I've noticed that as I get olderthere come times when I justcan't sleep. Counting sheepdoesn't do it, aglass of warmmilk is useless, and if I try towrite a columnfor the Courierin the middle ofthe night it does-n’t make asmuch sense inthe morning asit did at 3 a.m.

I hate to get up and watch TVbecause it’s hard to concentrate, and so is reading.

So what do I do? I spendtwenty million dollars!

I came up with that figurebecause with it, I can take careof all my children and most any-thing I might want.

Here is my plan. I imagine asI lay there in bed that I have justwon the lottery and have takenmy winnings, which after taxesis $20 million. Then I decide howto spend it.

First I want my three childrento get $3 million each. Thatleaves me $11 million free andclear.

I will be using a money man-ager to handle our money andany profits from any invest-ments. I will give $200,000 to theKern River Valley HistoricalSociety with no strings attached, which they can spend as they

choose.By now I'm starting to get a

little sleepy, but I continue on.I will give a sizeable figure to

the political party of my choiceand will give Kern ValleyHospital a significant figure tohelp them over the rough spots.

Before I spend any moremoney, I will get all of our familytogether and lay out a cruise, astay in Hawaii, a trip to BoraBora and a week in Japan.

There will be sightseeingtours, rental cars, and there willbe...

My eyes are like lead and I amstarting to drift into the arms ofMorpheus.

But wait! We have alwaysloved Ventura and the Keys. Wewill buy a substantially-sized villathere on the harbor with its owndock. The house will have fivebedrooms with lots of room forthe kids to visit. It will also comewith a housekeeper and willhave all the amenities that thelatest homes have. There will bea 30-foot cruiser at the dock anda 35-foot sailboat. Parked in thegarage are new cars, a Lexusand a Mercedes.

‘House Concerts’ becoming bigKern River Courier

House concerts – which are liter-ally performances hosted in peo-ple's homes – are an internationalphenomenon that forge an intimatelink between an artist and an audi-ence, according to the Arts Councilof Kern. They are a celebration ofindependent music, as well as non-profit acts of love, with all proceedsgoing to the musician.

For the past several years, theArts Council of Kern has createdthe opportunity for Kern residentsto experience concerts in this man-ner by screening potential artists, working with host families, andhelping build a county-wide audi-ence.

The next one is a concert featur-ing Moira Smiley, an international-ly acclaimed singer-composer.After appearing in Bakersfield, shewill play at the home of Mitzie andTerry Twombly in Kernville on Sept.13 (see the Calendar item on page2).

Originally from Vermont, MoiraSmiley has won many awards forher interpretations of traditionalsongs from Ireland, Eastern Europeand the Appalachia, and is a much

sought-after instructor in vocaltechnique both in this country andabroad. As a composer, Smiley hascreated new works for vocalensembles from here to Africa, aswell as for dance, theatre and film.

She has sung with leadingensembles and artists around theworld, including Paul Hillier'sTheater of Voices, Ladysmith Black

Mambazo, KITKAVocal Ensembleand New WorldS y m p h o n y .Featured at LincolnCenter, UCLALive,Royal Festival Hall, and music festivalsacross the U.S. andCanada, Moira hasreceived praise

Kern River Valley information

Mike Mencarini Kern River Courier columnist

Well, summer is over even thoughthe heat doesn’t know it. The lakelevel is receding at a much slowerrate, now that a lotof the water thatthe lake has heldhas been let out forthe Bakersfieldfarmers.

Maybe this is agood time to stepback and do a littlereflecting.Thinking backover the pastmonths, I am having a hard timeremembering all the great fishingdays that you and I are accustomedto. It seems to me and my buddiesthat 2010 was not the constant catch-ing of our favorite species as it hasbeen in the past. The trout bite neverreally heated up. The crappie bitewas good but places like Freear onlyheld fish for a short time. Rapidly ris-ing lake levels this spring was proba-bly the culprit.

Another thing was that I am reallyconcerned about the shad popula-

tion. I don’t see any pelicans, veryfew seagulls, and no grebes withtheir young. Last week I fishedFrench Gulch on the docks. I didn’tbreak the bank but I did manage toget seven fair-sized crappie. Whatconcerns me is that of the seven fish, only three had shad in their gullets. The other four had nothing in theirstomachs. Hopefully I will get someanswers to the questions I posed inlast week’s column. Maybe it’s justone of those years.

