal of top layer of floor finish, thorough cleaning of the floor, and reapplication of finish. Performance of Scrub and Recoat jobs extends the useful life of the floor finish, saving money by reducing the frequency of more costly Strip and Refinish jobs. Also, Scrubbing and Recoating is the environmentally responsible alternative to Stripping and Refinishing, as it minimizes the need for harmful stripping chemicals. Spray Buffing or High Speed Burnishing: Restores shine to finished floors to keep them looking their best. Depending on the traffic and requirements of the facility, Buffing or Burnishing may be performed anywhere from quarterly (low traffic areas) to monthly (typical office building lobbies and hallways) or more frequently (hospitals, supermarkets and other retail environments). Tile Scrub

CARPET CLEANING Periodically carpet cleaning is advisable to extend the carpet life and keep it looking great. Vanguard franchisees can provide your facility with several carpet cleaning options.

Extraction: Hot water with cleaning solution is sprayed onto the carpets, agitated into the carpet fibers, and vacuumed out. Shampoo: In buildings where it is not possible to avoid walking on the carpets for 5-6 hours, shampooing allows for quicker drying of the carpet than extraction. . Bonnet cleaning: This is an interim maintenance method that is often utilized for high traffic areas to keep the appearance clean in between more intensive cleanings. Dry methods: May be best for carpets that are more prone to moisture damage or that have round-the-clock foot traffic.

Agreement for Landscape Construction

This service agreement between K-Bar Ranch CDD, which is responsible for the maintenance of the facilities, located at 19119 Climbing Aster Dr, Tampa FL 33647 and Sherman-Lugo Landscaping Inc. who will perform the landscape construction (hereinafter referred to as ("Contractor") In consideration of the mutual covenants, conditions and agreements attached hereto and incorporated herein, and other good and valuable consideration, it is agreed that the landscape construction program consists of the following service:

• Elevate Three (3) Oak trees to a height of 16’-20’ • Center Prune same oak trees • Remove dead wood • Remove Spanish Moss from oak trees • All debris generated will be removed from property

This proposal includes all Labor, dump expense, and any other expense that result in completing this work.

Financial Agreement

Contractor agrees to construct Owners property, in the manner prescribed, for a total contractual amount of One Thousand Three Hundred Fifty Dollars ($1,350.00), due upon completion of work. Any additional charges must be pre-approved in writing by Association and must reference the address where work was completed. Contractor assumes no liability for damages or consequential damages caused by conditions beyond Contractors control. Owner shall agree to pay interest in the amount of 1.5% per month on all accounts not received within 45 days past due. Further, the Owner shall be responsible for any collection costs and attorney fees incurred by Sherman-Lugo Landscaping Inc. in collection of sums past due under this Agreement. Contractor will maintain throughout the term of this Agreement adequate general liability insurance, broad form contractual liability insurance and worker's compensation to meet its legal requirements. The contractor shall furnish a Certificate of Insurance describing coverage in effect and naming the Association as an additional insured.

RESOLUTION 2014-20

A RESOLUTION OF THE BOARD OF SUPERVISORS ("BOARD") OF THE K-BAR RANCH COMMUNITY DEVELOPMENT DISTRICT (THE "DISTRICT") ADOPTING THE ENGINEER’S CERTIFICATE OF COMPLETION FOR THE 2011 PROJECT; DECLARING THE 2011 PROJECT COMPLETE; FINALIZING THE SERIES 2011 ASSESSMENTS; AND ADDRESSING SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. WHEREAS, the K-Bar Ranch Community Development District ("District") was

established by the City of Tampa, Florida to construct, install, operate and/or maintain systems and facilities for certain basic infrastructure, including water management, landscaping, irrigation, street lighting, hardscaping, and recreational facilities; and

WHEREAS, the District entered into a Master Trust Indenture, dated as of September 1,

2006 (the "Master Indenture") with the Trustee to secure the issuance of its K-Bar Ranch Community Development District Special Assessment Bonds, issuable in one or more series from time to time; and

WHEREAS, the District duly authorized and issued its K-Bar Ranch Community Development District Special Assessment Bonds, Series 2011 (the "2011 Bonds") in the amount of $680,000 pursuant to the Second Supplemental Trust Indenture dated July 1, 2011 (the “Second Supplemental Indenture”), for the purpose of funding the construction, installation, and acquisition of the amenity center project described in the Second Supplemental Indenture (the “2011 Project”)

