A new town attraction by Rose Rees-Owen

The carpet is laid, the 62 seats installed, the ‘state of the art’ projector equipment is up and running, and the screen, around eight metres wide by three metres high, is ready to show a variety of movies.

The entrance is completed in Greco-Romanesque style matching the outside of the historical War Memorial Hall on Hokianga Road and the interior is painted warm colours including red, gold and  charcoal. Sections of bricks and the hardwood floor from the original 90 year old building are exposed and members of the public coming to view it are awe struck.

“It’s fantastic,” says a curious passerby.

Manager, Vernon Woods, says he’s blown away with the end result.

“There has been a core group of people who haven’t lost sight of the goal of creating something special.”

The Dargaville Community Cinema Charitable Trust members and supporters reminisce about the first public meeting in 2009 which took place in the town hall foyer where the entrance to the cinema is now located.

pStudent, Callum Smith, read one of the many books on sale for the Maungaturoto Primary School book fair held recently. The school raised around $750 towards new books for the school library. Librarian and organiser, Debbie Thornton, said the children enjoyed coming in and seeing the books available, participating in colouring competitions and dressing up as their favourite book character.

A person who touches a tree which is in contact with a powerline can suffer an electric shock. “Kaipara and wider Northland is on the economic move.It’s as simple as that.”

Ratepayers across the Kaipara will now shoulder part of the burden of debt left by the Mangawhai Wastewater fiasco that toppled the former Kaipara District Council, with the formal adoption of the Annual Plan.

Farmers of New Zealand operations manager, Bill Guest, says the organisation “more than welcomes the news that the Puhoi motorway north to Wellsford is to be fast-tracked.

“There is that much land being purchased as the impetus moves northwards, and this news means the benefits of investment will flow on at an ever-increasing rate into Kaipara, where already there are many people who commute on the road network to jobs in Auckland. And the road carries our rural production to markets.

“We will suddenly be 30 minutes or so closer to the huge Auckland market, with its significant motorway links further south. This is great news for Kaipara and the north.”

The government has worked with the Auckland Council’s Regional Development Operations Committee, which has voted 16-4 for effectively fast-tracking the project through a government-appointed board, rather than dealing with it as open to Environment Court challenges, which could cause significant delays.

“This is stunning news for the people of Northland who know the importance of this vital trade and economic link to Auckland, the country’s largest economic hub,” said Northland MP, Mike Sabin.

“The project should now be

construction-ready by 2014. “Far from being a ‘holiday highway’, this is the umbilical cord to the North and is indeed a road of national significance.”

He said the road was clearly identified by the Northland Economic Action Group as the most important single piece of infrastructure for the growth of the regional economy.

“Economists from the Northland Regional Council have estimated that $800 million per annum of the Northland economy drives out of the region on this road and of course tourists are increasingly driving north on it. This project will bring both enhanced productivity and safety as Northland’s economic engine gains further momentum.” ¢

The Kaipara Commissioners have signed off on the Annual Plan 2013/2014 and amendments to the Long Term Plan 2012/2022, and it came into effect on Monday July 1.

Commission chair, John Robertson said the Plan introduces a targeted rate to collect an initial capital contribution for the Mangawhai Community Wastewater Scheme where property owners have not previously paid such a contribution via either a targeted rate or development contribution.

“The portion of the debt that was previously allocated to the Mangawhai Harbour Restoration area will be allocated back to those who are in the scheme.

This will ensure that those connected or able to connect will pay for a scheme as described in the 2006 Statement of Proposal.

“The district as a whole will contribute to that portion of debt incurred as a result of a past council decision to expand the Mangawhai Community Wastewater Scheme capacity without public consultation.

“This plan sets the scene for the next financial year. It addresses some of our big financial issues including reducing our level of debt more quickly and provides certainty to ratepayers on rates.

It takes a more assertive approach to debt reduction with debt projected to be reduced to around $50 million by the year 2022.”

The Plan introduces a district-wide approach to charging for services, with operating costs for stormwater, wastewater and water services being allocated evenly across the district. The capital costs of each scheme will continue to be allocated to the users of each scheme.

A simplified rating system includes the removal of the separate roading rate with its differentials and the introduction of a two-tiered general rate, 100% for residential and lifestyle land under two hectares and 155% for all other land use categories.

Rate instalments reduce from six to four a year. Anyone paying by automatic payment can continue to do so.

