Dasar Kualiti Quality Policy
Merancang, menyelaras dan membangun industri perkayuan di Sarawak ke arah penggunaan
sumber kayu secara optimum dan efisien dengan meningkatkan pemprosesan hiliran dan
mempelbagaikan produk. Sejajar dengan matlamat ini di samping merealisasikan Wawasan
2020 Negara, PUSAKA bertanggungjawab dalam pembangunan sumber tenaga kerja yang
berdisiplin, terlatih dan berwibawa.
To plan, coordinate and develop the timber industries in Sarawak towards optimum and
efficient utilisation of timber resources by encouraging downstream processing and product
diversification. In line with these objectives and the National Vision 2020, STIDC is
responsible to develop a disciplined, skilled and capable human resources.

Fungsi Korporat• Mengawasi dan menyelaras mutu pembuatan dan
perdagangan dalam industri perkayuan;
• Membuat saranan kepada Kerajaan ke atas
kaedah-kaedah, langkah-langkah dan polisi-
polisi yang patut diambil untuk menggerakkan
kemajuan dalam industri perkayuan yang ada,
dan jika dipersetujui oleh Gabenor-Dalam-
Majlis, melaksana dan membantu pelaksanaan
matlamat yang sama;
• Menggalakkan penggunaan kayu secara
berkesan dengan penekanan terhadap
mempelbagaikan barangan dan pengawalan
mutu;
• Memperkenal, menggiat dan melicinkan
pembangunan industri perkayuan di negeri
Sarawak, dan sehubungan dengan pelaksanaan
tugasnya membantu orang-orang yang terlibat
dalam pengeluaran dan pemasaran kayu;
• Memberi khidmat nasihat dalam bidang teknikal,
bertujuan untuk membantu pembangunan
industri perkayuan yang ada sekarang dan dalam
penubuhan industri-industri baru; dan
• Menyediakan latihan dalam berbagai aspek
operasi pembalakan, kegiatan-kegiatan yang
berkaitan dengan pemerosesan, pengilangan,
penjualan dan pemasaran kayu.
Corporate Functions• Control and co-ordinate the manufacturing
standards and trade practices of timber
industry;
• Make recommendations to the Government as
to the methods, measures and policies to be
adopted to facilitate the improvement of
existing timber industry, and where approved
by the Governor-in-Council, to implement and
assist in the implementation of the same;
• Encourage effective utilisation of timber with
emphasis on products diversification and
quality control;
• Promote, stimulate and facilitate the
development of the timber industry in Sarawak,
and in connection with the discharge of its
functions to assist any person engaged in the
production and marketing of timber;
• Provide technical advisory services for the
purpose of assisting in the development of
existing timber industry and in the
establishment of new industries; and
• Provide training in various aspects of logging
operations, activities associated with the
timber processing, sawmilling, sales and
marketing of timber.

wabarakatuh dan Salam Sejahtera.
Dengan nama Allah Yang Maha Pemurah Lagi
Maha Pengasih.
Dengan sukacitanya saya, bagi pihak Lembaga
Pengurusan Perbadanan Kemajuan Perusahaan
Kayu Sarawak (PUSAKA), membentang
Laporan Tahunan dan Penyata Kewangan
PUSAKA bagi tahun berakhir 31 Disember
2006.
Industri perkayuan Sarawak terus menunjukkan
pertumbuhan yang konsisten dan kukuh pada tahun
2006 walaupun terus diselubungi oleh pelbagai isu
yang berkaitrapat dengan ekonomi dan politik
sejagat. Antara isu-isu yang memberi kesan
terhadap sektor perkayuan domestik mahupun
antarabangsa sepanjang tahun 2006 termasuklah
isu kemusnahan alam sekitar dan pemanasan
global, bekalan bahan mentah yang semakin
meruncing serta peningkatan kos pengeluaran.
Selain itu, dasar perolehan yang dilaksanakan oleh
negara-negara pengguna yang menitikberatkan
kesahihan bekalan kayu yang diimport juga turut
mempengaruhi perkembangan sektor perkayuan di
rantau ini.
Prestasi industri perkayuan pada tahun 2006 ini
merupakan antara yang terbaik pernah dicapai oleh
industri perkayuan tempatan di mana nilai eksport
kayu dan barangan kayu tempatan telah berjaya
mencecah RM9.1 bilion berbanding hanya RM7.2
bilion pada tahun 2005. Faktor permintaan yang
stabil daripada beberapa negara Asia, Timur
Tengah, Eropah dan Amerika Syarikat dan faktor
Assalammualaikum warahmaatullahi wabarakatuh
dan Salam Sejahtera.

