The widened pavement laidthree months back on Brin-davan Street (West Mam-balam), next to the tenementsof the Slum Clearance Board,has been taken over by parkedvehicles, roadside eateries andhawkers.

In addition to this, shops onthe road also encroach uponthe pavement outside theshops and, in some spots, debrisis also found dumped.

Pedestrians are forced towalk on the one-way road. Withthe carriageway reduced,motorists are also having ahard time driving along theroad, leading to frequent trafficcongestion.

A Corporation official toldthis reporter that steps will betaken to rid the pavements ofthe encroachments.

Chennai Corporation held elections and formed street vendingcommittees five months back, but little has changed on theground. Officials are, of course, blaming the model code ofconduct that came into effect in March.

In February, officials had said they were identifying streetsto create vending zones - four in each ward.

Some zones such as Teynampet were proactive and heldmeetings much earlier to regularise vendors as per courtorders, but other zones have not taken any step.

In fact, several residents are not even aware that suchcommittees exist though the rules say representatives ofresident welfare associations or NGOs should be on the 15-member committees that include the executive engineer of thezone, two police officials, six elected representatives, and fourother officials, including one each from the revenue and healthdepartments. A resident of Kodambakkam said that she hadbeen persistently complaining to the civic body that StationView Road in Kodambakkam is encroached upon by vendorsbut no action has been taken.

A resident of West Mambalam said that the problem persistsacross the city. After complaints, officials come and removeencroachments but they return in a week. This happens onlybecause the officials are hand-in-glove with them, he alleged.

The Street Vendors (Protection of Livelihood and Regulationof Street Vending) Act, 2014 says that the vending committeeshould meet once in two months, carry out surveys, digitizedata, help vendors financially, and set up amenities for them.Street vendors are supposed to register with the committees,get licenses and pay a fee. The civic body claims that there are39,217 vendors in the city but ID cards have been distributedto only 20,638 of them so far.

A four-member gangattacked and robbed Rs.40,000 from a man on G. N.Chetty Road, T. Nagar whenhe was returning home afterwork on the night of May 19.

According to the police, SyedAli, a native of West Bengal,works as a mason at aconstruction site.

On May 19, he received hismonthly wages and was on hisway home.

While walking on G. N.Chetty Road after getting downfrom a bus, he was waylaid byfour men on two motorcyclesand robbed at knifepoint.

Syed lodged a complaint withthe police.

He told the police that hecould not identify them as theywere wearing helmets with darkvisors covering their faces.

The police have obtainedfootage from nearby CCTVcameras to identify the culpritsand the registration numbersof the bikes.

Three youths on bikes chased a chain snatcher, who was inthe pillion of a bike, for 2 km. and caught him in K. K. Nagar onMay 20. He was overpowered and handed over to the police.

His accomplice, who was riding the bike, managed to escape.The chain snatcher has been identified as Kalandhar Hussein

(29) of Madhya Pradesh. The victim, Poongodi (38), of RaniAnna Nagar, was walking on Kamarajar Salai, K. K. Nagarwhen two men on a bike, snatched her 1.5-sovereign chain andfled. Poongodi lost her balance and fell down.

Three passersby on bikes, Gowtham and Gopi of WestMambalam, and Manikandan of Vysarpadi, gave chase andmanaged to corner the chain snatchers’ bike. According to thepolice, Hussein fell from the bike while his accomplice managedto flee. Police said that Hussein had come to Chennai a weekback in search of work and was staying in a friend’s room.

To make quick money, the two decided to rob pedestrians.The police are searching for his friend.

Penalised for selling watermeant for free supply

Owners of 48 water tankers on contract with Metrowaterhave been penalised since April 1 for diverting water meant forfree supply to commercial establishments and privateapartment complexes.

Welcome order on illegal constructionSir, While hearing a petition which sought demolition of unauthorized construction in a city

hospital which built nine floors as against the sanctioned plan of stilt plus three floors, theMadras High Court, besides ordering immediate demolition of all the floors beyond the legallypermitted third floor, has stated that the officials who failed to stop the construction are alsoto be blamed. The learned judges have further stated that no court would play the role of ordering‘regularization’ of illegal constructions.

At a time when there is a mushrooming of unauthorized and illegal buildings in the city, andmost of which get ‘regularized’ for a fee, the above order of the Madras High Court should offersome solace.

Low hanging cable a hindrance

Sir, There is frequent traffic congestion atthe junction of Natesan Salai and JawaharlalNehru Road, near Hotchips Restaurant, AshokNagar.

As the traffic flow is high on both sides ofJawaharlal Nehru Road, vehicles coming onNatesan Salai and turning left into JawaharlalNehru Road are forced to wait for a long timefor the traffic to ease on the main road. Often,the wait is for 10 minutes and longer duringpeak hours though it is a free left turn. It alsoputs the lives of motorists in danger.

To solve this problem for motorists, I suggestthat the traffic signal located opposite DhiraaTVS Sales Depot be shifted oppositeHotchips Restaurant. It will clear the T-junc-tion and ease traffic flow for vehicles comingfrom Natesan Salai.

To further regulate the traffic, a traffic signalmay be installed on Natesan Salai.

New foot overbridge planned acrossEgmore Railway station

To ease pedestrian movement between Poonamallee High Road andGandhi-Irwin Road, Chennai Metropolitan Development Authority(CMDA) proposes to build a separate foot overbridge (FOB) acrossEgmore Railway Station.

The bridge will have four access points with escalators.At present, pedestrians cross Poonamallee High Road in the north

and Gandhi-Irwin Road to enter Egmore Railway Station which has afoot overbridge on the premises leading to multiple platforms.

The proposed bridge will be 560 meters long and 4 meters wide.
