2015 Joint President’s Report Brothers and Sisters of the Western District,

This District Season has been full of wonderful memories and experiences that have continued to shape who we are, not only as a district, but as leaders within our band programs and organizations. As the 2014­2015 council prepares to hand over the reigns to a fresh group of passionate Brothers and Sisters, let us reflect upon the outstanding year we had, and the impact that we have left on ourselves, our individual chapters, each other, and most importantly, the Western District.

Last October, we saw more than a year of hard work pay off as Brothers from the Alpha Alpha Chapter of Kappa Kappa Psi at the University of Nevada, Reno become Active Members within our district! As with so many accomplishments we strive for, they did not get there alone. The tireless effort of Big Brother Chapter Iota Kappa, Advisor Charlene Ronne, University of Nevada, Reno Director of Bands and Sponsor William Plenk, did not go unnoticed, and to everyone involved in Alpha Alpha’s success, we thank you.

In February, Brothers, Sisters, Alumni, and Prospective Members flocked to the beautiful city of

Eugene, home of the Ducks at the University of Oregon to experience the 2015 District Leadership Conference. Over the course of the weekend, nearly 200 Brothers and Sisters learned valuable leadership skills, grew as leaders within their band programs and chapters, and shared ideas across our District. With the ultimate goal of improving leadership communication, your Western District Joint Council put on 4 workshops that creatively engaged our district and allowed everyone the opportunity to participate and discuss their experiences as leaders. With the participation of Bryan Raya and Alexis Howell, two alumni of the Western District, Brothers and Sisters of the West were challenged in their ability to carry the values of our organizations into the workplace. We learned about the importance of the Drum Major Instinct, a workshop led by our two student guest speakers, Mayowa Aina and Brian Huynh, from the Gamma Chapter of Kappa Kappa Psi, and how leading for the right cause is vital to leaving an impact in the lives of those around us. I know I speak for every DLC attendee when I say that the lessons I learned and the friendships I fostered will not only stay with me through college, but throughout the rest of my life.

We also saw four chapters host incredible State(s) Days this year. The Theta Chapter at Oregon State kicked us off in January as Brothers and Sisters gathered for Wagon states days. The weekend consisted of a campus­tour activity, a Theta honorary degree, and a productive leadership discussion where Brothers and Sisters of the West were able to share the struggles and successes of campus leadership. Next, the Brothers of the Lambda Psi Chapter at San Jose State University shared opportunities for service in their music department, showed off their pep band at a women’s basketball game, and shared our love of music by watching each school’s halftime show. Utaho States Days, hosted by Iota Kappa, was a weekend full of froyo fundraising, brotherly bonding, and a tantalizing talent show as attendees bonding over our love of music. Iota Kappa alumnus Daniel Wiley, and TBS counselor Megan Olswanger challenged Brothers and Sisters with two wonderful workshops motivating our chapters to operate more efficiently. Last but certainly not least, Beta Omicron hosted Arizona State Days which was kicked off with a “selfie hunt” around ASU campus. The next morning, Brothers and Sisters got “Down and Dirty” serving in the gardens of Rosie’s House, a nonprofit organization that supports music in the Phoenix area. To end the day, we hiked A Mountain, watched the sunset together, and joined in song. And now we find ourselves here, at Western District Convention. This weekend, we learned about how to apply our experiences from our organizations to life after college, challenged ourselves to reignite our passion as leaders, experienced ways to become better educators, and explored the importance of music and the arts. We honored those who have left an impact on our lives during rituals, expressed ourselves through Reading Band and the Color Guard Clinic, and recognized Brothers and Sisters who exemplify what we, Kappa Kappa Psi and Tau Beta Sigma, represent within our band programs, colleges, and universities. We learned together, we laughed together, we cried together, and most of all, we have created lasting bonds with one another which will last for a lifetime. And now to move on to our charges: To the Western District Joint Council:

Get the fall packet done by September. This includes finding a host chapter for DLC, and hosts for State Days. That way, the council has a lot more time to develop both DLC and WDC.

Articulate clear expectations to the host chapter for WDC. This includes getting PreCon information out there at least a month before PreCon actually happens. Include Host Chapter Chairs at least once a month in your Joint Council meetings.

Communicate more Effectively. Use emails for general communication, and cell phones for quick communication. Make sure everyone has each other's numbers for both the council and important people within the host chapters.

To the Western District:

Get your paperwork in on time. We had a large number of chapters who couldn’t qualify for the National Chapter Leadership Award because they didn’t turn in their paperwork on time… Let’s change that.

Make DLC a Bigger Deal. The DOs put in a lot of time and energy into DLC, and you’ll be surprised by how much you can learn by listening to your peers. Plus, it’s super fun!

Go to Nat Con! Start planning now, and let’s show Nationals that the best are in the West! And now for our acknowledgements: To the National Officers: Thank you for your guidance in preparing us to lead the Western District, and your support as we developed our convention. We truly value your input, and we couldn’t have gotten this far without you. To the Western District Governors and Counselor: Your support and assistance throughout the year have been invaluable. Thank you for providing us with your wisdom and advice and it was a pleasure working with you. To the Western District Joint Council: Each of you played a huge role in creating the foundation that kept the Joint Council strong throughout the entirety of the year. Your persistence and dedication through great times and unforeseen obstacles that challenged us, are what ensured our strong joint bond. Great/terrible things happen when we're all in the same room. Werewolf, the point system, and late nights at Chloe's apartment; we've definitely made some wonderful memories this year. Props to the

nominations committee for picking out a group of individuals whose personalities blend so well together. Our successes are entirely related to our ability to get along with one another, so let's definitely find a way to foster camaraderie with next year's council. To the Western District: Thank you for inspiring us to run for office in the first place. Your fellowship makes us feel as if the entire district is part of one big chapter. We are humbled by your willingness to let us lead you, and we know that you will give the next council the same level of support. We hope that this District Season has given you the tools and skills necessary to bring back to your chapters for the betterment of your band programs, community, and yourselves. Thank you for the opportunity that you have given us, to give back to the organizations that have impacted us so much. We knew it before we were elected, and we are proud to say that our terms in office have only solidified our belief, that… The Best are in the West! The 2013 Joint Convention Site Committee Charges the Joint Western District Council to: ∙ Clearly define responsibilities of the Host Chapter(s) versus the Joint District Council in organizing Western District Convention. ∙ Provide standard criteria outlining Host Chapter(s) requirements for bid eligibility. ∙ Prior to Western District Convention, provide all pertinent Convention Site documents to the committee including the following: o 2013 Convention Site Committee Report o The Western District Joint Constitution o The Western District’s How to Bid for District Convention Document o The National Headquarters’ District Convention Host Chapter Handbook According to the Joint Western District Constitution: A regularly called convention of the Western District shall be held in the Spring of each year. 4.1.1 Bids for the Western District Convention shall conform to the following requirements: 4.1.1.1 The chapter(s) must be active and in good standing with the National Headquarters of Kappa Kappa Psi and Tau Beta Sigma. 4.1.1.2 The chapter(s) must be financially able to host the Western District Convention, and must be able to provide proof of financial stability for the last two (2) years. 4.1.1.3 The Sponsor(s) must submit an evaluation of the chapter(s). 4.1.1.4 The bid must comply with convention site policy as determined by the National Councils of Kappa Kappa Psi and Tau Beta Sigma. 4.1.1.5 The bid must be flexible enough to include a minimum of one (1) of the following dates: Last weekend in March First weekend in April Second weekend in April

4.1.1.6 All bids to host Western District Convention shall be submitted to the Western District Governor(s) and Counselor(s) a minimum of two (2) weeks before the upcoming Western District Convention. 4.1.1.7 The chapter(s) must address all items from the “Bid Selection Checklist for Western District Convention” in their bid packet. AND 5.5 The Convention Site Committee shall: 5.5.1 Evaluate the eligibility, in accordance with 4.1, of all bids to host the next Western District Convention and slate one (1) bid to be presented to the Joint Western District. 5.5.2 Have the authority to waive any bid requirement, except 4.1.1.1 and 4.1.1.4. 5.5.3 Review and revise the How to Bid for Convention document, which may include requirements, recommendations, and suggestions directed towards prospective bidding chapter(s). Discussion: Friday, April 10, 2015 Call to Order 7:11 pm The 2015 Convention Site committee started its first meeting with introductions, followed by reading description of goals, charges, and relevant bylaws. We then discussed what the committee wanted to see in a convention site packet and brainstormed questions to ask the bidding chapter. Next, the committee looked over bylaws and submitted recommendations to Jurisdiction. The Jurisdiction committee was charged to add the bylaw that states that the host chapters of the convention will be required to submit a report including the following within 30 days after convention:

Budget/financial report Attendance from each chapter Hotel rooms used versus how many were anticipated Committee composition with timeline Parking accessibility/fees Housing Food Successes of convention and how to enhance these successes Challenges along with recommendations and how to overcome them

And what did your individual chapter gain from hosting WDC? The meeting closed with discussing whether or not Mu Pi was eligible to host WDC. A schedule for the next day was set for the bid team to present, and because there was only one presentation to listen to, we gave them a total of 25 minutes, with 10 minutes for the presentation, and 15 minutes for questions. Recessed 8:30 pm Saturday, April 11, 2015 Call to Order 1:35 pm The Convention Site Committee reconvened to discuss pertinent questions to ask the chapters who presented their bids. We then invited the Mu Pi representatives to begin their presentation, which was the only open portion of our committee. Their presentation was concise and effective, and fostered many questions to be asked, which they answered readily. The meeting then became closed again and we discussed the bid presentation and chose the slate by majority vote. We then discussed charges for the 2016 Joint Convention Site Committee. Define what a financially stable chapter means – if needed add that to the constitution. Have the chairs bring candy to share with their committee! Committee chairs should cooperatively create an agenda for each meeting prior to convention as

well as meeting in person or over skype before the convention. Charges to the 2016 Host Chapter:

Utilize the counselors and district officers specifically regarding budgets. Reshape your budget to cater to the average or most expensive option in order to be

over­budgeted rather than under­budgeted taking into account the budgets from the last couple of years.

Set a goal to fundraise for hosting convention and look into asking other chapters if help is needed financially.

Charges to the District Council:

Send out information to all chapters at least once a month starting in August and continuing until convention, reminding them to consider submitting a bid for hosting convention.

Get Convention Site Committee information out to both chairs two weeks prior to convention. Enforce the two week deadline for chapters who have submitted the bid before that time.

Recommendations: The 2015 Joint Convention Site Committee recommends that the 2016 Joint Convention Site Committee keep in mind that host chapters do not fund Western District Convention. However, chapters must often front costs that are later reimbursed through registration fees, so they must show that they are financially stable. Slate for Convention Hosts 2016: The bid provided by the Mu Pi chapter of Kappa Kappa Psi was chosen for the slate. Prior to WDC, we sent out the Joint Programs agenda to members of the committee and requested that they familiarize themselves with the National and District Programs listed. We also asked that they brainstormed ideas for increasing chapter and district participation. At our Joint Session, we started discussing the Travel Grant, Concerto Competition, WDC Talent Show, Bro/Sis Week, and MAC. While this was helpful feedback for the VPSP and MAL, we determined that these are not necessarily programs that need be discussed. We decided to focus on ways to raise awareness about and increase participation in the separate applicable national programs on a district level and in alignment with each organizations’ expressed purposes. That being said, we moved on to discuss bringing back Western District Day of

Music, a Western District Blanket Drive facilitated by the Omega Chapter, and an Instrument Supply Drive. Charges from the 2015 Western District Convention to the 2015­2016 Programs Committee: Committee Charges:

Take back the information regarding each program we discussed to your individual chapters. Increase knowledge within your chapter of the National Programs each of our organizations offer. Familiarize yourself with the agenda before convention to better prepare yourself for discussion.

District Officer Charges: To the MAL and VPSP:

Make sure that the activities for Bro/Sis Week and Monthly Active Challenge more directly promote the purposes of our organizations

Use your position to act as mediaries between chapters and the national leadership to help chapters within our district engage in national programming

Participate more in National and District Programs. They are in place for your benefit, so utilize your resources.

Recommendations:

Begin a Western District Day of Music District Officers shall provide or ask national officers to provide materials to help implement

national programs that are already in place such as PowerPoints and physical newsletters or worksheets that chapters can use, if they so choose, to participate in their programs

Work with the Webmaster to solve issues with the Western District Listserv to assist in more effective communication

Kappa Kappa Psi Western District Constitution Revised: April 12th, 2015

I. General

1.1 The Kappa Kappa Psi Western District Constitution is to be used in conjunction with SectionV of the National Constitution and the Western District Joint Constitution.

1.2 Kappa Kappa Psi recognizes Tau Beta Sigma as an equal affiliated organization with a parallel purpose, function, and role in the college and university band setting.

1.3 A District year is defined as the time between the adjournments of Western DistrictConventions.

II. Officers

2.1 In addition to the duties stated in the National Constitution, the duties of the Western District President shall be as follows:

2.1.1 The President shall contact the presidents of all chapters in the District a minimum of two (2) times during the first six (6) months of office, and a minimum of two (2) times

during the second six (6) months of office.

2.1.2 The President shall notify the host chapter(s) of the guidelines for District Convention, as determined by the District Council. Said notification shall be made at least six (6) months prior to Convention.

2.2 In addition to the duties stated in the National Constitution, the duties of the Western District Vice President shall be as follows:

2.2.1 The Vice President shall be responsible for communicating with officers in charge of membership within each chapter of the District.

2.2.2 The Vice President shall coordinate colonization activities.

2.3 In addition to the duties stated in the National Constitution, the duties of the Western District Secretary­ Treasurer shall be as follows:

2.3.1 The Secretary­Treasurer shall provide the Western District with a proposed budget for the upcoming District year at least two (2) weeks prior to convention.

2.3.2 The Secretary­Treasurer shall maintain a ledger of the Western District's income and expenditures.

2.3.3 The Secretary­Treasurer shall compile and publish a roster of names and contact information of all Western District Kappa Kappa Psi Officers by June 1 for Semester Schools and June 15 for Quarter Schools, and shall update said roster by October 15. Copies of said District roster shall be provided to all District Officers, Governors, Chapters, and Colonies within the Western District.

2.3.4 The Secretary­Treasurer shall compile and publish a roster of names and contact information of all the Western District Membership by December 1, and shall update said list by March 1. Copies of said District roster shall be provided to all District Officers, Governors, Chapters, and Colonies within the Western District.

2.3.4.1 Chapters shall provide the Secretary­Treasurer with a roster of names and contact information of active chapter membership by November 15. Chapters shall be ineligible to apply for District awards until said roster is submitted.

