From academic life to representing the people ofthe local council of Brimbank in the heart of theMaltese community in Melbourne is a huge leap

forward in Councillor Dr Victoria Borg’s career. “I feel deeply grounded and connected to this munic-

ipality and its people as a wife, mother, grandmother,neighbour, friend and member of this great commu-nity. Having lived in Brimbank for over 44 years, I lit-erally and metaphorically have grown in Brimbank,”Dr Victoria Borg told The Voice of the Maltese. Victoria Borg, chosen by The Voice as the Personality

of the Month for October was elected as a Councillorfrom the Grassland Ward for the city of Brimbank inOctober 2016. She currently chairs two Committees:the St. Albans Community Centre Committee and theReconciliation Action Plan Committee. She is also amember of the Brimbank Learning and EmploymentSteering Committee

Victoria was born in Xaghra, Gozo, the daughter ofGuzeppa and Mikiel Bajada. She migrated to Australiain April 1972 on the Angelina Lauro one month aftershe got married. With husband Louie, they settled inNorth Sunshine. They have two children, Michelleand Mark and a grand daughter Monique who is turn-ing 17 years this month.

“Louie's family had been living in this suburb sincethe mid-50's. In 1975 we moved to St. Albans in ournew house where we have been living (and still are)ever since. For the first three years we lived with my

mother in law andher family”. Victoria has a strong

connection withBrimbank at an aca-demic level. She re-turned to study as amature age student atWestern Institute in1987 and completedher tertiary studies,including a doctorateat Victoria University,St. Albans Campus inNovember 2005. Shealso taught and lec-tured there for manyyears.

Have been very ac-tive in community af-fairs, Victoriainitiated the Koala

Bear, and Boomerang projects. They involved studentsfrom some schools in Malta and Gozo, sending a smallpresent to someone in Australia. The students made anumber of cards that were distributed to students at-tending Maltese Language classes.

She organised a Maltese exhibition called "Jewels of theMediterranean" at Victoria University. This exhibitionincluded some artefacts from Malta, including a piece ofpottery that was found at the Ġgantija Temples, and isabout 5,000 years old. As the co-ordinator, Victoria accompanied 25 studentsfrom the Victoria University on a three-week study tourin Malta. That was part of a subject “International Stud-ies - Malta Study Tour|. The tour was held in conjunc-tion with the Maltese Community Council of Victoria. Besides visiting interesting places in Malta and Gozo,

the students participated in some lectures that were heldby Maltese lecturers at the University of Malta.Together with other prominent Maltese, Victoria partici-

pated in a conference in Armidale NSW, representingthe Maltese community, held by the CWA Study School.She is also an active member of the Xagħra-AustralianAssociation of Victoria Inc.

The NSW Community LanguagesSchools Programme (NSW Depart-ment of Education) marked a very

special occasion this year, the 25th An-niversary of the NSW Minister’s Awardsfor Excellence in Student Achievement –Community Language Schools. By thesame token, Skola Maltija Sydney markedits 10th year of successfully serving theMaltese community in language and cul-tural education.

Maltese schools have been a part of thecommunity education landscape since1999 and for the first time in 19 years aMaltese student has been selected to re-ceive a prestigious Minister’s Award.

The acclaimed award ceremony hostedby the NSW Community LanguagesSchool Board was held recently at theUniversity of New South Wales’ Sir JohnClancy Auditorium. Awards were pre-sented to more than 150 outstanding stu-dents, who are committed to studying oneof 58 languages that are currently beingtaught under the NSW Community Lan-guages Schools programme.

Dr Geoff Lee, MP, Parliamentary Secre-tary to the Premier, Western Sydney andMulticulturalism, sitting in for EducationMinister the Hon. Rob Stokes MP pre-sented the awards. Aboriginal CommunityLiaison Officer, Aunty Fay Carroll, deliv-ered the Welcome to Country. Specialguests included consular officials, seniorofficers of the NSW Department of Edu-cation, as well as a large number of com-munity leaders. School principals, teachersand supportive families of the award win-ners were also in attendance. Year student Michael Cuschieri, and Year

