My campaign reached out to all Divisions. The platform is simple. We need to “Grow by the Power of Three”:

Strengthen Clubs—All members will invite one prospective member to a club activity,

Enhance Service—Continue that extra hour of service per month you started this year, and

Grow Our Community Presence—Build one new Service Leadership Partner or Kiwanis club in every Division.

We have surveyed the membership and found these three areas of emphasis parallel the objectives of our members. We have learned there are additional steps the District can take to be more responsive to our clubs and members. I pledge to lead the District in a positive direction during our 100th anniversary year so we can address these objectives together.

The current leadership asked for innovations to develop our Growth, Partnerships, Non-Dues Revenue and Image. I have been campaigning, visiting SWD clubs, and developing over the last year the following new concepts endorsed by the Board: 1. A raffle marketing plan – all tickets are sold automatically

through social media. Substantial revenue is projected and could be used to stop increases to membership dues, support our SLP Partners, support club service projects, hire a mar-keting company to grow our membership and build new part-nerships.

2. A new fundraiser for three metro areas to be available before the end of the year designed to increase club budgets.

More exciting projects are on the horizon this year. I am confident with a vote for Don Levine for Governor-Elect of the Southwest Dis-trict that we can indeed work to Serve the Children of the World.

Ceci Ann Medina has been proudly rooted in the West Texas region since the day she was born. A Native El Pasoan, Medina completed her BA in Busi-ness Accounting and ran a family construction company for over 20 years. While she currently works as a full-time accountant at Aztec Contractors, Inc., her true full-time job is creating a better community for the West Texas region. Currently, she is a member of Kiwanis Club of Horizon City, and both the Optimist Club of Cielo Vista and Leaders of Far West Texas who are mostly HOBY Alumni. Under all clubs, she has helped to establish other branches, as well as new versions of the clubs that are geared towards the youth. She also serves as the Rio Grande Division Key Club Administrator, the Kiwanis Southwest Division 6 Lt. Governor, and the Governor of New Mexico West Texas District of Optimist International. She has spearheaded programs such as the Childhood Cancer Campaign Unity Walk, Denim and Pink Cancer Survivor’s Luncheon, and the Kiwanis Uncorked: Benefit Gala. She’s often asked to speak as a motivational speaker for women who have endured, or are currently enduring, their battle with cancer, being a survivor herself.

CALL TO

ANNUAL CONVENTION May 1, 2017 The 99th Annual Convention of the Southwest District of Kiwanis

International will be held in Tempe, AZ August 4th to 6th, 2017. Each chartered club in good standing in the district shall be

entitled in any district convention to three delegates, one of whom shall be the President. Each chartered club at the time of selecting its delegates for the convention may choose one alternate for each delegate, including the President. A Kiwanis member must have paid full registration to be a delegate.

Linked is the CERTIFICATE OF ELECTION OF DELEGATES AND

ALTERNATES to the District Convention. Please complete the certificate for your club and return to Southwest District Kiwanis, PO Box 9678, Santa Fe, NM 87504 as soon as your delegates are selected. This should be done early as our bylaws provide that the delegates shall be elected not less than 30 days prior to the convention.

It is imperative that the selection of convention delegates be

completed just as soon as possible, so we encourage you to move in this area at once, if the delegates have not already been chosen.

ELECTRONIC VOTING BY DIVISIONS At the online Board Meeting of June 21, 2017, having been properly

noticed and a quorum present, the Board of the Southwest District of

Kiwanis International unanimously adopted the following Policy and

Procedure: (Below is a synopses of the adopted Policy & Procedure)

29. Election of Lieutenant Governor and Lieutenant Governor-Elect: (a) Subject to the laws of the local jurisdiction, delegates and alternates are authorized to attend all meetings called for the purpose of electing Lieutenant Governors and Lieutenant Governor-Elect by telephone conference or other electronic means provided that those not attending in person can hear the comments of all other delegates during the meeting and vice versa. Standard Form District Policies & Procedures (b) Attendance via telephone or other electronic means shall be considered attendance at the meeting for all purposes. (c) If any delegates attend by telephone or other electronic means, the presiding officer at the meeting called to elect a Lieutenant Governor or Lieutenant Governor-Elect shall take the votes of such delegates in such a way as to preserve the confidentiality of each delegate’s vote.