2.3.5 The Secretary­Treasurer shall contact the Corresponding Secretary and Treasurer of each chapter in the Western District a minimum of one (1) time during the first six (6) months of office, and a minimum of one (1) time during the second six (6) months of office.

2.4 In addition to the duties stated in the National Constitution, the duties of the Western District Member­at­Large shall be as follows:

2.4.1 The Member­At­Large shall assist the District with communication between all chapters and colonies in the District, with an emphasis on service and brotherhood.

2.4.2 The Member­at­Large shall contact the service chairs of all chapters and colonies in the District a minimum of two (2) times during the first six (6) months of office, and a minimum of two (2) times during the second six (6) months of office.

2.4.3 The Member­at­Large shall be responsible for the promotion of all District awards and for the distribution of each award application to the District no later than fifteen (15) days before each application deadline.

2.5 The Parliamentarian shall serve as a parliamentary procedure advisor to the District.

2.5.1 The Parliamentarian shall be appointed by the District Council after all the submitted applications have been reviewed by the District Council.

2.5.1.1 The Parliamentarian shall be appointed no later than three (3) weeks before theDistrict Convention.

2.5.2 The Parliamentarian shall be an active member and shall not be a voting member of the District Council.

2.5.3 The Parliamentarian shall chair the Jurisdiction Committee.

2.5.3.1 The Parliamentarian shall provide a copy of the separate Western DistrictConstitution to the members of the Jurisdiction Committee.

2.5.4 Be responsible for giving the newest version of the Western District Constitution to webmaster and the secretary­treasurer twenty­four (24) hours after the conclusion of the

2.6 Candidates for District Office must submit the following:

2.6.1 A written application, stating office sought, as distributed by the Western District Council.

2.6.2 A brief written recommendation, signed by one chapter executive officer, stating the candidate's status within the chapter and expressing chapter support for the candidate.

2.6.3 A written recommendation from the Chapter Sponsor, Director of Bands, or Director of Athletic Bands verifying the candidate's academic standing.

2.7 Each officer shall serve no more than two (2) consecutive District year terms in the same office.

2.8 A District Officer shall be removed from office if sufficient grounds exist to remove the Officer. The Officer's removal shall be requested by a chapter, District Officer, or District Governor, according to the following procedures:

2.8.1 A formal complaint against the Officer in question must be sent to the District Governor(s). Said complaint must contain a complete list of charges and grievances against the Officer, with documentation.

2.8.2 After receiving a formal complaint, the District Governor(s) shall mediate an impartial and balanced review of the charges and grievances against said Officer. Following the review, a two­thirds (2/3) vote from the remaining voting members of the District Council, as well as the approval of the District Governor(s), shall be necessary for the impeachment of the Officer. After such impeachment, the remaining District Council shall submit a detailed report of the allegations, evidence, analysis, and judgment to the

active chapters of the District.

2.8.3 Following the distribution of the impeachment report, active Chapters of the District shall have fourteen (14) days to submit a vote on the impeachment. A two­thirds (2/3) majority vote amongst those Chapters which submit their votes within the above time frame shall be sufficient to remove the Officer from office.

2.8.4 Upon removal, the Office in question shall be declared vacant, and regular procedures to fill a vacancy shall commence.

2.9 If a vacancy occurs in a District Office, the vacancy shall be filled according to the following procedures:

2.9.1 In the event that a District Office is left vacant by election or vacated mid­term, all chapters, for a period often (10) days, may submit to the remaining District Council suggestions and candidates to fill the vacancy. Qualifications and requirements for candidacy shall be at the discretion of the Governor(s). The District Council shall notify all Chapters of the application process.

2.9.1.1 If the office of District President is vacated mid­term, the District Vice President shall automatically succeed to the District Presidency until the next Western District Convention

2.9.1.2 If a vacancy occurs in any other District Office, the District President shall immediately notify all chapters of the vacancy according to the procedure described above.

2.9.2 After the above stipulated ten (10) days, the District Council shall deliberate and then appoint a candidate to fill the vacant office.

2.9.3 The appointed candidate shall take office upon approval of the District Governor(s) and a simple majority of all active chapters in the District within fifteen (15) days of appointment.

2.9.3.1 If an active chapter does not submit a vote within said fifteen (15) days, it will be assumed that said chapter abstains from the appointment process.

2.9.3.2 The Active Chapters will be provided with the candidate's packet at the beginning of this fifteen­day period.

III. Nominations and Elections

3.1 Elections for the Western District President, Vice­President, Secretary­Treasurer, and MMember­at­ Large shall be held annually at the District Convention.

3.1.1 A simple majority of votes cast shall be necessary for election.

3.1.2 Options for voting in elections include any candidate for office and leaving the office vacant.

3.1.3 If no candidate receives a simple majority vote, a run­off election shall commence between the two highest vote­getters.

3.1.4 In the event of a tie after the second ballot, the office in question shall remain vacant, and the normal vacancy procedures shall commence after the conclusion of the Convention.

3.2 The procedure for selection of Honorary members of the Western District of Kappa Kappa Psi shall be as follows:

3.2.1 Nominations from any member of the Western District of Kappa Kappa Psi shall be sent to the Western District President to be approved by a seventy­five (75) percent favorable vote of the Western District Council.

3.2.2 Any financial obligations, if applicable, for the installation of an Honorary member shall be borne by the Western District of Kappa Kappa Psi.

IV. Finances

4.1 In the event that a chapter misses the deadline for an annual dues payment, they shall pay a fine to the Western District of Kappa Kappa Psi equal to the amount of money lost by the District in allotments that resulted from tardiness.

4.2 At the discretion of the District Governor(s), any chapter not fulfilling its financial obligations to the District shall be denied a delegate seat at the District Convention.

4.3 Before a District Officer can make a purchase for which they shall request a reimbursement from the district, they must get the approval of the District Governor(s) and the rest of the District Council. If prior approval is not granted, the officer shall be financially responsible for the purchase.

V. Meetings

5.1 A regularly called convention of the District shall be held every year. It is recommended that all National Officers, District Officers, and guests be recognized before seating of the delegates.

VI. Delegates and Proxies

6.1 If a chapter is not represented by a delegate or written proxy, then a proxy shall be assigned by the District President according to Greek alphabetical order. Alphabetical Order shall pick up from the last proxy sat.

6.2 Chapters may seat proxy representatives in committees at the discretion of the chapter and Governor(s) based on the chapter proxy form.

6.2.1 Said proxy must be an active, associate, or life member of the Fraternity.

VII. Committees

7.1 The following standing committees shall function at each District Convention: Jurisdiction Committee and Nominations Committee.

7.1.1 The Jurisdiction Committee shall review all proposed changes to the Kappa Kappa Psi Western District Constitution, review the document for grammar and spelling mistakes, investigate opportunities to consolidate redundancies, and fix discrepancies and contradictions, paying close attention to constitutionality.

7.1.2 The Nominations Committee shall recommend to the delegation a suitable candidate for each District Office in the form of a slate. In the event that the committee does not find any of the candidates suitable for a District Office, the slate for that office shall remain open.

7.2 Each chapter shall have a voting member on every standing committee, unless that chapter chooses not to do so.

VIII. Reports

8.1 Each District Officer and Chapter Delegate shall submit a report at District Convention. These reports shall be submitted in accordance with the host chapter's requirements for reproduction to the District Secretary­Treasurer, who shall be responsible for reproducing and forwarding copies as necessary. The District Secretary­Treasurer shall forward a copy to the District Governor(s), the National Executive Director, and also retain a copy for the convention minutes.

8.2 The host chapter shall submit a report on convention expenses for inclusion in the minutes.

IX. Amendments

9.1 Any part of this Constitution may be amended at any time by a two­thirds (2/3) vote of all eligible voting chapters of the District.

9.1.1 If two­thirds (2/3) of the votes cast by the Convention are favorable, the proposed amendment shall be declared adopted. After such adoption, the amendment shall become operative and effective at the conclusion of the convention unless otherwise noted.

9.1.2 If the favorable vote on a proposed amendment is less than two­thirds (2/3), yet there is an absolute majority vote, the proposed amendment shall be tabled until the next regularly called Convention of the District.

2014­2015 President Report

Dear Brothers of the Western District,

This past year seems to have flown by in the blink of an eye! It feels like yesterday when I was standing in front of all of you giving my speech while running for District President. It has been a tremendous honor and privilege to have been able to serve each of you and your chapters The Western District has grown so much in the past year and I am excited to see what the future has in store, not only for our awesome district, but also for each of your chapters and band programs.

Over the course of this last year, the Western District has grown and has become more innovative in how we interact and communicate. Your District Council started off the year with establishing our plans for the district, and I am excited to say that we were able to accomplish so much with your continued participation and effort throughout the year. Because of your participation at DLC in February, we have begun a new implementation of sharing district workshops online, so that all Brothers and Sisters have the opportunity to bring lessons back to their chapters to improve their organizations and band programs. Implementing this fresh way of communicating across the West Coast will allow us to expand upon this foundation, so that future District Councils can include more workshops and other content that chapters can utilize and grow from. It is my hope that this form of communication will increase district involvement in the coming years, so more Brothers can experience the positive impact that district events can have.

I will now move on to my charges. To the Western District:

Take your experiences and everything you learn from district events back to your chapters.

District events are so much more valuable when you share them with Brothers who could not attend.

Teach the workshops you learned from district events to your chapters so that they may have a positive impact on your band programs.

Talk to Brothers and Sisters from other chapters and keep in touch. The bonds you form with others from district events may end up being life long friendships.

Continue to serve your bands and strive for the highest. Whenever you feel like you’re getting burnt out, remember the Three Degrees of Ritual and why you are here.

To the 2015­2016 Western District President of Kappa Kappa Psi: Continue to promote district involvement by making workshops accessible to the Western

District. Work with your counterpart early in your term so that you may establish your goals for the

district, both at a Kappa Kappa Psi level and joint level. Never be afraid to ask for help! Utilize your resources and connections with national officers so

that they can give you insight into any challenges you may be facing. Don’t get discouraged! Sometimes ideas and plans don’t go the way we hope, but remember that

you can always learn from all situations, and improve upon ideas.

Acknowledgements: To the National Officers: Thank you for the wisdom and encouragement that you provided me throughout the entire year. The consistent leadership you have shown me has helped me learn and grow as an individual, and there is no doubt that I will be able to transfer my experiences as District President to my career after college. It was a privilege to work with each of you.

To James and Meghan: Thank you for all of your support and for helping me grow as a leader. Your guidance and advice put my mind at ease numerous times and allowed me to focus on the tasks at hand.

To the Western District Chapter Presidents of Kappa Kappa Psi: Thank you to the presidents who were in constant contact with me throughout the year. I know at times life can become very busy, but I always appreciated and enjoyed hearing from my fellow presidents.

To my counterpart and the Tau Beta Sigma Western District Council: It was a pleasure to work with each and every one of you, and it was comforting to know that our council personalities meshed so well. We collaborated effectively as a joint council and I am truly proud of what we have accomplished together.

To the Kappa Kappa Psi Western District Council: Don Marie Jahne: Your level of enthusiasm is very difficult to match and all of your #gucciswag and selfies have given me nightmares for years to come, but you have proven, not only to me, but to the entire Western District, that your love for this fraternity is insurmountable. Everything you accomplished as Member­At­Large was done in the best interest of the Brothers and Sisters of the Western District. Your positive attitude and work ethic are inspiring and I am excited to see all that you will achieve in the coming years.

Tom Tom Watterson: It was a joy to have you on council, even though you didn’t officially become Secretary/Treasurer until DLC. You entered your office guns blazing and I was impressed by your dedication and proactive mindset to catch up with the rest of the council as soon as possible. Our late night talks in my living room really helped reignite my passion when it was dwelling, and I greatly value the insight you provided. Thank you so much for listening to me in my times of need, not that you had much of a choice since you needed a place to sleep. I am honored to be able to call you my Brother and I am always here for you whenever you may need anything or just want to chat. Also, we need to talk about your coffee addiction sometime, but that’s for another meeting.

Charlie Hall: Where do I begin... you are one of the biggest dorks I’ve ever met! Which actually works out very well, because before you, I was the biggest dork I’ve ever met. But in all honesty, you are such a

hard worker and your assistance, especially throughout this weekend, has been invaluable. Your quick decision making and ability to take the initiative are of a high caliber, and I have no doubt that you will be successful after you graduate wherever life takes you. You are a wonderful Brother and I couldn’t have asked for a better Vice President to serve the Western District with.

To Gamma: The love and hospitality that you have shown me over the years have been truly memorable. Whether it was for the Women’s PAC 12 tournament when Mayowa and Jordan showed me around Capitol Hill, or DLC weekend last year when I was sick, and Angela gave me Airborne while of course yelling at me to not get her sick, or when I got to go to Disneyland for free with Gamma brothers, or when I received a Gamma Gift of cheese pizza last night at 2 in the morning since I hadn’t eaten most of the day. Your compassion for others is extraordinary and you truly represent brotherhood within Kappa Kappa Psi. Go Dawgs!

To James “Hammer” Hudson: Words cannot describe how grateful I am for your wisdom and mentorship for the past several years. Your incredible passion and dedication to the Athletic Bands at ASU and Kappa Kappa Psi are inspiring, and I hope to be as passionate about my career as you are with yours. Your constant desire to help your students, whether it is to give leadership advice or help them through a difficult time, are greatly appreciated from countless former and current students. Thank you for everything you have done, not only for me, but for the Sun Devil Marching Band and Beta Omicron.

To Cory Lemke, Jonathan Saturay, and Jenny McDaniel: I would not be standing up here in front of the Western District if it wasn’t for your constant love that you have shown me. Each of you inspired me while I was a Prospective Member with your work ethic and passion, and that still hasn’t changed to this day. You all did great things when you were Active Members of Beta Omicron, and it’s no surprise that you have continued this high standard after college. I look up to each of you because you follow your passions, regardless of the obstacles. You are each very unique and know who you are, and it is for this reason that I am able to define who I am as an individual. This lesson that you have taught me is immeasurable, and for that I am eternally grateful.

2014­2015 Vice President Officer Report Brothers,

It has been an honor to serve the Western District over the past year and as I reflect on my term and on what being Western District Vice President has meant to me, I find I must borrow a few words from fellow Bruin and basketball legend John Wooden. He once said:

“I grew up on a farm. We learned that there was a season to plant, a season to water, and season to harvest. The planting and watering could be laborious, but without those stages, there would never be a harvest”

Membership Education can be laborious and time­consuming. But remember that every bit of effort each of us puts in, contributed to stronger Brothers in the future. Regardless of how long each of us have been involved in this organization, we can all list the people who have taken the time to plant in us the values of Kappa Kappa Psi and supported us as we’ve grown in our understanding of the ideals and purposes of this organization. None of us stands alone in our membership to this Brotherhood.