6 student, Dylan Bond, were recognisedfor achieving a very high level of success

in their studies of the Maltese language. The students also demonstrated their lan-

guage ability in a variety of ways withintheir community. Michael, who has beenstudying Maltese for 12 years and hasreached his final HSC year, was the recip-ient of a Highly Commended Award (Se-nior Section). Dylan was the recipient ofa Commended Award (Junior Section). Hehas been studying Maltese for two yearsat Skola’s Rouse Hill campus.Benefits of learning a language

In what can be seen as a historic mile-stone, Year 6 student, Noah Muscat, whohas been studying Maltese for seven yearsat Skola’s Ringrose (Greystanes) campuswas one of five students (Junior Section)to be awarded the prestigious Minister’sAward for outstanding achievement in thestudy of Maltese, for his contribution tothe development of intercultural under-standing and for his involvement in SkolaMaltija Sydney and the wider Maltesecommunity. At the event, Noah also ad-dressed the audience in Maltese when heintroduced the Presentation of the Com-mended Awards.

Addressing the audience, Dr Geoff LeeMP espoused the benefits of learning lan-guages such as preparing students for the21st Century and international world,teaching students to learn better, preserv-ing culture and heritage and making youngpeople proud of their ancestors and wherethey have come from. Dr Lee also ac-knowledged and thanked the parents whomake the sacrifice to transport their chil-

dren on the weekend to attend school andencourage their children to learn a lan-guage.

He added that whist 25% of the popula-tion of NSW (and 36% in Greater Sydney)speak a language other than English athome, only 8-10% of students are takingup a community language at the HigherSchool Certificate (HSC) level. He saidthat through its commitment to extra fund-ing for the Community LanguagesSchools programme, online curriculumdevelopment integration alignment, andvalidation of student learning to give for-mal recognition of their studies, the StateGovernment is addressing this terminaldecline.

He announced that a signed deal with auniversity is in the pipeline. This teachertraining initiative will empower over2,700 volunteer Community Languageteachers who are already doing a superbjob to do their jobs better.Chair of the NSW CLS Board, Ms Jozefa

Sobski, who addressed the audience via avideo recording, as she was overseas at thetime of the event, pointed out that 34,800students are studying a community lan-guage after school hours and that lan-guages have the power to promoteuniversal understanding and allow us toembrace our common humanity.

On the night the St Sava Serbian Ortho-dox Church, Elanora School Communityentertained the guests by performing tra-ditional Serbian dances.

Nieħu gost ħafna meta f’The Voice ofthe Maltese naqra kummenti dwardak li jkun qed iseħħ, kemm fl-Aw-

stralja kif ukoll barra dan il-kontinent,għax minkejja li l-Awstralja tista’ tissejjaħgżira kontinent, ma jfissirx li għandnanaħsbu biss dwar dak li jigri fil-pajjiż li fihqed ngħixu. Minħabba f’hekk nilqa’ ħafna l-aħbarijiet

u kummenti dwar il-pajjiż ta’ art twelidna,Malta u ninteressa ruħi f’dak kollu li jsirli bih Malta tikseb għarfien fl-isfera inter-nazzjonali. X’ma titpaxxiex li Malta saanke ġieli tkun minn ta’ quddiem fid-deċiżjonijiet li tieħu.

Fost tal-aħħar fraħt meta Malta kienetminn tal-ewwel li daħħlet il-jeddijiet ċiviliu anke bidlet il-liġi biex tati id-dritt lildawk tal-istess stess li jistgħu jiżżewġu.Din xi ħaġa li fl-Awstralja tgħidx kemmilna nittitubaw dwarha qabel forsi fi ftittal-jiem oħra dan id-dritt jingħata wkoll(wieħed jittama) f’dan il-kontinent. Id-dis-pjaċir tiegħi hu li l-gvern abdika mir-re-sponsabbilta` għal dan u poġġa d-deċiżjonifuq spallejn iċ-ċittadin.

Pereżempju għoġobni ferm il-mod kifIvan Cauchi ittratta u ikkummenta dwardan xi ftit tal-ħarġiet ilu. Fil-fatt, anke jekkġieli kien hemm fejn ma qbiltx miegħu,imma jibqa’ l-fatt li Ivan għandu l-ħila jar-gumenta u jagħmlu tajjeb dawk il-qarrejjali jsegwu r-raġunar tiegħu, anke jekkf’ċerti waqtiet ma jaqblux.

