KEY INFORMATION

History of the SCARBRO Caro Bowl

The Caro Bowl is a rose bowl that was donated to the Auckland Tennis Association by the family of the

late Maurice S. Caro who was killed in action at the First

Battle of Somme in 1916. Maurice Caro was an all-round

sportsman and avid tennis player.

The Caro Bowl was first held in 1919 and it is the top

interclub trophy played for in the Tennis Auckland

competition. It is the most prestigious interclub grade in

New Zealand and has historically attracted the best

players.

Caro Bowl teams originally consisted of four men and four

women but the competition was split into separate men’s and women’s sections in 1991. There are a

maximum of eight teams in each section which compete each year for the Caro Bowl trophies. With

over 50 clubs affiliated to Tennis Auckland the competition to field a team in Caro Bowl is fierce and

winning clubs covet the prized trophy.

Until the mid-1990’s Caro Bowl matches were played on a Saturday afternoon and many will remember

the days when Brian Fairlie, Chris Lewis and Russell Simpson turned out for their clubs to do battle on

the grass courts at Stanley Street. It is fairly safe to say that every top Auckland player and many other

fine players from around New Zealand have played in the Caro Bowl competition at some point in their

tennis careers.

Friday night play at clubs was trialled in the mid 1990’s enabling regular interclub players to support

their club’s Caro Bowl team. This initiative has remained in place ever since and quite often you will find

large crowds enjoying the Caro Bowl action at their home club during the summer season. In 2015

Sunday afternoon contests were added to attract a different audience.

Scarbro Construction came aboard as the main sponsor of the Caro Bowl competition a number of years

ago and this gave Tennis Auckland the opportunity to promote the competition through the media and

to pay for the rising costs of administration and court hire. Tennis Auckland is tremendously grateful

for the support of Scarbro who have had an involvement with tennis in Auckland dating back to the

early 1900’s.

A review of the SCARBRO Caro Bowl competition was conducted at the end of the 2015 season. As a

result, a new round robin format was introduced for the 2016 season together with the introduction of

Saturday night and a later start for Sunday afternoon contests.

We would like to acknowledge the ongoing support of our tennis clubs. Some of our most established

clubs, like Parnell and Remuera, have supported this competition since inception almost a century ago

and they are still going strong today.

NOTICE TO ALL:

SCARBRO CARO BOWL CLUB MANAGERS | TEAM CAPTAINS | PLAYERS

Please ensure you are all aware of the following:

1 INCLEMENT WEATHER RULES – ALL CONTESTS

1.1 Tennis Auckland has gone to considerable trouble to arrange back up indoor options

for all matches including making arrangements with Blockhouse Bay Tennis Club to

use their indoor courts. When these courts are being used as wet weather backup the

start time will be 7pm on Friday and Saturday and 3pm on Sunday.

1.2 There is no reason why matches should not be completed (weather permitting). The

players are present and have made plans to play, the courts are available, so the

Interclub Committee directs that all scheduled matches will be played. The

inconvenience caused to all if a match is not played is considerable, undesirable and

unnecessary.

1.3 The Interclub Committee will not make a blanket transfer to indoors given the

extremely variable nature of the Auckland weather. In the event of wet weather on the

day of a scheduled contest, the following will apply:

1.3.1 Teams will go to the scheduled club venue (unless captains contact each other prior

and agree otherwise); and

1.3.2 Will attempt to play at the club venue.

1.3.3 If there has been no play within one hour of the scheduled start time the contest will

go indoors.

1.3.4 If the fixture has started and is interrupted by inclement weather teams may

wait a reasonable period of time for conditions to become playable. This period

should NOT exceed 30 minutes. Should the break in play exceed 30 minutes

the contest will go indoors.

1.3.5 At any stage by mutual agreement a contest may be moved indoors.

2 INCLEMENT WEATHER – PROCESS FOR MOVING INDOORS

2.1 Back-up venues for each contest are noted on the draw. These are:

• Scarbro Tennis Centre, Merton Road, Glen Innes. Ph 09 528 9782

• Blockhouse Bay Tennis Club, Rathlin Street, Blockhouse Bay. Ph 09 627 8735

• Manukau Tennis Centre, Te Irirangi Drive, Manukau

• ASB Tennis Centre, Tennis Lane, Stanley Street

2.2 In the event of wet weather, team managers need to contact Scarbro Tennis Centre or

Blockhouse Bay Tennis Club directly to advise they will be moving indoors to either play or

complete the contest. Tennis Auckland will not be liaising with the back-up venues.

