The Pag-IBIG Fund and the Bureau of Immigration (BI) have joined forces to promote Pag-IBIG programs by displaying and distributing co-branded information materials airport across the country.

Earlier this year, Pag-IBIG and BI inked a memoran-dum of Understanding to promote the Fund’s different benefits and programs for OFWs through the display and distribution of co-branded materials.

“By virtue of R.A. 9679, or the Charter of Pag-IBIG Fund, all Filipino workers, including OFWs, are mandated to register with Pag-IBIG. Vice President Jejomar C. Binay, who, at the time was also the Chairman of the Pag-IBIG Board of Trustees, directed us to find more ways to reach out to OFWs and inform them of the privileges of being a Pag-IBIG member. I would like to thanks BI for his collaboration and for helping us to create awareness of our

programs among OFW-members through the strategic display of co-branded materials. I will be placed in selected airports where there is a high concentration of OFWs leaving the country. Commissioner Atty. Siegfred B. Mison, on the other hand, articulated his support for Pag-IBIG’s objectives. “Close to 70-80% travelling in our airports are Filipino overseas workers. And if they are not aware of what Pag-IBIG does, they will not be able to reap the many benefits of Pag-IBIG membership. We will help Pag-IBIG accomplish its objective of reaching OFWs by disseminating valuable information to them (OFWs),”he said.

Starting this June, a “light box ad”of the co-branded materials is now visible in the arrival area of NAIA Terminal 3, while the distribution of the co-branded flyer is ongoing at NAIA Terminals 1, 2 and 3, Diosdado Macapagal International Airport (Clark), Mactan-Cebu International Airport, Iloilo Interna-tional Airport, and Francisco Bangoy International Airport (Davao).

As of May 2015, Pag-IBIG Fund has 4.2 million OFW members worldwide. It has overseas service

desks located in the UAE (Dubai and Abu Dhabi), Saudi Arabia (Jeddah, Riyadh, and Alkhobar), Bahrain, Oman, Qatar, London, Italy (Rome and Milan), Greece, Brunei, Hong Kong, Macau, South Korea, Kuwait, Singapore, Taiwan, Japan, and Malaysia. Just this June 12, Pag-IBIG opened its first U.S. office in New York, with an office on Los Angeles to open soon.

The Commission on Elections (Comelec) is considering holding elections in major shopping malls in the 2016 polls

as it prepares to hit the ground for a mall-wide satellite voters’ registration and validation. Comelec Chairman Andres Bautista brought out the idea during the recent signing of a memorandum of agreement with SM Supermalls that will make use of all 52 SM malls all over the country as a full-service voters’ registration satellite hub. He explained that tapping malls as voting areas would entice more voters to come out and vote because of the convenience that the malls offer, especially to persons with disability (PWD) and the elderly. While the law designates public schools as voting centers, Bautista said, the Comelec had also used private schools for a fee in the absence of a centrally located public school in a certain area.

“If it can be done in private schools, why can’t we do it in private facilities such as malls?” he added. “We want to push this partnership [with the malls] further. One of the initiatives by the Comelec is to enhance the voters’ experience

to make it make it easier for our voters to register as well as to vote, so we are looking at other partnerships that we could enter into in the future and we would like to thank SM for being helpful and accommodating,” the Comelec chief said. Comelec Commissioner Luie Guia supported the idea, saying SM has accommodated the poll body during the last elections when it opened five of its malls for the barangay (village) elections in 2013 for the PWD and senior citizens. He added that the Comelec should expand the coverage to have more inclusive elections next year. Guia said Comelec field personnel have validated that voter turnout is higher when the poll body’s services are brought to the people rather than having them go to Comelec offices. Annie Garcia, president of SM Supermalls, welcomed the idea, saying SM has always been committed to help the public because it is part of its social responsibility. Garcia added that during the three-month voters’ registration in SM malls, special lanes will be created for the PWD and the elderly. SM was the first mall to conduct satellite voters’ registration in 2012. During the 2013 elections, it offered some of its malls as special precincts for PWD and senior citizens, also a first in the country’s electoral system.

“This is our commitment to the people to be able to exercise their right to suffrage and this starts with the voters’ registration. SM is a family mall and 3.5 million people go to the mall everyday so it’s not only voters who will see but generations could see that you could see this in a mall setting. This awareness will be a good campaign for Comelec,” Garcia pointed out. Aside from SM, the Comelec has also forged deals with Ayala and Robinsons in connection with its “No Bio, No Boto” campaing to entice qualified voters to register and submit to biometric validation. The Comelec chief said there are some 500,000 registered voters in the National Capital Region (NCR or Metro Manila) without or with incomplete biometric data.Some 4.3 million voters stand to face disenfranchisement in 2016 unless they submit themselves for voter validation, the process of digitally capturing a voter’s photograph, fingerprints and signature to complete his registration record. According to Bautista, satellite registration in NCR malls will start on Saturday in five SM malls, namely SM North Edsa, SM South Mall, SM Manila and SM Centerpoint. Registration will also be held at Ayala Malls (Saturday and Sunday) in Glorietta, Market! Market!, UP Town Center and Fairview Terraces. —ManilaTimes

Starting September this year, bus operators will be required to register and install global positioning system

(GPS) devices for public utility buses. In Memorandum Circular 2015-021, the Land Transportation Franchising and Regulatory Board (LTFRB) required the installation of GPS units to allow the board to monitor the speed and routes of public buses.The devices will also help ensure the safety and security of passengers and drivers, the board added. “Should a bus go missing for any reason, the device can help bus operators and authorities recover it. Or it can help operators

quickly send a replacement bus to convey the passengers stranded by a broken-down bus,” the LTFRB said.

Only GPS devices procured from accredited suppliers can be registered. These will be installed under the supervision of LTFRB personnel. Those who fail to install the units within the deadline will be penalized P5,000 per unit, with an additional P1,000 fine for every month of non-compliance. After the accreditation and installation of the GPS units, the devices will be registered and assigned a unique ID. The LTFRB will also penalize operators or drivers found tampering the GPS device from P5,000 for first offense, P10,000 for second offense and P15,000 for third and

subsequent offenses including suspension of their certificate of public convenience (CPC) for 30 days. With this setup, the GPS device will be able to send data to the log server, including information on the bus unit’s location and speed. “With the use of latest and innovative technology, we believe we can modernize our transport system and provide the commuters with reliable, convenient and safe transportation services,” LTFRB Chairman Winston Ginez said. — Rappler

The Bureau of Customs has intensified further its campaign against the smuggling of rice, particularly the so-

called “synthetic” or fake variety, and other basic commodities that may imperil the health and general welfare of the public. In a statement, the BOC quoted Customs Commissioner Alberto Lina as having said that the Department of Finance-attached agency has always been, and would continue to be “committed to curb the smuggling of basic commodities like rice that disadvantageously affects our country.” “In fact, we are working in close

coordination with the National Food Authority, local government units and law enforcement authorities like the Armed Forces, Philippine National Police and the Coast Guard to seize contraband within Customs authority,” Lina also said. The BOC head conducted a surprise inspection of several Davao ports to check on the presence of fake rice in shipments. The ports include the Davao International Container Terminal, Panabo Wharf, Port of Davao and the Sasa Wharf, among others. “The inspected rice shipment, however, were negative for plastic or fake rice,” said the

Customs Public Information and Assistance Division (PIAD). On July 7, combined elements of the BOC Intelligence Group and the NFA raided several establishments in Manila where they confiscated over 1,500 kilos of smuggled rice from China. In a related development, Customs Intelligence Group operatives and Coast Guard personnel jointly seized P10 million worth of illegally imported rice, sugar and cigarettes in the Port of Zamboanga. The smuggled items were recovered from the vessels ML Nur-Enaand and MV

Kristel Jane, both docked at the Zamboanga port. An undisclosed number of bags of rice and sugar were reportedly found in the cabins, chimneys and engine bilges of the vessels. BOC-Zamboanga district collector Jerry Loresco reported to the Customs head office in Manila that they were set to file the appropriate charges against the suspected smugglers, as well as issue warrants of seizure and detention against the subject vessels and illegally imported items.