Anke l-mod kif The Voice ittrattajtu l-kwestjoni taċ-ċittadinanza doppja fost il-parlamentari f’Awstralja kien ta’ minifaħħru u l-kontribut minn Malta ta’ niesbħall-Onor Carmelo Mifsud Bonnici żiedjagħti valur lil din ir-rivista.

Interessanti ħafna wkoll meta jkollna l-kummenti ta’ opinion writer internazzjon-ali bħal Gwynn Dyer. Jidher li dan hu intiżferm f’dak li jgħid u l-mod mexxej u faċlikif ipoġġi l-argument ta’ min isegwih.Imma fuq kollox nogħxa naqra kif ta’ The

Voice twasslu l-aħbarijiet u xi kummentidwar dak li jiġri f’Malta. Anke jekk fil-verita` ġieli nkun segwejt l-istess aħbari-jiet minn fuq l-Internet. Ħabib tal-familja tiegħi f’Melbourne ligħandu ferm għal qalbu l-politika u kienbeħsiebu li jikkontesta biex xi darba jkunfil-Parlament fejn jista’ jiġġieled għad-drit-tijiet taċ-ċittadini, qed jerġa’ jaħsibha għaxgħalkemm hu Awstraljan imwieled f’St Al-bans, ommu hi Maltija. Ġiet l-Awstraljamal-familja meta kien għad kellha bisserba’ snin.

Dan ma jixtieqx jiġi fl-istess pożizzjoniinġusta li ġew fiha xi parlamentari fl-aħħarxhur u wara tant sforzi jsib li ma jistaxjimxi ‘l quddiem. Jgħidli li hemm oħrajnbħalu li jixtiequ jagħtu kontribut fil-poli-tika u li wkoll itwieldu fl-Awstralja iżdaminn ġenituri jew nanniet imwielda barrali wkoll qed jiddarsu.

Irraġuna miegħi li sakemm tibqa’ din l-anomalija lanqas biss jażżardaw jibqgħujuru interess li jidħlu għall-impenn, bir-riżultat li nistgħu nitilfu nies ta’ valur kbir.

Astudy carried out by researchers at the University of Ade-laide, in Australia and presented at the European Association

for the Study of Diabetes in Lisbon, Portugal, found that artificialsweeteners, which many people with weight issues use as a sub-stitute for sugar, might increase the risk of developing type 2 di-abetes.

The study was small and the detailed results have not yet beenpublished, but experts said its findings fitted with previous re-search showing an association between artificial sweeteners andweight gain.Type 2 diabetes is linked to obesity and rates of the disease are

soaring around the world. Its complications, if it is not controlled,can include blindness, heart attacks and strokes.

In their study, the researchers wanted to investigate whetherlarge amounts of no-calorie artificial sweeteners altered the abil-ity of the body to control the levels of glucose in the blood.

Some of the 27 healthy volunteers who were recruited for thestudy were given the equivalent of 1.5 litres of diet drink a day,in the form of capsules of two different sweeteners, sucralose andacesulfame K. They took the capsules three times a day for twoweeks, before meals. The others in the study were given aplacebo.

Tests at the end of the two weeks showed that the body’s re-

sponse to glucosewas impaired.

The authors saidthat the study sup-ports the conceptthat artificial sweet-eners could reducethe body’s control of blood sugar levels and highlights the poten-tial for exaggerated post-meal glucose levels in high habitualNAS (non-caloric artificial sweeteners) users, which could pre-dispose them to develop type 2 diabetes.”

Some experts said the findings were in line with previous re-search, while others said they did not support the conclusion thatsweeteners could increase the risk of type 2 diabetes.

Dr Inês Cebola, from Imperial College London said that thisstudy addresses a very important global human health issue, asartificial sweeteners are food additives commonly used not onlyby patients with diabetes but also by healthy individuals aimingto manage their sugar intake.

She added: “Although generally thought as safe and even ben-eficial, artificial sweetener consumption has actually been previ-ously associated with weight gain and development of glucoseintolerance, which can lead to development of type 2 diabetes.”