CAUCUS Caucusing will occur August 5, 2017 from 1:45 PM to 2:45 PM.

Divisions are assigned to the following rooms, (subject to modification):

IRONSTONE for DIVISIONS 9,10 DELORES for DIVISIONS 7,8

XAVIER for DIVISIONS 1, 2,3,4,5,6 Presenters scheduled are (subject to modification): Candidate for Governor, Mr. Ed Verburg; Candidate for Governor Elect (candidate One); Candidate for Governor Elect (candidate Two); Candidate for Kiwanis International Trustee; By-Law Presentation. Presenters have up to thirteen (13) minutes in each room and two (2) minutes to change rooms. Attendees in each room will select a timekeeper to keep the programs on time. Formal caucuses are defined as a time to interview and evaluate candidates and obtain their opinions and views on future policies for the Southwest District. Caucusing is a very important part of the convention and should be approached in a serious and dignified manner. Governors and Lt. Governors are responsible for maintaining order in the caucuses. A smoothly run caucus permits correct analysis of information sought and obtained.

HOUSE OF DELEGATES Standing Rules for the House of Delegates

• Rule 1—The official language of this convention shall be English.

• Rule 2 — Only delegates with official delegate badges may present or speak on motions and vote.

• Rule 3 — Only delegates may be seated in the area designated for delegates.

• Rule 4 — The House of Delegates may be closed.

• Rule 5 — Any main motion or amendment shall be written in English, signed by the maker and seconder, and presented to the Executive Director before it is moved.

• Rule 6 — No delegate may speak more than three minutes at a time unless allowed to do so by the orders of the day or by a majority vote of the delegates.

• Rule 7 — No delegates may address the assembly a second time on the same question until all the delegates who desire to speak on the topic have spoken.

• Rule 8 — The maker of a motion shall be entitled to speak first in support of such motion or may immediately yield the floor to another delegate.

• Rule 9 — Debate shall alternate between those speaking for and those speaking against a motion.

• Rule 10 — If in the judgment of the chair, a proposed amendment to any proposed resolution or amendment is closely linked, then debate may proceed on both the proposed amendment and the proposed resolution or amendment together.

• Rule 11 — A delegate shall not speak for or against a motion and move to close debate on the same recognition.

• Rule 12 — Unopposed candidates for the office may have one nominating speech not to exceed two minutes and a second (no speech) from the platform.

• Rule 13 — Opposed candidates for office may have one nominating speech not to exceed three minutes and two seconding speeches not to exceed one minute each.

• Rule 14— Debate on any proposed resolution or amendment to the Constitution and Bylaws, including any amendments thereto, shall be limited to fifteen minutes.

• Rule 15 — A motion to move the previous question will not be in order until ten minutes of debate have taken place.

• Rule 16 — Reading of resolutions and nominating speeches of officers may not be waived.

• Rule 17 — Subject to the discretion of the chair, no proposed amendment to the Constitution and Bylaws shall be introduced later than fifteen minutes before the scheduled close of the session.

• Rule 18 — Any rule hereinabove may be suspended by a two-thirds (2/3) vote.

• Rule 19 — Robert’s Rules of Order Newly Revised shall be the parliamentary authority for all matters of procedure not specifically covered by the Constitution and Bylaws of the Southwest District of Kiwanis International and these Standing Rules.