This past year, I had the privilege to support our district in the pursuit of worthwhile membership education. I helped single chapter schools reevaluate the ways in which they educated prospective members about our sisters of Tau Beta Sigma and had the privilege of teaching the members of Alpha Alpha the value of joint relations.

And then in October, I was witness to the installation of the Alpha Alpha chapter at the University of Nevada Reno. Countless Brothers and colonists had labored in planting the foundations of our organization in these colonists and it was honor to witness their work come to fruition as they transitioned to activehood.

In the fall, I touched base with many VPs and Chapters eager to improve their membership and cultivate ideas surrounding education. After discussing with my counterpart, we saw a consistent need for improving how information was passed down in our chapters and developed our DLC workshop “The

Story of Your Chapter: Leaving Your Legacy Now”. It was tremendously exciting to witness Brothers and Sisters brainstorm ideas about how to leave their offices, membership processes, and chapters with practical and sustainable ideas that could last for years to come.

Seeing how important this was to the Chapters of the West and experiencing my own struggle with specific and meaningful impact in conversations with Vice Presidents, I am pleased to present next year’s Western District Vice President with the “VP Toolbox” including templates for Fall Check­ups with Vice Presidents, a template for the “1­hour skype call” which will guide next year’s VP to have more productive and meaningful conversations with Vice Presidents around the District, and the template for Western District Membership Database so we can move toward a more centralized resource for membership lessons.

With excitement for the future of this office I submit the following charges to the 2015­2016 Western District Vice President:

Communicate early and often with Vice Presidents around the District. Identify which chapters need your help most and develop specific plans for how to assist them. You cannot help everyone and not everyone will want your help so focus your efforts.

Support the WD President wholeheartedly. Develop a strong working relationship early and check­in often to see where you are needed. The more responsibility you can shoulder, the more time the President will have to accomplish their goals (unless their goal is to do as much paperwork as possible, in which case make them do it all)

Continue efforts to impact how prospective Brothers learn about Sisters of TBS and how sisters learn about their Brothers of KKPsi. Consider partnering with the VPM to reach out the chapters in opposite organization to increase joint relations.

Continue to support the newest chapters in our District. You cannot do this alone. Try to rally more established chapters and experienced members across the district to help you support these chapters.

Lastly, pick your battles wisely, but follow­through with your plans. You will likely not accomplish everything in your platform just as you will likely accomplish things you didn’t plan to do. Trust your instincts, listen to the district, and do not be afraid to change directions when needed.

Also, HAVE FUN! Approach all things with enthusiasm and you will inspire others to accomplish great things!

Although she’s not here, three years ago I was in the audience at WDC Flagstaff watching my Big Bro Mandee Selnick enthusiastically serving our District as WD Sec­Tres. It was from her that I developed a love for our amazing district and learned the power that comes from connecting with other chapters in the West.

To the joint council, Thank you so much for your passion and hard­work. I have learned so much from every single one of you and value every moment spent together, however silly or serious they were.

To Josh­ It has been a pleasure serving our District together. You have taught me that Brotherhood is unaffected by distance and can always pick up right where it left off.

To Don­ Your passion for the West is absurd. I don’t think you will ever know how important your impact has been on developing Brotherhood in most widely separated district in the Nation.

To Thomas: The voice of reason. Without you Josh, Don, and I might have tried to hold convention at a waterpark or any other outrageous idea. Thanks for your relentless effort to improve our district and its caffeine consumption.

To Chloe: Your hospitality during DLC was exceptional. Putting up with the entire joint council was not easy. I’m excited to see your future in serving this district.

To James­ Over three years ago when I started my journey with KKPsi I looked at my family tree and was like “whose this random guy half our chapter is related to?”. Turns out it was you. I am so pleased to have served alongside you this year. Thank you for all your support on the council and all you have taught me about this organization

To the entire Psi Chapter past and present­ The transition from chapter leadership to district leadership is tough and I appreciate your encouragement. To the extent that I was able to impart any knowledge to the district I owe my chapter for letting me grow as leader through my successes and my failures.

To Caitlin Thompson of the Psi Chapter You get your own shoutout because while reflecting on my opportunities to serve the District, I realized you have always been by my side cheering me on.You drove to Reno with me for the installation ceremony (along with Annie woo!) accompanied me to Eugene for DLC, and have contributed countlessly to our District. 2014­2015 Secretary/Treasurer Officer Report Dear Brothers,

Once again I would like to thank each and every one of you for this past year. It has been an amazing experience and I am so happy to have had this opportunity. Over this past year I worked with an amazing council and met so many great people.

During my term I visited both Wagon and Utaho States Days where we held Penny Wars. Through those, District Leadership Conference, and Western District Convention this has been the most successful Penny Wars in several years raising $1036.

My focus on the fundraising aspect of the office was to liquidate our leftover merchandise and begin bringing in new items. I am happy to say that I am sold out of frames and our magnets are nearly gone. Marisa and I introduced a new District Shirt and have begun using different websites to bring in merchandise. Next year’s goal should be to have a better understanding of these websites and reduce the costs of merchandise.

2014­2015 Member­at­Large Officer Report Final Report Donald Jahne Member At Large 2014­2015 Western District, Wow, it’s here. My final 3 days as your Western District of Kappa Kappa Psi Member­at­Large. It feels like one of my favorite episodes of “The Office,” when Michael left. For 7 seasons Michael put his whole heart and soul into bringing together this group of average Joe employees to truly make something special, and in the end we see that those average Joes weren’t so average after all. They were led by a man with the best meanings and intentions and despite the worst managing skills ever, he saw everyone’s potential and helped foster unconditional love. I won’t claim to be your Michael Scott, but as I leave my office even though I am sad it’s ending, I know that the Western District will be in more than capable hands that will continue my efforts. I truly have felt the love in the bond unconditionally and am happy to have had the opportunity to serve. When I ran last year I set out to establish a Western District database to share ideas, stop the reinvention of the wheel, and allow us to grow as one in service. I am proud to say that an Alpha version has been established, but it is only the beginning. The largest hurdle was not a lack of service ideas to build from, but a lack of well recorded service to build from. Making strong connections with service officers was fundamental in assisting the preservation of service history at both the district and chapter levels. This is something that can only grow to help the next generation of service in our district.

One of the larger initiatives I took on was bringing back the Monthly Active Challenge. The intent was to create a program that would allow Brothers and Sisters to get involved with the district and stay involved with the district at all times of the year. It was designed to create connections, shed light on why we love this fraternal bond, why we serve, and why we continue to dedicate our lives to our Brothers and Sisters. In all these aspects I believe that the monthly active challenge has been a success, but the sky is the limit.

I would like to see greater awareness, participation, and follow through of the monthly active challenge. Some months were extremely successful, such as September Snapchats. I received hundreds of submissions from a wide audience and posts on the WD Monthly Active Challenge page were frequent. December was also a successful month as near 100 members participated in the Secret Santa exchange (side note: sorry if you never got your gift.) I would like to see more months like September and December as the Monthly Active Challenge changes from a

startup program to a tradition, always facilitating connections throughout the district.

I would like to take a moment to say how proud of the Western District for making my life as difficult as possible when it came to picking award recipients. I received nearly 30 nominations for the For Sake awards and 53 nominations for the Ideal Active Achievement award. The quality of brotherhood throughout the Western District will never cease to astound me.

Here are my charges to for the next district year:

To the 2015­2016 Member­at­Large

Continue to enact a program that engages the Western District on a regular basis. This can be a continuation of the Monthly Active Challenge or a similar program. The district will rise to the opportunities you give them; it just takes a few nudges in the right direction.

Strive to gather knowledge and share it with the district. Knowledge truly is power, and in The West we are powerful. Utilizing your role as Member­at­Large to preserve the history of The West in whichever capacity you see fit to enable those after you.

Review the all awards, especially the IAAA and the Rose & Carnation awards, and do not take them lightly. Honoring outstanding members is one of the highest ways we can show appreciation to their hard work and dedication.

Most importantly, be involved with the district. First and foremost you are a resource to be used by the chapters of the Western District. Only by putting yourself out there and gaining their trust and confidence will you be able to unlock your greatest potential as Member­at­Large

To the Western District:

Support your district council in striving for the highest. Their success is only possible through district involvement and participation. Do not be afraid to go to the district council for any reason and continue to participate in what they do. The highest honor I ever received was when somebody would read something I posted and took the time to reply that they got something out of it.

Now the sappy part.

I would like to start by thanking the Tau Beta Sigma 2014­2015 district council for constantly being a source of strength that I could rely on. We had a great dynamic that never failed to put a smile on my face. I’m so sorry I have failed so poorly in being your honorary snack chair, I’ll work on that.

Thank you Tom for all of the great memories and selfies we have together at Wagon States Days and Utaho States Days and for showing me just how much coffee one can consume without having a heart attack. It’s been an adventure, but a good one to say the least.

Thank you Charlie, your constant upbeat attitude and ability to relax a situation made council a more enjoyable time for everyone, even if occasionally you were the butt of the joke. You always know how to have a good time and your positivity is truly infectious.

Thank you Josh, getting to be a goofball with you for a whole year was everything I’ve ever wanted. You are the most lovable complete dork I know. You always kept things interesting and exciting. I cannot wait to see where you strive for the highest next, Big Boi.

Thank you James, for being the man with all the answers and always having a smile, not matter how many times I say “Gucci.” If I ever had a question I knew I could count on you to help me out. Serving with you has been a pleasure to say the least.

Moving on, thank you to Erik Marrs, Sarah Cox, Charlene Ronnie, Kaila Eason, and Stephen Marshall for being there in my moments of weakness, when I was unsure where to go next and my path wandered. It has not been the easiest journey by any means, but through your words of wisdom I have come out knowing that I have done the best job I could possibly do and have had one heck of a great time.

Thank you Theta Chapter for always being with me through this year. While it can be tough to separate chapter and district, all I received was unyielding support in my causes. I’m always the first to go and split off at district events, but I cannot express my gratitude enough that I know whenever it’s time to come back home you all are waiting.

And finally, thank you to all members of the Western District. I have only had such a #Gucci time because of you all. From PM interviews to meeting new faces at DLC, and even getting a phone call just to say hi, the Brothers and Sisters of the Western District have made me a better person and give me a place where I feel I am constantly welcomed. It may be more biased than my saying the Portland Timbers are the greatest futbol club to ever exist, but the best truly are in the west.

This has been a year full of memories I will for years and friendships I will keep a lifetime.

2014­2015 Governor’s Report Brothers of the Western District,

Another year has come and gone and this year was complete with it’s ups and downs like every other. Once again the Western District membership has successfully put on a plethora of events focusing on leadership development, music, and brotherhood. The bonds between Brothers in this district strengthen every year and continue to inspire me to Strive for the Highest.

This year the Alpha Alpha Chapter was successfully initiated into the Brotherhood at the University of Nevada, Reno. Congratulations on attending your first active District Convention! As a young chapter who is still building your identity within this Fraternity, I encourage you to utilize the resources that are available to you in your National Officers, District Officers, Governors, and all the other chapters across the district that can offer you invaluable insight. Thank you to Iota Kappa for serving as the Big Brother Chapter and to Charlene Ronne for serving as their Advising Person!

Unfortunately, we lost a chapter this year. The Omega Chapter of Kappa Kappa Psi was under investigation due to potential issues involving alcohol. But what was discovered was that there were even greater issues involving hazing that inevitably led to the chapter’s charter being revoked. The loss of one of this district’s oldest and longest standing chapters should serve as a wake­up call to all Brothers in the District. It should remind you that any violations of national policy, especially one that puts health and the lives of our Brothers at risk, will not be tolerated. It is up to every Brother, to actively protect the bonds that we all cherish. Allowing activities like this to transpire is the same as accepting them. If you ever have the slightest inkling that an event or activity is a questionable one, then please ask me or someone on the National Council about it.

Society tell us that it is easier to ask for forgiveness than permission. In this case, this is absolutely FALSE. We need to be preemptive with our efforts to stop hazing. It is much easier to solve a POTENTIAL problem while the event is in the planning stages, rather than do damage control after the incident occurs. We want to eliminate these issues before they become major problems for the organizations we have all grown to love and cherish.

The secrets we all promise to keep as Brothers are all in relation to our ritual. We do NOT promise to keep secrets of hazing from others. This is counterproductive to the entire Brotherhood. If you feel like you cannot share some

specific details of a questionable event with another Brother, this is a red flag and I implore you to start a dialogue with someone to determine if you are unintentionally putting the Brotherhood at risk. In many cases, events that put us at risk can be prevented by a Brother sticking up for what they know is right. It may not be easy to do, but it is in the best interests of the fraternity. Everyone in this fraternity has an obligation to ensure that the generations that come after us will have the same opportunities, if not more, to learn from Kappa Kappa Psi. Unfortunately, the students at the University of Arizona will no longer have this opportunity. While the revocation of Omega’s charter is unfortunate, you must understand that it was necessary for the protection of the National Fraternity. When we allow these actions to take place, we put the entire organization at risk.

I’d like to thank this year’s District Officers: Josh, Charlie, Thomas, and Don. You are all extremely dedicated, passionate about the services you provide, and a great pleasure to work with. I have really enjoyed getting to know you all, mispronouncing names of the hotel meetings rooms (Katinka?), and losing mystery points whenever I mentioned my birthday. It has been a pleasure to serve alongside you this year.

To Meghan Olswanger, thank you for immediately diving into your new position head­first and for being great to work with! I’m positive that we will be a great team and will continue to learn from each other. I’m thankful I have someone who I can swap band director horror stories with. Go Bruins!

To the Western District at large: Thank you for your dedication to this district and for your service to our college and university band programs. Please continue to strive for the highest with all that you do. I absolutely love seeing you all at our annual district events and I look forward to taking the nation by storm this summer in Lexington, Kentucky! I charge you all to do what you can to be able to attend National Convention. Just as attending WDC for the first time opened your mind to KKPsi outside your chapter, attending National Convention will allow you to experience Brotherhood on the national level and see the impact that Kappa Kappa Psi has on college bands throughout the nation. This year, we tried something new and created a formal/informal final education “ritual” type event. It focused on the 5 purposes and took the PMs on a journey around our music building. Kind of like “Joint Ritual”. It was based off of that.

2014­2015 Psi Chapter Report School: University of California, Los Angeles

After recovering from hosting WDC 2014, the Psi chapter began the Spring quarter by welcoming the Beta Rho class into the brotherhood. We also enjoyed some of our favorite Spring activities, such as our annual beach house retreat. This is a special event in which brothers can forget about the worries of school and focus on the brotherhood. At the end of the year, we held a joint bonfire with the Epsilon Kappa sisters to recognize the graduating seniors and enjoy each other’s company before parting ways for the summer.

