CONSTRAINTS IN THE WATER SECTOR

� Shortage of funds for Development, Operation and maintenance of water supplies and management of water resources;

� Institutional weaknesses especially the shortage of qualified human resources, and lack of necessary skills of operators and consumers to properly operate and maintain water supplies;

� Uneven distribution in space and time of the national water resources;

� Choice of technology in water supply and sewerage development;

� Weak coordination of various actors in the sector

�ACCESS TO SAFE WATER� 60% in urban settings

� 40% in rural settings

�DIMINISHING RESOURCES� Kenya is classified as a water stressed country

with a limited natural endowment of freshwater of only 647 cubic meters per capita.

� This per capita availability is expected to fall to 235 cubic meters by 2025.

� New institutional arrangements based on the principles of the creation of a firewall between the management of water resources and water supply and sanitation services, institutional separation of service provisions from regulation and policy making, and finally, ensuring decentralization, participation, autonomy, accountability, and financial and ecological sustainability and efficiency.