my pleasure to present this Annual Report and
Financial Statement for the year ended 31
December 2006.
Sarawak timber industry continues to show strong
and consistent growth in 2006 despite being
constantly pressured by global economic and
political uncertainties. Besides the growing concern

peningkatan harga eksport untuk beberapa produk
kayu seperti kayu balak dan papan lapis masih
menjadi penyumbang utama kepada prestasi yang
memberangsangkan ini.
Meskipun industri telah menerima pelbagai
rintangan dan kekangan yang hebat di pasaran
global, industri perkayuan Sarawak telah berjaya
mempertahankan prestasi cemerlangnya. Ini
kerana industri perkayuan tempatan sudah
mencapai tahap kematangan yang tinggi dan
mempunyai daya tahan untuk menghadapi segala
jenis cabaran.
Dalam pada itu, kerja-kerja pencegahan kegiatan
perdagangan kayu haram terus diperhebatkan oleh
PUSAKA dengan kerjasama agensi-agensi yang
berkaitan. Ini termasuklah usaha–usaha
memperkasakan undang-undang yang sedia ada di
samping meningkatkan aktiviti-aktiviti
penguatkuasaan di seluruh negeri. Langkah-
langkah tersebut bukan sahaja amat penting bagi
memastikan kegiatan haram tersebut dibanteras
hingga ke akar umbi, malahan ia juga amat penting
bagi memastikan usaha kita ke arah Pengurusan
Hutan Mapan tidak sia-sia belaka.
Pelaksanaan Rancangan Malaysia Kesembilan
(RMK-9) pada 2006 juga dijangka akan
memangkinkan lagi usaha PUSAKA untuk
membangun industri perkayuan Sarawak ke tahap
yang lebih cemerlang, berdaya tahan dan
kompetitif di arena global. Selari dengan Misi
RMK-9 yang sedia ada, PUSAKA akan terus
memperkemaskan sistem pentadbiran serta
mempertingkatkan aktiviti pembangunan modal
insan dalam sektor hiliran perkayuan dan sekaligus
over issues such as global warming, illegal
harvesting and timber trade activities, critical
supply of raw material and increasing cost of
production; stricter procurement policy among
consuming countries also pose significant effects
on the performance of the timber sector in the
region.
The export of timber and timber products recorded
an increase in value of nearly RM2 billion to
RM9.1 billion as compared to only RM7.2 billion
in 2005. This impressive perfomance was mainly
contributed by the stability of demand from
countries in Asia, Middle East, Europe and the
United States, as well as the increase in price for
logs and some timber products. This year’s
performance was indeed one of the most impressive
ones ever achieved by Sarawak timber industry.
The industry’s success in maintaining this excellent
performance served as a solid proof of how mature
and resilient our timber industry is in overcoming
the challenges.
STIDC has continuously intensified preventive
measures to stop illegally sourced timber trading
with the support from other relevant government
agencies. These measures which include
strengthening the regulating power of STIDC by
imposing heavier penalties and stricter procedures
against offenders and constantly enhancing
enforcement activities throughout the State, were
very important in order for us to fight this immoral
activity as it can jeopardize our efforts towards
Sustainable Forest Management.