2.3 To ensure staff are available at these venues, please call them by no later than 9.30pm on

Friday nights or no later than 6.30pm on Sunday afternoons. This will mean you can access

these facilities after normal closing hours (if required). Failure to call these venues by the cut

off time will mean the venue will close and will not be available.

2.4 For Saturday contests, Tennis Auckland will advise clubs directly of the process to follow the

week prior to the contest.

2.5 Please do not take BYO alcohol to back-up venues.

3 REPORTING TIME

2.1 Team Captains and/or Team Managers must report with their team sheets completed for the

first matches 15 minutes before the commencement of play.

2.2 It is recommended that all players should be on site 30 minutes before play for a warm-up, but

all players must be available to play at 6pm on either Friday or Saturday nights and 2pm on

Sundays.

2.3 Check availability of courts for practice with the host club because of junior club play.

2.4 The official warm-up time at the start of the match is 5 minutes.

4 DEFAULTS

Both doubles must start at 6pm on Friday or Saturday nights, or 2pm on Sundays. If any doubles

combination is not on court by 15 minutes past the designated start time, the match will be defaulted

unless prior agreement has been made with the two managers. If managers wish to change the

playing order of matches they may do so by mutual agreement.

5 ORDER OF PLAY

4.1 When four courts are used host clubs will start with doubles, followed by the four singles

matches.

4.2 When two courts are used doubles are played first and the home team picks singles order,

alternating with the opposition.

4.3 RULE (13.2.1) For all SCARBRO Caro Bowl contests captains will name the playing order for

the first matches to be played, be it singles or doubles, 15 minutes before a contest

commences. At the conclusion of these matches the teams shall have a maximum of 10

minutes to name their team for the remainder of the contest.

6 FORMAT OF MATCHES

ALL singles matches shall be decided by the best of three 12-point Tie-break sets; the Tie-break shall

apply at six games all in any set. ALL doubles matches shall be the same as ITF, ATP and WTA –

shortened format. Sudden death deuce and the 3rd set to be a Super Tie-break.

7 CHANGE OF ENDS

International Rules will apply i.e. at the first change of ends in each set, players should go straight to

the other end and play is to continue without a break. The first break is after the third game of each

set. At the end of each set a two-minute break is allowed.

8 COACHING

As coaching is allowed while a match is in progress (refer Rule 5.2.2), a chair should be courtside for

the coach. Each team is allowed no more than one coach or team member at the side of each court.

9 BALLS USED IN ALL CONTESTS

As per Rule 15.4.1 For SCARBRO Caro Bowl ONLY – unless by mutual agreement between the team

captain/manager – teams to supply three new first grade tennis balls for each match.

10 LIGHTING

All participating clubs to ensure their lights are of the best possible quality.

11 DRESS

a) A high standard of tennis dress is required and players will not be permitted to play unless they

meet these standards as prescribed in the Tennis New Zealand Code of Conduct.

b) In order to facilitate greater exposure for your SCARBRO Caro Bowl sponsors, your sponsor’s

name may be placed on the players' shirts.

c) Approval of team uniforms (that haven't previously been approved) must be obtained from the

Interclub Committee prior to the first round of competition.

12 COURT SURFACES

As a courtesy to the players, if your club has a choice of surfaces, please notify your opposition which

surface will be used a week prior to the match.

13 CROWD CONTROL

If a player or players have a problem with spectators the player/s must report to their Team Manager.

14 UMPIRES

Players shall umpire their own matches. During the finals, officials will be present to either

adjudicate or fully call matches depending on the level of staffing available.

15 REFEREE FOR ROUND ROBIN PLAY

Any club may request a referee for any fixture. This is done by contacting Desrae Garratt on

(09) 278 6591 or mobile 027 212 9255. A fee of $140 is payable to the Auckland Umpires Association

by the club requesting the referee. For semi-finals and finals, Tennis Auckland is responsible for

match officials.