RAFFLES Raffles meeting the following criteria must be approved by the

Board of Directors. Policy & Procedure 13. Fund Raising: The District Board has the sole authority to authorize the use of lotteries, other games of chance, or any other type of gambling, as a method to raise funds from the public. It is the policy of the Southwest District that no lottery or other game of chance may be sponsored by a Kiwanis club, an Aktion Club, a Circle K Club, a Key Club, a Builders Club, or a K-Kids Club in this District without prior approval by the District Board, except as authorized below. To obtain the necessary approval, the request must be submitted to the Governor, Lieutenant Governor, or the District Executive Director, at least thirty (30) days prior to the date of the regular meeting of the District Board when the application will be made, and the request placed on the agenda of the next regular meeting of the Board. It is vital that the good name of Kiwanis not be tarnished by an ill conceived fundraising scheme. A financial report is required at the conclusion of the event and shall be forwarded to the Board within 90 days of the conclusion of the fundraising event. Raffles will not need to obtain the approval of the Board if the following criteria are met: • The ticket price is $10 or less. • The prize item(s) retail(s) at $1,000 or less. • The projected income is $5,000 or less. All money-raising activities shall be subject to and must comply with all local, state, and federal laws. Advice: If you are not sure if your raffle requires District approval please contact the SWD Governor, Governor Elect or Ex. Dir. for advice and guidance.

CLUB AWARDS INTERCLUBBING IS FUN!

Interclubbing Is Fun!

When was the last time you and some of your Kiwanis members attended another Kiwanis club meeting or service project? Wouldn’t it be fun to find out what the club does for their community? Maybe you’ll hear a great speaker that you’d like to invite to your own club. And what a great way to make new friends who have common interests with you!

Plan now to visit each of the other clubs in your division with the correct number of participants and earn the Inner Circle Award. For clubs with membership of twenty or less, a minimum of two members are required. Clubs with membership of twenty-one to thirty members require a minimum of three members. And for clubs with membership of thirty-one or more members, four members must attend.

Once you’ve completed the Inner Circle Award, maybe you’ll decide to try for the Middle Circle Award. In addition to completing the Inner Circle Award criteria, clubs must also visit one club in seven other divisions with a minimum of two members, regardless of the club’s membership.

And if you really want a challenge, go for the Outer Circle Award. In addition to completing the Inner Circle Award, you must also visit one club in all fourteen other divisions with a minimum of two members.

Award criteria must be completed within the twelve-month Kiwanis administrative year. Report forms are available on the District Website under Recognition. Completed forms should be postmarked by October 15, 2017 for the current year awards and sent to Rose Ann Dodson, 11825 S Tonalea Dr. Phoenix, AZ 85044.

SWD Calendar

THE SOUTHWEST DISTRICT OF KIWANIS

CONVENTION AWARDS DEADLINE JULY 15TH

Awards will be mace in the following four categories at the Southwest District

Convention in Tempe, AZ August 4-6, 2017.

Club Bulletin | Brochure | Scrapbook | Travel

Interclub and Five Star Awards are based upon the administrative year and

are announced at the Mid-Winter Education Conference.

BULLETIN:

Club bulletins from October 1, 2017 to May 31, 2017 will be judged based on

content (Kiwanis interest, information, etc.), appearance, regularity of

publication and method of delivery. Submit two (2) copies of the three best

issues. One copy will be used for the judging and the second will be displayed

at the convention.

Bulletin awards are based on the size of the clubs.

White Division with 30 or less members;

Blue Division with 31--45 members;

Orange Division with 46--70 members;

Gold Division with 71 or more members.

BROCHURE:

If your club publishes a brochure which is used for recruiting new members

you are encouraged to enter it in the Brochure Competition. Submit two (2)

copies. One copy will be used for the judging and the second will be displayed

at convention. One winner will be selected for submission to the Kiwanis

International Convention to represent the Southwest District.

SCRAPBOOK:

If your club maintains a scrapbook, bring it to Tempe for judging. Scrapbooks

must be submitted at the registration table by 6 p.m. Friday, August 4th. Two

awards will be presented, the ‘People’s Choice Award’ and an Best of Show

from a committee appointed by the District Governor.

TRAVEL:

An award will be made to the club that accumulates the most points for

convention travel. Multiply the one-way mileage from your home city to

Tempe by the total number of full registered members and guests your club

has in attendance to arrive at your club's point total. Convention Travel Award

Forms are available at the registration table and must be completed by noon

on Saturday, August 5th, 2017.
