EditorialAn article on planning page 32 mentions that while most ofKillin is in a conservation area new building development inthe vicinity of Killin could be allowed in those areas whereplanning jurisdiction comes under Stirling Council. CouldGlen Lochay and the area leading up to the Perth Councilborder become an extension to the village? Killin is just inthe Loch Lomond and Trossachs National Park with itsperimeter abutting Stirling Council and close to PerthCouncil areas. The community is a major stakeholder inany development and needs to be represented. It isunderstandable that holistic plans for the development ofKillin are difficult to achieve but cooperation between allparties is vital for a sustainable outcome for the future ofKillin and environs. Adding local opinions to this mixrequires an element of dedication by local people, forexample to travel to remote venues for consultationexercises at the expense of work, to find, read and fullyunderstand the complex presentations in remote offices oron line and to send personal opinions in to the variousplanning authorities. Planning controls are important for thefuture prosperity and viability of businesses. Killin is aspecial case for many reasons not least because the threeplanning authorities each have differing agendas withconsultations at different times. The Community Futures consultation identified the need fora local business support scheme and business action group.Such a group would be in a strong position to support theKillin Community Council and represent the planning needsof the village to help it to achieve a sustainable future.While individual businesses in Killin are fully taken up withday to day activity, working hard to survive and develop,much could be achieved by joining forces to establish aconsensus on planning matters. The representatives of the National Park and Stirling Councilboth wish for what is best for Killin but being remote, notliving and working here, not being part of the communitythey, in common with many others who make plans forKillin, do not understand what "living in Killin" is all about.The responsibility lies with us, the people of Killin, to informthem of what we want in terms of local planning. TheNational Park communicates with adjoining councils and isrepresented on their committees that deal with housingstrategy and development. It is a pity that the StirlingCouncil consultation came separately from that of the Park.I am informed that comments made in reply to one will beshared but still feel it is worth while replying to them all.Maybe the time has come to develop a simpler way to talkto communities and identify local needs. As most readers will be aware, itwas announced in early Spring thatthe Breadalbane Folk Lore Centre inthe Old Mill at the Bridge of Dochartwas to be closed with immediateeffect. Such was the concern of thecommunity that Stirling Councildecided to open it after Easter butjust for this summer and withreduced hours. The present use ofthe building as a Tourist InformationCentre and Folklore Museum nolonger attracts enough payingvisitors to cover the cost of runningthe building and numbers arecontinuing to fall this season, so it

cannot continue as it is.At the beginning of June twomembers of the Killin CommunityCouncil and two members of theKillin and Ardeonaig Trust (KAT) metrepresentatives of Stirling Council'sTourism, Marketing and RuralDevelopment Service and StirlingDistrict Tourism Ltd. to discuss whathappens next. Stirling Council, whoown the building, could sell it orlease it to the community throughKAT but only if it could used for aproject which would be selffinancing. In June/July a leaflet wasdistributed in the village asking forideas and this provoked a number ofinteresting suggestions and muchdiscussion. A majority felt that:1 Nobody wants to see the Millclosed 2 A Tourist Information Centre isvital to the village BUT it should bea Killin Tourist Centre promotingKillin's attractions, events andbusinesses and the Mill is notnecessarily the best place for this3 A Heritage Centre to displayvarious artefacts is still desirable

As we know that the presentcombination of Tourist Centre andHeritage Centre is not cost effective,other ideas or combinations of ideashave to be considered. Other suggestions (including some

The ideas that had then come inwere discussed at a second meetingof the group and it was felt thatthere was sufficient interest in thebuilding for Stirling Council to allowmore time to be given to finding asolution. The group is to bewidened to include, if possible,representatives from the NationalPark, the National Trust for Scotlandand someone with experience oflocal tourism. There is no quick andeasy answer and it may be that inthe end we have to think theunthinkable to keep the building oraccept that it is sold. Further ideasare welcome. MM

