Taxation trends in the European Union Focus on the crisis: The main impacts on EU tax systems

What was the impact of the economic and financial crisis on EU tax systems? This booklet, based on the 2011 report Taxation trends in the European Union, provides an overview of the way in which the recession that started in 2008 affected the tax systems of the 27 EU Member States. It examines the impact on tax ratios and analyses the reaction of tax policy by country and by type of tax, answering questions such as: Did EU Member States cut or increase taxes in the recession? Was the impact of the recession stronger in countries with higher tax ratios? Did the tax policy choices take into account the existing level of taxation?

European economic forecast — Spring 2011 European Economy 1/2011

The spring 2011 forecast confirms the continuing recovery of the EU economy. With private domestic demand gradually taking over as the main engine of growth and despite the ongoing sovereign-debt tensions in some countries, economic growth in the EU is set to become increasingly self-sustaining over the forecast horizon.

Labour market developments in Europe 2011 European Economy 2/2011

This report analyses labour market developments in Europe during the initial phase of the recovery from the major recession that followed the financial crisis. Despite resumed growth in 2010 in most EU countries, employment lagged behind. The muted response of employment to growth was largely the result of a considerable rebound in hours worked.

The report includes analytical focuses on issues of relevance in the current context: reform priorities for unemployment benefit systems; wages, competitiveness and macroeconomic imbalances.

Seas for life Protected — sustainable — shared European seas by 2020

We all benefit from our seas and oceans. In addition to the more traditional uses like transport, fishing, aquaculture, tourism and recreation, we now have the extraction of minerals, oil and gas, and the use of the sea as a site for wind farms and communication cables. We also enjoy the beauty of open seascapes and distant horizons, the fresh air and the clean coastal and marine environments. Finally, seas support a wealth of wildlife and perform a vital function in keeping our climate stable.

Green public procurement (GPP) is defined in the European Commission’s communication ‘Public procurement for a better environment’ as ‘a process whereby public authorities seek to procure goods, services and works with a reduced environmental impact throughout their life cycle when compared to goods, services and works with the same primary function that would otherwise be procured’.

This handbook is designed to help public authorities successfully plan and implement GPP. It explains the possibilities offered by European Union law in a practical way, and looks at simple and effective approaches to greening contracts.

Grade retention during compulsory education in Europe: Regulations and statistics

The study compares how grade retention making pupils repeat a school year is applied in schools across Europe and produces an inventory of the legislation and practices in place. It shows that those practices vary greatly between countries: whether a child has to repeat a year at school depends more on the educational culture concerned and teacher appraisal than on the child’s performance. It was produced for the Commission by the Eurydice network and covers 31 countries (all EU Member States, Iceland, Liechtenstein, Norway and Turkey).

Successful European nanotechnology research Outstanding science and technology to match the needs of future society

In order to think ever bigger, you have to go ever smaller. Science today is looking for the key to greater achievements by turning its full attention to the manipulation of structures in the order of a few millionths of a millimetre, the nano domain. However, this new industrial revolution implies the mastery of an intricate web of interdisciplinary connections, as demonstrated throughout the research projects of the different clusters described in this publication. Nanomedicine is represented by its three main branches: diagnostics, drug delivery and regenerative medicine.

Secrets in your pocket EU-funded innovation: the road to success

While EU research funding comprises only 5 % of total research spending across Europe, the collaborative nature of transnational research clearly acts as a catalyst for many innovations.

The e-passport story and other successful examples of EU-funded innovation presented in this brochure share a common feature: the combination of funding they received. EU funds, as well as national and regional funds combined with private investment were enablers of these chains of innovation.

Crime and deviance in the EU Key findings from EU funded social sciences and humanities research projects

In a changing European political landscape, where borders have progressively been erased and people’s mobility has become a reality, crime is a fully fledged European phenomenon, which needs to be analysed from a European and interdisciplinary perspective, within the umbrella of socioeconomic and humanities disciplines.

