LEGISLATIVE PRIORITIES 2020Transportation FundingKentucky’s roads and bridges are crumbling. Counties need more revenue to maintain them. KACo supports:

Increase the gas tax and other transportation-related fees; establish fees for electric vehicles.

Preserve the agreed-upon formula for distribution of funding to counties and cities.

Estimate the percentage of countyroads in need of moderate tosignificant repair in your county.

Preserve the agreed-upon formula for distribution of funding to counties and cities.

Jail ReliefCounty jails are overcrowded and the costs of incarceration have continued to climb. Counties need relief and want to be part of the solution. KACo supports:

Increase the state per diem rate. Broaden and fund substance abusetreatment.

Pursue criminal justice reform. Reimburse credit for time served.

A majority indicated that jail costs are the biggest pressure oncounty budgets – 53 percent – followed by employee pensions(19 percent), road maintenance (11 percent), employee healthcare (7 percent), ambulance service (7 percent), other (2percent) and law enforcement (2 percent).

Tax ReformCounties are being asked to do more with less. Limitations on revenue options coupled with ever-increasing demands for services put county leaders in an impossible situation. KACo supports:

Allow county sales tax authority.

Allow counties to levy a restaurant tax.

Increase optional fiscal court control over special purpose governmental entities (SPGE).
