IntroductionThe City of Sydney (City) invites applications from organisations or individuals servicing the community sector who are able to act as a tenant operator or operator to operate the small community shed at 3 Joynton Avenue, Zetland. The successful applicant will be responsible for organising a men’s and women’s shed group or groups, other activities, the day-to-day operational management, and supervision of a comprehensive health and safety system. The tenant operator or operator will enter into an Accommodation Grants Program lease for a 5 year term, based on regular review of performance.

The tenant operator or operator will support the community to access the centre on a fair and equitable basis by:

Developing an operational model that welcomes all community members to access the shed and participate for minimal fees

Providing opportunities for programmed activities, classes, workshops and DIY sessions

Developing a plan for maximising use of the shed by groups and individuals Fostering collaboration and engagement with the local community, businesses and

organisations Working collaboratively with community gardeners in Matron Ruby Park

BackgroundThe Banga Community Shed is part of the new Green Square Community Cultural Precinct located in the former South Sydney Hospital at 3 Joynton Avenue, Zetland. This hub forms part of the series of new community facilities for the growing population of Green Square along with the Library and Aquatic Centre. Banga is an Aboriginal word for to make or do.

The Banga Community Shed is based on the Men’s Shed movement – a shed movement built around supporting men, often retirees, to achieve better health and well-being outcomes. However, this shed will also be open to women’s groups who are interested in using the space for similar activities.

Community sheds are a growing initiative in our community targeting people who need shed space and social opportunities and especially in areas of high density with little access to backyards. The men’s shed movement has been well established across Australia and have proven to bring extensive benefits to participants. These positive benefits range from reducing isolation to suicide prevention. It has been found, in older men in particular, that isolation after retirement can lead to depression and sometimes suicide.

Community Sheds are a key initiative in the Council endorsed ‘Next Generation – A Blueprint for Aged Services & Facilities 2008 -2018’ (“the Blueprint”). The City is keen to support the development of Sheds projects, not only within our own facilities as they are redeveloped, but also where the initiative comes from local community members, groups and organisations.

Green Square is the largest urban renewal area in Australia. The residential population of City South (including Green Square) will almost double over the next 15 years, from approximately 60,500 to 115,500 by 2031. Community facilities in Green Square present an opportunity to provide community and creative opportunities essential to the social and economic capital for the area. The Banga Community Shed will provide an accessible place for shed activities like recycling furniture, fixing appliances, woodwork, making toys or anything you can make in a small shed.

Adjacent to the Banga Community Shed are 104 residential apartments, known as Exordium. These are owned and managed by City West Housing. The apartments are provided as affordable housing for workers in teaching, nursing, police, fire brigade and other essential services, a large proportion of whom may be shift workers. Since April 2016 a mix of singles, couples and families with children have been living in the apartments.

Operating the propertyRent

A recent assessment of the Banga Community Shed estimated the market rental value of the property to be $17,763.30 per annum excluding GST.

The City will consider a request for a rental subsidy for this property to enable the delivery of the site as a community shed. The subsidy requested can be between 0 - 100% and should reflect the market rental assessment and the organisation’s capacity to pay.

Applicants are encouraged to consider how their organisation might become more sustainable over time and to reflect this in subsidies requested.

Outgoings

Outgoings will include water rates, electricity, waste removal and general repair and maintenance. A general maintenance schedule will be released through an update to the FAQ guide.

Leasing agreementA standard City Accommodation Grants Program lease (annexure D) will be established between the tenant operator or operator and the City. The City is seeking organisations who want to be a tenant operator (i.e. would occupy and operate the premises as a community shed) or organisations who would oversee the operation of the shed but not occupy the premises. The latter would include organisations that would receive the accommodation grant and sign the lease but would oversee the operation of the shed but not occupy it, allowing community shed groups, men’s shed groups, women’s shed groups or other groups to actually use the shed. This operator would remain legally responsible for adhering to the lease, grant conditions and the management plan. Importantly, given the use of machinery in the shed this organisation is responsible for ensuring all health and safety requirements are adhered to.

The lease term will be 5 years. The lease will include standard criteria applicable in addition to specific criteria that address the successful respondent’s purpose. These criteria will be assessed annually and failure to adequately meet the stated criteria will breach the lease agreement. A condition audit will be undertaken prior to occupation of the premises and will form part of the lease. The tenant operator or operator must operate the centre as per the Banga Shed Management Plan (annexure A) and strict health and safety procedures.

Accommodation Grants ProgramThrough the on-line Grant Application process, community organisations apply to occupy a specific City-owned property at a reduced rental rate through the City’s Accommodation Grants Program. The City offers this ‘grant’ of support in the form of a value-in-kind rental subsidy of up to 100% of the market rental rate.

The rate of the rental subsidy is determined by the type of organisation, the focus of their services and their capacity to pay rent.