The Ministry of the Interior (MOI) reiterated its efforts in passing the amended draft of the Nationality Act

(國籍法) after its failed negotiations last month, in response to local media reports of Brendan O’Connell’s (甘惠忠) 52 years of un-repaid services in Taiwan. O’Connell, founder of Taiwan’s first institute that specializes in sheltering children with developmental disabilities St. Raphael Opportunity Center, has been making his demands known since last year to obtain dual-citizenship without renouncing his original nationality. In the MOI’s statement released, negotiations between political parties

scheduled on June 11, which were led by Kuomintang lawmaker Wu Yu-shen (吳育昇), had fallen through, with Wu saying attending policymakers had failed to show up. The drafts have yet to enter the legislative process as a result. The statement pointed out that the amended draft has gone through an initial screening by the legislative committee on Dec. 17, 2014. The drafts could open up opportunity for foreign professionals to obtain citizenship without giving up their original nationality, especially for certain skilled individuals in fields such as technology, business, education, culture, arts and sports.

According to the R.O.C.’s laws, for a draft to undergo screening in the Legislative Yuan, the proposal itself must go through initial screening through the legislative committee and the ruling and opposition parties. In local news media coverage by the Chinese Television System, O’Connell expressed his disappointment at the Taiwan government’s continual “bounced checks,” and their inability to fulfill his wish to become a “true Taiwan citizen.” “At least I’m a Tainan citizen,” O’Connell had said, referring to the Tainan citizenship Tainan Mayor Lai Ching-te (賴清德) had given him last year. O’Connell wishes to become an “R.O.C.

citizen,” yet he says he cannot forget his roots, and thus is unable to bring himself to give up his Irish nationality. According to the R.O.C.’s laws, a foreigner must renounce his or her nationality prior to applying for Taiwanese citizenship and present a certificate of renunciation. Despite O’Connell and the possible dismay among members in the foreign community, the MOI has reiterated its efforts in negotiations with the Legislative Yuan to quickly work on passing the amended Nationality Act drafts, and to “repay Father O’Connell and similar foreigners in Taiwan for their contribution and love for the Taiwanese community,” read the MOI’s statement.

The website also integrates an ability to connect

with each other to foster idea sharing and work collaboration. “Social media sites such as Facebook, LinkedIn, and Twitter are already crowded and our startup aims to carve a niche in this space for people who dream of building their own enterprise. This kind of platform is especially needed here in Asia as more startups are built,” said MillionDC.com founder Paolo Lising in a press statement. The Echelon Asia Summit 2015 is a two-day tech conference that gathers over 2,000 delegates including Asia’s top technology investors, venture capitalists. The technology platform E27 has been holding the event since

2010 to showcase innovations and promising startup businesses in the region. During his pitch at the Taiwan qualifiers, Lising, a former business reporter for Manila-based paper BusinessWorld, noted that Taiwan is a great place to build a startup. “The per-capita income in Taiwan is high and many talents can be tapped here. The Philippines’ case against China over the West Philippine Sea (South China Sea) boils down to 5 basic arguments. Philippine Foreign Secretary Albert del Rosario outlined these claims on July 7, the first day of arguments at The Hague. For the oral hearings

that run until July 13, we’ve listed these 5 arguments, quoted verbatim from Del Rosario.The Philippines’ arguments revolve around the right to fish, as well as to exploit other resources, in the West Philippine Sea. This right is based on the so-called Constitution for the Oceans, the United Nations Convention on the Law of the Sea (UNCLOS). Under UNCLOS, a coastal state has the exclusive right to fish within its exclusive economic zone (EEZ), an area 200 nautical miles from the coastal state’s baselines or edges.

1. China’s ‘historical rights’ARGUMENT: “First, that China is not entitled to exercise what it refers to as ‘historic rights’ over the waters, seabed, and subsoil beyond the limits of its entitlements under the Convention.”EXPLANATION: China says the South China Sea has belonged to it for centuries. This is why it claims “historical rights” over the disputed sea. Senior Associate Justice Antonio Carpio of the Philippine Supreme Court, however, says that “even if true,” these historical rights have no bearing on sea disputes under UNCLOS. Carpio explains that UNCLOS “extinguished all historical rights of other states.” This UN convention instead gives each coastal state an EEZ.

2. China’s 9-dash lineARGUMENT: “Second, that the so-called 9-dash line has no basis whatsoever under international law insofar as it purports to define the limits of China’s claim to ‘historic rights.’”EXPLANATION: The 9-dash line is China’s demarcation to claim virtually the entire South China Sea. China says this is based on its “historical rights.”The Philippines, however, asserts that the 9-dash line is baseless under UNCLOS. This UN convention allows an EEZ, not a 9-dash line.

3. Rocks vs islandsARGUMENT: “Third, that the various maritime features relied upon by China as a basis upon which to assert its claims in the South China Sea are not islands that generate entitlement to an exclusive economic zone or continental shelf. Rather, some are ‘rocks’ within the meaning of Article 121, paragraph 3; others are low-tide elevations; and still others are permanently submerged. As a result, none are capable of generating entitlements beyond 12NM (nautical miles), and some generate no entitlements at all. China’s recent massive reclamation activities cannot lawfully change the original nature and character of these features.”EXPLANATION: Under UNCLOS, habitable islands can generate a 200-nautical-mile EEZ. Rocks cannot. China describes some features in the South China Sea as islands. One of these is Panatag Shoal (Scarborough Shoal), a rocky sandbar. China claims these supposed islands. China also says these “islands” generate an EEZ, which could overlap with the EEZ of the Philippines. The problem for the Philippines is, China declared in 2006 that it “does not accept” arbitral jurisdiction when it comes to overlapping EEZs. UNCLOS allows this exception.This is partly why China says the tribunal at The Hague has no right to hear the Philippine case – because it supposedly involves overlapping EEZs. “The maritime dispute between the Philippines and China boils down to whether there are overlapping EEZs between the Philippines and China in the West Philippine Sea,” Senior Associate Justice Carpio says. Carpio, however, explains that “China has no EEZ that overlaps with the Philippines’ EEZ in the Scarborough area.” Carpio also believes an international tribunal “will deny Itu Aba,” the largest island in the Spratlys, an EEZ. The Philippines adds that China’s reclamation activities cannot “lawfully change” rocks into islands.

4. Breach of the law of the seaARGUMENT: “Fourth, that China has breached the Convention by interfering with the Philippines’ exercise of its sovereign rights and jurisdiction.”EXPLANATION: China prevents Filipinos from fishing in the West Philippine Sea. UNCLOS, on the other hand, gives Filipinos the exclusive rights to fish within the Philippines’ EEZ in the disputed waters.