WHEREAS, in order to repay the 2011 Bonds, the District levied special assessments

securing the 2011 Bonds (the “Series 2011 Assessments”); and WHEREAS, the 2011 Project specially benefits certain assessable lands in the District

which are subject to the Series 2011 Assessments, and it is reasonable, proper, just and right to continue to assess the costs of the 2011 Project financed with the 2011 Bonds to the specially benefited properties; and

WHEREAS, effective as of the date of this Resolution, the Board further finds that it is

in the best interests of the District to declare the 2011 Project complete; and WHEREAS, as set forth in the Engineer's Certificates attached as Exhibit “A”, the

District Engineer has certified the 2011 Project complete; and WHEREAS, in reliance upon the Engineer's Certificates, and to be effective as of the

date of this Resolution, the District's Board desires to certify the 2011 Project complete; and

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE K-BAR RANCH COMMUNITY DEVELOPMENT DISTRICT:

SECTION 1. RECITALS. The recitals stated above are incorporated herein and are adopted by the Board as true and correct statements.

SECTION 2. GENERAL AUTHORITY. This resolution is adopted pursuant to the Indenture and provisions of Florida law, including Chapters 170 and 190, Florida Statutes.

SECTION 3. COMPLETION OF 2011 PROJECT AND FINALIZATION OF THE SERIES 2011 ASSESSMENTS. Based on the Engineer's Certificates attached as Exhibit “A”, and the above findings incorporated herein, and to be effective as of the date of this Resolution, the Board hereby adopts the Engineer's Certificate of Completion and hereby certifies the 2011 Project complete and determines that no modifications to the Series 2011 Assessments are necessary.

SECTION 4. GENERAL AUTHORIZATION. The District's Chairman, Vice Chairman, Secretary, Assistant Secretaries, District Manager, District Counsel, District Engineer, and District Bond Counsel, are hereby authorized, upon the adoption of this Resolution to do all acts and things required of them to effect the transactions described herein, and all acts and things that may be desirable or consistent with the requirements or intent hereof. The Chair and Secretary are hereby further authorized to execute any and all documents necessary to effect the transactions. The Vice Chair shall be authorized to undertake any action herein authorized to be taken by the Chair, in the absence or unavailability of the Chair, and any Assistant Secretary shall be authorized to undertake any action herein authorized to be taken by the Secretary, in the absence or unavailability of the Secretary.

SECTION 5. SEVERABILITY. If any section or part of a section of this Resolution is declared invalid or unconstitutional, the validity, force and effect of any other section or part of a section of this Resolution shall not thereby be affected or impaired unless it clearly appears that such other section or part of a section of this Resolution is wholly or necessarily dependent upon the section or part of a section so held to be invalid or unconstitutional.

SECTION 6. CONFLICTS. All resolutions or parts thereof in conflict herewith are, to the extent of such conflict, superseded and repealed.

GENERAL FUND BUDGET & ENTERPRISE FUND BUDGET ACCOUNT CATEGORY DESCRIPTION

The General Fund Budget and Enterprise Fund Budget Account Category Descriptions are subject to change at any time depending on its application to the District. Please note, not all General Fund Budget and Enterprise Fund Budget Account Category Descriptions are applicable to the District indicated above. Uses of the descriptions contained herein are intended for general reference.

REVENUES: Operations & Maintenance Assessments The District levies Non-Ad Valorem Assessments on all of the assessable property within the District to pay for operating expenditures incurred during the Fiscal Year. The assessments may be collected in two ways. The first is by placing them on the County’s Tax Roll, to be collected with the County’s Annual Property Tax Billing. This method is only available to land properly platted within the time limits prescribed by the County. The second is for lands not on the tax roll and that is by way of a direct bill from the District to the appropriate property owner. Funding Agreement The District may enter into funding agreements to provide for a source of revenue for certain expenditures. Developer Contribution The District may, similar to a funding agreement, receive certain prescribed dollars from the Developer to off-set expenditures of the District. Facility Rental The District may receive monies for the rental of certain facilities by outside sources, for such items as office space, snack bar/restaurants etc. Event Rental The District may receive monies for event rentals for such things as weddings, birthday parties, etc. Interlocal Agreement The District may enter into interlocal agreements with other governmental entities to provide for revenue for certain expenditures. Miscellaneous The District may receive monies for the sale or provision of electronic access cards, entry decals etc.

EXPENDITURES:

ADMINISTRATIVE

Legislative Supervisor Fees The District may compensate its supervisors within the appropriate statutory limits of $200.00 maximum per meeting within an annual cap of $4,800.00 per supervisor.