(39% of men and 40% of women) were over-weight. Overall, about 13% of the world's adultpopulation (11% of men and 15% of women) wereobese in 2016.Worldwide obesity has nearly tripled since 1975.Most of the world's population live in countries

where overweight and obesity kills more peoplethan underweight.In Africa, the number of overweight children

under 5 has increased by nearly 50 per cent since2000. Nearly half of the children under 5 who wereoverweight or obese in 2016 lived in Asia.The prevalence of overweight and obesity amongchildren and adolescents aged 5-19 has risen dra-matically from just 4% in 1975 to just over 18% in2016. The rise has occurred similarly among bothboys and girls: in 2016 18% of girls and 19% ofboys were overweight.

Min-naħa l-oħra, il-Kap tal-Oppożizzjoni, ma qagħadxlura milli diġà jitfa’ parti mit-tort fuq il-Prim Ministru u l-gvern Laburista, fejn iddeskriva l-qtil bħala wieħed poli-tiku.5 Jien jidhirli li stqarrija bħal din hija prematura.Naraw ‘il quddiem jekk l-investigazzjoni titfax xi dell ikrahfuq persuni assoċjati mal-partit ta’ Delia.Jien qatt ma tkellimt ma’ Caruana Galizia. Malta is still in deep shock afterthe killing perpetrated by a crim-inal act that resulted in the brutal

killing of 53-year-old blogger and journal-ist Daphne Caruana Galizia by the use ofa powerful explosive device that blew thevehicle she was driving into several piecesand sending the vehicle’s wreckage spiral-ing over a wall and into a field about 50metres away. Itoccurred minutesafter she left herresidence at Bid-nija, limites ofTarga Gap.

While the gen-eral public ex-pressed theirdisbelief, shockand outrage that ajournalist couldbe murdered insuch a way, mostprobably in orderto silence her,public figures,politicians onboth sides of thepolitical divideand the public ingeneral condem-ned the barbaricattack against a member of the press, onwhat could become known as Black Mon-day October 16.

In an immediate response to the killing,Prime Minister Joseph Muscat describedit as a “spiteful attack on a citizen andfreedom of expression.” He said he wouldnot rest until justice is done, that he wouldleave no stone unturned for justice to bedone, and that the country deserves jus-tice.

Meanwhile, while expressing shock atthe murder, in a statement, PresidentMarie Louise Coleiro Preca, called forcalm and appealed for everyone to con-sider well one’s reaction. “In these mo-ments, when the country is shocked bysuch a vicious attack, I call on everyone tomeasure their words, to not pass judgmentand to show solidarity with the husbandand Caruana Galizia’s children.”

Saying that this was a moment in whicheveryone lost, she added, “Decency entails,

that everyone should let justice to take itscourse in the best interest of the family andMalta’s democracy.”

Nationalist Party leader Adrian Delia,tweeted, "we shall not be silenced".

That same evening Parliament had beenscheduled to hear the Opposition leaderdeliver his reaction to the 2018 Budget,but this was suspended to make way for a

special sitting in order for the Prime Min-ister and the Opposition leader to delivershort messages about the tragic event ear-lier in the day.

The Prime Minister expressed shock atthe murder and said he instructed inves-tigative authorities that resources andbudgets should not be a concern in theirbid to get to the bottom of the murder. izia in Malta spread like wildfire and for many readersof this magazine, there might be nothing new in the

following articles. However, we at The Voice still be-lieve that it is our duty to update you on the currentevents, in some ways perhaps from a different pointof view to that expressed by media outlets, some ofwhom might have their own agenda to follow.

The act was also described as a threat tojournalism, democracy and freedom of ex-pression. In this sad moment, BishopCharles Scicluna appealed “for a unified re-solve to promote true democracy.”The Institute for Maltese Journalists said in

a statement that the killing was a shockingcase for journalists, directly impacting theright to freedom of expression. It expressedsolidarity with the victim’s family, and ap-pealed to the Police to do all it that is possibleto find those culpable for this serious crime. It went on to describe it as an ugly day for

democracy and affirmed the determinationof journalists worthy of their name, not tolet this tragedy undermine their will and in-stead to keep upholding their duty to soci-ety and report without fear or favour all thatis in the public interest and to society.”

