Nepal adopted the multi-university concept in 1983. The idea of Pokhara University (PU) was conceived in 1986; however, it was established only in 1997 under the Pokhara University Act, 1997. The Incumbent Honorable Prime Minister and the Honorable Minister for Education of the Federal Democratic Republic Nepal are the Chancellor and the Pro-Chancellor, respectively. The Chancellor appoints the Vice Chancellor, the principal

executive officer of the university. The Registrar is designated to assist him/her in financial management and general administration. A non-profit autonomous institution, PU is partly funded by the Government of Nepal and partly by revenues from its students and affiliated colleges.

Objectives• To produce high quality skilled human resource in the area of science, technology,

management, social sciences, law, humanities, education, and other professional areas for national development;

• To encourage participation of the private sector in the development of higher education;• To create healthy, respectful and result-oriented and disciplined academic environment

by improving quality in higher education;• To promote the quality and standard of higher education through the healthy competition

in higher education; and• To contribute to the community development by operating extension programmes.

The University has introduced a number of innovative programmes in many areas and it has been able to create a niche for itself. In order to pursue a sustained path of growth, meet national expectations, and launch effective programmes in an efficient manner, there was a need of a strategic planned approach. Hence, a plan was prepared in 2059 B.S. (2003) and produced to the Annual Meeting of the University Senate for its approval and that plan was approved by the Senate in that very meeting. It was revised in 2065 B.S. (2008) in order to incorporate the new strategy of the University and the first five year action plan (July 2008 to June 2013) was prepared. As the second plan and the first five year action plan period has been completed, this document is the revised University strategy and a second five year action plan (2013-2018) which is prepared with a view to implement the new policies with new strategies of the University.

VisionThe University has fully understood that it has to partake and contribute in raising the living standard and improving the quality of life of the people to bring about the permanent peace, prosperity, and well being in the country by contributing to create gainful employment opportunities, raising production and productivity, removing the drudgery on work with the promotion and use of indigenous, local and appropriate technologies by promoting and using sustainable energy and by changing the social psychology of the people towards sustainable development goals and social justice.

MissionThe mission of Pokhara University is to develop as a Centre of Excellence for Higher Education by excelling teaching and learning, research, and publication activities; contributing to the national development process by producing job market oriented, responsible, productive,

service oriented and committed human resources; and linking the university system with the community services.

Goals• To build the university system into an advanced center of learning, and research

including frontier approach to study like open learning; • To produce high level human resources equipped with knowledge, skill, personality,

leadership, and human values, who can meet present day work challenges, act as change agents, and give direction for the future;

• To serve as an institution to make higher education accessible to the underprivileged section of the society;

• To make a positive contribution to academic scholarship, research and publication that will underpin and strengthen the teaching curriculum and generate knowledge;

• To build a dynamic institution capable of withstanding changes;• To pursue excellence and quality in all aspects of the university’s activities and services;• To link the knowledge, research, and publication with the productivity to serve the

nation for the creation of knowledge economy, especially the weaker section of the society; and

• To increase the competitiveness of the University in regional and international levels.

FinancingPokhara University manages its expenditures mainly from three sources: Nepal Government’s grants, revenue from students and affiliated institutions. PU has been gradually reducing its dependence on government coffer in line with Nepal Government’s fiscal policy of cost-effective sharing with private sectors. However, it fully depends on government grants for financing the capital expenditure, especially on building infrastructures for academic and administrative purposes. With the local community-endowed land, PU provides spaces for Schools and Research Centers included in the University Plan. PU credits donors and contributors involved in the construction of infrastructures, such as hostel, library, stadium, and auditorium.

Decision Making BodyUniversity Senate: It is the supreme decision making body on policies, budget, and rules and regulations. Incumbent Honorable Prime Minister is the ex-officio chairperson of the Senate. Honorable Minister of Education chairs the Senate Meeting in the absence of Premier, and Vice Chancellor chairs it in the absence of Minister of Education. Senate is composed of the representatives from District Development Committee, Municipalities, industrialists, farmers, social workers, academicians, donors, Ministry of Education, University Grants Commission, Higher Secondary School, Nepal University Teacher Association, Pokhara University Teacher Association, Student Union and other universities. The Vice Chancellor, the Deans, four Campus Chiefs and three university teachers nominated by the Chancellor are also the members of the Senate. The Registrar is the member secretary of the Senate.