Ballechroisk Housing: TonyTeasdale of Rural Stirling Housingand Glen Murray, Architect,presented plans for six houses atBallechroisk. Planning applicationhas been made. Work should beginat the end of the financial year andtake a year.Resignation: Darren Webster hasresigned as he is leaving the village.There are now two vacancies whichwill be filled at the elections for theCouncil due this autumn.Killin News reports ofCommunity Council meetings :The official Community CouncilMinutes are sent to Stirling Counciland not the reports that appear inthe Killin News.Village Officer: No action hasbeen taken by Stirling Council whosay that no-one has come forwardfor the job, although at least twopeople have submitted their namesas candidates. Stirling Council to beasked to stop wasting time andeither make the appointment or saythey will not do so.Roads: The Roads Department saythat the repairers are contracted fortwo years and should remedy anydefects in the work. They will becontacted by Cllr Ffinch aboutinspection and repair. A hole in thepavement by Monemore wassubsiding again after a recent‘repair’.Old Mart: Rubbish remains aftersix years and the place is becominga refuse dump. The builder claims itis still a building site so materialscan be left there. Cllr Ffinch to findout how long this claim is valid whenno building work is taking place.Play Park: Cats cannot be keptout. There are no plans forupgrading the area. Claire Noblehas been asked to collectsuggestions for upgrading which willbe costed and a grant applied for toupgrade the facilities.National Park: The LLTNP is not

joining up with the Cairngorms NPbut there will be small boundarychanges in the southern part. Anyobjections should be sent to theScottish Parliament. Turning Circle: Some coaches arestill turning at the top of the village. Gents toilet: This was vandalisedat Easter but in spite of frequentreminders Stirling Council has notarranged repair. Cllr Ffinch to findout who is responsible but if nothingis done, the work will be donelocally and Stirling Council billed.Bench at Manse Road: InprogressKAT: Killin Cutting Carbon: Thegrant application has gone in and areply is expected soon.Silver Cottage: Feasibility studycompleted and positive.Folklore Centre: After meetingsbetween representatives of KCC,KAT, Stirling District Tourism andStirling Council and the circulation ofa leaflet asking for ideas for the Mill,Stirling Council felt enough interesthad been shown for them toconsider selling or renting the Mill tothe community through KAT but onlyif it could be used for somethingwhich would be financially viable.Representatives from the NationalPark, the National Trust and localtourism will be asked to join thegroup to see if a viable solution canbe found. The cost of ‘moth-balling’the building would also beinvestigated.Out of School Care: Discussionsare ongoing.Dog Warden: One letter ofcomplaint has been received andpassed to the police.McLaren Hall: Anthony Dowlingand Don Allan met with the McLarenHall Trustees who were unable tocomment on the eviction as it is anongoing legal matter. Don said theyhad provided satisfactory answers tovarious questions but no furtherdetails were given apart from the

fact that Trustees of the Hall areappointed by invitation only.Anyone with questions should raisethem at the Hall AGM in the autumnor directly to the Trust Chairman,Colin McRae. The petition presentedto the Trust/Management Committeehad not been replied to as there wasno address on the accompanyingletter.Area Health/New Hospital: Arecent meeting highlighted againmany problems – lack of transport,slip road access, no helipad andambulance availability. The localcouncils were sending a joint letterto the Scottish Health Minister aboutthe lack of recognition of theseproblems. No discussion about theAmbulance Service consultation withpatients took place but this will bepublicised. (See page 36)Scottish Native Woods Project:KCC agreed to support anapplication for financial support totrain 4 local applicants as riverwardens in Glen Lochay, Glen Lyon,Strathfillan & Glen Dochart.Breadalbane Park: Stirling Councilhas raised the bond for the HighlandGames use of the Park and the KillinShow from £500 to £1000 to coverdamage, although none had beendone last year by the HighlandGames and the Show damage hadbeen repaired locally.This would be queried with StirlingCouncil.Village signs: There is a lack ofsigns, particularly at the top of thevillage, giving information aboutwhat was available in Killin. Theownership of various noticeboardswould be clarified. A sign forMonemore was missing and shouldbe replaced.Next meeting: Tuesday 8thSeptember 7.30 School