Please make sure any requests are made 7 days before your fixture to give Desrae time to find a

suitable person if possible.

16 PLAYING ORDER

15.1 Team lists are in playing order as approved by the Tennis Auckland selectors.

15.2 Rule 10.3.1 – Singles Playing Order

Approved playing order is to be observed.

If a player is required to play up from a lower team (refer Rule 7.6) on any given day this

player must play below the players on that team’s approved playing list regardless of their

Configure Ranking. If two players are required to play up on any given day then these two

players must play below the team’s approved playing list but, as per Rule 10.4.1, if both

these players are in the same grading band they can play in any order. However, a lower

graded player must play below the player in a higher grading band.

If a player has played up three times during round robin play, as per Rule 7.10, they

become a member of this team and the selectors will approve this player’s position on the

team list.

15.3 Rule 10.3.2 – Doubles Playing Order

The highest graded player from the approved playing order must play in the top doubles.

15.4 Rule 7.6 – Eligible Substitutes

No player is eligible to play up to Scarbro Caro Bowl if he/she is not listed on any team list

for the club by the Wednesday prior to the contest.

17 SPECIALIST DOUBLES PLAYERS

There is no limit to the number of specialist doubles players that can be used in any one contest, as

per Rule 10.1. When a specialist doubles player/s has/have been named, the specialist doubles

player/s must be graded as per their singles grading and comply with Rule 10.3 (Playing Order).

18 ALTERATIONS TO SCARBRO CARO BOWL TEAM LISTS.

Applications for alterations to SCARBRO Caro Bowl team lists must be received by the Interclub

Committee by the Wednesday before the contest. No additions or alterations to team lists will be

accepted after 30th October 2018 unless the player has played up three times during round robin

play and, as per Rule 7.10, becomes a member of this team. The selectors will approve this player’s

position on the team list.

19 TEAM POINTS

Each team shall receive one point for every match won in that contest. The team winning the greater

number of matches in the contest shall receive two additional points. Should the teams win an equal

number of matches, then a count back of sets will determine the winner of the contest. If sets are

equal then a count back of games shall determine the winner of the contest and allocation of the

two additional points. If on a count back the games won are equal then the additional two points

shall be shared one each.

20 ROUND ROBIN FORMAT – Women’s Competition

In the 2018 Women’s Competition, the format is Round Robin play over seven rounds. The final will be

contested between the first and second placed teams (on accumulated points) at the conclusion of the

Round Robin. There will be no playoffs for 3rd to 7th places.

21 POOL PLAY FORMAT – Men’s Competition

Teams will be divided into two pools of four based on their final placing from the previous season.

The formula for determining pools is:

Pool A Pool B

1st 2nd

4th 3rd

6th 5th

Teams 7 & 8 (newly promoted team) are drawn from a hat to complete pools.

22 PLAYOFFS / SEMI-FINALS – Men’s Competition

20.1 At the conclusion of Pool Play the winning team in each group will play the second placed

team from the other group. Winners of the Semi-Final matches will progress to the Final.

20.2 The bottom placed teams in each pool will contest a playoff series to determine relegation.

20.3 Should teams finish equal on points at the end of the round robin, the team that won the

most contests is deemed to be first. If teams have the same number of winning contests,

then the decision will be made on who beat who during the round robin. If still tied, a count

back of all contests (sets and games) will be required. This also applies to relegation of teams.

23 PLAYER ELIGIBILITY PLAYOFFS / SEMI-FINALS / FINALS

22.1 Player Eligibility – Rule 8.6.1 to be eligible to play in any final playoff or promotion, a player

must have played in at least two contests for his/her club in that season in the same

competition, as defined in rule 4 (ie 4.1 = singles competition).

22.2 Player Eligibility – Rule 8.6.2 if a club cannot field a complete team in any playoff or final a

player from a lower singles grade may play provided they meet the requirements as listed.

The player must be a financial member of the club, be listed on a lower team list and must

have played a minimum of two matches in the current season in the same competition (as

per rule 4.1). They may then return to their original team.

