Facility Advisory Process InvolvementInvolvement

The preliminary plans for the Kensington-Parkwood Elementary School addition project were developed based on the educational specifications prepared by the Montgomery County Public Schools (MCPS). Through a series of public meetings, several design alternatives were developed and evaluated. The proposed plans presented herein were reviewed and subsequently modified in accordance with recommendations and suggestions received during the schematic design worksessions.

Project Information (Continued)Educational Program Objectives

The purpose of this project is to expand the existing Kensington-Parkwood Elementary School to provide additional program spaces for kindergarten and grades 1 through 5 that meet the requirements of the educational specifications and to expand their existing multi-purpose room to meet the growth in enrollment.

After the expansion, the program capacity for the school will be 746 with a core capacity for 740 students. The building will be in full compli-ance with the Americans with Disabilities Act (ADA).

The flexible building design for the school will accommodate current and future elementary school programs and delivery models. A philosophy of adaptable classrooms will facilitate various presentation formats and learning activities. Interactive education computer technology has been incorporated in the plan. Multi-purpose and flexible spaces will be designed that can be used by both staff and students to collaborate on projects. Furniture that is easily reconfigurable will be explored to maximize the flexibility in the school.

Stakeholder outreach efforts consisted of four community meetings during the feasibility study phase in Fall 2013 and six schematic design work session meetings to elicit student, staff, and community input. Participants were asked to share their ideas, goals and concerns for the project. Questions related to safety and neighborhood impact are addressed in the architectural design that incorporates both active and passive security measures.

Safety during construction will consist of fencing to separate school activities from construction activities on the site. Full height partitions within the building will separate construction areas from occupied areas with positive air pressure on the occupied space to control indoor air quality. Egress paths will be maintained and temporary exits will be created to maintain appropriate safety measures during construction. All egress paths, construction fencing, access, and contractor staging will be reviewed by the appropriate permitting agencies and implementation will be closely monitored to ensure safety and security are uncompromised and impact to neighborhood is minimized.

Project Information (Continued)Site Design

Site Features:Kensington-Parkwood Elementary School is located at 4710 Saul Road in Kensington, Maryland. Kensington-Parkwood Elementary School is approximtely a 9.86 acre site surrounded by a neighborhood of single-family homes. The school is bounded to the north and west by the back yards of single-family homes. Franklin Street borders the school on the south side and provides access for parents dropping off students; staff/visitor parking and deliveries. Saul Road is located on the east side and provides access to the bus loop and staff parking.

The school building, which was revitalized in 2006, encompasses the center of the site. In the northwest portion (rear) of the site, there are two asphalt play areas, one multi-use athletic field, and a large mulched play area. There are two vehicular access points to the school. The eastern Saul Road entrance, serves the bus loop, reserved staff parking (18 spaces which includes two ADA spaces) and nine designated spaces for buses. The student drop-off, visitor parking (32 spaces which includes two ADA), loading dock and trash area are located along the southern side entrance of the school, from Franklin Street.

The building addition will be on the hillside located in front of the school, between the bus parking area and the student drop off parking area.

Stormwater Management:There are four existing underground structures treating the site: two below ground infiltration trenches, one sand filter, and underground storage pipes. In proposed conditions one infiltration trench will be removed and replaced with a larger one to accommodate the construction of the new addition and to treat the additional roof drains. Portions of existing asphalt will be removed and replaced with permeable pavement to provide environmental site design treatment.

The underground sand filter will remain as per existing conditions, and will include the new parking spots in the parent drop-off loop. To offset for this new impervious, asphalt play areas currently flowing to the sand filter will be removed. The existing underground storage pipes have additional capacity, therefore the new impervious from the addition entrance will be directed to flow to the storage pipes. The majority of the new impervious is permeable pavement.

Utilities:The existing electric, water and sanitary systems are adequate to serve the proposed addition. The gas load will be increased and upgraded for the building. The existing electrical service has capacity to accommodate the proposed addition, but the existing underground primary electrical feeder will need to be relocated around the proposed addition.

Project Information (Continued)Building Design

General Description:The existing school, sited on a hill, is a two-story, split-level structure with exits to grade at the first floor and the second floor. The north end of the school is at the highest grade elevation and allows for the building to be only one-story whereas the south end of the school is two stories placed at the bottom of the hill. The lower level of the site accommodates the softball fields, soccer field, basketball courts and a mulched play area with play structures.