5. Damage to environmentARGUMENT: “China has irreversibly damaged the regional marine environment, in breach of UNCLOS, by its destruction of coral reefs in the South China Sea, including areas within the Philippines’ EEZ, by its destructive and hazardous fishing practices, and by its harvesting of endangered species.”EXPLANATION: China is building artificial islands in the West Philippine Sea. The Philippines says China’s reclamation activities have buried 311 hectares of coral reefs – around 7 times the size of Vatican City. This can mean P4.8 billion ($106.29 million) in lost economic benefits. At the same time, China is accused of poaching. China, for its part, refuses to answer the Philippines’ arguments in arbitration proceedings. It has instead published a position paper debunking the Philippines’ claims. In the end, the Philippines says, the case at The Hague is set to provide a long-term solution to the sea dispute. — Rappler

Philippines to host 2019 SEA Games after Brunei, Vietnam decline

The Philippines has agreed to host the 2019 Southeast Asian (SEA) Games after the two other countries next

in line, Brunei and Vietnam, declined, a sports official said. This was agreed upon during a SEA Games Federation executive meeting in Singapore in June when Brunei, which was scheduled for the 2019 games, asked to pass due to “organizational reasons,” said Joey Romasanta, spokesman of the Philippine Olympic Committee. Vietnam, the 2021 hosts, also declined so the federation offered the event to the Philippines, he told AFP. The federation must still issue a formal invitation to the Philippines which the country must accept but in principle, the Philippines is assured of being the

venue, Romasanta said. “We agreed to host it but formalities still have to be complied with,” he added. The cash-strapped country is not likely to build new facilities but will use existing arenas, stadiums and hotels for the games, he added. One request is that all the games be accessible by land unlike the last SEA Games in the country when some sporting events were held in the central islands. The sprawling, former US airbase of Clark, north of Manila, which has been turned into a light industrial zone and tourism center, will likely serve as the base of the games but some events will be held elsewhere. “All we need is a state-of-the-art track oval. We can work on that,” Romasanta remarked. He said the funding for the games has yet to be determined as they will still select certain sports and events.

Mayweather stripped of title he won in Pacquiao fight

Floyd Mayweather Jr. has been stripped of the welterweight world title he won after beating Filipino Manny Pacquiao this year for failing

to comply with rules, the World Boxing Organization said. Mayweather, who improved to 48-0 by beating Pacquiao in May, missed a deadline by which he had to pay a $200,000 sanctioning fee from the fight and vacate the junior middleweight title he also held, the WBO said in a statement. The WBO said it is against rules for boxers to hold world titles in multiple weight classes and that Mayweather had to indicate which weight division he he would retain. Mayweather, who finished ahead on all three scorecards of what proved to be the top-grossing prize fight of all-time,

had until 4:30 p.m. ET (2030 GMT) last Friday to advise the WBO of his position. “The WBO World Championship Committee is allowed no other alternative but to cease to recognize Mr. Floyd Mayweather, Jr. as the WBO Welterweight Champion of the World and vacate his title, for failing to comply with our WBO Regulations of World Championship Contests,” the WBO said in a statement. Mayweather, who earned over $200 million from the fight which generated a record pay-per-view revenue in the United State of $400 million, has two weeks to launch an appeal.

Basic hygiene blamed for mass food poisoning in Philippines

Philippine authorities said the poison in a batch of candy that sent nearly 2,000 children to hospital was likely a common germ from dirty hands or sweaty armpits. Health Secretary

Janette Garin appealed for better hygiene standards in the food industry, as she announced test results indicating a bacteria found in human skin and hair likely contaminated the sweets. “This could be because they (candy makers) did not wash their hands, or their sweat dripped into the candy, or the candy touched their armpits, or they didn’t wash up after going to the bathroom,” Garin told reporters. At least 1,925 people, mostly children, in the southern Philippines were hospitalised over the past week with stomach cramps, vomiting, diarrhoea and other illnesses after eating the fruit-flavoured candy. Nearly all have since recovered, with only one remaining in hospital. Poor enforcement of food safety regulations has been blamed for past cases of food poisoning in the Philippines, an impoverished nation of 100 million people. Garin acknowledged that the government has had a tough time enforcing food safety rules in small towns, where businesses prepare candy, rice cakes and other sweets in their home kitchens. “These backyard industries are not regulated by the FDA (Food and Drug Administration),” she said. “The bottom line is, hygiene is often overlooked.” The bacteria identified by Garin as the likely culprit can be easily neutralised with heat or common sanitising agents, according to the US Food and Drug Administration’s website. However Garin said the laboratory tests on the sweets had not been fully completed, and further testing was underway to check for the presence of pesticides and toxic chemicals.

Maguindanao massacre suspect Andal Sr. passes away

Former Maguindanao governor Andal Ampatuan Sr. died of liver cancer July 17 at the National Kidney Transplant Institute in Quezon City. He

was 74.’“It saddens me to inform the public that former Maguindanao Gov. Andal Ampatuan Sr. has passed away just a few minutes ago,” lawyer Ferdinand Topacio said in a statement. “Details regarding the death are sketchy at the moment. The family is requesting for privacy in their moment of bereavement,” Topacio said. Senior Inspector Lloyd Gonzaga, jail warden of the Quezon City Jail-Annex at Camp Bagong Diwa, said he had also received reports about the death of the former governor, but added it would be the hospital that would make an official announcement.

Ampatuan, a primary accused in the Maguindanao massacre case, had been in comatose since Monday after suffering from mild stroke. Members of his family – including his sons Zaldy, Andal Jr. and Anwar Sr., all co-accused in the multiple murder case – were earlier allowed by the court to visit the ailing clan patriarch, who had established a powerful political dynasty in Mindanao. In the course of the five-year Maguindanao massacre trial, Quezon City Regional Trial Court Branch 221 Judge Jocelyn Solis-Reyes denied the bail petition of the former governor as the prosecution panel had strong evidence against him. Andal Sr. allegedly masterminded the killing of 58 people, including journalists, in November 2009 in an attempt to stop rival clan in an election race.

Doctors in some eye clinics in Metro Manila performed “unnecessary” laser procedures

just so they can claim more benefits from the Philippine Health Insurance Corporation (PhilHealth), health officials said on July 8. The Senate blue ribbon committee invited two PhilHealth patients, who testified on how their eyesight worsened after their eye doctors performed questionable procedures on them. One of them is Romeo Fernando, who, in 2012, went through two separate cataract surgeries for both of his eyes at Borough Medical Care Institute. The first surgery on his left eye went well, but Fernando said the surgery on his right eye – done by a certain Dr Cabrera – was very painful. He eventually went blind in his right eye. Based on his testimony, he later went to a different eye clinic – the Pacific Eye Institute – in hopes of improving the condition of his eyes. But Dr Robert So, head of the internal audit group of PhilHealth, said “unnecessary” laser procedures were done on both of Fernando’s eyes two years after his cataract surgeries. On March 6, 2014, the same Dr Cabrera performed a YAG laser capsulotomy on Fernando’s blind eye. According to the Philippine Academy of Ophthalmology, this “uncommon” procedure is usually done one year up to 5 years after

a cataract surgery, once complication occurs. The laser removes the opacification that has developed on the posterior capsule of the lens. “Una po, ‘pag bulag na ‘yung mata, nag-YAG laser pa po, mukhang ‘di na kailangang gawin ‘yun. At nag-claim pa sa amin itong doktor through the eye center,” So said. (First of all, when the eye is already blind, the YAG laser is no longer needed. But the doctor still claimed [his benefits] with PhilHealth through the eye center.)

Red flags Meanwhile, 4 laser procedures were done on Fernando’s left eye, also in 2014. PhilHealth’s claims data showed that two of the claims involved laser treatment for diabetic retinopathy, while the other two involved YAG laser capsulotomy. The red flag here, So said, was that the two YAG laser capsulotomy procedures were done almost a month apart.