Financial and Administrative Administrative Services The District will incur expenditures for the day to today operation of District matters. These items include but are not limited to mailing and preparation of agenda packages, overnight deliveries, facsimiles and long distance phone calls. Also, each Board Supervisor and the District Staff are entitled to reimbursement for travel expenses per Florida Statutes 190.006(8). Finally, this line item also includes a cost for the storage of all the District’s official records, supplies and files. District Manager The District as required by statute, will contract with a firm to provide for management and administration of the District’s day to day administrative needs. The cost to maintain the minutes of all Board meetings, preparing various resolutions and all other secretarial duties requested by the District throughout the year is also reflected in this amount. Disclosure Report The District is required to file quarterly and annual disclosure reports, as required in the District’s Trust Indenture, with the specified repositories. This is contracted out to a third party in compliance with the Trust Indenture. Trustee’s Fees The District will incur annual trustee’s fees upon the issuance of bonds for the oversight of the various accounts relating to the bond issues. Financial Consulting Services The District will contract with a firm to maintain the assessment roll and annually levy a Non-Ad Valorem assessment for operating and debt service expenses. Also, additional financial consulting services include, but are not limited to responding to bondholder questions, prepayment analysis, long term pay-offs and true-up analysis. This line item also includes the fees incurred for a Collection Agent to collect the funds for the principal and interest payment for its short-term bond

issues and any other bond related collection needs. These funds are collected as prescribed in the Trust Indenture. The Collection Agent also provides for the release of liens on property after the full collection of bond debt levied on particular properties. Accounting Services The District has contracted for maintenance of accounting records. These services include, but are not limited to accounts payable, accounts receivable and preparation of financial reports for the district. This also includes all preparations necessary for the fiscal year end audits to be done. Auditing Services The District is required annually to conduct an audit of its financial records by an Independent Certified Public Accounting firm, once it reaches certain revenue and expenditure levels, or has issued bonds and incurred debt. Arbitrage Rebate Calculation The District is required to calculate the interest earned from bond proceeds each year pursuant to the Internal Revenue Code of 1986. The Rebate Analyst is required to verify that the District has not received earnings higher than the yield of the bonds. District Engineer The District’s engineer provides general engineering services to the District. Among these services are attendance at and preparation for monthly board meetings, review of construction invoices and all other engineering services requested by the district throughout the year. Public Officials Liability Insurance The District will incur expenditures for public officials’ liability insurance for the Board and Staff. Legal Advertising The District will incur expenditures related to legal advertising. The items for which the District will advertise include, but are not limited to meeting schedules, special meeting notices, and public hearings, bidding etc. for the District based on statutory guidelines Bank Fees The District will incur bank service charges during the year. Dues, Licenses & Subscriptions The District is required to pay an annual fee to the Department of Community Affairs, along with other items which may require licenses or permits, etc. Miscellaneous The District could incur miscellaneous throughout the year, which may not fit into any standard

categories. Website Development and Maintenance The District may incur fees as they relate to the development and ongoing maintenance of its own website.

Legal Counsel District Counsel The District’s legal counsel provides general legal services to the District. Among these services are attendance at and preparation for monthly board meetings, review of operating and maintenance contracts and all other legal services requested by the district throughout the year. _________________________________________________________________________________

FIELD OPERATIONS

Electric Utilities Electric Utility Services The District will incur electric utility expenditures for general purposes such as irrigation timers, lift station pumps, fountains, etc. Electric Service-Recreation Facility The District may budget separately for its recreation and or amenity electric separately. Street Lights The District may have expenditures relating to street lights throughout the community. These may be restricted to main arterial roads or in some cases to all street lights within the District’s boundaries.

Gas Utility Service Gas-Recreation Facility The District may incur gas utility expenditures related to district operations at its facilities such as pool heat etc.

Garbage/Solid Waste Control Garbage Collection-Recreation Facility The District will incur expenditures related to the removal of garbage and solid waste. Solid Waste Assessment Fee The District may have an assessment levied by another local government for solid waste, etc.

Water-Reclaimed The District may incur expenses related to the use of reclaimed water for irrigation. Water-Recreation Facility The District may incur water and sewer charges for its recreation facilities Water-Pool The District may incur charges for water for its pool if metered separately.

Stormwater Control

Fountain Service Repairs & Maintenance The District may incur expenses related to maintaining the fountains within throughout the Parks & Recreational areas Lake/Pond Bank Maintenance The District may incur expenditures to maintain lake banks, etc for the ponds and lakes within the Districts boundaries, along with planting of beneficial aquatic plants, stocking of fish, mowing and landscaping of the banks as the District determines necessary. Aquatic Contract Expenses related to the care and maintenance of the lakes and ponds for the control of nuisance plant and algae species. Mitigation Monitoring & Maintenance The District may be required to provide for certain types of monitoring and maintenance activities for various wetlands and waterways by other governmental entities. Lake/Pond Repair Expense related to repair and maintenance for inlet pipes, outfalls and weir structures for the storm water drainage system. Aquatic Plant Replacement The expenses related to replacing beneficial aquatic plants, that may or may not have been required by other governmental entities.