The proposed addition, designed to meet MCPS educational specifications, is a two-story structure constructed of non-combustible materials. The exterior walls are masonry with brick veneer. The structural system is a combination of load bearing masonry walls, steel framing, steel roof joists, concrete composite floor decks and concrete slabs-on-grade. The addition’s lower level includes five classrooms, a dual-purpose room, support spaces, while the upper level includes eight classrooms and support spaces. Two existing classrooms will be expanded and renovated into two kindergarten classrooms. A portion of existing administration office will be reconfigured to provide additional offices. The character of the addition aims to keep the aesthetics of the existing school building. The classrooms will be paired with adjoining doors and have pitched roofs to create an attractive building for the neighborhood community.

The expanded Kensington-Parkwood Elementary School will provide 14 additional teaching spaces and support spaces for the school programs. Two standard classrooms will be expanded into Kindergarten classrooms in order to keep the Kindergarten classrooms grouped together. These two displaced classrooms will be constructed as part of the addition. A dual purpose room will be added to support additional space for art and music. The current multipurpose room was built for a 640 core and will be expanded to the required size for a 740 core.

Classroom Technology:Classrooms will be designed to support interactive educational technology that includes controlled wireless computer access and interactive whiteboard systems. Individual classrooms will have distributed computer outlets on the walls and allow multiple group teaching areas within a classroom. Individual classrooms will be designed to provide flexible teaching spaces, i.e., small group sessions or lecture sessions. Students can be organized into small groups for project-oriented teaching or face a teacher in a traditional lecture-teaching method.

Code Compliance/ Accessibility:All areas will be designed to meet the most current national and local building codes including fire, life-safety, and health standards. The facility will be in full compliance with the Americans with Disabilities Act (ADA).

Sustainable Design:The project is not required to be registered for Leadership in Energy and Environmental Design (LEED) certification through the United States Green Building Council. However, the following sustainable aspects will be included in the design:

• Preserve a high percentage of vegetated open space to protect the surrounding ecosystem;• Manage stormwater to both reduce runoff quantity and improve quality;• Install water-conserving, low-flow plumbing fixtures;• Optimize the energy performance of the building by providing a highly energy efficient building envelope, lighting system, and heating, ventilation, and air conditioning system;• Optimize equipment selection, installation, and operation of HVAC equipment through Enhanced Commissioning of the building energy systems;• Divert construction waste from landfills that can instead be salvaged for reuse or recycled;• Adhere to construction indoor air quality management plans and using low-emitting building materials to safeguard occupant health;• Provide a high level of occupant control over individual lighting and thermal comfort to promote enhanced indoor environment;• Promote user education to increase awareness of the building’s green features and to utilize the school as a teaching tool for environmental and sustainability topics;• Use construction materials that are recycled and regionally manufactured;• Implement a Green Housekeeping plan;• Maximize daylight in classrooms;• Minimize background noise level from HVAC systems in classrooms and other core learning spaces and control reverberation time with sufficient sound-absorptive materials.

Project Information (Continued)Mechanical Systems:

Heating, Ventilation and Air-Conditioning System:The proposed addition will be heated and air-conditioned by a two-pipe hydronic heat pump (HHP) system. The HHP system will consist of individual, vertical water-cooled units for each classroom, with auxiliary heating provided by high-efficiency modular condensing-type gas-fired hot water boilers. Ventilation for the classrooms will be provided by an HHP integrated energy-recovery unit mounted on the roof.

Plumbing System:Plumbing fixtures will comply with ADA requirements and the Washington Suburban Sanitary Commission (WSSC) Plumbing Code and Regulations. The existing gas service will be extended to serve the new boilers.

Fire Protection System: The building will be fully sprinklered with a wet system in accordance with the National Fire Protection Code (NFPA-13 and 14) and the existing voice-annunciated fire alarm system will be extended into the new addition.

Energy Management System: A primary design factor is the conservation of energy. The importance and consideration placed on energy conservation will be reflected in the configuration and orientation of the building, the selection of materials, and the mechanical/electrical systems utilized. A direct digital automatic temperature control system will be provided to monitor and control all new HVAC equipment from a central building management system. The new addition will be designed to exceed ASHRAE 90.1 energy requirements and IBC Basic Energy Conservation codes as well as Montgomery County energy conservation codes. The design will incorporate the ANSI/ASHRAE/IES Energy Efficient Design for New Buildings.

Electrical Systems:

Service and Power Distribution:The existing underground Pepco primary electrical service will need to be re-routed prior to construction of the building addition. The existing 277/480V 2000A main switchboard will be utilized to serve the addition. The existing 125 kW outdoor generator will be utilized to serve life-safety and standby loads in the addition.

Public Address System:The existing public address system will be retained, extended, and modified as required to serve the new addition.

Security System: The new addition will have a building security system consisting of motion and contact sensors at all exterior doors that will be connected to the existing system and monitored by the MCPS Department of Safety and Security. A security upgrade to the existing building vestibulre will be considered during the design phase.