What’s worse was that, after the 4th procedure on Fernando’s left eye, his doctor asked him to shell out an additional P3,500 ($77.28)* for an injection “para ‘di lumabo mata mo (so your vision won’t blur).” “Wala naman akong hanapbuhay, hihingan pa ako ng P3,500. ‘Di na ako bumalik. Nung ‘di na ako bumalik, unti-unti na ngang lumalabo,” he said during hearing. (I don’t have work, and yet they’re still asking P3,500 from me. I did not go back anymore. When I no longer

went back, my vision started blurring.) The extent of the damage on Fernando’s eyes was later discovered when he was examined at the Philippine General Hospital. “Nung tiningnan ako ng 4 na doktor, sabi nila sa akin, iisa ang finding nila: ‘Nabutas ang iyong iris sa operasyon mo. aga na Buwan ng Wika upang ipagdiwang at itaguyod ang pambasang Ling-guahe. Ito ay ipinagdiriwang

ng isang Linggo lamang dati ngunit ngayon ay ginawa nang isang buwan. Sa historya ng Pilipinas, si Manuel L. Quezon, ang Presidente ng Philippine Commonwealth Republic, ang nagtulak na maitatag ang Tagalog na mag-ing pambansang Wika nuong Disyembre 13, 1937 sa pagpapalabas ng Executive order No. 134, s. 1937. Ang pambasang pagdiriwang naman ay alinsunod sa Presidential Decree Number 1041 (1997). Maraming pahayag sa kalagahan ng Wika, ngunit ito’y pagpupunya-gi ng bansa para sa kalayaan at impluwensiya ng sariling kultura para sa karangalan ng mga mamamayang Pilipino. Kung tutuusin, may 6,500 Linguahe sa mundo ngayon. Ang top ten sa wikang sinasalita ay pinagungunahan ng Chinese, ikalawa ang English, ikatlo ang Hindustani, pang-apat ang Spanish, Russian ikalima pagkatapos Arabic, Bengali, Portu-guese, Malay-Indonesian at ikasampu ang French. May mga tinatawag na patay na na Wika sapagkat hindi na sila ginagamit gaya ng Coptic, Biblical Hebrew, New Testament Greek, Latin at iba pa. Tinatawag na lamang silang mga sacred language at ginagamit sa legal, scientific at ecclesiastical research o pag-aral. Paano nga ba nagsimula ang wika o Sal-ita? Walang tiyak na paliwanag ang siyensiya tungkol sa kung paano nagsimula ang pagsa-salita ng tao. Ang alam lamang sa ngayon, ang tao lamang ang may abilidad na magsalita o gumamit ng salita sa pag-uusap. Wala naka-pagsasalita sa mga nilalang ng Diyos liban sa tao. Tao lamang ang binigyan ng Diyos ng abilidad maki-pag-usap gamit ang salita. Ito nga ay sapagkat ginawa ang tao ayon sa wangis (Image) ng Diyos. Ibinahagi ng Diyos ang kapasidad na magsalita sa tao sapagkat parte ng kanyang kalikasan iyon. Alalahanin na kilala ang Diyos bilang Salita (Juan 1:1). May mga ibon gaya ng Parrot na animo ay na-kapagsasalita. Tutuo subalit gaya-gaya (mim-icry) lamang sa tao iyon ngunit hindi nauun-awaan ang sinasabi. Kaya espesyal ang tao sa lahat ng nilikha ng Diyos. Iyan ang kaibahan ng tao sa mga hayop, bagaman minsan asal hayop ang tao kapag nakalilimot sa kanyang pagiging tao. Paano nangyaring magkakaiba at du-mami ang wika ng tao sa mundo? Sa Banal na Kasulatan lamang malalaman talaga kung saan nagsimula ang ibat-ibang wika at ito ay nagmula sa “Tore ng Babel.” Ganito ang salay-say sa Henesis 11:1-4. “Sa simula’y iisa ang wika at magkakapa-reho ang mga salitang ginagamit ng lahat ng tao sa daigdig. Sa kanilang pagpapalipat-li-pat sa silangan, ay nakarating sila sa isang kapatagan sa Shinar at doon na nanirahan. Nagkaisa silang gumawa ng maraming tisa at lutuin itong mabuti para tumibay. Tisa

ang ginagamit nilang bato at alkitran ang kanilang semento. Ang sabi nila, “Halikayo at magtayo tayo ng isang lunsod na may toreng abot sa langit upang maging tanyag tayo at huwag nang magkawatak-watak sa

daigdig.” Ang Shinar ay nasa kasalukuyang Iraq. Duon nanirahan ang mga taong nagmula sa mga anak ni Noe matapos ang malawakang baha at dumaming muli ang tao. Dito, nagkaroon nang pagnanasa ang taong maging tanyag at huwag magkawatak watak. Nagkaisa silang magtayo ng Tore na abot langit. Ito ay isang matayog na katanyagan. Malaking monumen-to ito sa kakayahan ng tao at nangyari ito sapagkat ginamit nila ang iisang linguahe na naging paraan upang maitayo nila ang kanil-ang ninanasang katanyagan. Walang kinaiba ito sa pagtatayo ng Taipei 101, Burj Khalifa in Dubai, Shanghai World Finance Centre, International Commerce-China, Makkah Clock Royal in Saudi Arabia, at Pestrona Twin Tower-Malaysia. Subalit ang pagtatayo ba ng mga monumentong Ito ay masamang bagay? Ganito ang nangyari ayon sa salaysay sa He-nesis 11:5-9, “Bumaba si Yahweh upang tingnan ang lunsod at ang toreng itinayo ng mga tao. Sin-abi niya, “Ngayon ay nagkakaisa silang lahat at iisa ang kanilang wika. Pasimula pa lamang ito ng mga binabalak nilang gawin. Hindi magtatagal at gagawin nila ang anumang kanilang magustuhan. Ang mabuti’y bumaba tayo at guluhin ang kanilang wika upang hindi sila magkaintindihan. At ginawa ni Yahweh na ang mga tao ay magkawatak-watak sa buong daigdig, kaya natigil ang pagtatayo ng lunsod. Babel ang itinawag nila sa lunsod na iyon, sapagkat doo’y ginulo ni Yahweh ang wika ng mga tao. At mula roon, nagkawatak-watak ang mga tao sa buong daigdig dahil sa ginawa ni Yahweh.” Ano ang kasalanan ng tao at sinimulang watakin ng Diyos ang iisang linguahe at pinag-iba-iba ito at ikinalat ang tao sa mun-do? Masama bang gamitin ang kaalaman, karunungan, wika at ano mang bagay upang itaguyod nang tao ang sarili? Oo, walang masama sa kanilang pag-gamit ng mga bagay na ibinigay sa kanila ng Diyos gaya ng karunungan, wika, abilidad sa pagggawa subalit ang kasalanan nila una ay ang pagnanasang magtayo ng monumento hindi para bigyan ng kapurihan at pasalamat ang nagbigay sa kanila ng buhay at kaala-man kundi para itaas lamang ang sarili. Sa panahon natin ngayon, nagtatayo tayo ng sarili nating mga monumento. Bumibili tayo ng mga mamahaling signature na damit, mamahaling gamit at alahas, at iba pa upang ipahayag ang sariling katanyagan. Wala pa rin masama subalit ang kasalanan natin ay kapag ito na ang nagbibigay sa atin ng pag-kakakilanlan (identity) at dito na natin kinu-kuha ang pagpapahalaga sa sarili. Ipinapalit na natin ang mga bagay na ito sa Diyos natin. Ibig sabihin, ito na ang diyos-diyusan na nag-bibigay ng katanyagan, pangalan, at halaga sa sarili. Kung wala ang mga bagay na ito, mababa na ang tingin natin sa sarili at wala nang kuwenta ang pagkatao natin. Iyan ang dahilan kung bakit hindi pinayagan ng Diyos ito sapagkat sinisira nito ang pagkatao bilang gawa sa wangis ng Diyos. Meron o wala ng mga bagay na ito ay hindi nababago ang ating halaga sa harap ng Diyos. Mahal pa rin tayo ng

