517Karnataka - Lok Sabha 2009

Lok Sabha 2009 elections were held in two phases in Karnataka on April 23rd, 2009 and April 30th, 2009. This chapter in-cludes the analysis of voting trend, criminalization, money power, gender etc in these elections. Information provided by ECI and details from the affidavits filed by contesting candidates have been used for above analysis.

Growth of political parties

In Lok Sabha 2004, 15 parties contested which rose to 31 in Lok Sabha 2009 elections. This reflects a rise of 107 % in the number of parties from Lok Sabha 2004 Elections to Lok Sabha 2009 Elections.

Growth in number of candidates

427 candidates contested Lok Sabha 2009 elections from Karnataka as compared to 172 candidates in Lok Sabha 2004. There was a jump of 148% in number of candidates contesting in 2009.

Executive summary for candidates and MPs

Summary for candidates Affidavits of 421 candidates out of 427 contesting Lok Sabha 2009 elections were analyzed by KARNATAKA •ELECTION WATCH (KEW).*

Out of these 421 candidates, 47 candidates or 11% declared pending criminal cases against them. BJP had 10 •out of 28 (36%) candidates with pending criminal cases, INC had 9 out of 28 (32%) candidates with pending criminal cases and JD(S) had 7 out of 21 (33%) candidates with pending criminal cases.

Out of these 47 candidates with pending criminal cases, 19 had pending serious criminal cases like murder, •attempt to murder, kidnapping, robbery, extortion etc. BJP and JD(S) had 4 each and INC had 3 such candi-dates.

There were 105 candidates of four main parties (BJP, INC, JD(S) and BSP) and out of these 105 candidates 32 •(30%) had pending criminal cases against them. Comparing this to Lok Sabha 2004 elections, there were 87 candidates of four major parties- BJP, INC, JD(S) and BSP. Out of these 87 candidates 9(10%) had pending crimi-nal cases against them.

There were 34 IPC charges of heinous nature on the candidates which included murder, attempt to murder, •kidnapping, extortion, etc.

There were total 8 Red Alert constituencies where 3 or more contesting candidates had pending criminal •cases. Bangalore rural had 5 candidates with pending criminal cases.

A total of 94 candidates out of 421 i.e. 22% were crorepatis. •

A total of 26 candidates declared zero assets. •

A total of 106 candidates declared liabilities above 5 lakhs. •

Among major parties, the average approximate asset per candidate for JD(S) was Rs. 17 crores, for BJP was Rs •8 crores and for INC was 5 crores.

62% of candidates (260 of 421) had not furnished PAN card details.•

Number of women candidates was just 19 (4%) as compared to 408 of men (96%).•

45% candidates (191 of 421) were graduates & above.•

None of the parties managed to get 50% votes. The highest votes polled were approx 42% by BJP and about •26% of the total registered voters.

Summary for MPs Out of 28 MPs, 9 (32%) have pending criminal cases against them. In Lok Sabha 2004, 6 (21%) had pending criminal •cases against them.

Out of these 9 MPs with pending criminal cases, there are pending serious criminal cases against 5 MPs. Contrasting •this with Lok Sabha 2004, 2 MPs had serious pending criminal cases.

The number of total pending criminal cases against MPs has increased from 13 in Lok Sabha 2004 to 32 in Lok Sabha •2009. Similarly the number of total serious IPC sections against MPs has increased from 6 in 2004 to 8 in 2009.

The number of crorepati MPs has increased from 10 in Lok Sabha 2004 to 25 in Lok Sabha 2009. •

Among major parties, the average asset per MP for JD(S) was Rs. 18 crores, for BJP was Rs 6 crores and for INC was •Rs. 5 crores.

Average asset for a MP from Karnataka was Rs 7.36 crores. •

Out of 28 MPs, 3 had not declared their PAN details. •

Out of 19 women candidates, only 1 managed to win. •

Voting analysis

Basically two parties- BJP and INC secured most of the votes in Karna-taka. Total voting in the state was 63%. BJP managed approx 42 % of the votes cast and 26% of the reg-istered voters. INC managed 38% votes cast and 24% registered vot-ers. The total electorate in Karnataka was 3,87,89,917 and the total votes cast were 2,45,72,713.

Pending criminal cases- analysis for candidates

Total 421 affidavits were analyzed by KARNATAKA ELECTION WATCH for Lok Sabha 2009 elections. Out of these 421 candidates, 47 candidates or 11% declared pending criminal cases against them. Out of these 47 candidates with pending criminal cases, 19 had pending serious criminal cases like murder, attempt to murder, kidnapping, robbery, extortion etc.

A total of 47 candidates contesting elections from KARNATAKA had pending criminal cases against them. Out of 28 candidates of BJP, 10 (36%) had pending criminal cases. 9 out of 28 candidates from INC (32%) had pending criminal cases.

A comparison between Lok Sabha 2009 & Lok Sabha 2004 elections of candidates from four major parties and with pending criminal cases shows an interesting trend. For all major parties, the percentage of candidates with pending criminal cases has substantially increased in Lok Sabha 2009 as compared to Lok Sabha 2004.

Analysis based on assets- for MPs

Out of 28 MPs from Karnataka 25 are crorepatis as compared to 10 crorepatis in 2004. There has been an increase of 150% in number of crorepati MPs from Lok Sabha 2004. The average asset of a MP in Lok Sabha 2004 was Rs 123 lakhs which rose to Rs 736 lakhs in 2009. Between 2004 & 2009 there has been an average asset increase of almost 500% for MPs.

As can be seen from the table, the higher the assets the more are the chances of winning of a candidate. In the Lok Sabha 2009 elections, 35% of the candidates who declared assets more than 5 crore and above won. In fact there was no candidate with assets less than 50 lakhs who won.

100% of INC and JD(S) MPs are crorepatis. Almost 90% of all MPs in Karnataka are crorepatis.

Asset position in constituency among candidates and chances of winning

The following table gives an analysis of asset position in constituency among candidates (highest asset to lowest asset) and their chances of winning. From 8 or 29% constituencies, candidates with highest declared assets according to their own self sworn affidavits emerged as MPs. From 32% constituencies candidates with second highest declared assets won. The number of MPs kept decreasing according to their position based on assets in the constituency as per their self declared affidavits. This clearly shows how higher assets significantly increase chances of winning.