Despite the distance that separated us during the summer, brothers were still able to continue service, fundraising, and brotherhood. A few brothers helped out at high school band camps, teaching marching technique

and holding sectionals. Brothers joined the EK sisters for a TV taping fundraiser, watching “Let’s Make A Deal” live while at the same time raising money for both of our chapters. To continue the sense of brotherhood throughout the summer months, a group of brothers took advantage of the free kayaking for UCLA students in Marina Del Rey. We also strengthened our joint bond by spending a day at the LA County Fair with Epsilon Kappa.

Band camp brought with it the usual flood of service events. A few weeks before camp, brothers and EK sisters wrote postcards to all of the new members, welcoming them to the band and informing them of important details for the first day of camp. We put together the large metal tower that our band director stands on to observe rehearsals with lots of grit, sweat, and teamwork. As band members began to arrive on campus, brothers and sisters helped them move into the dorms. Throughout the week, brothers and sisters worked together to provide water for the band and paint numbers on the field. In addition to service, we worked with the sisters to provide many bonding activities for the band throughout band camp. The night before camp started, we hosted a pizza party meet­and­greet, where new members could casually get to know returning members before the craziness of band camp began. Other social events throughout camp included a trip to Diddy Riese for ice cream sandwiches, a movie night, and an ice cream social.

Once Fall quarter began, much of Psi’s activities centered around football marching band season. We again worked with the sisters to pack snack bags for visiting bands, decorated with fun personal messages. The Directors of Band Activities in both Psi and Epsilon Kappa were hard at work planning more band­wide social events. These included learning the vocal parts to UCLA’s alma mater, viewing parties for away football games, Band Thanksgiving for band members who could not make it home that weekend, and the end­of­season Band Banquet. We also held our annual recruitment events during the season. Band members got to meet brothers in a casual atmosphere at Day at the Park and learn about what both Psi and Epsilon Kappa are all about during the Joint Info Session. Our fundraising also got in the spirit of football season through the selling of T­shirts dedicated to our rivalry with that other school across town.

Outside of the UCLA Marching Band, brothers were kept busy helping out at high school band tournaments, caroling at a children’s hospital for the holidays, hosting receptions for Wind Ensemble and Symphonic Band concerts, and performing at a carnival for a local elementary school. We continued strengthening our brotherhood within chapter during the Fall quarter through some fun, new social events. Brothers broke up into teams for a pie baking contest, in which the judges who tasted all of the pies were the true winners. The Brotherhood Relations Officer (or BRO, get it?), paired brothers up for blind bro dates. Brothers bonded through fear at a local corn maze and Halloween festival. Fall quarter also included our most successful boba sale yet. With the addition of banh mi sandwiches and a change of location to the center of campus, we were able to sell out in a little over 3 hours!

Winter quarter was the quarter of new things! The Directors of Band Activities from Psi and EK put on the first annual Band Week, a chance for band members who may have lost touch after football season to continue bonding. Each day involved a different social event, including section dodgeball, an improv comedy show, and a board game night. The week ended with the beginning of band­wide assassins, a favorite annual event amongst band members. Our new fundraising event was the designing and selling of UCLA Marching Band water bottles.

For brotherhood, a few brothers braved the ropes course on campus. Perhaps the most exciting new endeavor for the Psi chapter has been service with Locke High School, which is currently trying to rebuild its music program. Brothers have visited the school multiple times to hold sectionals with the students, and we hope to continue providing whatever service they need throughout the year. The Executive Council also got on the “new” train by introducing Color Wars. The chapter is split up into four teams, and brothers are awarded points for their team for the activities that demonstrate striving for the highest. This has been a fun way for brothers to get more involved in even the more mundane aspects of chapter operations.

And, of course, Winter quarter marks the coming of a new candidate class. The twenty­four members of the Beta Sigma class began the candidate process early in the quarter. Through weekly meetings, interviews, and organizing events, they have been able to bond with each other, learn about Kappa Kappa Psi, and prepare for their time as actives. In fact, they will have completed 3rd degree the night before WDC!

Continuing with the “new” tradition of Winter quarter, many brothers attended district events for the first time this district season. A group of brothers and candidates drove to San Jose for California State Days. The Psi chapter got to know the Lambda Psi chapter really well that weekend, and many brothers came back from that trip with new friends. Two brothers, Western District Vice President Charlie Hall and our Director of Service Caitlin Thompson, flew to Eugene, Oregon for DLC. This was Caitlin’s first DLC, and she came back full of ideas and excitement for how to improve our chapter. WDC marks the end of district season, but hopefully the beginning of more new and exciting things to come for the Psi chapter. We are eager to see what the next year has in store.

2014­2015 Beta Omicron Chapter Report School: Arizona State University

Beta Omicron kicked off its year with the usual but necessary marching band service, including our new tradition of a post­football game stadium clean­up. We raised lots of money in the marching season selling some old and new merchandise, and assisted with uniform distribution. Other than direct marching band service, brothers completed some music­related service projects around the community, such as playing a small gig for a charity event at a car dealership and another small gig promoting the city of Phoenix to host the Final Four in 2016. Our usual giant service project of the year, ASU Band day, went as smoothly as ever, in which the chapter helped facilitate the performance of over 30 high school bands from around the state.

In the off­season, the chapter has helped with a large variety of projects in the community. Many brothers spent a large amount of time helping with the Arizona Music Educators Association conference, in which Beta Omicron provided most of the volunteer support at the conference. Recently, we provided support at the WGAZ championship. Brothers in the chapter organize recruitment visits to specific high schools to encourage high school students to attend ASU and join the Sun Devil Marching Band.

Other than service, Beta Omicron has managed to put through a diverse prospective class of more than 30 people, frequently host brotherhood related events, and continuously strive to unite the members of the chapter as more are added. Finally, we've worked to set up a WDC worth the while of every chapter in the West, working

2014­2015 Gamma Kappa Chapter Report School: Northern Arizona University

Hello siblings! I am excited to write this report on behalf of the Gamma Kappa chapter of Kappa Kappa Psi, and excited for this years Western District Convention. This year has been an exciting time of great growth and change within the Gamma Kappa Chapter and Northern Arizona University as a whole. Through recruiting efforts lead by Gamma Kappa and Alpha Chi the NAU band program is growing at a fantastic pace, and our chapter growth is reflecting this. This fall we put through thirteen candidates with our Beta Upsilon class and decided to not put through a class this Spring in order to rebuild our process and strengthen our focus on service and the bond. This year we have continued to work jointly with our sisters on many meaningful project around the community, and strengthened the service we do as a chapter around the NAU School of Music.

Gamma Kappa continues to work on our brotherhood, our service oriented mindset, and the purposes of Kappa Kappa Psi and looks forward to only becoming stronger over the course of the next year.

Iota Kappa started the year with a new set of challenges, a lot of drive, and with our eyes towards the future. We

held our annual summer retreat at the Bruneau Sand Dunes where we laid the foundation for the year and started

important discussions that are helping guide our steps as we finish out the school year.

We successfully put through our Sigma Class in January and I can honestly say it is looking to be the most

promising candidate class we have had in my time as a Brother. They got to experience new plans to help improve

our MEP for the future that will lay more of a foundation for future Vice Presidents of Memberships. We look

forward to the future of the Sigma Class and congratulate Bob Barney, Max Bennett, Brittany Earle, Andrew

Hensiek, Lindsey Hobbs, Tia Imbriani, Andrew Kinsey, Alyssa Maher, Mariessa Robles, Alex Sessa, Gabi

Touriel, and Tristen Zachary.

We had the honor of being the advising chapter for the Alpha Alpha colony­­now chapter­­at University of

Nevada­Reno. We look forward to their future success and to hearing about how they enjoyed WDC as full active

Brothers.

Some of our challenges we faced at the beginning of the year had to do with declining membership, filling

a vacant Historian position, trying to broaden our horizons on campus, coordinating a new MEP process,

standardizing our committees more so than before, coordinating Utaho State Days, and creating a strategic plan for

the future of Iota Kappa. We have accomplished all of those and are seeking to improve even further.

Everything I have done as president has been with my eyes to the future while attending to what the

chapter wants now. It is a fine balance that I don’t know can be found, but I thank the Brothers of Iota kappa for

their work this past year. I know now that our strategic planning will help us truly set a defined plan for the future.

I look forward to the final product.

I encourage my Brothers of Iota Kappa and Brothers and Sisters of the Western District to use district

events to fuel the future of the Western District. We cannot afford to settle for what we are doing now if we are to

strive for the highest and make greater bands.

2014­2015 Iota Pi Chapter Report

School: California Polytechnic State University

Iota Pi started planning out the school year with its officer’s retreat during the summer. The officers who included the Executive Council and all committee chairs used this time to brainstorm their goals for the year as well as what they wanted to see from the chapter as whole. We bonded over food and just enjoying each other’s company before the hectic school year starts. This helped cohesion from the leadership which is necessary as well as helped get everyone on the same page to all strive for a common goal. We wanted to continue to improve our membership recruitment process from last year by seeing what worked and what needed improvement. We jumped into fall quarter with numerous recruitment events for all bandmembers, including KKΨ information sessions, events for music, service and brotherhood, and the speed­dating­style "Getting to Know Iota Pi". By the end of the quarter we had selected a sizable group to continue the Membership Education process as members of our Alpha Beta class. Winter Quarter brought with it many of Iota Pi's traditional education events, including "Get a Clue Night" detailing school, band, and chapter history for the Alpha Betas. The prospective members worked together on service, brotherhood, history, and fundraising projects of their own to gain a sense of responsibility as a brother with projects. In an attempt to approach education more holistically rather than by focusing on rote memorization, quizzes were administered online and class time was structured to allow interaction between PM's with discussions about leadership, chapter operations, and the purposes. On March 3, 2015, we inducted 20 new members into Iota Pi. At the end of winter quarter, our members were 66 strong including our 10 members conditional. At a district level, the chapter was able to send 11 people from Iota Pi for State Days, but unfortunately none could make it to DLC in Oregon. We had marching rehearsals that weekend for our Chinese New Year Parade and could not miss band rehearsals. Thankfully, we do not have rehearsal on WDC weekend and are able to attend. It is a continuous goal to improve our brotherly bond with our large chapter. During Fall quarter, Brotherhood Committee hosted 2 main events, Fall Retreat and Turkey Dinner. Fall Retreat, was a roaring 20's themed murder mystery party, where everyone dressed up as Flappers and Gangsters as they were trying to figure out who the murderer was! The second event was the Turkey Dinner/Chapter Ceremony that was hosted at the Brotherhood chairs house. It was just an opportunity for brothers to kick back, hang out, and eat Thanksgiving food with other brothers. During Winter quarter, Brotherhood hosted another two events, Winter Retreat and Progressive Dinner. Winter Retreat was centered around dissecting the fraternal values, chapter values, and the five purposes. Progressive Dinner is an event where 5 bros host pot luck dinners at their houses and the prospective members rotate among the 5 houses. Throughout the year Brotherhood also passes around a doll called HIRLy.

HIRLy is a doll that represents the fraternal values, chapter values, and the points of the star and HIRLy is awarded to a person in the chapter who best represents the value of that week. Also at the end of every quarter, the brotherhood chair is in charge of organizing Broasts, where all of the graduating brothers get roasted by their little bros and others who wish to participate.

Having such a large band and chapter helps greatly in terms of fundraising, but also means there is a lot more to spend on. For Fall, we planned various music program profit share fundraisers around the city of SLO at restaurants such as Mr. Pickles and SloCo Pasty Co. We also continued the sale of Mustang band shirts and other items of "swag" after band rehearsal. We sold Halloween grams during October to members of the Cal Poly bands. Lastly, we ended off the quarter with the Pie­in­the­Face auction fundraiser at the end of the quarter All­band BBQ. At the start of Winter quarter, we began planning the design and purchase of Mustang band branded sweatshirts and tank tops to sell to the band and the public. We also continued profit shares at restaurants such as Buffalo Wild Wings and Petra. We also sold Valentine’s Day grams to members of the Cal Poly bands. At the end of the quarter we sold the new "swag" to band members and the public. We ended off this quarter with another Pie­in­the­Face auction fundraiser at the Winter quarter All­band BBQ. Since our biggest fundraiser requires a lot of work, and tons of man power, we had a special committee for Run For Music which was our 3rd annual 5k and 10k race. Although the event itself had rain the day of, this did not stop over 130 people participating. Through much efforts, media publicity, and community support we were able to raise thousands of dollars to help sponsor the Cal Poly Spring Chamber Concert Series. It is also very important to our chapter to have strong relations and positive ones with the general band population and host events for all to enjoy. During Fall quarter we hosted an All­Bands Game Night, with over 60 attendees, held after concert receptions for Parents' Weekend, as well as the Quarterly Jazz and Wind band Concerts. Furthermore, we held an End of the Quarter BBQ. All our receptions are open to the public and create a friendly post­concert atmosphere. During Winter quarter we hosted an All­Bands Game Night, with over 80 attendees, held after concert receptions for the Quarterly Jazz and Wind band Concerts. Furthermore, we held an End of the Quarter BBQ. The band social committee tries to have new events but since our chapter does so much, we are limited to sometimes planning the well­known and high attended events for all to enjoy.

The service committee had its hands full with the band getting bigger. Fall quarter was filled with projects such as creating Mustang Band survival guides which are given to new members to answer any general questions they may have about band. We also cleaned the music building as a pillar event for the potential prospective members. We had a last minute idea to make goodie bags for UC Davis when they came down to play us at football, and we got those together with great haste. In Winter quarter we painted a few items that the directors had wanted different colors so we did not stick out and matched our school colors. We also made goodie bags for both the Chinese New Year parade in San Francisco and for our smaller band that went to the Big West basketball tournament in Los Angeles. Throughout Winter quarter, the director of bands and our sponsor have given us the great task to assemble a centennial book for our band program’s 100 year anniversary next year. This started as a project for the Alpha Beta class but has now evolved into its own special committee to ensure its completion for next year. One of the most important aspects of the fraternity is music and our music committee makes sure to bring about its importance in our chapter, school, and community. With our various projects aimed at our brothers, the

band, children, and the community at large, we affect a large swath of people in the San Luis Obispo area. From Music Buddies within the chapter to Instrument Petting Zoos at SLO's famous Farmer's market, from Instrument Swaps that help band members try new instruments and socialize to School Visits that bring college musicians to under­supported Elementary musicians in the area, our committee continues to strive to spread music. Winter quarter brought us new growth as we tweaked these old projects. We revamped our petting Zoo materials to make it more approachable and received many more participants thereafter. We hosted a Jam Session Potluck of over a dozen brothers that saw the creation of some really funky music. And by opening our School Visits project to include all Cal Poly Band Members and not just brothers, we saw a quadrupled increase in participation. This year has been very successful and has been seen in our reception of recognition and support from our school’s President, Jeff Armstrong. We have also received the biennium Chapter Leadership Award for which we are excited and grateful. Iota Pi looks forward to finishing out the year strong and continues to strive for the highest.