I noticed one day that the stag (nownamed Archie) was missing from thewall in Killin Library. Where was he,I asked Kay. The Council havetaken him, was the answer. Whereto, I wondered. So off Kay went tofind out. Archie had been sent offto an Edinburgh auction house to beauctioned off to some uncaring non-Killin person! This will not do, Idecided, and I asked if Archie couldbe brought back to Killin, as Killin iswhere he belongs and not somelarge house in Edinburgh. Kayasked if I had a wall big enough toput him on. Oh yes, I said, I havejust the place where he will be safe,dry warm and in good company.Good, then we will get him back.So back to Killin Archie came and heis safe and sound on the wall inGrants Laundry for all to see - betterthan being in some lonely old townhouse. The herb border hasbeen wonderful thisseason and full ofcolour, texture and scent. Hopefullyyou have been capturing some ofthese for later use in the year.Every plant has an optimum periodfor harvesting its leaves, flowers,seeds or roots and this is anongoing process that is time andweather oriented. Salad leaves arebest picked when young andenjoyed straight away. Thearomatic evergreens like rosemary,sage, thyme and savory are bestharvested just before flowering asare basil, mint, marjoram andlovage. Most flowers are bestcollected when just opening andseeds like fennel, dill, caraway andcoriander when brown and dry, justbefore they drop.Whether you dry, freeze or put yourherbs in oil or vinegar, label anddate them and then use themthroughout the year. Herbs areideal for enjoying to the fullest fromseed, young transplants, full growthand then harvesting and preparationfor continued use well past thegrowing season.

Killin Cutting CarbonThe bid for this project has beensent to the Carbon Challenge Fund(CCF) and the outcome is awaited.Since we started to model theproject on a previous project thatachieved funding the rules havechanged. It is no longer possible forall households to receive free cavitywall and loft insulation other thanthose on benefits and the over 70s.However we have applied to anotherfund, ScottishPower Energy PeopleTrust, for funding to benefit all whofall into the category 'fuel poverty',approximately 50% of whom will notbe eligible for free insulation. Thedefinition of fuel poverty is when ahousehold needs to spend morethan 10% of household income onall domestic fuel use includingappliances to heat the home to anadequate level of warmth. This will

also include the fitting ofdraftproofing. Under the CCF application we havesought to train and employ, parttime, two domestic energy assessorsto support future carbon saving(money saving) ventures. Businesses and those who wish toexplore other ways of saving energyor microgeneration will be able todiscuss this with our partner,Strathclyde and Central EnergySaving Scotland advice centre(ESSac) who can explain the manyways in which grants and supportcan be acquired. For example,businesses can receive interest freeloans for energy saving proceduresrepaid over four years. Much of thecost of repayment can be achievedin savings made in energy use.The results of the applicationsshould be decided in early Augustand if successful, a launch meetingwill be held and work starts shortlyafter that. June 8th and July 14thThe AGM was held on June 8th andthe current Office Bearers were allre-elected namely:-John Riley, ChairpersonJoyce Russell, Vice-ChairpersonMary Anderson, Treasurer Moira Robertson, Secretary. RoadsProposed plans for traffic calming inTyndrum were shown at a meetingin May in Tyndrum between JimWithers, Transport Scotland andDerek Donald, TranServ andCommunity Councillors. We weretold that there is no prospect of a30mph limit in Tyndrum due to rulesregulating speed limits which mustnow be self-policing. A review of allspeed limits in the UK is proposedand these may include introducingself-policing dependent on theaverage speed. Moira has askedAnne McGuire MP to find out moreabout this review.At the CC meeting we agreed toaccept the plans with the provisothat we do not want Gaelic on thesigns because it is confusing anddangerous. However, Derekinformed us that it is a MinisterialCommitment that signs on Trunk

