Reason

• Initial emission policy: focus on point sources

• Diffuse sources: main contribution to environmental pollution

• Needed: further emission policy on diffuse sources to reach

WFD environmental objectives

• NL programme to deal with diffuse sources

Key finding national programme: discussion at EU-level is

necessary. Apart from considerable national effort:

• Phasing out/cessation for certain PHS not feasible

• Emission controls at Community level: scale of sources,

level

playing field

Case studies

Aim: investigate whether current European and national

legislation, and measures are adequate to reach the

environmental objectives

Substances:

• PAH’s and cadmium (priority hazardous substances), Cu

and

Zn (river basin based specific pollutants);

• non-compliance with environmental objectives

• Many sources and pathways

• Variety of generic and specific EU and national legislation