School: San José State University

As a growing chapter, in size and ideas, we have worked to solidify staples in the areas of fundraising, recruitment, brotherhood, music, and service. Through meetings and sometimes long discussion, we come to the best conclusion that encompasses the majority view of the chapter. Here are some of the things we’ve done thus far in those areas.

Fundraising: With the kickoff of marching band season the Lambda Psi chapter is in charge of recording, ordering, and distributing the band shirt of the year. What was once the same design recycled year to year has now become an annual contest to change the shirt. With this it means that everyone in band is required to buy the new shirt. With the assistance of our advisor, Scott Pierson, this concept was accepted by the band and we now make about $400+ about halfway through September. In addition, we sell the extras from the current and previous years at our marching band concert and make about $100­$150. We also have a Halloween themed bake sale where students of the music department order treats that they can purchase for themselves or send to others in the department. This has some cost to ourselves, but we make a decent amount of about $50­$75. We have also done our fair share of profit shares at a downtown restaurant called 4th Street Pizza. They give a decent amount per receipt and we have raised close to $100. We did a carnation sale to our campus where we made $75. This was done because our chapter was chartered in March of 2007. We will be doing our teacher appreciation week coin wars in April where we put major ensemble directors as the jars and have students contribute their change or cash. Recruitment: Our primary source of recruitment is the first two or three weeks of each semester. In those we have our “Shark” Week (formerly, but will no longer be referred to as, rush week). We do events on campus like scavenger hunts as well as go ice skating, mini golfing, and game night. Most importantly we have our info night. It is done with the Mu Phi Epsilon chapter at SJSU. We outline what we are about and give examples via powerpoint and pictures. We facilitate questions regarding both groups and provide pizza dinner for the attendees and sometimes ice cream.

Brotherhood/Music: Brotherhood events range from a variety of activities. We do things like go into our downtown to listen to live music, go bowling, board game nights, video game nights. Since we added Music to our brotherhood chair’s responsibilities last year and it has continued to be a growing success. Each week we have a different topic to submit a song for like favorite movie score, favorite video game song, songs that make us cry, guilty pleasure, and many more. This helps with tension in meetings because it is a nice break from all the action that we all enjoy.

Service: We are constantly trying to find new things to do for our music department. Aside from our usual marching band assistance (water jugs, shoe shining, band day guides, etc.) we worked on finding new ways to help the other ensembles. From this we started to assist ensemble directors with the collection and reorganization of music after concerts as well as our usual receptions. We were also able to afford 12 new stands for our music department. Maybe that goes in fundraising but it is a service to the building so I will leave it here. We routinely organize classrooms after meetings on Sundays to reset them for the week, tighten music stands, and clear off bulletin boards that have outdated information on them. Our Spring semester, which normally has a lull in activities, picked up this time around. Our service chair made connections with this high school and we were able to help out with their day of music where they have performances for 16 hours straight. We primarily helped in the evening because it was a school day for us. We also helped with the Campbell High School Unified School District day of music where all the areas of music from each school come together at SJSU and rehearse all day for a concert in the evening. The band alone was over 350 students. From that, one of the teachers asked for assistance with a solo/ensemble festival that weekend and we were able to have brothers attend. Our Service chair has created a Good Noodle Board which is basically a progress board for each member to see how many projects they’ve done. This helps the individuals track their progress and work their way to striving for the highest.

This is not everything we have done or will do in the final weeks of our school year. However, it gives a good

representation of what we do at our school. This year has had a lot of growth with the current body of the organization and we are starting to realize what we are capable of within the coming years. We are looking forward to big things down the road from our chapter for our fraternity.

Brothers and Sisters of the Western District,

It is with excitement that I report that Mu Pi has had one of our most successful years in chapter history. We started out the 2014­2015 terms with a running start, full of strong service, brotherhood and music. This was a year of firsts for our chapter and I could not be more proud of all of the hard work that the brothers of Mu Pi put forth during this past year.

Last spring, we had our first ever Spring Recital where our brothers formed pairs or small ensembles and performed a variety of pieces. This concert was also a celebration of our graduating seniors and to show our appreciation of them. It was a very good turnout and we were pleased to honor our seniors this year. Also in the springtime, we had our first ever chapter retreat where we headed to the park for the day and had a BBQ, played games and gave out chapter awards.

Another first for us this year was hosting District Leadership Conference! We were so excited at the opportunity to host because we have been thinking about it for a couple years and this seemed like a great year to throw our hat into the ring. I think it is easy to say that this year’s DLC was a great success, and I was personally very proud to see our chapter members being so generous, hardworking and attentive while organizing and facilitating such a fun event.

We have also been very successful in our service and fundraising efforts this year. Our service projects have been very fulfilling this year, and we’ve been able to expand our service quite a lot. We have branched out to many more middle schools and high schools in the area and we also created a new sub­committee devoted to promoting strong relationships with our marching band program. We have had many service projects devoted to the marching

band to facilitate bonding as well as service to promote good health like our “OMB De­stress Event” during finals week of Fall term. Also, among many successful projects, one of our most successful fundraisers was selling t­shirts to members, families and fans of our marching band. We made over $1400 by selling these shirts, half of which we donated to the memorial fund of our fallen brother Eric Humphrey.

Mu Pi also put through our Theta class this year, which consists of 12 outstanding individuals who all show dedication, passion and skill in many different areas. They have already jumped into the chapter, earning leadership roles, taking on responsibility and facilitating many worthwhile projects and conversations during meetings. They have been some of the most involved new members we have had right from the beginning, and I look forward to seeing all that they do in this chapter.

Overall, we have grown as a chapter in so many ways, becoming closer as brothers and supporting a great number of very worthwhile projects. We have also become more involved in the district and hosted a very successful DLC and look forward to continuing this tradition of excellence. As always, there is always more work to be done and change to be seen, but we are open to exciting new possibilities and challenges in our future.

According to the Kappa Kappa Psi Western District Constitution:

7.7.1 The Jurisdiction Committee shall review all proposed changes to the Kappa Kappa Psi Western District Constitution, review the document for grammar and spelling mistakes, investigate opportunities to consolidate redundancies, and fix discrepancies and contradictions, paying close attention to constitutionality.

Discussion:

This year the jurisdiction committee evaluated a few proposed changes to the Western District Constitution from different people around the district. Ultimately throughout the weekend, most of them were found unnecessary and/or rescinded by their originators.

Charges:

The 2015 KKΨ Jurisdiction Committee charges the 2016 KKΨ Jurisdiction Committee with the following:

1. Don’t be afraid to propose a change, even if it might be controversial.To bring power strips. You never know they’re needed until you don’t have them.

2. Read the constitution well in advance of Convention. This will greatly expedite meetings and reduce time wasted.

3. Remember what the jurisdiction committee is for. The job of the committee is to review the proposals and to discuss how they would be best put into the constitution, assuming they are

Updating the website is not the role of the Vice President, that is the purpose of the Webmaster.

Edit 2.4.1 “The Member­At­Large shall assist the District with communication about Brotherhood

and Service between all chapters and colonies in the District.” The MAL does not have the role of colonization and expansion because that is the

role of the Vice President, and assisting a fellow officer is not constitution worthy. MAL is a position that has evolved to be more focused on brotherhood and service. Our constitution should reflect that.

4. Review all candidate materials and process them as individual committee members prior to

the start of convention.

According to the Kappa Kappa Psi Western District Constitution:

7.1.2 The Nominations Committee shall recommend to the delegation a suitable candidate for

each District Office in the form of a slate. In the event that the committee does not find

any of the candidates suitable for a District Office, the slate for that office shall remain

open.

Discussion:

1. A week prior to convention, Nominations Committee members were contacted and

provided with candidate packets. They were instructed to read through the packets and

familiarize themselves with each candidate’s qualifications and ideas. In addition, they were

asked to formulate at least one question for each office and add them to a Google document

that was viewable to all members.

1. During the first session, the committee reviewed the purpose and goals of the committee,

the general schedule for the weekend, the purpose of the slate in the election process, and

the committee members’ role as nonpartisan district representatives in a closed committee.

The committee decided that there were no immediate recommendations to be brought to

the jurisdiction committee. The remainder of the session was dedicated to compiling a list of

attributes, skills, and experiences that the committee wished to see in District Officers, both

as general officers and in relation to each specific office.

1. Candidates were brought into the beginning of the second Friday session to introduce them

to the committee and inform them of the nominations schedule for the weekend. They were

informed that they may be asked to leave officer meet-and-greet for call backs, as the

committee’s session overlapped with meet-and-greet. The committee then discussed what

previous Kappa Kappa Psi leadership experience was thought to be of value for each office.

Finally, the committee finalized the list of interview questions, including questions for all

district offices, for each office individually, and for each candidate.

1. On Saturday, the committee revisited the interview questions, removing anything that was

addressed in Friday’s regional caucuses to avoid redundancy. Candidates were then brought

in for 15 minute interviews. Each candidate was asked before the close of their interview

whether they would be willing to accept another office.

1. Drawing from caucuses, application packets, interviews, and call-backs, when applicable,

the committee carefully developed their slate. The committee then reflected on the

nominations process, focusing extensively on the members’ ability to remain nonpartisan

and how to maintain that mindset in future Nominations Committees. Before closing, the

committee reviewed policy for the remainder of convention and drew up charges and

recommendations for next year.

Charges

The 2015 Nominations Committee charges the 2016 Nominations Committee with the following:

1. Review all provided materials and become familiar with each candidate’s qualifications and

ideas prior to the start of convention. Evaluate each candidate on your own and be prepared

with questions for each candidate.

2. Determine what qualities the committee would like to see in each office before discussing

the candidates individually.

3. Continue keeping personal interactions with the candidates out of committee discussions.

Only discuss information that all committee members have access to at convention.

4. Remember that members of the committee are there to support the best interests of the

district rather than to represent a candidate or chapter. Inform your chapters that this is

your role as a member of the Nominations Committee.

The 2015 Nominations Committee charges the 2015-2016 Western District President with the

following:

1. Collect a list of alternates and chapter proxies for all committees from each chapter prior to

convention.

2. Set a specific deadline during convention for when closed committees will be set and

switching representatives will no longer be permitted.

3. Ensure that both members of the Nominations Committee and the active membership are

able to read candidates packets prior to convention in the interest of informed decision

making and transparency in the District.

The 2015 Nominations Committee charges the general active membership with the following:

1. Remember that the Nominations slating process is a tool to help the District make an

informed and enlightened decision. The election of candidates is a privilege that belongs

solely to you, the active membership of the West.

2. Educate yourselves to the best of your ability to become familiar with the candidates and

the elections process.

Recommendations

1. The 2015 Nominations Committee Recommends that the Jurisdiction Committee reevaluate

the need for complete chapter representation on the Nominations Committee, considering

that committee members are representing the best interests of the District and not their

individual chapters. The Jurisdiction Committee should also consider limiting the total

number of committee members allowed to sit on the committee in order to keep

Nominations Committee meetings manageable.

Slate for Kappa Kappa Psi Western District Council 2015-2016:

The 2015 Nominations Committee would like to thank all of the candidates who ran for

District Office for the hard work and extensive thought they clearly devoted to their applications.

Although all of the candidates were strong, those slated stood out in their fulfillment of the

qualities the committee desired for each office. The slate for the Kappa Kappa Psi Western District

Council 2015-2016 is as follows:

Kate was slated for President due to her strong past leadership experience, both as a drum

major of the University of Oregon Marching Band and especially as president of Mu Pi. She has

demonstrated a willingness to delegate and has experience fostering leadership qualities in other

brothers. With a strong emphasis on increasing communication between chapters and the District

Officers, she has demonstrated a clear understanding of the current state of the Western District

and what needs to be improved in the future.

The Office of Vice President was left vacant because the committee preferred a Vice

President with past membership experience and a clear desire to work on membership education

in the District.

Thomas Watterson was slated for Secretary-Treasurer because of his careful and critical

evaluation of his past performance and his concrete plans to improve, if elected. He has ideas to

improve both the treasurer and secretary aspects of this office, and has placed great emphasis on

scheduling to avoid missing deadlines.

AJ Gagaza was slated for MAL because of his service experience within Iota Alpha and his

goal to foster greater communication between chapters. In addition, he showed dedication to

maintaining a strong sense of brotherhood within the District throughout the entire year and not

just during district season.

Acknowledgments

First off, I would like to thank Josh Beedle and the rest of the District Council for entrusting

me with the task of chairing this year’s Nominations Committee. I am both honored and humbled

to have been able to contribute to such an important part of Western District Convention and the

future of this district. Secondly, I would like to thank my advisors, Charlene Ronne and James

Llamas. Charlene, your guidance throughout this process was invaluable, and I am grateful to have

worked with someone so dedicated to the improvement and progress of the Western District. I

know that the committee also greatly appreciated your presence and insight throughout our

Tau Beta Sigma Western District Constitution Revised: April 12th, 2015

Article I – General

1.1 This document establishes the authorized regulations pertaining to the functions and operations of the Western District and is intended for use in conjunction with the National Constitution of Tau Beta Sigma and the Western District Joint Constitution.

1.2 This document shall not take precedence over the National Constitution of Tau Beta Sigma.

1.3 Tau Beta Sigma recognizes Kappa Kappa Psi as an equal associated organization with a similar purpose, function, and role in the college and university band setting.

Article II – Officers

2.1 Candidates for elected District Office shall:

2.1.1 Be an active or associate member in good standing of the Sorority.

2.1.2 Complete an interview with the Nominations Committee.

2.1.3 Submit a cover letter and resume including personal information and goals for the office.

2.1.4 Submit a letter of recommendation from their chapter.

2.1.5 Submit a letter of recommendation from their Chapter Sponsor.

2.1.6 Candidates for the Western District President shall be an active member for at least one (1) calendar year.

2.2 Each District Officer shall hold no more than two (2) consecutive single­year terms in the same office.

2.3 The Tau Beta Sigma Western District Council shall consist of President, Vice President of Membership, Vice President of Special Projects, and Secretary­Treasurer. Officer duties are outlined in the National Constitution.

2.4 In addition, President shall:

2.4.1 Communicate to the chapters on matters pertaining to district business and national affairs.

2.5 In addition, the Vice President of Membership shall:

2.5.1 Be responsible for regular communication and correspondence with the appropriate chapter officers regarding membership retention, membership education, and expansion.

