This area creates one of the major industrial centres of Russia, and holds metal, oil and gas reserves, as well as 30% of the world’s potash resources. Despite its wealth in natural resources, and accordingly its potential for significant economic expansion, the region is suffering from severe working age population decline and an increasing proportion of elderly residents. This is due to a number of complex and interrelated socioeconomic and environmental issues including its remote location and lack of connecting infrastructure, and the sinkholes and subsidence that are a legacy from mining in the area. The government decided that a new direction and strategy; including better infrastructure, transport, housing, and social facilities was required to offer a more desirable lifestyle to residents and increase the area’s overall appeal to the target demographic. They established a competition to design a regional masterplan for the cities, which BuroHappold Engineering won in conjunction with KK Architects. Our concept lays out an integrated plan for the revitalisation of the Kama Tri-City region. Where traditional masterplans have focussed solely on spatial assets, our methodology combines the area’s advantages and resources with socioeconomic consolidation that will encourage the growth of a new economy that is so vital to securing a future for the area. We appreciated that the success of this economy is dependent on the availability of a highly qualified workforce, which in turn necessitates a better quality of life and supporting social infrastructure. Our competition entry provided the first step in establishing a clear framework to achieve this, harnessing all elements of success so that they work symbiotically to improve everyday life for current citizens and attract new residents with the promise of a high quality living for themselves and future generations. Our masterplan achieved this balance through careful design and sensitive urban planning. The individual charm and distinction of each of the three cities that comprise the Tri-City has been retained, but their urban texture has been evaluated according to modern needs and retrofitted accordingly. This means that important historic buildings, such as the town churches, will be restored and preserved for the enjoyment of future generations, but existing housing stock will be improved and additional homes developed to attract younger, more affluent residents.

To protect the integrity of each city and indeed achieve an overarching architectural cohesion that will add to their aesthetic appeal, we plan to incorporate traditional building styles, such as wooden construction and features, to integrate the new additions with the heritage of the old. We have also improved the interconnecting transport system and created better links to the wider country beyond.

The challenge was to devise a masterplan that was not only financially and socially viable, but also phased in a way so as to ensure sufficient flexibility and the resilience to provide for future needs and development. Over three years the BuroHappold team got to know the region and its people in order to discover what was necessary and what was possible. We then aligned this knowledge to create a new vision that exceeded all expectations. This masterplan will be the tool to shape the future of the Kama Tri-City region, which is set to become a ground breaking high quality, sustainable city retrofit for Russia.