During the application process, applicants are asked to nominate rental amounts for consideration based on their proposed business model and operational plan. The rental amounts nominated should reflect:

The operational plan for the property; The project’s budget and financial structure; and The ability to pay rent.

The market rental amount for Banga Community Shed is $17,763.30 (excluding GST) per year.

Please note, rent is paid monthly in advance and all rental rates across all Accommodation Grants Program properties are subject to a 3% annual CPI increase, which you should reflect in any level of subsidy you propose.

Applicants will need to respond to how they will meet one or more of the Accommodation Grants Program outcomes in their application. For more information please see the Assessment Criteria on page 11 of this document – “How we will assess your application”.

Open HousesTwo open houses will be held on-site at the Banga Community Shed during the application period. Please note, the Centre will be under construction at this time. All interested parties must register via Eventbrite and details are on the website .

Interested parties must attend an open house prior to submitting an application.

The City is seeking applications which require you to include an operational model and health and safety plan. These should demonstrate your experience and a vision for the Banga Community Shed.

The following must be included in your operational plan:

a) Vision

Compelling vision for the Joynton Avenue Banga Community Shed including:

How you propose to activate the property; How your program will engage the local Green Square community; How you will foster collaborations between shed participants, community gardeners,

Joynton Avenue Creative Centre and park users etc; How your program will foster community shed activities and shared outcomes; and How your program will support positive social outcomes and skill development.(500 word limit)

b) Experience

Your past experience including: What you currently do; Your objectives; Your experience in community services/programs; Your experience working with a diverse range of community members; Key personnel; and A readiness to activate the property from mid-2017.(500 word limit)

c) Corporate Responsibility

Examples of environmentally responsible business practices you would plan in relation to the management of the Shed;

An example of a Access and Inclusion Action Plan you would use in relation to the management of the Centre;

Applicants will need to login or register to make the online submission. It is recommended that applicants login / register well in advance of the closing date to view the application form and become familiar with navigating the form.

You can start an application, save it and return to it as needed prior to submitting.

You will need to upload/submit attachments to support your application. This is very simple, but requires you to have the documents saved on your computer, or on a storage device.

Be sure to allow enough time for each file to upload. Files can be up to 20MB each; however, we do recommend trying to keep files to a maximum of 5MB – the larger the file, the longer the upload time. If your internet connection is not strong you may have difficulties uploading large files.

Please ensure that you allow enough time to make your submission. If you leave the application to the last minute, and have any issues with submitting it, there may not be enough time for City staff to be able to assist you.

The SmartyGrants Online Application Portal will close for applications at 5.00pm AEDT on Monday 13 March, 2017. After this time the portal will not accept applications.

Applicants will receive a confirmation email when your submission has been uploaded successfully. If this confirmation is not received then you should presume that your submission has NOT been submitted.

All applications lodged will become the property of Council and on no account will they be returned to the applicant.

workers and visitors, and contribute to the social, cultural, economic and environmental health of the city

Greater public participation in community projects

Each of the mandatory evaluation criteria listed above are considered to be critical.

They are not listed in order of priority or of equal weight for evaluation.

Operator / Tenant Operator ResponsibilitiesThe successful applicant will be required to do the following:

Oversee the overall management of the facility to ensure that professional, safe, and ethical standards are applied in order to run a viable, community sensitive space;

Enter into an Accommodation Grants Program (AGP) lease with the City of Sydney that will also include Key Performance Indicators as an essential term of the lease (Annexure D);

Ensure the space is clean, presentable and safe; Participate in AGP lease review annually and at end of initial term; Meet with the City’s Relationship Manager on a regular basis; Manage regular waste and recycling collections; Undertake meetings and liaise with relevant City staff regarding all areas of the

property; Liaise with City Staff and Brookfield Multiplex, managers of the City of Sydney’s

Property Portfolio, to book maintenance jobs as required; Pay all utilities costs including electricity, water, waste removal and cleaning or any

other costs associated with the obligations of the lease; Prepare a WH&S plan to ensure its suitability for both staff and public under the

applicants care which complements the evacuation and fire safety plans for the building;

Prepare Environmental Management noting the management of regular waste and recycling collections;

Prepare an Action and Inclusion Action Plan for the property; Build positive and productive working relationships with other Green Square

Community and Cultural Precinct building operators and users, City West tenants as well as with local organisations and residents to optimise a positive impact on the surrounding precinct;

Ensure all operators/tenants/staff undertake WH&S training and working with children checks as required;

Provide Public Liability Insurance of $20 million (on execution of the lease), noting the City of Sydney as an interested party on the Certificate of Currency;

Respond appropriately and in a timely way to emergency situations and ensure users and visitors are informed of situations that may affect their use of the property;

Ensure the property is utilised actively and efficiently; Appropriate recognition of the City including use of City of Sydney logos on

marketing and promotional material; and Contribute to research and providing quarterly data and feedback for the purposes

of project evaluation and reporting.