Here is some better news. Theriver continues to get lots of rain-bows. And from all reports, the riveris producing lots of limits just aboutanywhere you toss in a line. Thisincludes both the upper and lowerKern. With any luck, the lake willturn around and we will enjoy agreat fall and winter bite whateveryour preference. Please don’t litterand support your local bait and tack-le shop.

Mike Mencarini is a WoffordHeights resident and a volunteer atthe Kern River Fish Hatchery. Forquestions or comments you canreach him through the Kern RiverCourier, [email protected].

Valley history: the Borel CanalFor many years before the lake and the dams were here, the Borel Canal

(also known as the Edison flume) snaked through the Kern River Valley. As long ago as the early 1900s, the canal took water out of the river near

Old Kernville, carried it around through the mostly-empty Hot Springs Valley(the current town of Lake Isabella), through Bodfish, and poured it downthrough the Borel Power Plant a few miles down the canyon to run the gen-erators. After going through the plant, the water returned down to the river.(That was when there was only one river, not an upper and lower Kern – sep-arated by the lake – as it is today.)

Construction began on the canal’s intake (now under the lake most of thetime) in June of 1897. The work to be done included 12.6 miles of canal andwooden flume. It was a tremendous undertaking, considering the rocky ter-rain and the amount of material moved.

The project was accomplished with good old-fashioned muscle and mule-power. Cement had to be hauled to the site by wagon teams from Tehachapi.Loads of machinery for the power plant were brought across the ruggedcountry by freight wagon from the railhead at Caliente, nearly 40 miles awayover steep, hilly country. Smaller teams of six mules or horses were used topull the plows and scrapers that moved mountains of dirt and boulders toform the canal bed.

There was a big celebration in the valley when the canal and powerhousewere completed in January 1905. The completed project was transferred fromthe Kern River Company to the Pacific Light and Power Company onNovember 13, 1909, and then to the Southern California Edison Company onMay 26, 1917.

Years later when the government built the dams (in the late 1940s), theAuxiliary Dam was placed right over the canal. Today, the water to run theBorel plant still comes from the canal/flume, which takes it through the pop-ulated areas of Lake Isabella and Bodfish before it makes it to the power plant.

Previews of new DVDs by DNA Smith

Released the week of Sept. 21:

PICK OF THE WEEK"Modern Family: The Complete

First Season" -- Winner of thisyear's Emmy for OutstandingComedy Series, "Modern Family"is one of the best comedies todebut in the 2009-2010 season. Ifyou haven't yet discovered it, thisis the perfect opportunity to get upto speed. Theshow is shotin a mocku-mentary style(a la "TheOffice") andcentersaround JayPritchett (EdO'Neill from"MarriedWithChildren"),his uberhotand much-younger newColombian wife (Sophia Vergara),her son and Jay's neurotic extend-ed family. The episodes are consis-tently hilarious and heartwarming, and the ensemble cast does a bril-liant job.

"Community: The CompleteFirst Season" -- I had pretty lowexpectations for this series, butafter giving it the ol' college try, Ihave to admit I'm hooked on thissitcom -- even more so than"Modern Family." "Community"stars Joel McHale as Jeff Winger,an ex-lawyer who's forced toattend a community college to getthe credits needed to be reinstatedto the bar. He hooks up with acrew of misfits and deeply dis-turbed people when he forms afake study group in order to hiton a cute co-ed (Gillian Jacobs).

What's surprising about"Community" is that each episodeis funnier than the previous one. Idon't know how they do it. It'spositively brilliant television.

DOG OF THE WEEK"Robin Hood: The Unrated

Director's Cut" -- I truly hope that"Unrated Director's Cut" means"This Version Doesn't Suck --

Unlike The One You Saw In TheTheater." Goodness gracious whata bloated sad mess that was --and I'm not just referring toRussell Crowe. You would thinkthat after nearly 75 years,Hollywood would realize there'sno way to outshine the classicErrol Flynn/Olivia DeHavillandepic. But no. Every decade some-one gets the bright idea of addinga new spin or twist to the legendand fails miserably.