Academic Council: Chaired by the Vice Chancellor, Academic Council is an academic body of the university. The Council is comprised of the heads of the major academic bodies, such as the Registrar, Deans of different faculties, Chairmen of various subject committees, educationists, the Chief of Research Center, Controller of Examinations, Chief of Curriculum Development Center, experts and teachers appointed by the Chancellor on the recommendation of the Vice Chancellor. The Council formulates policies and practices on curricula, teaching, examination, and academic programs of the university. Executive Council: Chaired by the Vice Chancellor, the Council executes decisions taken by the University Senate. It is composed of seven members—the Vice Chancellor, one person from among Deans, one person from among the Campus Chiefs who are members of the Senate, three persons from among members of the Senate including one teacher and the

Registrar. The Registrar is the ex-officio member secretary of the Council Others: Subject Committees and Examination Committee assist the university in designing academic programs, conduct examinations, and monitor decisions made by the university. University Service Commission recommends candidates to be recruited as per the requirement of the university. Currently, the University Senate has given approval to run academic programs under the Faculty of Management Studies, Faculty of Science and Technology, Faculty of Humanities and Social Sciences and Faculty of Health Sciences.

Location

Pokhara University is located in Pokhara Lekhnath Metropolitan City of Kaski district, 13 kilometers east from the city center. It has an administrative and academic complex in the serene and scenic location of Seven Lake City, Lekhnath, in the lap of the Himalayan range and peaks, such as Mt. Machhapuchre, Mt. Dhawlagiri and Mt. Annapurna. In addition, Begnas Lake and Rupa Lake are within walking distance of its academic complex and central office.

Semester System

Pokhara University follows the semester system. However, there is trimester system for MBA program and annual system for nursing program. The university continuously evaluates students’ performances, allowing individual learners, subject to the regulation of credit requirements, to progress with their abilities and conveniences. The instructor is responsible for internal evaluation of students, whereas the Office of the Controller of Examinations conducts

the semester-end examination. Each course has a certain credit hours assigned to it depending on the number of lectures, tutorials and practical works in a week. Normally one credit is equivalent to one hour lecture per week. A course with three credits requires approximately 48 teaching hours in a semester. If a course is taught by more than one instructor, one of the instructors should be coordinating that course.

Academic ScheduleThe academic year of PU consists of two sixteen-week semesters: Fall and Spring. Normally, Fall semester starts from September and Spring from March. New admission in Bachelor Program is taken only in Fall, and in Master Program, both in Fall and Spring.

Evaluation and Credit Transfer System

Pokhara University has two components of performance evaluation system: internal and external. The concerned faculties and colleges evaluate students’ performances. The weight of internal evaluation in Bachelor Program is 50 percent and in Master program, 60 percent.

Examinations Building

Office of the Controller of Examinations conducts the semester-end examination for external evaluation. PU has been downsizing system to check up the undeserving internal evaluation of students. It has followed both absolute (if number of examinees is less than 30) and relative grading (if number of examinees is greater than or equal to 30) system in the particular program/subject on 4 point rating scale, however percentile system is applied in nursing program. PU has established a system of credit transfer. Students of other universities can transfer maximum 25 of the total credits to Pokhara University, and students of Pokhara University can transfer their credit hours to other universities.

Faculties and Academic Programs

Pokhara University offers different academic programs to prospective students under the Faculty of Management, Faculty of Science and Technology, Faculty of Health Sciences, and Faculty of Humanities and Social Sciences. PU offers Bachelors, Master, PhD and MPhil programs in various subjects in its 4 constituent colleges and 58 affiliated colleges. Currently 2 PhD, 1 MPhil, 22 Masters, 26 Bachelor and 1 PG programs are offered by constituent and affiliated colleges of the university.

PU runs semester system, trimester system and annual system. All undergraduate (Bachelor) programmes are at least four year’s (8 semester) programme. The minimum duration of master programmes is at least two years (4 semester or 6 trimesters) and MPhil programme is 1.5 years (3 semesters). About 9,000 students enrolled in various programs.

1. Council for doctoral StudiesAs the scope of the teaching as professional job is expanding in the country along with the expansion of Pokhara University, there is a growing demand for doctoral studies from within and outside of Pokhara University. In order to cater this need Pokhara University has established Council for Doctoral Studies. Similarly, many foreigners are interested in doing a doctoral research in Nepal and there is a growing collaborative research work of Pokhara University with other foreign universities, research institutions.

The Doctoral Programme aims at producing expert and specialized high-level human resources for teaching, research and professional services, who shall profess theoretical excellence and practical comprehension in a particular area of humanities, management, science and technology and social sciences.

The Pokhara University Doctoral programme shall be an integrated programme under the “Pokhara University Doctoral Programme”. The programme constitutes the following two tracks:i. Research Only Track for those who have already completed an MPhil degree. The eligibility for admission into the Research Only Track of the Doctoral programme is an MPhil degree in a related area of studies with a CGPA of 3.30 in a scale of 4.00 grading system, or 60 per cent in an aggregate system of evaluation.

ii. Coursework-Research Track for those who have simply a Master Degree. The eligibility for the Coursework-Research Track of the Doctoral programme is a Master Degree in a related area of study with a CGPA of 3.00 in a scale of 4.00 grading system, or Second Division on aggregate system of evaluation.