Exit Youth GroupEveryone at Exit Youth Group hashad a brilliant year. As well as ournew recruits we have a new leader,Janice Christie, who joined LornaMurray in overseeing the youthproject. The group took part inmany new activities; Members ofRock Stirling visited and taughtmodern dance and our groupmembers also took part in the'Stirling Shorts' short film projectwhere acting talents were discoveredin addition to the many other skillslearned. The group took a day tripto Abernethy Trust, Ardeonaig whereeveryone had a wonderful timetaking part in the various activitieson offer. To end the year we had aBBQ at Mansfield Park in Tyndrum.Everyone had a fantastic eveningwith a visit from the fire brigade, abouncy castle (with thanks toJanice), rounders, circus skills andface painting and a final chance tospend an evening with all theirfriends. pupils to think about what to put intheir rucksacks.The day of the walk brought sunshineand showers, more rain than sun.Everyone assembled at Bridge ofOrchy station. Some of the studentsarrived by train others came by busor car. The seven miles to Tyndrumwere covered in record breakingtime. We met people from Germanyand Holland who were walkingtowards Fort William and they weremost impressed by the whole schoolouting.Around 18,000 people complete theroute every year, taking an averageof a week to cover the 95 miles.Believe it or not, the record time forcompleting the whole route is closeto 17 hours!!! The West HighlandWay is worth £3 million pounds tothe local economy and brings

together people, from all over theworld, to explore Scotland.The National Park is responsible forthe maintenance of the route withinits boundaries. One recent volunteertask managed to transform a sectionof the route at the head of Glen

Falloch (just before the Crianlarichspur). Take one muddy section; addsome careful planning andorganisation, four Ranger staff,eleven keen and willing volunteers, acouple of power barrows, seven tonsof material; result a new section ofpath. Windows 7Microsoft have announced that theirnew operating system "Windows 7"will be released on October 22nd.This new softare promises to allowsimple connection to bluetoothdevices and to other computers inyour home/office.Unfortunately, Microsoft have a poorreputation for releasing unfitoperating systems and having torepair bugs in their software afterrelease. This results in pooracceptance of the operating systemand leaves a bad feeling amongstcomputer users. When VISTA wasreleased, there were severalfeatures which, although they weretechnically good, were veryannoying to the user - for instancethe continual asking for permissionto run a perfectly acceptableapplication.

I hope that Microsoft have learnedtheir lesson, but from bitterexperience I am sceptical of thisnew product and will look forward totesting it out over the next couple ofmonths.Security Against Viruses andHackersIn order to give yourself themaximum defense against virusesand hackers, you must have goodsecurity software installed. It is notsufficient just to have an anti-virusapplication - you also need a firewalland an anti-spam system. A firewallprotects you from a hacker trying tolog on to your computer. anti-virusand anti-spam software protectagainst infected emails andwebsites. Even if you have these types ofprotection installed and you keepthem up to date, you must alsoallow your computer to downloadpatches from Microsoft - thesepatches are usually to cure a flawwithin the operating system thathackers use to access informationon your computer.Rural Broadband - SupportIssuesI am glad to see that there has beenan improvement in the performanceof the Avanti satellite systemsdeployed as part of the ScottishExecutive's Rural Broadband Project,but I have been informed that there

can be long delays in getting brokenhardware fixed. One case inparticular is where a local business,fully dependent upon satelliteinternet access, suffered from alightning strike which resulted in thesatellite system failing. The firstavailable slot for an engineer visitwas 2 weeks after the fault wasraised. This seems to me to be anunacceptable delay and I wonder ifAvanti have bitten off more thanthey can chew?