The three plays include Joined at the Hip, directed by Maura Flower and Jen Calthrop, which won Best Overall Play at ORT’s recent TheatreFest and qualified to compete at the next level — the Regional TheatreFest to be held in Rotorua in August.

Maura wrote and directed last year’s local winner, Coupon Fiesta, which has since been picked up by New Zealand play agency, Play Bureau. She describes this year’s play as “a charming, subtle and often hilarious study of female

friendship, written, funnily enough, by a chap — Englishman, Joe Graham.”

Also on the bill is Witchcraft, written and directed by Cal Lovell, which offers a different take on the interaction between women, and The Princess Story, a tale of grief and deception written and directed by David Sims, who also plays a part.

The productions are at the Dargaville Little Theatre for one night only, on Friday, July 12 at 7.30pm, with tickets available online at www.ort.org.nz. ¢

The game aired on Grassroots Rugby, Sky TV, and showed Tangowahine beat Tangiteroria with the final score of 28–22.

“The leading team kept changing throughout the game with both sides in with a chance, right to the final whistle,” says secretary of the Tangiteroria rugby club, Jan Beatty, “but next year will be our year.”

Around 200 spectators braved the weather and got behind their team and the mud making ball handling interesting.

The players of the day were Jimmy Adams for Tangiteroria and Tony Stokes

for Tangowahine and were given a voucher for Tangiteroria Tavern.

Players warmed up afterwards with a hangi with businesses and locals donating some of the ingredients and the kitchen was manned by volunteers.

Tangiteroria saved face and won the netball taking home the Taylor Cup continuing their record of being undefeated since the first match five years ago.

“It’s friendly rivalry but it’s quite serious on the field and court,” says Jan.

She says it was a fantastic day and is looking forward to next year. ¢

The idea took shape after he lost his house and business in the recession and a friend reminded him that when one door closes, another opens.

The friend told him that with no mortgage or responsibility it allows him freedom to follow his dreams.

Having always wanted to ride the length of New Zealand, he set off from the Bluff in November 2011 and stopped last week to chat to Dargaville Primary School students on the way to Cape Reinga.

He had travelled around 2,500 kilometres with around 300 more to

go estimating that it will take him 15 more days.

He is looking forward to completing his goal and afterwards he will return to Dargaville and his partner, a teacher at Dargaville Primary School, Karla Parker, and ‘get a job’.

Along the way he has camped in paddocks and has carried all he needs on his two horses that have made the trip with him.

A television crew captured the battle between Tangiteroria and Tangowahine rugby teams recently when they played for the Tito Cup which began in 1974.

Former Paparoa resident, Pete Langford, has set himself the goal of travelling the length of New Zealand on horseback and raise funds for emergency air services.

“The number seven seemed to keep popping up with this exhibition,” said Museum CEO Bet Nelley.

“The are seven stars in the cluster of Matariki — the Pleiades, or ‘The Seven Sisters’. The museum invited seven schools from the area covered by the old Otamatea County, to exhibit and finally the Otamatea County was actually divided into seven ridings, from Tokatoka in the west to Mangawhai in the east.

“The children’s exhibition boards are vibrant works and each one tells a different story. Visits from the schools have boosted attendances at the museum and enjoyed seeing the other school’s interpretation of the Maori New Year. It’s been great to see an influx of younger people here.”

In conjunction with the exhibition, local weavers taught flax weaving to locals and visitors.

A bonus for visiting school children from Warkworth Primary School was a demonstration of Maori musical instruments presented by Bernard Makoare of Kaihu.

“We are grateful to Te Puni Kokiri and Creative Arts for funding this event and also our local Maori people who have been so supportive,” Ms Nelley added.

A number of our line mechanics from Dargaville and Whangarei have been in Wellington assisting with reinstating power supply following the storm that hammered the region.

They were very generous with their time and deserve credit for helping out. Some of the stories to come out of the clean-up work in Wellington were:

• One of our staff was detained by security on Peter Jackson’s film set while doing line inspections

• Locals had to canoe our staff across a creek river to gain access

• Flying our crews in with helicopters because it was too slippery to get up some hills

• Four linesmen were stranded because of falling trees in Ohariu Valley spent the night cutting and climbing their way out - until they were finally rescued just after 2am. They even siphoned fuel from their vehicles to keep their chainsaws going as they were cutting their way through so many trees

• One Northpower vehicle was washed across the road by the surf

• One local was so keen to assist our linesmen that he was cutting tracks for our access to the poles – he even offered venison to get it sorted ASAP!