Later in the evening the first of a numberof candlelight vigils was held in Sliema inmemory of Caruana Galizia and in solidar-ity with her family. It was also attended byseveral public figures and politicians fromthe political parties.

Although many who had been targeted byher comments on her blog were among herharshest critics, they too expressed theiranger and shock for her brutal murder. Theycould not accept the fact that anyone has theright to murder anyone just because he wouldnot agree with one’s comments.

A very strong appeal was also made forpeople not to jump to conclusions, eventhough PN politicians immediately beganto describe it as a political murder.

Government offers €1 million reward for information

leading to finding the killerIn its determination to bring those responsible for the brutal murder of Daphne Caru-

ana Galizia to justice, the Government has taken the unprecedented step of offeringa €1 million reward to anybody who can come forward to give the Police informa-

tion leading to the identification of the killer.The government is fully committed to solving the heinous crime. It recognises that

this is a case of extraordinary importance and therefore requires extraordinary measuresin order for justice to be done, whatever the cost.

In a statement the government stated that whoever comes forward with informationwould be offered full protection when testifying under oath in front of an InquiringMagistrate, and in all subsequent stages of the criminal procedures.

It said that any information can also be passed to the Police confidentially, and theperson doing it would still be eligible for the reward, as long as the information is cor-roborated with other independent evidence that would lead to the identification of theperson or persons who committed this act.

It will not be the Government to decide whether the information or testimony is suf-ficient, credible or complete. Instead, the point of reference will be the Magisterial In-quiry Report that is an act of the independent judicial authority.Among the conditions set for this offer, whoever is willing to come forward with in-

formation can phone a particular number (22942008) or do so through an email [email protected].

The Government has stated that that one may also make use of the Whistleblower’sAct and other ancillary amendments that were passed during the previous legislatureby anyone who, despite his or her involvement, intends to collaborate with the Policein order to identify the culprit.Conditions of the rewardThe Government is offering the €1 million reward to any person or persons who providethe Police with concrete information which could lead to the identification of those re-sponsible for the homicide of Daphne Caruana Galizia – whether murderer or accom-plice – that occurred on October 16.This offer is made with the condition that whomever provides information will have

to tell the truth and the whole truth, testifying under oath about everything they knowabout this homicide in front of the Inquiring Magistrate and during all the stages of thecriminal procedures.A person with information about the homicide, who is not willing to testify in order

to keep their identity confidential, may pass the information to the Police and still qual-ify for the reward. However, for this to happen, it must result from the report of the Magisterial Inquiry

that the information has concretely and factually led to the identification of those whoshould respond to the accusation about the homicide, and that this information can beconfirmed to be genuine on the basis of other independent proof.

The payment of the reward would be based solely on whether the report of the Mag-isterial Inquiry states that the testimony, or the information given, was credible and ledto the identification of those who have to respond to the accusation about the homicide.

dered, saying thatthe murder was anAttack on democracy andfreedom of expres-sion.

Since the start of her ca-reer in 1987, opinionwriter and blogger,

Daphne Garuana Galizia tar-geted most of her criticism atthe Labour Party. No Labour Party leaderfrom Dom Mintoff to Karmenu MifsudBonnici, Alfred Sant and Joseph Muscatand his family had managed to escape herarrows. Her allegations early in the yeareven led to Prime Minister Joseph Muscatcalling a snap election, which he won by amassive majority.

During the years, and particularly in thelast four of the Labour government, libelsuits were filed against her for a number ofallegations. Some of them she was still fac-ing before her tragic death.

For the second general election running,opinion writers close to the PN partlyblamed Caruana Galizia for the defeat,some claiming that she was allowed to settheir political agenda. As a result of thePL’s landslide victory PN leader SimonBusuttil resigned opening the way forsomebody else to take over.

Four candidates, that included Dr AdrianDelia, put their names forward and thestage was set for three months of “not soclean” campaigning in the race for the lead-ership, which Delia won.

During the campaign, and since his vic-tory a month ago, Delia never managed towin the blogger DCG over to his side. Infact she was very critical of him. She evenmade “damaging allegations” against himand in one week in late August he filed fourlibel suits against her for linking him to aprostitution racket in London.