2.6 In addition, the Vice President of Special Projects shall:

2.6.1 Be responsible for creating and developing projects to benefit the District, as directed by the District Council and Counselor.

2.6.2 Compile events, names, dates and activities of importance to the district and update the District History each year. The District History shall be published within one (1) week after District Convention via the Western District website and announced via the Western District listserv.

2.6.3 Develop and promote district and national programs.

2.6.4 Submit to the Programs Committee a report that addresses the state of district and national programs.

2.7 In addition, the Secretary­Treasurer shall:

2.7.1 Record, publish, and distribute the minutes of all meetings of the district to the District Council, the District Counselor, and the National President.

2.7.2 Control the receipt and disbursement of all monies of the district.

2.7.3 Compile and distribute a district directory twice per year.

2.7.4 Submit a detailed ledger to be included in the above minutes of all of the district expenses during their term by the beginning of the opening joint session at the District Convention.

2.7.5 Submit a proposed budget to be included in the above minutes for the following term that is based on the above ledger to the district by the beginning of the opening joint session at the District Convention.

2.7.6 Maintain an updated copy of the budget to be presented if requested by the District Council or chapter members.

2.8 In the event that the office of President is vacated, the District Vice President of Membership shall become the District President.

2.9 Vacant offices shall be appointed by the District Council, with the approval of the Counselor, through an application and interview process. Appointments must happen within thirty (30) calendar days of the vacancy of the office.

2.10 Any District Officer may be removed from office if it is determined unanimously by the remaining District Officers and the District Counselor that a District Officer has failed to uphold the duties of her/his office as set forth in the constitution.

2.10.1 Notice of such vacancy shall be sent to each chapter by the District Counselor so that chapters may comment and submit suggestions and candidates.

2.10.2 The District Counselor and council shall appoint a replacement within thirty (30) days of the office becoming vacant.

2.11 The Parliamentarian shall:

2.11.1 Serve as an advisor in parliamentary procedure to the district.

2.11.2 Be appointed by the District Council for a term designated by the District Council, or as deemed necessary by the District Counselor, by an application and selection process.

2.11.3 Be an active member in the sorority.

2.11.4 Shall not be a voting member of the District Council.

2.11.5 Chair the Jurisdiction Committee.

2.11.6 Ensure that updated copies of the constitution are distributed to the District Council immediately following District Convention.

2.11.7 Provide a copy of the constitution to the separate Jurisdiction Committee.

Article III ­ Committees

3.1 The committees of the Tau Beta Sigma Western District shall be: Nominations, Membership, Programs, Jurisdiction, Convention Site, and Ways and Means.

3.1.1 Committee chairs will serve at the discretion of the Western District Council.

3.1.2 The following committees shall meet jointly with their Kappa Kappa Psi counterparts: Programs, Jurisdiction, Publications, and Convention Site.

3.2 The Nominations Committee shall:

3.2.1 Interview and Investigate the eligibility of candidates for District Office according to the requirements set forth by the National and District Constitutions.

3.2.2 Slate up to one (1) member for each office and shall present those names to the Convention the night prior to closing session.

3.2.3 Have the authority to waive Articles 2.1.3, 2.1.4, and 2.1.5 for a candidate running off the floor provided the requirements are fulfilled within thirty days of election, if elected. Failure to meet the requirements results in a vacant office to be filled per 2.9.

3.2.4 Not have members run off the floor unless the candidate steps down from the nominations committee prior to the first meeting of the Convention.

3.3 The Membership Committee shall:

3.3.1 Discuss new ideas and potential resources to be used for membership retention, education, involvement, and recruitment.

3.4 The Programs Committee shall:

3.4.1 Receive a report from the District Vice President of Special Projects that addresses the state of district and national programs.

3.4.2 Discuss the state of national and district programs; the needs of chapters and the district; and generate ideas for new district and national programs that address these needs.

3.4.3 Generate ideas for new methods of local and district implementation of national programs.

3.4.4 Review existing marketing strategies and generate future marketing strategies for national and district programs.

3.5 The Jurisdiction Committee shall:

3.5.1 Examine, recommend, and submit to the Convention all propositions, revisions, and alterations as amendments to the District Constitution.

3.6 The Ways and Means Committee shall:

3.6.1 Be formed on an as­needed basis determined by the Western District President under the advisement of the Western District Secretary/Treasurer for the purpose of handling discrepancies or financing special projects.

Article IV – Delegates and Proxies

4.1 The active members of the Chapter shall elect its delegates at a regularly scheduled meeting of the Chapter.

4.2 Chapters unable to attend convention may designate another chapter as their proxy delegate.

4.3 All seats of chapters in good standing that are vacant after the seating of delegates and designated proxies shall be filled alphabetically with Proxies from the chapters present. This shall be done according to the alphabetical listing of the chapters in the District, beginning with the next chapter after the last one seated at the prior convention.

Article V – Nominations and Elections

5.1 Elections shall be held annually at the District Convention.

5.2 Each name slated by the Nominations Committee shall be considered nominated.

5.3 After the slate has been read, nominations from the floor shall be accepted.

5.3.1 After being nominated, a potential candidate may either accept or decline the nomination.

5.3.2 Nominees from the floor must meet the requirements for running for District Office in Section 2.1, unless waived by the Nominations Committee as described in 3.2.3.

5.3.3 A member of the Nominations Committee shall not be eligible to run off the floor as stipulated in 3.2.4

5.4 Upon closure of nominations, candidates shall be asked to leave the session and shall individually be brought back to give a speech and participate in a question and answer session.

5.5 A majority of all votes shall be necessary for election.

5.5.1 If no candidate receives a simple majority vote, a run­off election shall commence between the two (2) candidates with the most votes.

5.5.2 In the event that a tie cannot be broken, the office shall remain vacant.

5.6 The procedure for selection of Honorary members of the Western District of Tau Beta Sigma shall be as follows:

5.6.1 Nominations from any member of the Western District shall be sent to the Western

6.1 Individuals or committees may submit proposed amendments to the Jurisdiction Committee to be considered for inclusion in the District Constitution.

6.2 Any part of this Constitution may be amended at any time by a simple majority of all eligible voting chapters of the district.

Dear Sisters of the Western District,

Last year, I ran for president in hopes of encouraging my fellow sisters to strengthen their presence within the Western District. And as I stand here today, I’m happy to report that each chapter has accomplished this goal in their own unique way:

Omicron: I absolutely love your passion for this organization. Every member of your chapter is so eager to serve, and more than willing to make the commitment to better its community. Plus, your leadership development series is a fantastic program that I would love to see in other chapters! But throughout all of your projects, remember the importance of sisterhood. I encourage you all to spend more time with one another ­ go on a camping trip! Watch terrible movies in your pjs together! Go out and get frozen yogurt! Do whatever it takes to foster a bond between one another, and you’ll find that a strong sense of sisterly love is crucial for conducting effective service.

Omega: Your members are some of the most enlightened sisters that I have had the pleasure of working with. I loved visiting the Marching Through Life page to see what insights the Omega chapter had about the 8 and 5. Keep your core values close and demonstrate them with pride, even in times of trial. You’ll find that people are drawn towards those that hold themselves to a higher standard.

Alpha Chi: It warms my heart to hear that you are doing so well. I especially admire your willingness to work with your brother chapter, as I feel that strong joint relations are what make the Western District stand out from the rest of the country. With the spirit of brotherhood and sisterhood in mind, strive to

find unique ways to build a better band for the members, and to build better members for the band.

Epsilon Kappa: What can I say? You’re in the running for the National Chapter Leadership award! That’s so cool! A chapter this strong isn’t built overnight ­ it takes years and years of dedication. I’m proud that this year’s members are eager to continue holding themselves to such a high level of excellence.

Zeta Xi: I remember meeting your chapter at SD4, and one thing I absolutely loved was your willingness to cultivate sisterhood and brotherhood within the district. It’s so easy for us to remain hidden within the bonds of our own chapter that we sometimes forget that our bond extends to every sister in the country. To promote such an ideal is a very selfless act, and I hope that other chapters learn from your example.

Eta Omega: It’s so exciting to see so many of you here! I always love hearing about your chapter. You always sound like you’re having a blast! Do reach out to your district representatives more often. Apply for awards, attend conventions, take pictures of everything, and let us know what you’re up to. Getting involved on a district level sounds daunting, but doing so will open up a wide range of resources that you can take back to your chapter.

Theta Delta: The amount of growth your chapter has shown this year is unreal. Your presence at district events is outstanding, and the projects you conduct are truly fascinating. I especially commend Nico for managing to lead such a strong chapter while still upholding his district duties. Phenomenal job everyone! I’m excited to see your chapter develop for years to come.

Theta Eta: Your chapter has seen a night­and­day difference between last year and this year. It’s exciting to watch it all unfold! I especially admire your willingness to work with other chapters to accomplish your goals. If the rest of the world worked the way that you and Omicron work together, we’d be in a much better place. Thank you for your service, and I look forward to seeing your chapter continue to flourish.

My favorite part about this year was seeing that each chapter was intrinsically motivated to making themselves better. We as a Western District are passionate about excellence, and as your president, I am proud of what you have accomplished this year.

Of course, there is always room to grow. Which leads me to my charges:

To the Sisters of the Western District: Make DLC a bigger deal. Effective leadership is crucial in running a successful chapter. Having a

large turnout ensures that our district will remain strong for years to come. Set the example for what it means to be a part of an honorary band sorority. Study the 8 and 5,

and find ways to incorporate TBS values into your everyday life. To the Chapter Presidents:

Make a point to communicate with your District Council. We’re here to help, and we love hearing about what you’re doing!

Exemplify what it means to be a sister. Double down on your commitment to the 8 and 5, and set the tone for great leadership next year.

Ask questions about the online reporting system, and turn in your paperwork on time! To the 2015­2016 Council

Get the fall packet done by September. This includes finding a host chapter for DLC, and hosts for State Days. That way, the council has a lot more time to develop both DLC and WDC, and the chapters can better plan for district season.

Articulate clear expectations to the host chapter for WDC. This includes getting PreCon information out there at least a month before PreCon actually happens.

Stop using Facebook. Use emails for general communication, and cell phones for quick communication. Make sure everyone has each other's numbers for both the council and important people within the host chapters.

To my successor Ask questions and delegate tasks. Utilize your council to their fullest potential. They’re there to

help you succeed, and you’re only holding back worthwhile experiences by hoarding all the work

for yourself. Get agendas out early, at least 48 hours before council meetings start. The sooner your council

gets the agenda, the better prepared they will be to conduct district business

I’d love to thank my council for being such wonderful people, and for always doing their darndest, even in the face of adversity. You put everything you had into your district programs and your DLC workshops, and the results have been phenomenal.

Meghan, thank you for always having my back, and for being a terrific mentor. Coming into my presidency position, I was a bit naive in thinking I knew everything about leadership. Seeing you in action has been quite a humbling experience for myself, as I realise that I still have a ways to go. But you’ve inspired me to keep learning, and hopefully I’ll be as cool as you are when I grow up. Host chapters, thank you so much for all your hard work in putting DLC and WDC together! You have the patience of Job when it comes to dealing with the joint council, especially Chloe Mott, so thank you, and we’re sorry.

What a year it has been. Upon arriving at WDC last year I can tell you I never saw my life going in this direction. It was with the inspirations of my sisters I found the fortitude and courage to run for office. Since then I have visited half the chapters in our district and made lasting bonds with a plethora of sisters and brothers across the Nation.

As VPM I tried to maintain as many connections throughout the district as possible and encourage people to be active sisters. I traveled a lot in the fall to visit other chapters. Each has taught me valuable lessons and given me experiences that helped define who I am today. I would encourage everyone to travel to our chapters in the district. Each chapter has its own Tune and Vibe associated with it. The ability to see things from a different angle and to share ideas in person is an incredibly impactful experience. A behemoth I attempted to tackle this year was the Membership Education Plans of every single chapter. Early on I looked over everyone materials and as I mentioned earlier it was amazing to see the creativity of the district. I approved the ones I was able to obtain and helped a couple chapters craft their own and update documents where needed. Little did I know I was moving bricks from one place to another instead of building a house. Thanks to Kathryn Kelly we can leave this convention with the blueprints of being a District with nationally accredited MEP’s. With this I will move into my Charges. CHARGES:

Vocal contact with VPM’s once a month. More preferably but they are fantastic people who really care about the future of the organization and you should be present in their lives.

To the Western District Council Become Best Friends. If its possible try to hang out in the summer ((Cough) SD4 and

NatCon (Cough)) it really builds trust and reliability and truly enriches the whole experience.

Don’t be afraid to ask for help. You all have each others backs and there is a lot to do always.

To the Western District Travel More. It’s possible and you learn so much from it. Keep up the quality recruiting. I interviewed a lot of MC’s and they are fantastic and I see

Kamari Hale from Theta Eta. That was a fun three day weekend and you made me feel incredibly welcome and were my first chapter visit.

Julia Wallace and James Caestecker for a wonderful San Diego experience. To the Council for making me smile all the time and letting me be a little weird all year long. Meghan for being a supportive guiding figure throughout the year. Never too stern or too easy

you maintained the perfect amount of push the whole year. You are a wonderful Sister and will be a great mother.

The entire Chapter of Theta Delta for supporting me as a DO and president. It was an interesting ride learning to become a real chapter but we made it and y’all are the best.

Lastly I’d like to thank everyone in the Western District. The sisters and brothers here have instilled a confidence in myself and become a family. A family that has been reliable, trusting, and inspiring to say the least. Let’s continue the tradition of have the best come from the west.

2014­2015 Tau Beta Sigma Vice President of Special Projects Final Report

Phoenix, Arizona My dearest Sisters of the West,

As I sit here writing my last report, I do not even know where to start. When I first made the decision to rush Tau Beta Sigma in 2009, I would not have believed you if you told me that this would be the end of my active years. It has been a roller coaster and I am glad that this is where I get to get off.

There are so many directions that the VPSP office can take, that I initially struggled in finding which path would be the one I take. As I began to work with my counterpart, THE Don Jahne, I saw that he took a service approach. As we worked jointly, I decided that I would have more of a history focus. I started communicating with chapters to start gathering information to create the "History of the West". This project was slow to start but I was slowly able to be able to create a drive in my documents. This includes an update of the history that is on the Western district website, as well as the foundations of this project for the next VPSP who would like to take on this challenge.

One goal that I had in this office was to promote TBS national program; Scouting for Music, Composing our Future, and the Women in Music Speaker Series. Jonathan Markowski came out with the Focus on 5 campaign to help promote these events. As this campaign took off, the West saw a slow but progressive increase in out participation in these events. It is my goal that the West keep participating in this campaign and complete the flag. These are great programs that tie back into our goals and vision as an organization.