24 HOST VENUES FOR SEMIS, PLAYOFFS AND FINALS

1. Semi-Finals to be hosted by the 1st placed team in each pool

2. Play-offs for 5th to 8th to be hosted by the 3rd placed team in each pool

3. Finals to be hosted by:

a) The team with the most points in Pool Play (excluding sets/games count backs)

b) The team with the biggest winning margin in the semi-finals (excluding sets/games

count backs)

c) The opposite venue to where they last played each other (current or previous season)

d) Coin Toss

25 IN SEMI FINALS, FINALS AND PLAYOFFS - IF CONTESTS ARE TIED

If sets and games are tied then three Tie-break singles are to be played to get an overall winner.

The three participants from each team that are to contest the Tie-break are to be named within

10 minutes of the last match finishing and these three Tie-breaks are all to start at the same

time (15 minutes after the completion of the last match).

26 PLAYER BEHAVIOUR

The competition is for the players and will only be as successful as the players make it. All the

administration systems will help facilitate this but players in the final analysis will determine

whether or not the competition is successful.

The players playing SCARBRO Caro Bowl are to set an example for all tennis players and

therefore standards of dress, discipline, language and behaviour must be maintained at the

highest level. Team Managers must ensure their players comply with these standards.

27 COMPLAINTS PROCEDURES

The following procedure applies to complaints of breaches of the Code of Conduct, these

Guidelines and any acts which bring the game of tennis into disrepute.

1. Any complaints regarding a Caro Bowl contest must be in writing and come from the Club

President or Team Manager. The complaint must identify as clearly as possible who is being

complained about and what the issues are. This is to be received by the Tennis Auckland

Complaints Commissioner (c/- the Interclub Committee) no later than midday on the

Monday following the contest concerned.

The Complaint Summary will be sent to the Manager of the opposing Team who will send

a copy of the complaint to the Club President and the individual(s) who are the subject of

the complaint by 8pm on that Monday

2. A response to the complaint should be sent to the Interclub Committee by 5pm on Tuesday.

3. The complaint response will be shared with the complainant.

4. The Complaints Commissioner shall make such enquiries and receive such evidence as he

sees fit, consistent with fairly hearing both sides and either:

(a) Make a decision binding on both Clubs and any relevant Players/Club members

involved; or

(b) Call for a hearing by the Centre Judiciary Committee to which the relevant player(s),

team representatives or Club members who are the subject of the Complaint Summary

shall be entitled to attend, and a Representative of the complaining Club may be

present.

5. The decision of the Complaints Commissioner or the Centre Judiciary Committee (as the

case may be) shall be final and binding and be delivered no later than 10pm on the Thursday

following the contest concerned. It shall be emailed to all parties no later than midday

Friday.

6. The timetables set out in this process reflect the important need to have a prompt and fair

decision. In extraordinary cases the Complaints Commissioner or the Centre Judiciary

Committee (as appropriate) may extend time but:

(a) The extension should be consistent with a prompt (within days of the contest

concerned) final decision;

(b) Must be first notified to all parties other than the person seeking the extension and

their views taken;

(c) Must have compelling reasons which are to be put to all parties by the person seeking

the extension;

(d) If an extension is granted then it shall, according to its terms, override the timetables set

out in the previous clauses;

(e) If any party required to comply with any step in these timetables fails to do so the

Commissioner or the Centre Judiciary Committee may proceed notwithstanding that

failure;

(f) If any party fails to attend any meeting or hearing at the appointed time that meeting or

hearing may continue in his/her absence and a decision made.

26 LOCAL PROMOTION OF SCARBRO CARO BOWL

a) Promote the competition and the team within your own club. Put a notice and your draw on

the notice board. Encourage club members to come and support your team, and make these

supporters feel welcome.

b) Newspaper: Try and promote your team through the Suburban Newspaper Group. These

papers are Western Leader, Central Leader, East and Bays Courier, Eastern Courier, Auckland

City and Harbour News. Promote your team and therefore your club by writing editorial for

your local newspaper. If you type the copy double-spaced you will find the papers are happy

to receive and print it.

c) Please display SCARBRO signage at your club, that has been provided by Tennis Auckland and

the Sponsors

d) Please advise Tennis Auckland if you plan to host any events for your SCARBRO Caro Bowl

matches so we can promote them on our Facebook and website pages.