She kept up her criticism of him and hisclose friends whom she used to describe as“members of Adrian Delia’s rabble.

Then on September 3 she wrote that shehad been getting treats from them. “Mes-sages from them saying – with no punctua-tion except a lot of exclamation marks atthe end – that I’m finished, RIP, take a

cyanide pill, and other remarks involvingbody parts which I have long been accus-tomed to from Labour supporters.”

She went on to say: “My stock response,where I bother, is: I have been writing forthree decades and have out-survived fivePrime Ministers and Opposition leaders.There is nobody in parliament today whowas there when I began writing. I have out-survived the lot of them.“There were people telling me a lot worse

in 1990 than they are now. Then, there wasno Facebook, so they wrote to the editor in-stead. Almost every edition of The SundayTimes carried a page of letters from out-raged citizens telling me where to shove myopinions... Many of those people are nowdead through natural causes, as are myworst and most vicious enemies in the po-litical class”.

After explaining how popular her blogwas by mentioning view-figures as to thenumber of hits - 321 million views sinceshe began, she added, “It takes a very par-ticular skill-set. Of course, the politicianshave helped, because in 30 years theLabour Party has not stopped obsessingabout me and mentioning my name in vain,and now I have additional publicity fromAdrian Delia andhis rabble, who in-cidentally includepeople of all socialclasses, but stillrabble becausethey don’t think ra-tionally.”

“This irrationalthinking manifestsitself in the beliefthat I can some-how be controlledby anyone or any-

She wrapped up the article saying, “Ipromise to continue providing you with theoasis of sanity you want and need, as longas I am able to do so. And remember al-ways that more and more people who arein the wrong do not become right by sheerforce of numbers. “We live among people for whom politics

is not about political ideology but aboutwinning, as with football. “The price paid for living in a very unso-

phisticated society is a high one. Youngerpeople may decide it’s not worth it, and wecan’t blame them. They have many optionsand they don’t have to live in a place wherethe fate of the nation is decided in parlia-ment by football fans and the corrupt.

Meanwhile, after DCG’s murder, the Na-tionalist Party leader Adrian Delia said hehas now dropped all libel cases he had in-stituted against her during his PN Leader-ship election campaign.

Who was Daphne?

In its investigation, Police officials workingclosely with the Dutch forensic experts and

FBI investigators in sharing information col-lected from different sources, have sought infor-mation by speaking to some people.

However, although the motive behind themurder has not yet been established, as it ismuch too early to determine it, people close tothe investigators have been reported saying

that they are harbouring suspicions that themurder could have been commissioned as re-venge for her writings, and that foreignerscould also been involved.As such, the police have also been investigat-

ing several articles she has published and oth-ers she has been working on about persons thatcould threaten their financial gains from illegalactivities.

forces in a united message in favour offreedom of expression and press freedom.Every newspaper published on its frontpage the banner headline: The Pen ConThe Pen Con--quers Fear, (Il-Pinna Tirbaħ lill-Biża`)quers Fear, (Il-Pinna Tirbaħ lill-Biża`).It was a strong message of determination that

no one and nothing would stop or silence the

journalists’ efforts in the quest for truth. On Sunday afternoon, thousands of people,

including representatives of political partiesturned up in Valletta for a ‘national demonstra-tion for justice’ (above) organised by the CivilSociety Network.

In the end many expressed their disappoint-ment that some of the “organisers” turned itinto a partisan protest.

Foreigners ‘could be involved’ in DCG’s murder

The next two days instead of discussingthe Budget as scheduled, first the Leader

of the Opposition, and then the Prime Min-ister took the sessions to talk about the mur-der.PN Leader Adrian Delia blamed the mur-

der on the Prime Minister, the Police, andthe Attorney Ge-neral, and called for themall to resign.

In turn, Joseph Muscat refrained frombeing political. He instead expressed his andthe nation’s resolve to solve the murder. Be-sides inviting investigators from The Nether-lands and the FBI to help the localinvestigators, he said the government wasconsidering offering a monetary reward forinformation leading to solving the heinouscrime and bring the killer to justice.

