Ladies and Gentlemen!
I am truly humbled to have been invited by KARA to be part of this
very important session of celebrating 20 years of Promoting
Effective and Sustainable Access to Public Service Delivery.
We recognize that the Residents’ Associations are the major
stakeholders and play a key role in development matters. I would
therefore be glad to share the achievements NMS has
attained.
The Nairobi Metropolitan Service (NMS) was established
on 18 March 2020, by H.E. the President following the
transfer
of Four (4) Functions from Nairobi City County Government.
1. County Health Services;
2. County Transport Services;
4. County Planning & Development.
On that day, H.E. the President issued 100-Day
Directives to NMS that were geared towards efficient and effective
delivery of services to Nairobians.

• Implementation of NMT corridors along Kenyatta Avenue, Muindi

• 80% Completion of Rehabilitation and Re-introduction of Traffic

CBD, Community area, Gikomba, Muthurwa, Kirinyaga Road &
environs,
Muranga Road matatu terminus and Kenyatta National Hospital.
• Integration of hourly car parking facilities into the Nairobi
Revenue Service
Programme at Desai Road, Machakos Bus Station, Sunken and Nairobi

• Ease traffic flow in the CBD by constructing of matatu terminus
at Desai
Road, Park Road, Westlands, Kangemi, Railway grounds and

• Construction of Grogan Road – Joining Race-Course & Globe

• 70% completion of Re-Carpeting of CBD Roads – using Kazi kwa

• Construction of 50 KM Road at Mukuru Informal Settlement.
• Assembling of Asphalt plant along Kangundo road to produce 120
tonnes per
hour, to enhance road construction in the City.

Lands and Physical Planning Sector
• Establishment of the Railway City Development Authority through a
Gazette
notice, Legal Notice No. 88 of 2020 published on 13th May,
2020.
• Formation of an Implementation Committee to Spearhead the
operationalization of the Authority, develop framework for
actualizing the
Railway City, identify anchor projects and investors.
• Commenced implementation of Urban renewal projects at Pangani
&
Jevanjee to provide 3,362 housing units.
• Mukuru Informal Settlement Renewal Programme
• Kibra informal settlement declared a Special Planning Area under
the
Physical and Land Use Planning Act on 26th May, 2020 to pave way
for
planning.
• Appraisal of markets in the city as a precursor for
rehabilitation.

• Operationalize 18 ICU & 50-Bed ward at Mama Lucy Kibaki

• Procurement of 4 ambulances and repair of 12 ambulances
• 20 New hospitals under construction

• Community policing initiatives to prevent crime incidents.
• Taking inventory of all the neighbourhood residents to enhance
societal bonds.
• Communicate to NMS neighbourhood proposals that would allow
residents to live in a peaceful environment.

Residents Associations engagement and support
• Action and enforce painting of neighbourhood houses as provided
in the law.
• Partnering with NMS in Estate management, Rejuvenation of Public
Open Spaces and provision of workforce for various development
projects.

Tenets for sustainable engagement and relationship between NMS and
Resident Associations
• NMS will implement the Nairobi City County Community and
Neighbourhood Associations Engagement Act, 2016.
• Initiate public participation forums to allow Residents
participate in plan formulation and implementation
frameworks.
• Undertake proper resident’s needs assessment in order to provide
commensurate solutions to development issues.
• Organize periodical forums to address emerging development issues
that needs immediate attention.
• Keenly consider any objections or opinions raised by the
Resident’s Associations in respect to proposed developments in the
City.