mempertingkatkan aktiviti pembangunan dan
penyelidikan dalam bidang perladangan hutan dan
pemprosesan hiliran kayu demi untuk mencapai
matlamat tersebut.
Saya menyeru agar pihak awam dan swasta terus
bergandingan bahu dan berusaha ke arah membina
sebuah warga industri yang bersatu hati dan tenaga
demi mencapai Visi Negara untuk menyertai
barisan negara maju menjelang 2020.
Setinggi-tinggi penghargaan saya ucapkan kepada
Lembaga Pengurusan PUSAKA, Jabatan-jabatan
Kerajaan, Badan-badan Berkanun, rakan
usahasama dan pembekal, para pelanggan dan
pemegang-pemegang amanah yang sentiasa
memberi sokongan dan kerjasama kepada
PUSAKA. Terima kasih yang tidak terhingga juga
saya ucapkan kepada pihak pengurusan dan
kakitangan PUSAKA atas segala usaha dan
sumbangan yang tidak ternilai dalam penyediaan
Laporan Tahunan PUSAKA 2006 ini.
The implementation of Ninth Malaysia Plan (9th
MP) in 2006 is also expected to boost STIDC’s role
in shaping the future of the local timber industry to
be more competitive and resilient in the global
arena. Towards this end, STIDC will continue to
address issues related to the administrative and
human capital matters while at the same time
enhancing Research and Development activities in
forest plantation as well as in downstream timber
processing sectors in tandem with the 9th MP
Missions.
I hope the public and the private sectors will
continue to work together as a strong and united
workforce to realize the Nation’s Vision of becoming
a developed nation by the year 2020.
My highest gratitute goes to STIDC Board
Members, Government Departments, Statutory
Bodies, partners and suppliers, clients and other
stakeholders for their undivided support and
cooperation. Sincere thanks also goes to the
management and staff of STIDC for their hard work
in making this year’s Annual Report a success.

Trade Development
Dalam usaha untuk memartabatkan lagi industri
perkayuan Sarawak ke arah yang lebih kompetitif,
PUSAKA dengan aktifnya telah menjalankan
pelbagai aktiviti Pembangunan Perdagangan
terutamanya yang berkaitan dengan aktiviti
perhubungan antarabangsa, risikan/ agensi pasaran,
galakan pasaran.
Sepanjang tahun 2006, prestasi eksport kayu dan
produk kayu Sarawak telah berkembang dengan
memuaskan walaupun pasaran dan cabaran global
semakin mengalami persaingan yang kian
meningkat dari hari ke hari. Beberapa faktor yang
mempengaruhi perkembangan dan memberikan
tekanan terhadap sektor perkayuan tempatan juga
telah dikenal pasti seperti faktor bekalan bahan
mentah yang semakin terhad dan dasar perolehan
yang semakin ketat oleh negara-negara pengguna.
Walaupun demikian, eskport sektor perkayuan
Sarawak telah menunjukkan pertumbuhan yang
baik dengan menyumbangkan sebanyak RM9.1
bilion pada tahun 2006 berbanding RM7.2 bilion
pada tahun 2005 dengan pihak swasta terus menjadi
peneraju utama kepada pertumbuhan ini. Ini
disokong oleh faktor kestabilan permintaan dari
negara-negara pengguna, terutamanya China, India,
negara-negara Timur Tengah, Eropah dan Amerika
Syarikat dan faktor peningkatan harga eksport kayu
balak,papan lapis dan beberapa barangan kayu yang
lain.
Dalam usaha untuk meluas dan meningkatkan
eksport barangan kayu dari Sarawak, PUSAKA
telah menyelaraskan penyertaan syarikat-syarikat
perabot tempatan dalam pameran-pameran seperti
Malaysian International Furniture Fairs (MIFF)
dari 7 hingga 11 Mac 2006, dan Export Furniture
Exhibition (EFE) dari 6 hingga 10 Mac 2006 di
Kuala Lumpur. PUSAKA juga turut mengadakan
In the effort to enhance the competitiveness of
Sarawak timber industry, STIDC had actively
conduct various Trade Development activities
especially related to international relations, market
research/ intelligence and market promotional
activities.
In 2006, the exports of Sarawak timber and timber
products continued to expand amidst the
increasingly challenging and competitive global
market, of which limited supply of raw materials
and procurement policy among consumer countries
remained as significant threats to the local wood
based industry.
Sarawak’s export of timber and timber products
recorded a stronger growth of RM9.1 billion in 2006
as compared to 7.2 billion in the previous year, with
the private sector continues to be the principal
driver of growth. This was also spurred by the
stability of demand from consumer countries like
China, India, Middle East, Eupore and United State
of America and the increase in export prices for
logs, plywoods and other wood products.
STIDC had successfully organized and coordinated
the participation of the local vendors in a number
of trade exhibitions and missions with the aim to
increase the export of timber and timber products
from Sarawak. Among the major exhibitions
participated by the local vendors during the year
were the Export Furniture Exhibition (EFE) (6-10
March) and Malaysian International Furniture
Fairs (MIFF) (7-11 March), held in Kuala Lumpur.
Trade Mission to Vietnam (Hanoi and Ho Chi
Minh) was organized from the 20th to 26th of August
2006, which saw 25 participations from the
industry. These events provided avenues for local
vendors to be exposed to the international market
as well as a platform for them to get to know the
needs and taste of the global market.