The European Commission has funded several research projects in the field of crime and deviance, through the socioeconomic sciences and humanities programme, within the sixth and seventh framework programme for research and technological development. This policy review summarises main findings of those projects, with the aim of providing a useful tool for policymakers, practitioners and researchers in the field of crime and deviance

Towards responsible research and innovation in the information and communication technologies and security technologies fieldsThis publication, introduced and edited by René von Schomberg, consists of a series of research articles reflecting on how to proceed towards responsible research and innovation in the information and communication technologies and security technology fields. The authors who contributed to this publication are coordinators of or participants in major FP7 projects funded under the science in society programme. A total of 10 projects have inspired the authors to reflect and address various governance and ethics issues underlying the responsible development of these new technologies. A deliberative approach to the responsible development of these technologies implies inclusive governance, based on broad stakeholder involvement, public debate and early societal intervention in research and innovation, among others, by means of ethics assessments and various technology and privacy impact assessments.

Migrants in an irregular situation employed in domestic work: Fundamental rights challenges for the European Union and its Member States

Chilling accounts of the abuse of domestic workers’ fundamental rights have surfaced recently in Europe. To help those charged with protecting these rights, the European Union Agency for Fundamental Rights (FRA) prepared this research, the first to analyse on the ground the situation of migrant domestic workers who are present in the EU in an irregular situation. Through interviews with migrants and representatives of organisations who may come to their aid, the report explores the heightened risks of abuse and exploitation faced by these workers, overwhelmingly female, whose fears of detection and deportation hinder their ability to access rights from healthcare to claiming unpaid wages.

The impact of the racial equality directive Views of trade unions and employers in the European Union

Strengthening the fundamental rights architecture in the EU IV

The racial equality directive (2000/43/EC) is the key piece of EU legislation combating discrimination on the grounds of race or ethnic origin. It encourages employers and trade unions to engage in social dialogue to promote diversity and challenge racial and ethnic discrimination.

These are the findings of the FRA research on the views of social partner organisations in the EU concerning the application of the racial equality directive in practice, with a sole focus on the area of employment.

European drug prevention quality standards A manual for prevention professionals

Prevention is one of the first approaches to be mentioned when public debate and policy address drug use and drug-related problems. Regularly, measures of prevention are presented as a means to overcome existing or future problems. However, evidence of ‘what works’ in practice is often overlooked. Similarly, research has shown examples where preventive efforts produced no or detrimental effects.

This publication will help steer efforts in the right direction.

Compendium of practice on non-discrimination/equality mainstreamingNon-discrimination/equality mainstreaming is the systematic incorporation of non-discrimination and equality concerns into all stages of the policy process. It is implemented on the six grounds of gender, racial or ethnic origin, disability, age, religion or belief, and sexual orientation. But non-discrimination/equality mainstreaming is a challenging concept to implement. This compendium is designed to assist policymakers and programme managers, in all policy fields, to implement this mainstreaming as an integral part of their work. It offers guidance on supporting and implementing mainstreaming and sets out a broad range of practice examples from different Member States.

Promoting ethnic entrepreneurship in European citiesEuropean cities are increasingly faced with the challenge of integrating people from very diverse backgrounds. As migrant populations increase, so do the opportunities for new business, job creation and international competitiveness. This report shows that ethnic entrepreneurs, however small their venture, contribute to the economic growth of their local area, often rejuvenate neglected crafts and trades, and participate increasingly in the provision of higher value-added services. They can help to promote stronger trading links with their home countries and foster social cohesion in their host communities. The report examines what city authorities are doing to attract ethnic entrepreneurs into their established business communities, and to facilitate the business environment — from the purely financial to providing training and advice.

Employment and social developments in Europe 2011The economic, financial and sovereign debt crises and subsequent austerity measures underline the need for a more integrated approach to employment and social policy. This review merges two previous European Commission reports on these areas. It begins with an overview of the current European employment and social situation before looking at recent shifts in Europe’s job structure and in income inequality. The report then examines patterns of poverty and social exclusion in Europe and the phenomenon of in-work poverty. Issues of active ageing, intra-EU labour mobility and the impact of enlargement are also covered.

Eurostat is marking the European Year by publishing this book which contains statistics on topics such as demography, healthcare, pensions, volunteering and adult learning.
