Project Description In November 2017, WisDOT took temporary jurisdiction over the following roadways: y County KR between I-94 and 90th Street y County H between County KR and Venice Avenue (north of WIS 11) y Braun Road between I-94 and 90th Street y International Drive from its southerly limit to WIS 11 Temporary jurisdiction was granted because WisDOT has the expertise needed to man- age large and complex projects projects.511wi.gov PAGE 1 with multiple roadways and tight utility coordination time- frames. WisDOT has significant construction planned in the I-94 corridor, and one entity coordinating all road construc- tion in the area will be most efficient and cost effective. The proposed improvements include reconstructing County KR, County H and Braun Road as multilane, divided, urban roadways with storm sewer and a multi-use trail. Reconstruction will also include traffic signals at key intersections. The project will extend Inter- national Drive as a multilane, divided, urban roadway with storm sewer, street lights, and a multi-use trail from its exist- ing southerly limit to WIS 11. WIS 11, from 56th Road to 1,500 feet east of County H, will also be reconstructed to an urban, multilane roadway with storm sewer and street lights. WisDOT anticipates reconstructing Inter-national Drive and Braun Road, sched-uled to begin in summer 2018.

International Drive reconstruction is sched-uled to be completed by December 2018, and Braun Road reconstruction is sched-

uled to be completed by the end of 2019.

WisDOT will coordinate work on road improvements with anticipated work on

I-94 and area developments to accommo-

date freeway diversion and local traffic,

construction-worker access, construc-

tion-material delivery, and utility work.

Project Schedule

Before and in conjunction with the road improvements, significant public and private utility construction will occur.

Wisconn Valley Way is a new north-south roadway between County KR and WIS 11. This multi-lane controlled access road-way will accommodate development traf-fic and control access to manage safety and mobility. The location and design of Wisconn Valley Way is also consistent with the WisDOT/Mount Pleasant MOU regarding long-term frontage road devel-opment and access management.

Right of way acquisition will be necessary to build the necessary road improvements. Except for WIS 11 west of I-94, the Village of Mount Pleasant is acquiring and paying for all necessary right of way including relocations. Representatives from both the village and department’s real estate teams are available tonight to explain the process and answer questions.

Because of the zoning, development and the projected traffic volumes, access control is necessary to maintain safety and mobility. The Village of Mount Pleasant is paying for and purchasing access rights on County KR, County H, Braun Road, and International Drive. On behalf of the department, the Village of Mount Pleasant will be paying for and acquiring access rights on Wisconn Valley Way, WIS 11, and the East Frontage Road.

Right of Way Acquisition

Protecting the EnvironmentAll work on the roadway improvements will be done per the WisDOT/DNR cooperative agreement. The agencies will jointly address environmental issues including wetlands, water resources and water quality, floodplains, and threatened and endangered species. Through the cooperative agreement, DNR reviews and recommends design and construction practices to comply with applicable environmental and regulatory requirements.