program anjuran PUSAKA seperti ini amat penting
bagi mendedahkan mereka kepada peluang-peluang
pasaran di luar negara sekali gus bertindak sebagai
platform untuk mereka mengetahui keperluan serta
cita rasa pasaran global.
Di samping itu, PUSAKA bersama-sama Kerajaan
Pusat turut terlibat secara langsung dalam
perundingan dengan Suruhanjaya Eropah (EC) bagi
memastikan persetujuan dicapai dengan adil dan
saksama dalam menyelaraskan proses pengeluaran
lesen eksport di bawah FLEGT VPA berteras
kepada proses yang sedia ada. PUSAKA juga telah
menganjurkan taklimat mengenai cadangan Chain
of Custody (CoC) semasa lawatan “Preparatory
Technical Mission Preceding Informal Discussion
between Malaysia & EC on FLEGT VPA” ke
Sarawak dari 7 hingga 9 Mei 2006. PUSAKA telah
melantik perunding URS Australia Pty. Ltd bagi
menyediakan dan mengkaji manual proses Chain
of Custody (CoC) di Sarawak yang bertujuan untuk
mewujudkan ketelusan dalam sistem yang sedia ada
selain mengenal pasti keberkesanan dan apa jua
jurang untuk tujuan penambahbaikan dalam sistem
CoC yang diterima pakai di Sarawak. Dengan
adanya manual ini, para pengguna mendapat
keyakinan dan jaminan bahawa barangan kayu yang
dieksport dari Sarawak diperoleh daripada sumber
yang sah dan mapan.
PUSAKA juga turut mengadakan usaha sama
dengan pihak berkuasa Jepun dan Japan Lumber
Association (JLIA) selaras dengan usaha Jepun
untuk melaksanakan dasar “Green Purchasing
Law”. Melalui inisiatif tersebut, Jepun-JLIA telah
bersetuju untuk menerima penggunaan Borang

been actively participating in discussions with the
European Commission(EC) on the Voluntary
Partnership Agreement (VPA) under the EU’s
Forest Law Enforcement, Governance and Trade
(FLEGT) in ensuring that only legally sourced
timber products are exported to the EU. In
conjunction to this, a briefing on the Chain of
Custody (CoC) proposal was held during the visit
of Preparatory Technical Mission Preceding
Informal Discussion between Malaysia & EC on
FLEGT VPA to Sarawak from May 7th to 9th, 2006.
URS Australia Pty. Ltd was appointed to assist in
preparing and reviewing the process manual of
Sarawak’s CoC. CoC implementation in Sarawak
aimed at creating a more transparent, effective and
acceptable CoC system besides boosting the
consumers’ confidence in the legality and
sustainability of our poducts.
STIDC have also been working closely together
with the Japanese authority and Japan Lumber
Association (JLIA) in the implementation of the
Green Purchasing Law policy. Through the said
initiative, Japan-JLIA had agreed to accept the
Custom Form No. 2 (Export Permit) issued by
STIDC to verify the export of wood products from
Sarawak. In light of this, a briefing on Export
Licensing for Legal Timber was successfully co-
organized by STIDC and MTIB in Yokohama, Japan
from November 6th to 7th, 2006.
STIDC continues to monitor the development of
Free Trade Area Agreement, which will be agreed
by Malaysia and other trade partners, particularly
with regards to the wood based industry and trade.
STIDC, Ministry of Plantation Industries and
Commodities (KPPK) and Malaysia Timber
Industry Board (MTIB) had jointly organized a
briefing on this topic which was participated by
our trade partners such as ASEAN-Korea, ASEAN-
India, ASEAN-China, Malaysia-USA, Malaysia-