Landlords in Victoria will find itharder to increase rent or kick outtenants under contentious new re-

forms designed to make renting fairer.With more than one in four Victorians

now renting a home, the Andrews govern-ment has unveiled a raft of changes givingtenants more rights while cracking downon unscrupulous landlords.

Under the plan, agents will be requiredto advertise properties using a single price– rather than a range – and landlords willbe restricted to increasing rent once every

year insteadof every sixmonths.

They willalso need areason toend a ten-ancy – withthe govern-ment scrapping the 120-day “no specifiedreason” notice to vacate – and will not beallowed to unreasonably refuse a tenants'request to keep pets or make minor modi-

fications, such as installing air condition-ing or picture hooks.

Consumer Affairs Minister MarleneKairouz said, “More people are rentingthan ever before and for longer – that'swhy tenants need a fairer deal.” The changes come after a lengthy review

of the Residential Tenancies Act but arelikely to prove controversial because theyswing so heavily in favour of tenants.

While welfare groups and renters havewelcomed a fairer deal, the Real Estate In-stitute of Victoria (REIV) has warned thatmany of the reforms would unfairly pe-nalise “mum and dad” investors who makeup the bulk of landlords.

has been humiliated by the Senate. Hedidn't even have the courage of his con-victions to bring the bill on for debate. It'san indication of cowardice and lack ofconviction from Peter Dutton.”

The government attempted a last-ditchattempt at saving the legislation with anamendment that changed the level ofEnglish competency for citizenship appli-cants from “competent” to “modest”.

But the alteration couldn't garner thesupport of the Nick Xenophon Team,which was vital; Labor and the Greensalso opposed.

When debate did not get underway byWednesday evening, legislation was re-moved from the Senate notice paper, re-quiring the government to win a motionto restore it at a later stage.

Labor leader Bill Shorten said the pro-posed citizenship changes were patentlyunfair and ridiculous. He suggested thegovernment go back to the drawingboard.

Mr Shorten said the proposed require-ment for university-level English compe-tency - which the government has sinceagreed to water down - appalled workingand middle-class migrants who had beenin Australia for decades.

The Malta Council for Science andTechnology (MCST) and Arts Co-uncil Malta (ACM) recently signed

an agreement in the area of the Arts andScience that in particular will encompassattempts to increase participation in cul-ture and the creative industries, increasecollaborations between Public CulturalOrganisations and encourage interdiscipli-nary between the arts and Science.Commenting on the agreement, Minister

for Justice, Culture and Local GovernmentOwen Bonnici remarked how this Memo-randum of Understanding between the twoinstitutions builds on Government’s prior-

ities towards culture, more specifically inincreasing job opportunities. MinisterBonnici emphasised on the importance offostering the interdisciplinary of the cul-tural sector with other sectors such as sci-ences and technology.

In fact, he stated that this can be envis-aged on various levels such as better allo-cation of resources, exchange ofexperiences and knowledge between thetwo entities, new creative opportunities forartists and art organisations and more ac-cessibility for varied audiences. This willresult in a contribution of €125,000 fromArts’ Council Malta towards this Memo-

randum of Understanding.Meanwhile, the Parliamentary Secretary

for Financial Services, Digital Economyand Innovation Silvio Schembri explainedhow through MCST, this agreement wouldhelp to join art and science together inorder to attract investment of good qualitytowards Malta, since this makes us moreattractive for foreign investors seeking in-novation.

He stressed on the importance of havingan educational strategy that includes artstogether with science, technology, engi-neering and mathematics to develop fromSTEM to STEAM system, wherein froma young age children are taught to expresstheir ideas and form a critical mind.

The Executive Chairman of the Arts’Council Malta, Albert Marshall stated thatthis MoU is linked directly to the Arts’Council Malta’s strategy CREATE2020.He explained that besides the strategiccomponent, this document also createsnew synergies between Arts CouncilMalta and the Malta Council for Scienceand Technology while strengthening al-ready existing efforts towards commonobjectives such as already existing collab-orations and initiatives. The MoU will serve to strengthen the col-

laboration between the two institutionsand through its funding programmes andinitiatives, ACM shall encourage artists topursue their interests in science and tech-nology and to collaborate with individualsand organizations in these fields of knowl-edge.