The next thing I would like to discuss are joint projects between VPSP and MAL. This year, the Monthly Active Challenge (MAC) was started. This was created to continue district involvement outside of district events. This had a variety of activities from sending selfies to participating in a district wide secret snowflake. This was a great program that can only continue to grow. The next joint project was the completion of the joint service database. This is a database where chapters can enter in their completed service projects to serve as a resource for the district. Don and I also hosted bro/sis week. This week consisted of a different activity everyday to promote brotherhood and sisterhood.

One thing I would like to highlight is DLC. DLC was a great experience for myself as a presenter

and for the district as you absorbed the information. I was pleased to be able to present a council workshop on overcoming gender barriers (as I tap into my inter student affairs) as well as lead discussions on service. I hope that we can continue to have meaningful conversations that relate to members within and outside of TBS. DLC is an amazing event and I encourage all to attend ever year.

The final thing for me to discuss are awards. Awards were usually promoted with a week­two weeks in advance. This was promoted via the West Facebook page and email. There was also follow up reminders as the dates approached. This season, I found that we had a good amount of award submissions, as well as good quality of awards. However, there were still times when awards were submitted under the wrong category. As such, a document has been created to clearly explain what the awards are and what a good submission looks like. This is in the hopes that we can continue to properly recognize the hard work that members in our chapters are putting forth. The final "award" is the essay scholarship competition. The council awarded 100 dollars to the award recipient. Charges: Young Members:

You are the future of this organization. Chapters will have good times and bad times. Do not get discouraged and continue to serve institutions that are deserving.

Remember that one does not simply major in TBS. Take care of yourself and your studies. You cannot be a good active if you are not being good to yourself. This includes knowing where your limits are.

Sisters of the West: Get involved in the district while you are still active and while you still can. You can get so much from your investment, that it is worth every minute that you put into it. Being a part of Tau Beta Sigma is an experience that is like no other, and it will always leave a special place in your heart. Chapter Officers: Use your resources. There are some many resources that you have available to you that go untapped. Utilize your chapter sponsors, advisors, DOs, counselor, and the national website. There are so many more beyond that that can only benefit your chapter. To the 2015­2016 VPSP:

Find a way to condense our awards. There are so many awards, that in my opinion, some of the awards lose their meaning.

Bring back the WD Week of Music. This is a great program that existed in the past that should definitely be brought back to the district.

Work with WDC to have a NIB recording session so that we can more of those resources out to sisters that may not having recording tools.

Work with the webmaster to get everything updated on the website. Be persistent. Continue to promote awards and programs. Continue to work on the service database. Continue to work with the MAL and do Monthly Active Challenge (MAC). Have a relationship with your counterpart outside of just TBS. This is a great partnership to have

2014­2015 Tau Beta Sigma Secretary/Treasurer Final Report

Sisters of the Western District,

When I joined Tau Beta Sigma in Fall 2011, I had no idea just how much this organization would change me. Never would I have imagined running for a district office or even a local one, yet here I am 4 years later at the conclusion of my 3rd officer term. The sisters of this organization and all of its opportunities have shaped my professionalism and for that I am eternally grateful.

Over the past year as Secretary­Treasurer, I’ve had the pleasure of meeting many motivated, young professionals. Talking to all of you will always be a highlight of this term. To benefit the treasurers of the district, I compiled a spreadsheet to help them monitor funds and fill out the financial portion of the Chapter Summary Report. As joint organizations, Thomas and I have worked very diligently to increase the participation in penny wars and sell our existing merchandise. We finally sold out of TBS coloring books, which is both fortunate and unfortunate. We also experimented with the Booster fundraising program to create some rad t­shirts.

Overall, this past year has been one of the most enriching experiences of my life and I wouldn’t trade it for the world (even for an A on my last OChem test). Every sister I’ve had the pleasure of meeting is an amazing representation of the core values of this organization; keep developing the fortitude and courage needed to accomplish all your dreams. The best truly are in the west! Charges:

To the next Secretary­Treasurer: Fundraise, fundraise, fundraise. Did I mention you should fundraise? Order more TBS coloring books before National Convention. Utilize fundraisers through Booster (or similar platforms) especially to sell clothing. When a new secretary or treasurer is elected, send them a “tips and tricks of the trade”

email to get them started. Bring back the Pen­Pal program and encourage all sisters and brothers to participate. Find a way to link the Marching Through Life: 8 to 5 with weekly activities for secretaries

and treasurers of the district. Create templates for everything and color code your Google Drive. Seriously.

Have fun with it! To the next Western District Council:

Support each other in every way you can. Participate in each other’s programs, hangout at 4 AM during DLC, and just be there with a silly Facebook stickers every once in a while.

Take a deep breath; you’re doing the best you can. Accept that not everything is going to be perfect and learn from your experiences.

2014­2015 Tau Beta Sigma Counselor Final Report

Phoenix, Arizona Sisters of the Western District­ First, I want to thank you for the warm welcome this past year. Coming back and renewing my ties with Tau Beta Sigma and the Western District has been truly rewarding. I also want to thank the 2014­2015 council for all of their hard work, open­mindedness, and flexibility this year. Everyone in this room should recognize how difficult ­ and different than your home chapters ­ the tasks of the district council really are. If you’ve ever suddenly had a new boss or band teacher or other authority figure who upended all your expectations and changed the direction of the conversation, you know how awesome these students did this year. Please thank them for their service. The Counselor report is such a weird, nebulous beast and I have struggled with what to write and tell you about the past year. Sitting in the delegation yesterday, I realized how much things have changed since 2008, my last district convention and wanted to give you some thoughts from the “other side” of active membership. I’ll give you an example: in 2006­2008, Theta Delta had very few members and communicated to the council and counselor that they were at risk of folding and needed some help, immediately and desperately. They had a rough road ahead of them and continued to struggle, feeling isolated and alone, despite all the help district officials could give them. While they are still geographically isolated (poor Pullman!), I have been so impressed at the growth since those tough years in the quantity and quality of the membership, programs, participation in district events, and strength of chapter. Sitting in the back of the room and hearing that they are our district’s only chapter (currently) to have all five stripes?!?! Yes, things have changed ­ this is not the Theta Delta from 2006­2008. I bet every single chapter, provided with some history and context, would find a similar story in their background. You all have the possibility of the positive impact to change things in your chapters. The way things are, isn’t the way things have to be.

For a minute, can we just talk about how lost I was last night after ritual? I opened my mouth to sing the Tau Beta Sigma National Hymn, and out of everyone else’s comes the Tau Beta Sigma Affirmation Hymn. That’s probably something most of you take for granted as “the way it is” or “what we do.” There’s about 60 years of alumni before you who would have no idea what is happening. My reaction the first time, wasn’t entirely positive, just because it’s not the way I had experienced it when I was in your shoes. It didn’t match my emotional memories of that moment. Postulating what the responses of the other 60 years of alumni: some would love it, some would hate it, and probably very few would understand why it had been changed. (Side note: It was a project from the VPSP/National Chapter to write a song that was more inclusive to our current membership base, and voicings, to include our male brothers.) I challenge you to constantly think about and ask questions about the “why” behind things in your chapter, band, district, and in the sorority as a whole. “Did we do it this way last year? Is this really the way things have always been?” The answer is it doesn’t matter. The right questions are, “Is this the best way? Is this the way that things should be? Is there something we’re missing in order to do this better? Is there a way to think about this that would provide a different outcome?” I charge you, Western District, to question yourselves, “What can I do to contribute to my chapter, band, district, and sorority? What talents to I have to give? How can I make this better than it is now? How can I leave a legacy that makes the organization better for the members that come after me?” Here come the cliched phrases: Change is hard. Change is inevitable. You must be the change you want to see in the world. The more things change, the more they stay the same. And you know what has stayed the same? With my sisters I am best.

Tau Beta Sigma 2014­2015 Chapter Summaries: OMICRON

The University of Utah

Sisters of the Western District,

For this year, Omicron has undertaken new measures in service, sisterhood, and leadership. We started off the year with a successful Spring Retreat hosting in Rock Springs, Wyoming City Hall, taking chapter elections to a whole new level. With monthly summer council meetings, our council prepared for the coming year, setting goals and improvements for the bands.

For service, our chapter continues to achieve quality services to the bands to the School of Music. Our goal was to increase service, including cleaning instruments before band camp, preparing snack bags for trips, and logistics for band where members moved equipment during the marching season. Then we had a successful fall recruitment week, hosting a movie night, a Rookie Roast, U­Gurt Night, and Fire Pit with s’mores. We were also responsible with organizing spirit days for the two weeks of intense band camp. For performing ensembles, we helped advertise a wind ensemble concert with a world premiere composer as well as baking and hosting cookies for over a dozen concert receptions.

Our chapter expanded quality service projects such as our Second Annual Conduct Us project where the chapter visited Primary Children’s Hospital as a chapter ensemble. We also had the opportunity to perform a five piece woodwind ensemble to an older home community for the holidays and volunteer with the Utah High School Honor Band Event, started by our Sponsor, where members helped organize and volunteer their time to high school students around the State.

Omicron has been building a bigger presence within our band programs. During the fall, our chapter hosted our annual Halloween Social for the marching band and an Ugly Sweatersgiving party, a Thanksgiving potluck for those who could not go home for the holidays. With sisterhood, we have had a Chapter Secret Santa Exchange, movie nights, and after meeting dinners. We also implemented better logistics in our chapter: better preparations for ritual such as a new venue, resulting to our chapter

hosting a successful Third Degree with the presence of Theta Eta, Omicron alumni, and alumni from the West.

These have resulted with our chapter being strong and committed. Our council has been working hard for this year. With the Build Better Leaders Program, special guests were invited to executive council meetings and in exchange have the executive council members each take a turn at leading a workshop in chapter meetings. The purpose of this program was to initiate leadership growth and continue with accessible leadership for later generations.

For the school year, Omicron put through the Psi Class, a membership class of ten. We are thrilled to call them our sisters, two of them being part of color guard because the U started a color guard this year! For the spring, we have the Omega Class, a class of four, three of whom we are excited to say are here to go through third degrees at this Western District Convention.

Overall, Omicron is progressing, ambitious, and excited to finish this year with organizing our first Scouting for Music Project with the Theta Eta chapter, and our first Women’s Panel for Music Educators. These projects are giving the chapter something bigger and better than it started. OMEGA

The University of Arizona Sisters of the Western District,

We are so excited to be hosting WDC this year and we thank you for this opportunity. This past year has been very eventful for the Omega chapter. Last semester, we put through the Epsilon Zeta class of nineteen. This has been the largest class we’ve ever had, and we learned a lot from putting them through. They have already proven to be fantastic sisters; they are always eager and willing to step up to the plate for the sisterhood and they have fantastic ideas to help our chapter grow.

This semester, we elected to not have a candidate class. Instead, we are using this time to work on our relations as a sisterhood and to re­vamp the process for our future candidates. Our new Moderator of the Sisterhood has been working very hard: in January, she planned a Sisterhood Retreat at Patagonia State Park and at every meeting this semester, she has had a bonding activity or an active lesson for us. Our Vice President of Membership has also been working hard with her committee and taking feedback from chapter on making changes to our membership process.

On a different topic, as you are all probably aware by now, in February, our brother chapter at the University of Arizona had their charter revoked. This happened because they were found to be acting against certain national policies. We are saddened by the loss of our brothers and of our joint organization, but TBS Omega is looking at this as an opportunity to grow as a chapter in new ways. This upcoming year will bring a lot of changes, but we have the wonderful support of our sponsor, who is now Professor Alli Howard. She has been very helpful and we look forward to our upcoming time with her as our sponsor.

On a brighter note, our chapter has not been without service opportunities this past year, thanks to our Vice Presidents of Activities and their committees. This past fall, someone burned some of the Girl Scouts’ free libraries in Tucson, so we had a book drive within the marching band and we collected over 200 books for them. In December, we continued to visit and play for the mentally disabled folks at a home in Coolidge, which we call Children’s Colony; this past year marked our 51st year playing for them. Our goal is to redirect our focus a little and have an even bigger presence within our School of Music and the community, and I believe we are well on our way to achieving that.

We are very proud of the sisters who have been recognized by the district this year: Roxanne Majeski for the Distinguished Sister Award and Loren Wrigley for the Unsung Hero Award. Roxanne has been coming up with plans for a district­wide service project, which you will hear more about this weekend! We are very grateful for the dedication they have both shown for our chapter.

I am very excited to see where our chapter will go in this upcoming year. I have complete faith in the abilities of our sisters to help our chapter achieve bigger and better things. ALPHA CHI Northern Arizona University

Sisters of the Western District, We have had an eventful year of changes and improvements! For service, we have helped with our Brothers of Gamma Kappa and the NAU Lumberjack Marching Band to put on another successful NAU Band Day, had a Women in Music Speaker Series event with our own Dr. Brown, catered a few concert receptions, volunteered our time at NAU Jazz Fest, and managed our closet of uniforms as we hemmed and organized them for our marching band. Soon, we will be holding a Scouting for Music event with our local chapter of Sigma Alpha Iota, painting music stands with our Brothers of Gamma Kappa and our local chapter of Phi Mu Alpha, while also holding another Women in Music Speaker Series event. We bonded during many mini socials and Sisterhood hangouts, including a Christmas Secret Santa and many holiday dinners for Sisters who weren’t able to go home. Our Degrees have been very smooth and we are consistently talking about improvements, while working on receiving new Ritual books. We have also had lots of participation in the two Dress Up Days that we have had. For membership, we had a very wonderful class go through last semester, some of which are currently holding officer positions within chapter. Despite our current membership class not having a brother class this spring, we have three lovely candidates and a 3rd Degree coming up very soon! We started different fundraising events this year and they have been worthwhile! We hosted First Friday ensembles in downtown Flagstaff for the first time, while combining fundraising and sisterhood socials. We have also been selling water bottles at the Flagstaff Symphony Orchestra concerts and will have a Rent­a­Puppy event in a week! We are also continuing to show our participation and support at Relay for Life! We will have nine Sisters to put through Outgoing Ceremony at the end of the semester and we wish them well on their future endeavors. Alpha Chi is very excited to see where we will go from here! The past year has been a time of growth for Epsilon Kappa as we both strengthened the roots of sisterhood that are our foundation and extended our branches of service farther into the Los Angeles community. We grew in numbers as well; since the last Western District convention, a total of twenty eight sisters became active, fourteen in the Alpha Sigma class of 2014 and fourteen in the Alpha Tau class that recently became active this past Thursday evening, leading to a current total of forty sisters. Both of these classes are vibrant and energetic, and these sisters have already done so much to bring a new passion to our bond.

