    TODAYS COMMUNITY FUNDING CRISIS

    Compared to fiscal year 2011, the state budget (HB 153) cut nearly $1.1 billion from communities last year.

    CUTS TO COMMUNITIES BASED ON HB 153

    Overall, local communities were cut $373 million (29.7%) in FY 12 and $717 million (57%) in FY 13,compared to FY 11 (total: $1.09 billion). Detailed Breakdown:

    Local Government Fund CutsLocal communities were cut state funding from the Local Government Fund by $117 million (16.9%) inFY 12, and $346 million (49.9%) in FY 13, compared to FY 11.

    Local Government Property Tax Replacement Funding Cuts BusinessThe state cut funding that was provided to local communities to offset the elimination of certain businessproperty taxes.

    Local communities were cut state funding provided to offset eliminated business property taxes by $191million (39.6%) in FY 12, and $301 million (62.4%) in FY 13, compared to FY 11

    Local Government Property Tax Replacement Funding Cuts Utility The state cut funding that was provided to local communities to offset the reduction of certain utilityproperty taxes.

    Local communities were cut state funding provided to offset reduced utility property taxes by $65 million(80.2%) in FY 12, and $70 million (86.4%) in FY 13, compared to FY 11.

    EXAMPLES OF COMMUNITY IMPACTS

    Uniopolis, Ohio a small town in Auglaize County lost $5 million due to Gov. Kasichs budget cuts. TheMayor there proposed the village disincorporate after cuts that included laying off the towns police andturning off street lights weren t enough. The Mayor of nearly two decades said, We've decided thatwith the budget cuts, we just can't do it anymore. About the only thing that can save it now is anact of God." [Los Angeles Times , 3/4/12]

    In Richland County the commissioners are proposing a temporary emergency one quarter percentsales tax increase, in an attempt to stay afloat after revenue to the Local Government Fund was slashed.The County faces a more than $1.8 million dollar shortfall without the tax increase. One CountyCommissioner said further reductions to the GRF would, make it difficult if not impossible for someelected offices to carry out their state constitutional and statutory responsibilities.     Allen County officials urged Gov. Kasich, Rep. Huffman and Sen. Faber, to consider fairness andbalance in the state revenue policies that would recognize the vital role our public school districtsand local governments play. [Lima News , 3/21/12]

    Sycamore Township near Cincinnati proposes outsourcing the Fire Department services to a privatecompany due to a $3.6 million dollar funding loss from the Local Government Fund. [CincinnatiEnquirer , 3/8/12]