This time it's director RidleyScottfalling onhis facewith thisdour, over-ly self-importantoriginstory ofhow RobinLongstridetransformshimselfinto themythichero of

Sherwood Forest. Gone are theMerry Men. Gone is any sense ofswashbuckling fun and adventure.Instead, we get boring speechesabout the rights of common men, convoluted political machinations, and after two hours of this drudg-ery, we're rewarded with a battlescene that's a pale rip-off of"Braveheart."

A: Lisa Kelly, 29, is in her secondyear of traveling on the dangerous, icy roads of "Ice Road Truckers."The former motocross championand pizza-delivery driver certainlycan hold her own within this "good-ole-boy" occupation, but she doeshave to constantly proveherself to her peers. She has beenmarried to husbandTraves since September2008.

***Q: I am so excited for the fall

movie season to begin, as I amgetting a little tired of all thesehigh-action, shoot-'em-up sum-mer blockbusters. Which fallmovies are you most lookingforward to? -- Renee G., via e-mail

A: Without a doubt, No. 1 on mylist is "Harry Potter and the DeathlyHallows -- Part 1," which opensNov. 19. I'm also looking forward to"Nowhere Boy" (Oct. 8), "RED" (Oct.15), "The Company Men" (Oct. 22),"127 Hours" (Nov. 5), "Love andOther Drugs" (Nov. 24), "How DoYou Know" (Dec. 17), "TRON:

***Q: Who are the celebrities on

this season of "Dancing Withthe Stars," and who do you pre-dict will walk away with themirror ball trophy? -- Edna J.,West Palm Beach, Fla.

A: As usual, the lineup of com-peting celebrities is quite diversethis year. We have: singer/song-writer Michael Bolton, R&B

singer/actress Brandy, comedian MargaretCho, ex-Laker RickFox, actress JenniferGrey, actor/singerDavid Hasselhoff, actress FlorenceHenderson, KyleMassey of DisneyChannel's "Cory in theHouse," former firstdaughter of AlaskaBristol Palin, "The Hills"star Audrina Partridge,

reality-show star Mike "TheSituation" Sorrentino and ex-quar-terback Kurt Warner. Given thatJennifer Grey had an excellentdance teacher back in 1987 (the latePatrick Swayze for "Dirty Dancing"),she might have a leg up on the com-petition. Of the men, my money ison "The Hoff."

California JoeKern River Courier Columnist

On Aug.12, 1882, RoyBean wasappointedJustice of thePeace overall the cacti, armadillosand sun-bleached cat-tle skulls in adesolate region of Texas. Hetook residence in a town calledLangtry. Bean had a favoriteEnglish actress, Lily Langtry. He built a saloon where he heldcourt and named it the JerseyLily. A huge framed portrait ofLangtry hung from the wall.He had seen her perform inSan Antonio. He wrote her fanletters and sent her live turkeysat Christmas!

For 20 years he ruled hisWest Texas roost with an ironhand. When a railroad workerwas found dead with a pistoland $40 on his person, Beanfined the corpse $40 for carry-ing a concealed weapon.Another story is that when aNew Yorker bought a pint ofwhiskey for 35 cents, payingwith a $20 gold piece, JudgeBean refused to make change. When the Yankee objected,Bean fined him $19.65 for dis-turbing the peace!

Judge Roy Bean brought the“Battle of the Century” to

Langtry when he scheduled theFitzsimmons-Maher rematchthere. In 1894 the governor ofChihuahua sent 150 cavalry toJuarez to keep the fight out oftheir town. Arizona’s militarywent on alert. New Mexicopassed anti-boxing legislation.Trains set out from SanAntonio, loaded with passen-gers.

When two Texas Rangers hittown and stormed into theJersey Lily, demanding thefight be stopped, Bean justlaughed. He showed the pair tothe porch and pointed a grub-by finger to a sand bar on thefar side of the Rio Grande. There they saw a pontoonbridge spanning the river tothe ring on the sand bar, safelyoutside of Texas jurisdiction.

Fight patrons retired to theJersey Lily to fill the night withgambling and drink.

After a long and feisty lifeJudge Roy Bean died of heartand lung complications in 1903.Ten months after his deathMiss Langtry stepped off thetrain to visit the city that herbiggest fan had built up forher. With a tear in her eye sheaccepted Judge Roy Bean’s pis-tol.