Ang tore ng BabelDiyos. Subalit kapag pinalitan natin ang Diyos at sa ibang bagay na natin kinukuha ang ating security, self importance, love, at kaligtasan, masisira tayo. Ang mga bagay na mas binigyan natin ng halaga kaysa sa Diyos ay hindi maka-pagbibigay ng tutuong kailangan natin. Kaya ipinag-utos ng Diyos na huwag sasamba sa mga diyus diyusan sapagkat hindi maibibigay ng mga iyon ang tutuong kailangan natin sa buhay. Unang unang ehemplo ay si Satanas. Siya ay si Lucifer ma isang magandang anghel ngunit naging bilib sa sarili at nagmataas kaya siya ay ibinagsak ng Diyos kasama ang mga re-beldeng anghel. Sinabi ng Biblia, “ Ang Diyos ay laban sa mga mapagmataas ngunit nalulugod sa mga mapagpakumbaba” (James 4:6). Kaya, gamitin natin ang mga karunungan, salita, at kakayahan kaloob ng Diyos para purihin la-mang ang Diyos, hindi para mapuri ang sarili o maitaas ang sarili upang tutuong maging maligaya sa buhay. Sino ngayon sa atin ang gustong isantabi ang Diyos? Si Jesu Cristo, ang mismong Bugtong na Anak ng Diyos ang atin sundan kung paano mamuhay ng kalugodlugod sa Diyos. Nang si Jesus ay nagsakatawang tao, Siya’y nagpa-kumbaba at naging masunurin hanggang sa kamatayan sa krus (Phil.2:8). Sundan natin ang ehemplo ni Jesus at humingi ng tawad sa

Diyos. Talikuran natin ang mga Tore ni Babel sa ating buhay. Tore ng pagmamataas, pagyay-abang, paghahambog, pagtatas ng sarili. Gani-to ang payo ng Biblia, “Kaya nga, pasakop kayo sa kapangyarihan ng Diyos. Labanan ninyo ang diyablo at lalayuan kayo nito. Lumapit kayo sa Diyos at lalapit siya sa inyo. Linisin ninyo ang inyong mga kamay, kayong mga makasalanan! Linisin ninyo ang inyong puso, kayong paba-gu-bago ang isip. Maghinagpis kayo, umiyak at tumangis! Palitan ninyo ng pagluha ang in-yong tawanan, at ng kalungkutan ang inyong kagalakan! Magpakumbaba kayo sa harapan ng Panginoon at itataas niya kayo.” Nakita natin ngayon kung paano at bakit nag-karoon ng iba’t ibang wika sa mundo. Tanong, Anong Tore ni Babel ang iyong itinatayo sa bu-hay? Para ba sa sarili o para sa ikaluluwalhati ng Diyos?

The Food and Drug Administration (FDA) said it has found three

more chemicals in the alleged fake rice sample from Davao City. The agency, under the Department of Health (DOH), conducted a separate test on the acquired samples, finding traces of polivynil alcohol, cedrol and butyl levulinate, aside from the dibutyl phthalate found by the Food Development Center (FDC). According to Health Undersecretary Kenneth Hartigan-Go, the chemicals are traditionally found in pharmaceutical drugs for coloring, flavoring and coating of tablets. “These chemicals are not harmful and will not have any effects on human health. However, these chemicals shouldn’t be found in rice,” Go said in a media briefing. Go also explained the health effects that may be caused by dibutyl pthalate, which is a plasticizer used in packaging, textiles and pipes. “I just want to make it clear that if taken at low dosages, the public shouldn’t be too worried. It’s not going to cause any human toxicology effect,” he said. The chemical, he clarified, can also be found in the environment and in seafood. However, prolonged or huge ingestion may cause harmful effects. It is also harmful to children and pregnant women, as it can have adverse effects on the endocrine glands, affecting their reproductive system and metabolism. FDC scientist Albert Carizo said there are no heavy metals, such as mercury, lead and cadmium, detected in the rice samples. He said the center still seeks to quantify the dibutyl pthalate content of

the rice, as well as its starch level—in coordination with the Philippine Rice Research Institute and the International Rice Research Institute.Go also said the alleged fake rice is not the same as the corn rice and iron-fortified rice developed by the government.“Corn rice is a government project. The intention is to help the malnourished children. It is fortified with micronutrients and is properly checked and labeled,” he said.

He added that the alleged fake rice has “questionable” source and content, as compared to the corn rice. Meanwhile, the National Food Authority (NFA) and the Office of the Presidential Assistant for Food Security and Agricultural Modernization (Pafsam) said the alleged fake rice is still an “isolated case,” as there are no other rice samples detected of having chemicals. NFA Administrator Renan Dalisay said there have been over 50 tests conducted on suspicious samples from different parts of the country, but only the sample in Davao City is positive for contaminants. Pafsam Secretary Francis Pangilinan said the investigation on the source of the alleged fake rice is currently being headed by the Department of Justice, in coordination with the National Bureau of Investigation and the Philippine National Police. Dalisay said the NFA is continuing its efforts to inspect markets and warehouses daily to “ensure that the rice the consumers are buying is not harmful to health.”

The Philippines said it is seeking to recoup $12.5 million in assets from Janet Napoles, a Filipina

businesswoman at the centre of a massive corruption scandal, as the United States attempts to seize her possessions. The US Justice Department filed a civil forfeiture complaint to gain control of assets purchased in the US with money intended for development and disaster relief in a case dubbed the “pork barrel scam.” They include a swanky Los Angeles condominium, a motel near Disneyland, and a Porsche Boxster Napoles allegedly bought for her daughter using aid funds.

Manila is helping its US counterpart in the effort to seize the assets, Philippines Justice Secretary Leila de Lima said. “If and when they succeed, (Manila) will request that the money will be turned over to us,” she told AFP in a text message. The complaint filed in a Los Angeles Federal District Court alleged Napoles paid tens of millions of dollars in bribes to Philippine politicians and officials from 2004-2012 to get $200 million in funds which were supposed to help poor Filipinos. The organizations Napoles ran did not deliver the services, and she took the money for her own personal use, the department

said. Napoles, who is already in jail in the Philippines for kidnapping her cousin in 2014, has been charged along with family members in the corruption case. Three opposition senators have been detained and charged in connection with the scam. “It is US policy to keep no share of stolen money... It is possible they will turn over the entire amount to us,” de Lima said. She said a similar mechanism had been applied after a Philippine general was found in 2010 to have stashed millions of dollars in military funds in the US. “We support this action on the part of

the US based on their law,” de Lima added. Filipino officials are also concurrently seeking to recover Napoles’ assets that have been hidden or invested in the Philippines, she said. However, the cases are still pending in court, de Lima added. Napoles’ lawyer, Steven Uy, said he did not know how the US calculated the amount of $12.5 million, telling Manila radio station DZBB that some of these assets had already been sold. “I know we have a legal team there to answer that. It will eventually come out in the court that they (Napoles family) legally own it,” Uy added. —AFP

Philippines seeks to claim US assets of scam mastermind

System by the Department of Transportation and Communication (DOTC) may soon be populated after the Land Transportation Regulatory Board (LTFRB) opened up the bidding process for the planned Ninoy Aquino International Airport (NAIA) premium bus service.

Two bus routes have been planned – one is NAIA to Roxas Boulevard/SM Mall of Asia and Entertainment City, and the other is NAIA to the Makati Central Business District. One route covers NAIA 1 and 2 while the other with serve NAIA 3.Trips will have a maximum of five stops that are all

strategically located within the route to both maximize the trip and keep good time for

passengers who are keeping a tight schedule. “Many of our overseas and domestic airline travellers have problems going to and from our airports. This is why the LTFRB (Land Transportation Franchising and Regulatory Board) released guidelines regarding the legal tender of airport bus services,” said LTFRB Chairman Winston Ginez. Interested parties may attend a pre-qualification conference on July 10. Deadline for bid submission, complete with legal, technical and financial requirement, is August 3. This premium bus service must have

a seating capacity of 24, low-floor height, adequate luggage space and must have operating hours of 4AM to 12MN. Buses must be equipped with an on-board CCTV, Wi-Fi, an automated bus arrival electronic display and announcement system. Drivers of the bus will be paid on a monthly salary basis. The suggested fare for both routes is pegged at Php 300. There will be booking offices set up in off-street shops and at the airport terminals for the passenger’s convenience.