It will also encourage the integration ofscience and technology in the Kreattivfunding programme while Esplora, whichforms part of the MCST, shall providementorship and assistance to beneficiaryprojects that include a science and technol-ogy component.

MCST, CEO, Dr Jeffrey Pullicino Or-lando said that the agreement would pavethe road for a fruitful relationship betweenthe entities involved and also promote acelebration of the Arts and Sciences.Esplora would be offering its premises to

selected projects to exhibit their workwhere such events are open to the generalpublic visiting the venue as well as jointlycollaborate in activities and events organ-ised by ACM including the Malta Interna-tional Arts Festival. Moreover, ACM and Esplora shall co-or-

ganise networking and information ses-sions whereby artists, public culturalorganisations, educators and individuals inthe fields of Science and Technologywould have the opportunity to discuss andexplore potential ideas for future projectsor other collaborations.

The occasion also lent itself to the inau-guration of two murals ‘Odyssey of theObserver’ and ‘Transience of Thought’ bylocal artist Dominique Cianco.

to celebrate the achievements of Malta'scultural and creative sectors. Il-Premjugħall-Arti will be Malta's most prestigiousaward that acknowledges excellence inartistic work premiered during the year.

During the unveiling of the award, asculpture in glass and ceramic (above) byMaltese artist Kane Cali, Minister Bonnicisaid, “artists and art organisations are thedriving force of Malta's creative ecology”.

He explained how Il-Premju għall-Arti,announced as a budgetary measure for2017, is a unique opportunity to acknowl-edge and to celebrate the success of Mal-tese artists on a national level. He said thatthis appreciation towards Maltese artists ishappening at a time when culture and thearts are flourishing.According to Albert Marshall, the awards

reflect the objectives of the Council's Cre-ate2020 strategy. They would bring to the

fore the distinctive creative contributionsmade by artists and arts organisations andthe impact of their work on the culturalsector, audiences and communities.

Eleven awards will be lined up for theceremony to be held in January 2018. Thenomination process for eight of the awardswill be based on an open call whereas theLifetime Achievement award and the Am-bassador for the Arts award will be recom-mended by Arts Council Malta.

Less than a week after Pietro Ghedinwrapped up his commitments theMaltese Football Association ap-

pointed 44-year-old Belgian by the name ofTom Saintfiet as the new natioanl teamcoach with immediate effect.Many have expressed their disappointment

that despite the fact that about 25 Maltesecoaches hold the necessary qualificationsfor the job, they have all been overlooked.At a news conference to introduce Saintfiet

the president of the MFA, Norman Dar-manin Demajo said he is a UEFA Pro qual-ified coach with a wealth of experience ininternational football.

Having worked as national coach mostlyin Africa and Asia, Saintfiet was handed thejob because in Darmanin Demajos’ opinion,following a thorough evaluation exercisecarried out by the MFA‘s Technical Centreover the past months, Saintfiet was thestandout candidate. The MFA president said that the Belgian’s

footballing knowledge and qualificationsallied with his vast experience in interna-tional football with several developing na-tions made him the right candidate for thepost. The MFA is convinced that he will doan excellent job for the national side and asa prominent member of the Associations’technical sector.Saintfiet, a former defender with a number

of Belgian clubs until injuries forced himout of the game at the age of 24, said he washonoured to get the appointment,. He saidthat it was his ambition to help the Maltesenational team to move forward and with the

backing of all the stakeholders also assist inthe long-term development of Maltese foot-ball.

He said,“My decision to become Maltacoach is a clear choice for stability. I wantto build something on the long term here.”

His first match in charge of the nationalteam will be the friendly against Estonia, atthe Ta’ Qali National Stadium on November12. With his career as a footballer over, at the

age of 24 Saintfeit embarked on a coachingcareer. His first appointments as coach werewith clubs in The Netherlands, Finland and

Qatar before getting short-term jobs as na-tional coach with Namibia, Zimbabwe,Ethiopia, Malawi and Togo in Africa, andYemen and Bangladesh in Asia. His lastcommitment was national coach of Trinidad& Tobago.