On the home front, Northpower’s crews have been keeping very busy throughout Kaipara and Whangarei in recent weeks:

• Several conductor and maintenance projects are nearing completion at Ararua, Marua, and Ruawai

• We have completed numerous shutdowns in all areas to collect samples of wire for analysis and possible upgrades

• Several customer-generated subdivisions have started in the Whangarei area

• Work on street lighting for the new Port Rd-Riverside extension is nearing completion

• The upgraded street light project on the corner of SH1 and SH12 (south of the Brynderwyns) has been completed

• Customer connections remain reasonably steady for June

• Work continues on the automation of 11kV Line switches in the Mangawhai-Kaiwaka area.

That’s the question being asked by Habitat for Humanity Northland’s executive officer, Conrad LaPointe, who has just that prospect on offer, but so far has no suitable takers.

H a b i t a t h a s successfully constructed houses for and homed several Dargavi l le families who have met a required criteria, including assisting with labour towards their house building. But this year, the pattern has changed.

“Habitat is currently building a home in partnership with NorthTech and Corrections inside Ngawha Prison,” said Conrad.

Food brings community together by Rose Rees-Owen

Pastors of the Riverside Christian Centre, Maurice and Dianne Taylor, have helped coordinate free lunches for the community since it began in Dargaville 15 years ago.

The lunches were held at the community centre but have moved to Beach Road where the church is now situated.

“It was an outreach to support people going to the courthouse,” says  Maurice. Now in a different location, Maurice says it’s a time to come together and meet new people.

“Everyone is welcome.”Church members donate

ingredients for soups in the winter and salads in the summer and bread buns are bought with money given by those who attend.

“We ask for a koha but there’s no pressure to give a donation.”

Tables are set up as if it was a cafe and church members serve lunch attendees at the table.

Mother, Demalza, has been attending the lunches since she arrived in Dargaville around a year ago.

“It’s not about the food, I can eat food at home, it’s about the company and meeting new people.”

Maurice helped insulate her house and she appreciates the support.

Maurice and Dianne say connecting with people is why they put on the lunch every Thursday from noon until 1.30pm and they encourage anyone to drop in.

Four women described as the ‘Aotearoa diva super group’ are touring the North Island and Australia to bring Matariki to the people.

Betty-Anne, Whirimako Black, Maisey Rika and Ria Hall will be performing at Dargaville Town Hall, July 6, with their tour named, Honour.

It will be an intimate performance of timeless classics, modern melodies, and concert-only collaborations and the self produced tour has been one year in the making.

“The connection the four of us have is a love of people,” says Betty-Anne, “music is our vehicle to share that love. Matariki is a time of new beginnings and of remembrance. We are taking the time to share those things with our audience.”

“Honour is about paying respect to everything in our lives. From the earth and air around us to our musical careers and the audiences that have put us there. As a collective, our audiences have given so much to us, this is a time to give back,” says Betty-Anne.

Setting off on a flavour odyssey

But despite the success of their menu and the delight of their loyal customers, these two enterprising restaurant owners are always keen to learn more.

That’s why Peter and Kallayanee often visit Thailand in the winter, soaking up more than just some much needed sunshine. Both agree that being immersed in the culture, history, language and food scene of the vibrant south-east Asian nation helps to bring fresh ideas back to Dargaville.

This year is no exception, and the couple have planned a veritable odyssey, spending a month in Thailand during August. While they plan to visit relatives and take in the scenery, there is another reason for their journey — plans are afoot to revitalise and re-energise the menu at Dargaville’s Pad Thai restaurant, as well as spicing up the surroundings with some authentic Thai décor.

The popular eatery will be closed during their sojourn, from August 5 through to September 5. Peter tells his loyal customers not to worry, though — the restaurant will reopen better than ever as we swing into spring. ¢

1x 400gm crushed tomatoes2 tbl tomato paste1 cup beef stock1/3 cup ground almonds1/3 cup raisins1 cup bittersweet dark chocolate(roughly chopped)2 tbl brown sugar3 cups kumara (small dice)1 cup frozen peas

For the pies flour, spiced beef mix, 2 eggs, 800gm puff or flakey pastry

Dust the meat in  flour. Heat some of the oil and brown the beef in batches until nicely caramelised and set aside.