We have worked hard this year to direct their passion into making our chapter a connected and well working unit, focusing on both ourselves as sisters and the chapter as a whole. Our director of sisterhood activities brought the five and eight back into our everyday lives with weekly focus funsies and and a night of 5&8. As a chapter, we bonded through activities such as casual sisterhood hangouts, a terrifying haunted house, as well as a new winter retreat that allowed sisters to really connect over a relaxing weekend in the mountains.

With a healthy amount of focus on our chapter and the bond, we also worked to expand our service in our community. In addition to our service for the UCLA marching band, we began to reach out to high schools bands in the area, as one of the best ways to support college marching bands is to support their future members. We hosted clinics at two high schools with workshops on things like being a leader on and off the field and various areas of musicianship. We also helped one school’s battle of the bands and helped to paint another’s winterguard floor. And going even further back to support the musicians of the future, we continued our tradition of a spring Girl Scout Project, helping new brownies and juniors to receive their music and dance badges.

Throughout the year we have worked closely with our joint brother chapter Psi, working together on many service projects for the UCLA band, such as band camp icebreaker activities, an intense dodgeball tournament, and an end of year banquet that was exciting, fun and well attended by all sections of the band. We’ve worked to strengthen our bond with the brothers with fun small events designed to help brosters connect on a personal level. Things like hiking, laser tag, roller coasters, and the Del Mar

Fair are always more fun when with your joint family. We look forward to our brotherhood sisterhood week coming up to further connect with the Psi chapter and their twenty six newly active Beta Sigma brothers.

Our only challenge this year has been dealing with time and scheduling. As our chapter grows it becomes difficult to do all the things we want to do, especially with a continued increase in marching band gigs. Still, our officers and chapter as a whole have shown remarkable patience and flexibility, all the while maintaining their passion for who we are and what we do.

ZETA XI San Diego State University

Dear Sisters,

Zeta Xi has had a bit of a rough year. For example, we started off the year with a negative balance in our bank account. In order to overcome this obstacle, we had to change up the focus of our chapter. We made fundraising our top priority and are proud to say as of now we managed to recover our funds, giving us over $1,000 in our bank account. In addition to this, we also had many of our active members go conditional; we went from a large group of people, to a small portion of our chapter available to complete tasks. To account for the change in the number of active members, we made sure to consider how many members would be in attendance when planning and executing events, not just considering who was in favor of the event taking place. As is always an issue for smaller chapters, as our older actives are graduating or stepping back, our younger actives are transitioning to being more accountable and responsible for what they do in the chapter; this was of huge importance to us this year because around half of our current membership will be gone come next semester.

In review, the fall semester began with band camp, for which we planned spirit days and hosted our annual band camp barbeque fundraiser. When the semester began, we helped with San Diego State University’s High School Band Night that took place at one of our home football games, and we regularly assist our equipment manager in setting up and tearing down field equipment each rehearsal. We also held Penny Wars between sections, which was a huge fundraising success. During the fall semester, we initiated three new members, Jason “Maverick” Modlin, Duncan “C­3PO” Hammitt, and Andrew “Zeus” Jordan. This was our first all­male candidate class, which came as huge surprise to us.

We are currently in our spring semester and have one candidate, who is also attending Western

District Convention, Alyssa Blancada. She is an incredibly motivated individual, and she is very excited to join this organization. We are thrilled to have her and hope to find more members like her in the future.

Another event we are planning for the spring semester is a chapter retreat. All actives will get together one day and hang out and bond as a chapter. We hope this event will strengthen our bonds of sisterhood and trust and allow us to work cohesively as a chapter. We are also beginning to plan for SD4,

ETA OMEGA Fresno

Dear Sisters of the Western District,

This year has been the best for Eta Omega in a long time. After a year of hardships and division within the group, we finally were able to take a fresh start to a new beginning. The sisterhood has not been this strong in quite some time so we decided to continue growing as a group.

After taking the spring semester off to refocus on sisterhood and what it is to uphold the bond, Eta Omega was ready to move forward. We started our year with spending our retreat to list our goals as individuals and a whole. Even as a small group of ten sisters, we were ready to grow and take a different leadership role in the bands. We initiated three new fantastic members into Tau Beta Sigma who were able to jump right into the mix and continue the growth of the chapter. We currently have another three candidate members and look forward to see what these amazing ladies can do. Many sisters hold different spots in band council, holding a spot in the Wind Orchestra, and continuing to strive in their studies, the new positive attitude was making a strong hold. Through our sisters hard individual work it also increased a much better reputation in the department and campus as a whole. We have had more alumni and faculty in the department asking that we help with projects after seeing the success we have made.

We decided to extend roses to people in the music department that we saw upholding our ideals and commemorate their efforts. Eta Omega also handed out the first “Women in Music” award to a band member who showed our qualities and essentials and was a great member by attitude and work ethic. In our efforts to continue our new goals we set out to host Women in Music program for March. Unfortunately all the speakers and performances we had set to do our event were unable to do so as the time came close. It was hard to see a lot of hard work go, so we reset the date for next semester, have sent out the invitations to our speakers and waiting for response and are hoping to see this come to life in the fall. Our sponsor has agreed to work with us in finding the speakers and with anything else needed with this event. Seeing how our relationship with our sponsor has also grown within the year is amazing and we hope to continue to work closely with Dr.Gilroy.

In service and fundraising we have reached out a bit different than before. We now do receptions with the community band and have been the go to group to help with any marching band fixing. A scholarship application has also been started to help female musicians with college. With fundraising we had multiple throughout the year with jamba juice, doing an unbake sale, and selling valentine gifts on campus. Throughout the transition year, all offices are going through a transition in itself as we are making new officer binders with more detail and the most up to date paperwork. This way the growth from this year will not be lost and we are set up to be as efficient as we can possible be.

Overall the year has been a success. Being able to call each member a sister and mean it to the fullest. E tried new things and although not all were a success, we were able to learn from any problem we might have ran into and grow from the event. Now at WDC we have 9 out of the 13 active members attending and also 2 out of the 3 candidates. This has been the highest attendance from our chapter in several years. I am so proud of the progress we have made and cannot wait to see what else is in store for this wonderful chapter.

THETA DELTA Washington State University

Theta Delta WDC Report

What a year it has been for Theta Delta. To start WSU hired a new Marching Band Director and he is a Brother of KKPsi! He has been immensely supportive of both our chapters and does his best to keep us involved and put us in the best light possible. We have continued the normal game day tradition of cleaning out the music building after game days which can lead to some late nights but the sisters always remain in good spirits till the job is done despite our miserable football team.

One of the different service things that Theta Delta has started doing every semester is the blood

drive. We have started working with The Red Cross to host a one­day all day blood drive and it’s been hugely successful. I highly recommend it to chapters if it is possible at your school.

From a financial standpoint Theta Delta is also in the black for the first time in something around

6 years. We have gone from 150 dollars to 1000 dollars. This is from a combination of decal sales, doughnuts and our newest fundraiser the annual Mr. Band Pageant. We had some of our faculty as judges and 5 contestants compete for the title of Mr. Band. The event was a success and half of all our profits went to Pullman High School to help with obtaining music for future concerts.

This has been Theta Delta’s best year in recent times but it was far from perfect. We still have

things to polish up on but we are on the upward trend and forecasted to stay on that path for a long time. MOTS Of Love,

THETA ETA Utah State University

Dear Sisters of the Western District,

Theta Eta has had a very exciting year and has focused on strengthening our bond as sisters while putting service, leadership, and music as our main focuses. We started the year off last spring with planning our summer service project of giving our music building practice rooms a modern makeover with better sound panels covered in fabrics with a different theme for each room.

Theta Eta expanded some of our higher quality fundraisers such as Aggie Marching Band

Apparel and the annual Aggie Marching Band Video. These projects along with numerous profit shares provided our chapter with a better financial situation to help us provide ample service to the bands here at Utah State.

In the fall, our chapter started off our service to the bands with planning Band Camp dress up

days, hosting a breakfast, BBQ, social events, pie auction, and pant hemming party. We continued our service through the semester by making sure there was water at every marching band rehearsal and football game, purchasing fleece­lined marching gloves for the entire marching band, repairing and sorting stands, putting pencils in rehearsal folders for concert bands, and keeping our band office and common areas cleaned. We provided social events such as a Mr. and Ms. USU Band Pageant and a Thanksgiving dinner for those band members who weren’t able to go home for the holiday.

Our chapter welcomed a strong class of six new candidates in the fall bringing our total

membership to fifteen actives. We have been focusing on strengthening our bond as sisters by developing personal relationships with each other, attending activities that our sisters are in charge of, supporting our sisters in other extra curricular activities, and focusing on the eight essentials and five factors by starting up the Personal Leadership Progress Program.

Theta Eta has become stronger in district attendance with a third of our chapter attending District

Leadership Conference and Western District Convention as well as a fifth of our chapter attending Utaho

State Days. We have been so excited to make new friends with our fellow brothers and sisters and are equally excited to continue our relations with them.

We plan to finish our year with a Scouting for Music Project with the Omicron Chapter. Theta

Eta looks forward to progressing and continuing our path of growing and bonding as sisters. We just had elections for the upcoming year’s executive council and our new leaders are full of passion ready to head up an amazing next year.

The Tau Beta Sigma Nominations Committee Shall: 1. Review the 2014 Tau Beta Sigma Nominations Committee Report. 2. Review all District Officer Packets and Interview Candidates running for the 2015 Tau Beta

Sigma Western District Council. 3. Determine each Candidate’s eligibility. 4. Prepare a list of questions to ask the Candidates during their Interviews. 5. Set up times for Candidates to interview. 6. Prepare a slate for the 2014­2015 Tau Beta Sigma Western District Council.

The Western District Constitution

Article II – Officers 2.1 Candidates for elected District Office shall:

2.1.1 Be an active or associate member in good standing of the Sorority. 2.1.2 Complete an interview with the Nominations Committee. 2.1.3 Submit a cover letter and resume including personal information and goals for the office. 2.1.4 Submit a letter of recommendation from their chapter. 2.1.5 Submit a letter of recommendation from their Chapter Sponsor. 2.1.6 Candidates for the Western District President shall be an active member for at least one (1) calendar year.

2.2 Each District Officer shall hold no more than two (2) consecutive single­year terms in the same office.

2.3 The Tau Beta Sigma Western District Council shall consist of President, Vice President of Membership, Vice President of Special Projects, and Secretary­Treasurer. Officer duties are outlined in the National Constitution.

2.4 In addition, President shall: 2.4.1 Communicate to the chapters on matters pertaining to district business and national

affairs.

2.5 In addition, the Vice President of Membership shall: 2.5.1 Be responsible for regular communication and correspondence with the appropriate chapter officers regarding membership retention, membership education, and expansion.

2.6 In addition, the Vice President of Special Projects shall: 2.6.1 Be responsible for creating and developing projects to benefit the District, as directed by the District Council and Counselor. 2.6.2 Compile events, names, dates and activities of importance to the district and update the District History each year. The District History shall be published within one week after District Convention via the Western District website and announced via the Western District listserv. 2.6.3 Develop and promote district and national programs. 2.6.4 Submit to the Programs Committee a report that addresses the state of district and national programs.

2.7 In addition, the Secretary­Treasurer shall: 2.7.1 Record, publish, and distribute the minutes of all meetings of the district to the District Council, the District Counselor, and the National President. 2.7.2 Control the receipt and disbursement of all monies of the district. 2.7.3 Compile and distribute a district directory twice per year. 2.7.4 Submit a detailed ledger to be included in the above minutes of all of the district expenses during their term by the beginning of the opening joint session at the District Convention. 2.7.5 Submit a proposed budget to be included in the above minutes for the following term that is based on the above ledger to the district by the beginning of the opening joint session at the District Convention. 2.7.6 Maintain an updated copy of the budget to be presented if requested by the District Council or chapter members.

2.8 In the event that the office of President is vacated, the District Vice President of Membership shall become the District President.

3.02.01 Investigate the eligibility of and interview candidates for District Office according to the requirements set forth by the National and District Constitutions. 3.02.02 Slate up to one (1) member for each office and shall present those names to the Convention the night prior to closing session. 3.02.03 Have the authority to waive any requirement stated in 2.01 except 2.01.01, 2.01.02, and 2.01.06 for a candidate running off the floor provided the requirements are fulfilled within thirty days of election, if elected. Failure to meet the requirements results in a vacant office to be filled per 2.09.

THIS IS A CLOSED COMMITTEE. Discussion: We met on Friday night to discuss the submitted candidate packets and reviewed the candidates’ answers to general and officer specific information. Based on their packets and the district officer duties outlined in the District and Joint District constitutions, we prepared questions to ask each candidate during the interview. These questions were meant to: 1) disclose their compatibility with the office and whether they have the requisite skills and capabilities to succeed in their desired office; and 2) understand how each candidate would approach various hypothetical situations that they would be sure to confront (communication problems, interpersonal conflict with other council members, etc.). Each candidate received an equal amount of time (15 minutes/per candidate). The committee met with three candidates Friday evening and three candidates Saturday morning. After completion of the interviews, we discussed and slated candidates for each office and developed a list of charges. We released the slate on Saturday night, after the conclusion of the Banquet. To the District Council: We encourage the Council to become more transparent. Share minutes from your meetings through the district website so that members are aware of council activities and decisions.

To the chapter Presidents of the Western District: Pass all national and district information onto your chapter, ensuring that everyone stays updated and in the know.

To the 2016 nominations committee: Do not get distracted by superficialities. Stay focused by using the District and Joint constitutions and the guidelines set within them to craft your slate.

To all future candidates: We charge you with ensuring that you fill out all forms and information required of you. We encourage all candidates to be proactive about the process—look up the constitution and clearly understand the position’s requirements, consult the listserv and Facebook page for deadlines, talk with your District council, announce your candidacy to the district, fill out all forms and information required of you, and send your platforms out to chapters in advance for considerations. The nominations committee does not need to be and should not be the first to hear about your candidacy or the specifics of your platform.

Finally, to the Western District: We discourage candidates who have not already completed a candidate packet from running off the floor. We feel that this reveals a lack of preparation and careful consideration of the requirements of district office. Running from the floor sets a bad precedent for our District and prevents us from securing district officers who have gone through an adequate review process ensuring that our officers are the best people for the job. In the event that a district officer position is not filled before the conclusion of WDC, the newly elected council and the district counselor will put in place an application process for the open position. We encourage all of those qualified and interested to go through this application process rather than running off the floor. This will ensure that every officer of our district council is highly qualified and motivated to carry out their duties.
