計畫目標 Objectives(1)打造高雄為流行音樂重鎮,提供至少3500席的
大型室內展演空間及至少12000席的戶外展演空間。
(2)以帶狀水岸綠廊結合海洋文化展示場域,提供
市民優質的休閒空間。
(3)引入綠建築及綠能系統,建立環保教學示範場域。
(4)預留未來發展空間,以利園區永續經營。
(1) Galvanize Kaohsiung into a pop music fulcrum by providing at least 3500 seats Large Performance Hall and at least 12000 seats Outdoor Performance Area.(2) Furnish citizens with quality leisure space by integrating waterfront greenbelts and open spaces(3) Build an educational model for environmental conservation by incorporating green building and green energy systems.(4) Ensure sustainable operation by reserving space for future development

空間需求空間需求 Required Spaces(1)戶外展演空間 Outdoor performance area
至少12000席,用於辦理大型演唱活動及各種多元音樂展演活動。
(2)大型室內展演空間 Large performance hall至少3500席,提供聲光效果及多功能性表演舞台。
(3)小型室內展演空間Small performance halls150~400席多元場地8間,形塑流行音樂大街。
(4)流行音樂展示區 Pop music exhibit area塑造活潑的流行音樂展示空間,提供社會教育與休閒娛樂功能。
(5)流行音樂產業社群空間(育成中心)Pop music industry (incubation) center規劃影音中心、攝影棚及音樂工作室等,做為產業鏈整合平台。

空間需求空間需求 Required Spaces(6)海洋文化展示中心Marine culture exhibit center
規劃遊艇、海洋休閒、海運、能源科技等四個常設主題展示區,並結合可眺望港區的觀景地標物,體現高雄文化及海洋城市特色。
(7)音樂藝術與海洋科技文創產專區Music and marine culture commercial area引進音樂餐廳、主題音樂館、咖啡輕食區及週邊商店,供應民眾需求,並提昇園區之藝術、科技與創意文化之氛圍。
(8)河港航運停泊碼頭及旅運服務Harbor wharf and passenger service center未來結合旗津線、愛河溯航線、環港線及藍色公路等航線端點,成為愛河與港灣旅運觀光中心。
(9)整體環境規劃 Integrated environment planning考量整體景觀,預留未來發展空間,圍塑水岸休閒綠帶生活空間。

基地現況
本案基地位於高雄港區之11-15號碼頭(位於愛河出海口與高雄港交接口)
約11.89公頃(詳細面積大小以地政單位資料為準)
本案基地位於高雄市市中心西南角,為高雄港第一港口入港凹帶視覺點,基地形成倒U字型形狀,其中11、12號碼頭屬鹽埕區,13-15號碼頭屬苓雅區,中間以舊鐵路橋做為連結。
Location:The site is situated at the #11-#15 wharfs (At the intersection of Love River and Port of Kaohsiung)
Area:Approximately 11.89 hectares. (The area measure shall be provided by Land Administration Department)
Current Condition: The site is located at the southwestern corner of the downtown area of Kaohsiung city, and at the focal point of the entry of #1 Port indented area. The form of site is similar to the shape of a reversed U. Among the site area, the location of #11 and #12 wharfs is in the Yancheng district while the #13-#15 wharfs is in the Lingya district and the two parcels are connected by an old Taiwan rail bridge.

Treatment of existing structures
(1)現有地上物:
由建築師依整體設計需要決定拆除或保留。
(2)自行車道:
由建築師配合整體設計重新規劃基地內之自行車道路線,惟必須串連週邊自行車道並整合基地內動線。
The principals for the treatment of existing structures are the followings:1. Existing Structures:May be demolished or preserved as required by the design.
2. Bike Path:The architect may re-plan the bike path within the site and as required by the design. However, the bike path shall be interconnected with the surrounding bike paths and integrated with the circulation in the site.

The Projects
Adjacent to the Site
The west of the site faces Fisherman's Wharf and Pier-2 Art Center, while the east faces Singuang Ferry Wharf, and the north is connected with the facilities along with Love River. It is situated at the center focal point of “Designed Cultural & Leisure Area” embracing the intersection water area of Love River and Cijin District. The area shall equip the Kaohsiung Marine Culture and Pop Music Center with international characteristic. The site is adjacent to Yancheng old Shopping Area, Hanshin Department Store Shopping Area and Dream-Mall Shopping Area. The projects of International World Trade Center andKaohsiung Port Passenger Service Building are under developing and they will effectively gathering the stream of people and forming a new living & cultural commercial area.