Reduce heat and add the onion and garlic. Sweat for ten minutes then add the spices and sesame seeds. Stir, cook for another 5 minutes then add the beer, tomatoes, tomato paste and beef stock. Add back in the beef, ground almonds, raisins, chocolate, brown sugar and stir. Cook over a low heat, stirring occasionally until the beef is soft and tender (about 2 hours).

Once cooked, toss in the cubed kumara and peas and cook for 5 minutes. Taste and season accordingly before removing from the heat. Cover and cool to room temp. before refrigerating.

With the pastry make 6 small pies or one big pie, and liberally brush the pastry with egg yolk before baking at 180 degrees for 20–25 minutes until golden and flakey.

Dairy farming — a permitted activity?

Dairy farming may no longer be a permitted activity,

but become a discretionary activity throughout the New

Zealand dairy industry

Many New Zealand dairy farmers have made strenuous efforts to upgrade dairy farm infrastructure, in particular dairy effluent disposal systems, in the last three or four years, and are now looking forward to recovering some of the costs incurred.

With Fonterra’s announced milk payout forecast of $7.00 per kilogramme of milk solids, there is still a risk I believe that due to a small number of non-compliant farmers, dairy farming may no longer be a permitted activity, but become a discretionary activity throughout the New Zealand dairy industry.

Some of these non-compliant farmers continually receive abatement notices due to untreated effluent being discharged to water and inadequate management e.g. broken or blocked pipes, sump overflows and lack of irrigator/pump  maintenance. Last week at the Northland Effluent

Improvement Project meeting attended by the Northland Regional Council, Fonterra, Dairy NZ, Farmers of New Zealand and other farming lobby groups, the message was very clear, the dairy industry aim is full compliance.

Fonterra and Dairy NZ will be introducing new codes of practice to meet the Food Safety & Health Act, effluent monitors, provide training courses, introduction of warrant of fitness programmes, nutrient budgets, soil profile reports, sustainable milk plans to ensure full compliance.

This will be  nationwide. Fonterra’s definition of waterways is any drain or

stream that permanently contains water 12 months of the year. This simply means keep all untreated effluent out of surface and groundwater, keep land applied effluent nutrients in the root zone to capture the nutrient and economic value, ensure all effluent systems are compliant 365 days of the year.

It is my view that if these minority of non-compliant dairy farmers consistently don’t make an effort to meet the industry goals, they will run the risk of not having Fonterra’s Volvo and Scania tankers coming on to their farms to pick up their milk. They will not only become a casualty of their own making, but also cause their fellow dairy farmers to incur even more compliance costs and environmental rules.

In Northland there have been approximately 30 non-compliant farmers who annually, continue to fail to comply.The Chairman of the Northland Regional

Council last week said that he did not want the Regional Council to become the enforcement agency for Fonterra, that as long as the farmers met the Council’s requirements, it was up to Fonterra to enforce their own rules.

Chairman Craig Brown said that the Regional Council is making every effort to sort out the issue of non-compliance, but Northland faced different problems to many other parts of the country, due to high rainfall, soil types and topography.

There needed to be a collaborative approach to this effluent issue between the Regional Council and Fonterra.

Farmers of New Zealand employment agreements warn f a r m e r s a n d employees that where the Dairy Farm Manager is responsible under the terms of the employment agreement to ensure that the effluent system is maintained and operated correctly, the Environment Court has stated in a recent Court case, that dairy

farm managers could be held legally responsible and be liable to prosecution for unlawful effluent spillages and any other legal action resulting from any breaches of the farm resource consent conditions, pertaining to the effluent system, resulting in substantial fines. ¢

Party time for the ladies of the KaiparaWho says that guys have all the fun?

The old adage is being proven wrong once again this July, as the historic Northern Wairoa Hotel host their first ever ladies’ night — a celebration of style, sophistication and good old fashioned fun tailored specifically for the ‘non blokes’ of the Kaipara.

The evening promises something a little bit different, including cocktails, fashion, nibbles, samples and more.

The Victorian-style ballroom of the Northern Wairoa Hotel is the perfect venue for such a big event.

Firefighters shut down auto blaze

pEarly morning motorists watched with concern last Friday as a parked 4x4 in central Dargaville burst into flame. Luckily, the fire was within sight of our local fire brigade headquarters, and a truck was swiftly dispatched to quell the blaze. Nobody was injured, and further damage to property was spared, though the vehicle itself suffered extensive damage to its engine and components and will likely be written off. Nearby store owners were full of praise for the volunteer firefighting crew, who prevented the blaze spreading to nearby offices through their speedy intervention.
