IV. Implications for Child SafetyA. Signs of Present Danger Implications

There are no negative implications based on signs of present danger. Mom has yet to be interviewed, but her live inparamour and house were seen and interviewed. She std that mom treats all the children the same, and never spanksthem. Home was free from hazards and it was clean. Adequate food was in the home as well as adequate sleepingarrangements. The incident did not happen in the home, it happened at the mgm's home. All the children std that it was anaccident, and mgm took the child to the hospital immediately and cared for the burns. All the children were observed to beclean and dressed appropriately. Mom's paramour and mgm serve as babysitters, so the children are always supervised.

Maltreatment/Nature of Maltreatment (Surrounding Circumstances): On 09/24/15, CPS received an immediate callout where the child, had run away from his home after the mother, Keishanna, hit his head into the mirror in her bedroom. had stopped at Walmart on his way home where he stole a few pieces of candy. The mother works at the same Walmart, so they called her instead of calling the police. Keishanna reportedly picked up from Walmart and stopped her car somewhere in the parking lot where alleges his mother hit him repeatedly. The mother then continued home where she took out of the car by the shirt collar. She walked him inside where and the paramour, Trayvon, already were inside. Keishanna walked into her bedroom where it is alleged she pushed him into the mirror. CPS saw a small cut on his head and what appeared to be a dark mark on his head. the mother from pursuing the child further. then opened his bedroom window, and he ran down to the clubhouse to get help. Susan, the clubhouse manager, has seen this child with similar allegations and injuries before within the last year. The mother denied the allegations and blames the child for his injuries.

The mother stated she wanted out of the home, but she did not have any family in the area that could take him. CPS made arrangements for to go to the Family Resources shelter for the night, but once there, the mother refused to sign the consent forms. When CPS returned to the home, there was loud, violent yelling coming from the families apartment. The fighting could be heard from the parking lot while the parents were behind closed doors in the apartment. The mother denied any fighting or yelling taking place even after being confronted about it by CPS and LE. The mother refused to allow CPS to interview the children, but CPS was able to interview them at school. They both love their mother, but they sometimes feel unsafe in the home when the mother and the paramour are fighting. They are used to sitting in their bedroom with the lights off listening to the adults fight. When they are done fighting, everyone just laughs and everything goes back to normal and they go to sleep.

There has been ongoing department involvement with Keishanna and her family dating back to 2000. There have been several reports of alleging physical injury and family violence with one verified report in 2004. The mother is consistently uncooperative with CPS, and she does not follow through with services when they have been offered and put in place. The children have become increasingly fearful of their mother and frequently feel unsafe in their home environment. Admittedly, the mother is sometimes overwhelmed with being a single mother to five children, and she is currently pregnant. does act out and has become more rebellious, however the mother incorrectly handles disciplining him. All of the children have become normalized to the mother and the paramour fighting, and they speak in very quiet tones like they are afraid to speak too loudly.

Summary of all priors: The mother has been involved with the Department of Children and Families for physical injury and family violence threatens child ongoing since 2003. All of the cases have been with Manatee County. There was a verified physical injury with the child's older sister, , being sheltered from the mother in 2003. Since the mother has been involved with the Department of Children and Families, there have been six cases alleging physical injury to the children in the home, and there have been two cases of family violence threatens child with the mother being the alleged perpetrator in both.

Analysis: There are many concerns for the behaviors and violence in the home as to the mother, Keishanna. She does not take responsibility for anything that happens, and she always blames for the issues in the home. Keishanna was unwilling to speak with CPS and refused to allow her daughters to speak with CPS. The mother was seen to be quick tempered and very combative with both CPS and LE. It seems the mother would benefit from counseling and anger management, however she denied needing any help. If the mother does not engage with any services herself, it seems unlikely anything will change in their household or family dynamics.

Safety Analysis SummaryThe children have been determined unsafe due to the danger threat presented by the mother due to her inability to properlydiscipline her children, control her violent tendencies, or cooperate with investigation. The mother has a fifteen year historywith the department with several reports of physical injury and family violence.