2. Faculty of Management StudiesThe Faculty of Management Studies (FMS) aims to develop executives and managers for various areas of economic and social life of the country with a high level of competence. It also envisages to develop management professionals and entrepreneurs with a global perspective. The programs offered in this faculty aim to enhance knowledge, both soft and hard managerial skills, and provide exposure of the practicing managers, executives, and

entrepreneurs to broaden the outlook of students by inculcating positive attitudes and by assisting them to become productive and responsible citizens of the world. The School of Business is the constituent college of the FMS. It is an institution rich in resources with a strong band of faculty and competitive graduate and undergraduate students. A leading business school of the region, it efforts to maintain quality education,

consistently focuses on academic growth and professional competence of individual students.

3. Faculty of Health SciencesThe Faculty of Health Sciences (FHS) was established in 2016 under the Pokhara University Act. Although program of health sciences already been started 1997, it started the School of Pharmaceutical and Biomedical Sciences at Pokhara City. The name of this school is changed to School of Health and Allied Sciences recently. The curriculum of health science programs at Pokhara University focusses on the development of highly skilled professionals with excellent research capabilities. The School of Health and Allied Sciences has very good coordination with respective professional councils to standardize the curricula and facilities required for Pharmacy, Nursing, Bio-medical sciences, Laboratory Sciences and Public Health. It is now committed to initiating bachelor programs in newer disciplines as well as Master and PhD programs in the existing disciplines soon.

Courses of Health Sciences use a variety of learning methods including seminars, extensive practical sessions conducted in fully equipped laboratories. The aim is to develop skills that will facilitate learning and effective participation among students’ university experience and future professionals, Dedicated and student-oriented faculty with diverse backgrounds, extensive technical experience and high academic qualifications are assets of FHS.

FHS is committed to developing diverse programs concentrating on students’ growth and development as individuals as well as leaders of tomorrow’s global society, equipping them with skills and perspectives for rich and rewarding careers.

FHS is devoted towards research and publications. Faculty research management cell (RMC) has been distributing and monitoring research grants to the health sciences faculties. Journal of Health and Allied Science (JHAS) is the annual journal of health sciences.

FST is committed to building robust community infrastructures for promoting human activities in a safe and resilient environment. The modality of teaching, learning includes lots of laboratory works, workshop projects, internships and consultation services. Currently the FST is running undergraduate and graduate programs through the School of Engineering and affiliated colleges. The major disciplines covered are Civil Engineering, Electrical and Electronics Engineering, Software and Computer Engineering, Environment

Management Engineering, Natural Resources Engineering and Structural Engineering.

The future plan of the faculty is to strengthen the courses of engineering by launching new disciplines and starting various other programs.

The Faculty of Humanities and Social Sciences (FHSS) is one of the Four functioning faculties of Pokhara University at present. FHSS is committed to leading the contemporary academia in the fields of Humanities and Social Sciences, with a focus on sustainable development and social engineering and to gain a strong international position and to contribute towards the goal of Pokhara University. School of Development and Social Engineering is the constituent school of FHSS.

The main objective of the FHSS is to advance, promote and propel the social, economic, political, cultural, governance, and environmental development in theory and practice

Central Library

Pokhara University Central Library (PUCL) was established in 1999. Being one of the pioneer libraries in the Western Region of Nepal, it is a nexus of collaboration among students, faculty, staff and researchers with a mission to support and enhance their instructional, research activities and contribute to the common goal by collecting, organizing, preserving, communicating, and sharing the finest achievements of human knowledge.

PUCL has books, periodicals, theses, reports, and a no. of CDs. It has more than 31,000 purchased books and 1,400 are available as a gift. The Library has facilities of e-resources i.e. online journals also.With the help of the technical assistance provided by the Government of Thailand, a Thai Corner has been setup in the Central Library. The center aims at providing information about Thai culture and people including the academic information.

The library collections at Pokhara University are a true collaborative effort of the University and its corporate, governmental and institutional partners and private donors as well to build one of the great libraries of Nepal.

ScholarshipsPokhara University, aiming at making higher education accessible to the underprivileged section of society, provides scholarships to 10 percent of approved quota of students in affiliated Colleges and 20 percent in constituent colleges. The graduates from government and private schools or colleges are eligible to apply for scholarships and financial supports. The PU Scholarship Selection Examination decides to award scholarships based on applicants’ credentials, economic background, examination followed by interview.

Student Assistantship ProgramStudent assistantship programs, such as part time jobs at labs, libraries, and gardens. They can also teach in junior classes and assist professors and executives. The first priority will be given to the scholarship students with financial constraints.

Some students of Master of Science in Structural Engineering are working as teaching assistant for bachelors of Civil Engineering program.