Other Physical Environment Employee-Salaries The District may incur salary expenses for a field manager of site superintendent who oversees daily activity within the field operations of the District’s facilities. Employee-P/R Taxes This is the employer’s portion of employment taxes such as FICA etc. Employee-Workers’ Comp Fees related to obtaining workers compensation insurance. Employee-Health Insurance Expenses related to providing health insurance coverage if the District elects to offer same. General Liability Insurance The District will incur fees to insure items owned by the District for its general liability needs Property Casualty Insurance The District will incur fees to insure items owned by the District for its property needs Entry and Walls Maintenance The District will incur expenditures to maintain the entry monuments and the fencing. Landscape Maintenance The District will incur expenditures to maintain the rights-of-way, median strips, recreational facilities including pond banks, entryways, and similar planting areas within the District. These services include but are not limited to monthly landscape maintenance, fertilizer, pesticides, annuals, mulch and irrigation repairs. Irrigation Repairs & Maintenance The District will incur expenditures related to the maintenance of the irrigation systems. Clock Maintenance Contract Expenses incurred for such things as entry clocks if they exist. Landscape Replacement Expenditures related to replacement of turf, trees, shrubs etc.

Miscellaneous Fees The District may incur miscellaneous expenses that do not readily fit into defined categories in field operations.

Road & Street Facilities Gate Phone The District will incur telephone expenses if the District has gates that are to be opened and closed. Street Sweeping The District may incur expenses related to street sweeping for roadways it owns or are owned by another governmental entity, for which it elects to maintain. Gate Maintenance Expenses related to the ongoing repairs and maintenance of gates owned by the District if any. Roadway Repair & Maintenance Expenses related to the repair and maintenance of roadways owned by the District if any. Sidewalk Repair & Maintenance Expenses related to sidewalks located in the right of way of streets the District may own if any. Miscellaneous Maintenance Expenses which may not fit into any defined category in this section of the budget.

DEBT SERVICE FUND BUDGET ACCOUNT CATEGORY DESCRIPTION

The Debt Service Fund Budget Account Category Descriptions are subject to change at any time depending on its application to the District. Please note, not all Debt Service Fund Budget Account Category Descriptions are applicable to the District indicated above. Uses of the descriptions contained herein are intended for general reference.

REVENUES:

Debt Service Assessments The District may levy special assessments to repay the debt incurred by the sale of bonds to raise working capital for certain public improvements. The assessments may be collected in the same fashion as described in the Operations and Maintenance Assessments.

RESOLUTION 2014-21

A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE K-BAR RANCH COMMUNITY DEVELOPMENT DISTRICT APPROVING PROPOSED BUDGETS FOR FISCAL YEAR 2014/2015 AND SETTING A PUBLIC HEARING THEREON PURSUANT TO FLORIDA LAW AND PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, the District Manager has heretofore prepared and submitted to the Board of Supervisors of the K-Bar Ranch Community Development District (the “Board”) prior to June 15, 2014, a proposed operating budget, debt service budget and capital projects budget for Fiscal Year 2014/2015; and WHEREAS, the Board has considered the proposed budgets and desires to set the required public hearing thereon.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE K-BAR RANCH COMMUNITY DEVELOPMENT DISTRICT:

1. The operating, debt service and capital projects budgets proposed by the District Manager

for Fiscal Year 2014/2015 attached hereto as Exhibit A are hereby approved as the basis for conducting a public hearing to adopt said budgets.

2. A public hearing on said approved budgets is hereby declared and set for the following

date, hour and location: DATE: _______________ HOUR: _______________ LOCATION: __________________________________ __________________________________ __________________________________

3. The District Manager is hereby directed to submit a copy of the approved budgets to Pasco County and least 60 days prior to the hearing set above.

4. In accordance with Section 189.418, Florida Statutes, the District’s Secretary is further

directed to post this approved budget on the District’s website at least two days before the budget hearing date as set forth in Section 2. If the District does not have its own website, the District’s Secretary is directed to transmit this approved budget to Pasco County for posting on the local governing authority’s website.

5. Notice of this public hearing shall be published in the manner prescribed in Florida

law.

6. This Resolution shall take effect immediately upon adoption.