He would have been pleased!

Over 200 guests attended the west-ern-themed event. The Family LifeCenter gym was transformed with haybales, lanterns, cowboy boots, saddles, lassos, and neckerchiefs. The deliciousmeal was catered by Jim Wyly fromMt. Mesa Market and was served byvery capable and enthusiastic mem-bers of the ECHO Academy and theyouth group from Kern ChristianChurch.

Entertainment was provided byRich Zimmerman and LarryHolochwost, who sang, played guitars, and quoted poetry much to everyone’sdelight. Rounding out the evening offun and fellowship was a silent auction,a spirited live auction, and several doorprizes.

Of special interest at this year.s ban-quet were the heartfelt testimonialsfrom two local people who have usedthe services of the BakersfieldPregnancy Center and the PregnancyResource Center of the Kern RiverValley. These ladies spoke of the servic-es provided to families and individuals, and the enormous benefits theyreceived in helping them sort out theirthoughts and get back on track in theirlife.

Deer Creek Mill Road to be repaired

Forest road Deer Creek Mill (FS23S04) and spur (FS23S04A) locat-ed on the Western Divide Ranger District in Giant Sequoia NationalMonument, Sequoia National Forest, will be repaired. The purpose ofthis project is to restore safe access for forest visitors and reduce sed-iment delivery and its impact to water resources. These roads havebeen closed since 2009 due to unsafe conditions. The project willmaintain and improve public access by repairing damage, addingaggregate surfacing, cleaning culverts, reconditioning the roadways, and “storm proofing” the road drains to minimize future damage.

Deer Creek Mill road will be suitable for passenger vehicles, andwill be open to highway legal vehicles only. “This project is importantbecause it will provide visitors access into the Deer Creek GiantSequoia Grove, the southernmost grove in the Sierra Nevada’s,”Western Divide District Ranger Priscilla Summers stated. The work isexpected to be completed during the summer of 2011.

Kern River Courier Legal NoticesCo-publisher’s Corner

Kern River Courier is still freeMike DevichKern River Courier Co-Publisher

Is there anyone these days whoisn’t hurting financially? Many of ushave had to cut corners to try to getby. We gothrough ourmonthly orannual expens-es and look tosee what wecan drop.

Businessesare hurting, too. They are look-ing for ways toraise money toimprove their bottom line.

We hear that one of our competi-tors here in the valley is raising theprice of their paper from 50 cents to75 cents. Whether that’s advisable ornot in this recession or depression orwhatever we’re having is a questionthat we don’t have to answer here. The fact is that they’re doing it.

Isn’t it nice to have the Kern RiverCourier around? It’s a free paper thatcan be picked up everywhere in thevicinity. We drop stacks of them atover 100 places around the valley, including stores, restaurants andoffices. People literally snatch themout of our hands while we’re outdelivering. They tell us they love ourpaper.

We wish the valley’s advertiserswould realize that the Courier is sowildly popular and that we get intomany, many hands. We have a lot ofadvertisers, but we need more.

We have heard some of our poten-tial advertisers say that they have

always advertised in another publica-tion and don’t want to change rightnow. To those advertisers, we say, “ Isthe money you’re spending reallydoing you any good any more?”

Some advertisers have told us inthe past that they thought we didn’treach as many people as othermeans. I just have to wonder if theseother means are being honest as tohow many they reach. I know howmany we reach, because we hearmost of the copies of the Kern RiverCourier we put out are snapped up intwo days, while we see a lot of otherpapers sitting there for a long, longtime.

Another thing we’ve heard is,“Your pages are smaller, so my adwould be smaller.” I just can’t sub-scribe (newspaper joke) to this line ofthinking. You must think about thenumber of people you are reachingper dollar spent. We think the KernRiver Courier brings an advertisermore customers per dollar spent thanour competition.

We’re all being affected by theeconomy. We all have to watch ourpennies very carefully. Our freepaper is getting read more and morein the valley all the time. We’ve dis-cussed charging for it, but havealways rejected that idea becausehave a gigantic following that wewant to maintain for more exposurefor our advertisers.

If you’re an advertiser, think veryhard about all this. The Kern RiverCourier should be at the very top ofyour resource list.