Philippine airlines will no longer be banned from flying into Europe, aviation authorities said, after the

European Union removed all remaining Philippine carriers from its safety blacklist. The EU list, which has included Philippine airlines since 2010, bars from operating in European airspace any airlines it deems unable to meet international safety standards, or whose civil aviation authorities cannot provide the necessary safety oversight. “All airlines from the Philippines, banned since 2010, have been released from the

(air safety) list and are therefore allowed to operate in the European airspace,” a statement from the EU office in Brussels said. The EU lifted the safety ban on flag carrier Philippine Airlines (PAL) in July 2013, and last year also released Cebu Pacific, the country’s largest airline. The latest decision lifts restrictions on the seven remaining Philippine carriers, said Eric Apolonio, a spokesman for the Philippine civil aviation authority, now allowing budget and smaller airlines to fly to Europe. Global Finance: Taiwan is the 17th richest country

Taiwan was the 17th richest country among 184 countries and territories in the world from 2009 to 2013, according

to an analysis by Global Finance Magazine based on per capita income adjusted for purchasing power. According to the rankings released by the magazine on Monday, Qatar was listed

as the world’s richest country in the world, ahead of Luxembourg (2), Singapore (3), Norway (4), Brunei (4), Hong Kong (6), the United States (7), the United Arab Emirates (8), Switzerland (9), and Australia (10), the magazine said. Also finishing ahead of Taiwan were Canada (11), Austria (12), Ireland (13), the Netherlands (14), Sweden (15), and Iceland (16). Right behind Taiwan were Germany (18), Kuwait (19), Denmark (20), Belgium (21), Japan (22) and the United Kingdom (23), according to the magazine’s rankings. South Korea was 26th. China ranked 90th, edging out the Dominican Republic (91), Maldives (92), Turkmenistan (93), Jamaica (94), and Belize (95). The above rankings were based on the countries’ performance in 2013. Taiwan’s ranking was much improved from its 25th position in 2009, when it still lagged behind Japan, Germany and the U.K. According to the report, the magazine ranked countries based on gross domestic product per capita data from the International Monetary Fund (IMF) because it is the most commonly accepted definition of the wealthiest countries. The analysis also used a purchasing power parity (PPP) basis, which takes into account the cost of living and inflation rates, in order to compare living standards between the different countries in the rankings. The magazine said the PPP basis is arguably more useful when comparing generalized differences in living standards on the whole between countries. Global Finance said the IMF was not the only source of the PPP data. Some data also came from the Organization for Economic Cooperation and Development, the World Bank and Eurostat. Some small-sized territories, such as Liechtenstein, Nauru, Vatican City, Monaco, San Marino and Andorra, were not included in the survey.

Taiwan ranked world’s second safest country to settle in by US website

Taiwan has been ranked as the second safest country in the world behind only Japan,

according to a U.S. website. The list of the “top 10 safest countries in the world to settle in 2014” was compiled by Lifestyle9.com based on crime statistics from the U.S. Federal Bureau of Investigation. With a crime rate variable of 16.26 and a safety rate variable of 83.74, Taiwan is one of the best places to live in terms of low exposure to violent crimes and robbery, the website said. It described people in Taiwan as friendly, tender-hearted and honest and portrayed Taiwan as a stable country where “women feel perfectly safe and not nerve-racking about what could occur,

particularly going out at late night.” “It is the country where you can find people who help you before you approach. Many tourists reviewed that they never felt danger in Taiwan,” the website said. Japan topped the list with a crime rate variable of 13.11 and a safety rate variable of 86.89. The website attributed Japan’s low crime rate to the Japanese culture, saying that “Japanese never involve in activities that brings shame to their country.” The 2010 Global Peace Index compiled by the Institute for Economics and Peace ranked Japan as the third most peaceful country in the world, the website noted. Ranked third to 10th were Hong Kong, South Korea, the United Arab Emirates, Malta, Luxembourg, Georgia, Bahrain and Singapore. The Executive Yuan, or Taiwan’s Cabinet office, welcomed the news and said the government will continue its work to improve the living environment of the people.

Be careful about excessive E. coli in treats this summer

The Taipei City Government’s Department of Health (DOH) announced a list of 11 disqualified cold drinks and icy treats with excessive levels of E. Coli. Items on the list

include “Latte with ice” from OK Mart, “Black Tea Slurpee” from T.K.K. (頂瓜瓜) Fried Chicken’s Rui-guang branch and Chocolate Milkshake from Drama cafe. With the arrival of summer, the department began to implement casual inspections targeting bottled drinks, ice cream, cold treats and toppings. The second wave of inspections tested a total of 186 products. Among them, 10 were disqualified after their first and second tests, with a 6.6-percent disqualification rate. The DOH also randomly inspected 35 cold treats’ toppings and sides. One of the items that failed to pass the inspection was the toppings from a local beverage shop in Taipei’s Zhongshang District, which contained preservatives (a mix of benzoic acid and sorbic acid) greater than allowable quantities. The city government demanded that sales of the said products cease immediately. The 11 companies that failed to meet the standards will be fined from NT$30,000 to NT$3 million according to the Act Governing Food Safety and Sanitation. According to the DOH, E. Coli is commonly used within an index to monitor food quality. It can indicate if foods are polluted or unsanitary during production. If a product does not contain food poisoning pathogen bacteria yet is identified as having excessive E. Coli bacteria, although it would not cause direct harm to the human body, it could indicate that the product is not hygienically qualified. If index bacterial exceeds regulations, it means that the products’ sanitary status, ingredients, containers, tools or packaging process may be contaminated. The sanitary condition of each individual employee is also a factor. As for benzoic acid, it can be discharged from the human body by urination in nine to 15 hours after consumption. However, overconsumption of the substance may cause stomachaches and affect the liver and kidneys. Sorbic acid, on the other hand, is a less toxic preservative, as it transforms into carbon dioxide and water after being metabolized. Nonetheless, both should not be added onto food excessively. The DOH also reminded workers in the affected industries to perform regular health checks and to keep an eye on storage temperatures. In addition, the DOH advises consumers to immediately cease contact with food if suffering from cuts on his or her hands.For the majority of consumers, before purchase, the DOH recommends paying attention to the hygiene condition of the store, its surroundings and employees’ sanitation habits.

A modernized ticketing system for the metropolis’ railways is on its way, with the first Public-Private Partnership

(PPP) project of the Department of Transportation and Communications (DOTC) starting its pilot test through a limited public trial at the Legarda Station of LRT-2, July 20. “This tap-and-go ticketing system will not only improve the commuting experience for train riders, it will also usher in a culture of cashless transactions across different industries,” noted DOTC Secretary Jun Abaya. “It is fitting that the first transport PPP introduces new technology into our society, as our goal in DOTC is to modernize the country’s transport systems and catch up with our more advanced neighbors. To get it right, we need to go through testing first, with the goal of getting feedback from our passengers,” he added. This shift to a contactless Automated Fare Collection System (AFCS) was envisioned by the DOTC and the Light Rail Transit Authority (LRTA) to enable seamless transfers from one metro line to another through a unified ticketing scheme; this also aims to shorten queuing time for passengers.Under the testing phase, a limited number of new single journey and stored value tickets branded as “beep cards” will initially be sold

for P 20.00 at the project’s pilot station in Legarda. Commuters may purchase them at designated windows and at two (2) ticket vending machines (TVM) located inside the station. The new tickets may be used to exit from any LRT-2 station, and may be reloaded at any of these locations as well. The minimum amount that the system requires to be loaded is P 12.00, and the maximum is P 10,000.00.Personnel from AF Payments Inc. (AFPI), the project’s concessionaire, will be present at LRT-2 stations to assist passengers who participate in the testing. They have been conducting a pre-trial information campaign since last week, introducing the new tickets, gates, and TVMs to the 25,000 passengers who use the Legarda station daily. Over the following weeks, AFPI aims to expand the testing phase to other stations of LRT-2, until all of its stations are fully equipped to sell, accept, and process the beep cards. This transition period, however, is also needed to identify any possible bugs in the system and to familiarize passengers with the new system. Thus, DOTC, LRTA, and AFPI personnel will be ready to receive feedback from the public during this testing phase.

The Ministry of Labor (MOL, 勞動部) confirmed its decision to cease its funding to deport foreign workers who

have fled their employers back to their home countries yesterday, and will instead have the workers’ nation’s agencies pay for the related fees beginning next year. According to the MOL, the government has been paying the deportation fees of foreign workers who have illegally fled their employers for the past eight years. The fees have accumulated up to at least NT$120 million, are not easy to recover, and have become bad debts, said MOL officials.Currently, the new deportation fee regulations

will make their debut with workers from Vietnam. Officials have also revealed that in the future, the government will propose related measures to Thailand, Philippines and Indonesia, so as to settle growing bad debts.Labor Minister Chen Hsiung-wen (陳雄文) said that finalizing the negotiations with the Vietnamese government is still in progress, and requires detailing both side’s opinions as to how to manage illegal foreign workers who have run off. Worker agencies in Vietnam have yet to make any promises regarding their consent to the plan. In the past, the MOL pointed out that housing and deportation fees for illegal foreign

workers, such as the plane tickets, were always paid for by the R.O.C. To straighten up the unreasonable situation, the MOL had proposed a plan to work with Vietnam to resolve the foreign workers’ illegal flight, and have put their foot down, refusing to continue paying for the deportation fees. The Vietnamese government has given its consent. Employers were normally in charge of covering their runaway foreign workers’ deportation expenses years ago, said MOL officials, but it was later overturned due to the employer complaints. After 2007, the deported foreign workers had to pay their own deportation fees, however, should they

lack the necessary financial means to pay, the fees were then covered by the Employment Security Fund (就業安定基金). In 2014 alone, the National Immigration Agency (NIA) deported 15,000 foreign workers, while the Employment Security Fund had disbursed NT$17.47 million. In all, the fund had been paying NT$120 million since 2007. Labor officials pointed out that illegal employers and foreign worker agencies were difficult to track down, and even harder to investigate once the workers have been deported back to their home countries. At least 90 percent of the disbursed fees became bad debts.

No more paying to deport foreign workers: MOL

Taiwan’s Ministry of Labor asked Indonesia and the Philippines to suspend their demand for salary

increases for their domestic workers in Taiwan, saying it had yet to reach a consensus on such hikes with the two governments. In a press release, the ministry said the Indonesian and Philippine governments have “unilaterally” raised the monthly wage for their domestic workers in Taiwan from NT$15,840 (US$515) to NT$17,500 (US$570) beginning July 1. Since July 1, the Indonesian Economic and Trade Office to Taipei has refused to verify employers’ applications for domestic workers

unless they agree to offer a monthly wage of NT$17,500 (US$570), the ministry said. The Manila Economic and Cultural Office has also tried to get Taiwanese employers to increase their salaries for domestic workers by interviewing employers or postponing the screening of their applications, according to the ministry. The ministry said the actions of the Indonesian and Philippine governments have “seriously affected the rights of employers.”It said it has sent official letters to the Indonesian and Philippine offices, requesting that they suspend their wage hike measures before reaching a consensus with Taiwan on

the issue. The two offices, which represent Indonesian and Philippine interests in Taiwan in the absence of bilateral diplomatic ties, were not immediately available for comment.The minimum monthly wage in Taiwan was recently raised to NT$20,008 (US$650) on July 1, but foreign domestic workers in Taiwan are not included in this because they are not protected by the country’s Labor Standards Act. These workers and their governments have long protested long working hours and low wages. Taiwan’s government has argued, however, that if the food and lodging Taiwanese

How to register for the 2016 elections

Overseas Filipino Workers (OFWs) who are subjected to medical treatment abroad can avail of their benefits from

the Philippine Health Insurance Corporation (PHIC), or PhilHealth, according to Dr. Israel Francis Pargas, Officer-in-Charge and PhilHealth Vice President for Corporate Affairs Group, said. “This is not just for migrant workers, anybody who happens to fall ill abroad can avail of PhilHealth benefits as long as he or she has an updated and active record of contributions,” Dr. Pargas said during the Tapatan Media Forum in Manila. To avail of these benefits, active OFW

members can file claims for reimbursement from local PhilHealth offices. Notably, the lack of bilateral agreements with other countries regarding PhilHealth claims, necessitate this reimbursement set-up. “The member can first pay for the expenses and then apply for the appropriate reimbursement later. PhilHealth will pay accordingly based on the prevailing rates,” Dr. Pargas said. Claims can be filed afterwards but should not exceed 180 days following the treatment abroad. “What’s needed to process the claim are the accomplished claim form, the membership

ID and the medical certificate and relevant medical confinement and bills paid abroad,” Pargas added. He further reminded OFWs and all members of PhilHealth to diligently keep their contributions up-to-date in order to maintain their active status and to avail of their benefits. Pargas said that OFWs can pay their contributions at accredited local banks that have branches abroad, or their families here in the country can pay for them. “There are collecting agents abroad, especially maintained by local banks that have branches abroad,” he said.

Senator Ferdinand Marcos Jr. proposed for the creation of the

Department of Overseas Filipino Workers (DOFW) to address issues concerning Filipino migrant workers. “Perhaps, it’s time for the establishment of Department of OFW (DOFW). It would be better if there will be a Secretary that will mainly focus on the issues of OFWs,” Marcos said in a radio interview. At present, OFW concerns are

handled by the Philippine Overseas Employment Administration, Overseas Workers Welfare Administration and the Department of Foreign Affairs. Marcos said the proposed OFW Secretary will be tasked

to scrutinize the “specific” issues Filipino migrant workers are facing and

find ways on how to address them. He added that the Secretary will be directed to boost assistance to OFWs and monitor the system of recruitment and the OFWs’

track record. “What is needed is to fix the system of recruitment and focus on illegal recruiters who take advantage to poor OFWs,” Marcos said. As of March this year, DFA records showed some 88 OFWs are facing death penalty cases, most of which are drug-related cases while 1,135 persons are victims of human trafficking in 2013.The POEA also handled an average of 1,600 illegal recruitment cases from 2007 to 2011 while the OWWA handled and average of more than 50,000 cases on-site annually from 2009 to 2013.

Ayon sa imbestigador ng kaso na si PO3 Victorio Guerrero, natagpuan si Julia ng kanilang kasambahay na wala ng buhay sa bahay ng mga Buencamino sa Quezon City bandang alas-otso ng gabi ng July 7. Natagpuan si Julia ng kanilang kasambahay na wala ng buhay habang nakabitin gamit ang nylon cord sa loob ng kanyang kuwarto. Idineklara siyang dead on arrival sa Cardinal Santos Medical Center, sa San Juan City. Philippines issues one-month multiple-entry visas to Taiwanese tourists

About 800 Taiwanese tourists have applied for e-visas to the Philippines since the new online visa system was launched July 1 in an effort to make travel to the neighboring

country easier, according to the Philippines’ representative office in Taiwan. The Electronic Travel Authorization (ETA) system allows Taiwanese passport holders aged 15 and over to apply online for a visa to visit the Southeast Asian country for tourism purposes. Successful applicants are granted a multiple-entry visa for a stay of up to 30 days, the Manila Economic and Cultural Office (MECO) in Taipei said. From July 1-14, about 800 Taiwanese passport holders applied for tourism visas to the Philippines via the new online system, MECO told CNA.The new measure is part of an effort by the Philippines to boost tourism and is also expected to help advance its exchanges with Taiwan. The application fee for the online ETA is NT$1,100 (US$35.80), while a normal visitor’s visa costs NT$1,200 (US$38.50) and requires an in-person visit to MECO offices in Taiwan to submit the application and make the payment. The Philippines is one of the most popular travel destinations for Taiwanese tourists. A total of 133,583 Taiwanese visited the Philippines in 2014, according to statistics compiled by Taiwan’s Tourism Bureau.

Workers from Philippines prefer factory work in Taiwan: lawyer

Most of the nearly 120,000 migrant workers from the Philippines in Taiwan work in factories, where they are working regular hours and the work demands are less

complicated, according to a lawyer for the Manila Economic and Cultural Office (MECO) in Taipei. Authur Abiera, Jr told CNA that the Ministry of Labor of the Philippines in recent years has allowed fewer workers seeking jobs as caregivers or household helpers to go overseas, partly because some foreign countries have not provided adequate regulations to protect the welfare of workers of these categories. According to statistics compiled by MECO, the number of Philippine migrant workers in Taiwan dropped to a record low of 84,513 last September when Taiwan imposed a ban against more Philippine workers in the wake of a fishery dispute between Taipei and Manila. Since Taipei lifted the ban upon receiving an official apology from Manila, more than 30,000 new Philippine workers have come to Taiwan in the past few months and the total number stood at 118,761 by the end of May. Philippine workers, in general, indicate a preference for working in factories, because they can expect regular working hours, holidays, pay raises and extra pay for overtime, according to a Philippine manpower agency.

Migrant workers crucial to Taiwan’s long-term care services

Taiwan relies heavily on migrant workers from Indonesia, the Philippines and Vietnam to provide long-term care services to families with disabled and older people, employing

around 210,000 foreign caregivers. Statistics released by the Ministry of Health and Welfare show that more than 800,000 persons in the country are not capable of taking care of themselves, among whom only a little over 90,000 are currently in nursing homes, while the lion’s share of more than 700,000 are being looked after by family members and caregivers. Currently, of the some 210,000 foreigners working as caregivers in Taiwan, 90% are working with families, and only 10% are employed by senior or disabled nursing homes. The large majority of the foreign caregivers come from Indonesia, totaling 170,000, with 20,000 from the Philippines and 10,000 from Vietnam, according to the Taiwan Long-Term Care Professional Association. The health ministry estimates that there is still a shortage of 40,000 caregivers at present. A spokesperson for the association said that the government should take measures to alleviate the shortage of long-term care personnel, since the Indonesian government has announced early this year its plan to gradually reduce the number of workers it sends to Taiwan. Other Asian countries, including Japan, are also luring foreign caregivers to meet the increasing demand. The Taiwan Long-Term Care Professional Association has recently received inquiries from Japan. The source said that brokers are also in favor of sending workers to factories, because for each one recruited, a broker can receive 50,000 Philippine pesos (about US$1,230), while no commission is allowed to be charged in the case of caregivers and household helpers. At the same time, there remains a demand for Philippine caregivers and household helpers in Taiwan, the Taiwanese partners of the Philippine manpower agencies pay a maximum of 27,000 pesos (US$600) to the Philippine agencies for each of the recruits to cover air tickets and insurance, which the migrants are expected to pay back to the Taiwanese agents in monthly installments. Taiwan is still a favored destination for blue-collar Philippine workers seeking jobs abroad, but migrant workers with professional skills and English-language proficiency are less interested in neighboring Hong Kong, Singapore and Taiwan, and they would rather choose the US, Europe, or the Middle East given the choice, the source said.

No signing in sight for Taiwan-Philippines fisheries pact: report

There is still no signing date on the horizon for Taiwan’s fisheries pact with the Philippines, despite two years of talks and claims that the agreement has reached final review, Chinese-

language media reported. “At present, there is no timetable for the signing of the agreement,” the United Evening News reported, citing an unnamed source closed to the negotiations. Since 2013, the two governments have been negotiating an agreement on law enforcement cooperation on fishing matters in their overlapping economic waters. Talks opened in 2013 and have since been managed by three different negotiation teams, according to the United Evening News. Last December, the Ministry of Foreign Affairs (MOFA) said that the draft had reached final review and could be signed by April before the fishing season begins. During the negotiation process, the Philippines rejected a request that Taiwan fishing boats be allowed to enter waters between 24 and 12 nautical miles beyond the Philippines coast, according to the United Evening News. Taiwan negotiators have gone to the Philippines twice this year, the report stated. In mid-June, Taiwan cited international law and common regulations on exclusive economic zones to argue that that each country open up fishing rights between 12 to 24 nautical miles off its coast. The negotiating team from the Philippines turned down the request, countering that it “won’t negotiate with a non-sovereign state,” according to the United Evening News. On several occasions in the past, Philippines negotiators have used the argument that Taiwan is a non-sovereign state during the bargaining process, according to the United Evening News.

The visa pages will feature famous landmarks of the Philippine regions such as the Metro Manila skyline, the Mayon Volcano of Bicol, the Ifugao Rice Terraces of the Cordillera Administrative Region, among others. The new design will be used starting next year as government envisions to integrate all the processes in the production of e-Passports starting January 2016. The new design was unveiled during President Aquino’s visit to the Apo Production Unit’s high-security printing plant at Lima Technology Center in Batangas, which currently prints the BIR’s excise stamps. Currently, e-covers which contain the chip are being assembled in Europe, while booklet printing is being done by the Bangko Sentral ng Pilipinas and the personalization by the Department of Foreign Affairs. The BSP had awarded the passport printing project to the French firm Oberthur Technologies. The DFA then decided to outsource the passport booklet production and personalization with the assistance of recognized government printers, having experienced a backlog and delays in delivery of passports to applicants, a problem which Aquino himself recognized in his speech. “A number of problems were encountered with the previous system: obsolete software and hardware and the inability to meet increasing demand, amongst others. Not to mention the fact that the two integral stages of the production process—booklet printing and assembly, and personalization of passports—were done by two different entities. “This naturally leads to inefficiency, which is compounded all the more by the increases in passport applications we’ve been seeing. In 2014,

passport issuances breached the 3 million mark for the first time. Question: How can a problematic system handle such great demand?” Aquino underwent a demonstration or mock enrollment process which took him less than five minutes to complete using APO’s newly-acquired machine. Aquino said the DFA and APO are now in negotiations to integrate the processes, envisioned to cut the processing and delivery of passports from 15 working days to 10 for regular processing and from 7 working days to 5 for express processing. “I am told that both the DFA and the APO are engaged in negotiations to improve further on the current system, and provide printing and personalization services for the next decade. The benefits of housing the entire ePassport system here are clear: The integration of processes in an expansive, and secure facility,” Aquino said. Among the security features to be included in the new e-Passport would be the use of a latent image which would be visible only when the document is viewed at a certain angle, ultraviolet ink only visible under UV light, watermark, the use of a different security background design for every visa page to prevent VISA page tampering, and laser perforation for the unique document number perforate on the passport’s inside pages. It will use the intaglio printing technique which is usually used in printing banknotes.