Spring 2009 has moved inexorablyinto summer. After a reasonableApril, May had not progressed veryfar when a cold unsettled spell tookover. This “blip” used to be knownas “The Gab of May” and occursfairly regularly. The remainder ofMay then was average intemperature and somewhat wetterthan normal, though the last threedays produced a taste of Summer,sunny and warm. June compliedwith the Buchan quote “The Cooquak” the reasonably cold snap earlyin the month, which was reckonedto make the cows quake and shiverwhen newly out to grass! The lastdays of the month brought warmand humid conditions, therebyvindicating to some extent theprognostications of the weatherexperts of a scorching summer!Incidentally while Central andEastern Scotland experienced cool,wet conditions early in the month,with a biting east wind, Mull and theWestern Isles basked in idyllicsunshine and clarity of visibility.Due to increased rainfall and

generally higher temperatures andhumidity the “growth explosion” ofall types of scrub and undergrowth,rushes and bracken etc., has beenextraordinary. In 1946 I took aphotograph, looking into a glen inCounty Donegal showing thelandscape, as one would expect inhill country, uncompromisingly bareand lacking in the cover, each croft,dyke and fank, as well as watercourse eminently visible. A recentvisit in 2007 displayed an entirelychanged vista, roads and lanes overhung with greenery, more likeDorset than Donegal! The samesyndrome has occurred here inPerthshire.At one time the county road-manwould keep his allotted stretch inpretty good shape, off lets keptopen, verges and hedges trimmed,fallen branches removed and so on.Nowadays rare visits from a “hitsquad” in a truck seems to suffice.In Summer a tractor-mountedarticulated strimmer trundles alongcutting the overgrown verges. Thisseems to work fairly well on

An Outstanding SuccessThe Lanarkshire Motor Cycle Clubheld the Third Annual BobMacGregor Memorial Trial in Killin on6th and 7th June. This is recognisedin trialling circles as 'one not to bemissed'. The competitors rangedfrom beginners of five years old toveterans of over seventy.The four routes in each section caterfor different levels of skill. Theyvary from through tree stumps, overlogs, up burn beds with runningwater, to rock steps at a high levelon the crest of hills. Betweensections the routes go throughwooded paths, swamps and bogs,over moorland and along hill roads.The scenery above Killin is breath-taking and, as entrants say, it isworth taking time out to appreciatethe view. Finally there is a widevariety of locations for the sections,including, for the first time, the Fallsof Dochart, each providing a freshchallenge to the riders, and on thesecond day changes are made withsome sections altered and brandnew sections introduced. All agreethis trial is very challenging and fair,a tribute to Clerk of the Course,Bobby Lafferty. It is also one of

very few in Britain where the ridersdo not travel on public roads, andhas sections going up burns withrunning water.John Moffat, SACU Steward, paidtribute to the hard work of theLanarkshire Club and Bobby Laffertyfor establishing the trial andobtaining permission fromlandowners. The greatest challengefacing the course planners is settingup a large trial leaving minimalground disturbance behind. TheLanarkshire Club got it right on theday. Nothing is ever perfect and

'Sods Law' has a habitof arising when leastexpected. The 'PistonBroke' award isawarded to the mostoutstanding mishap.This year youngCameron was judgedthe worthy winner.He should have wornhis speedos instead ofleathers when he tooka dive into a pool. We say goodbye to 21 of ourchildren who are moving up toprimary one. On Saturday 30th May 20 tractorstook part in our now annual charitytractor run, this year raising moneyfor Macmillan Cancer Support. Once again we set off from Kinnellby kind permission of the Dowlingfamily. This years route took usdown Loch Tay side to Fearnan,where we headed up the hill toFortingall, then up Glen Lyon toBridge of Balgie where we stoppedfor lunch at the tearoom. We wereall stunned when the owners Mikeand Jan Hay said that they weredonating the lunch for our charity atno cost, and I have since written aletter thanking them. After lunch we continued up GlenLyon all the way to Lubreoch Damwhere we crossed over into GlenLochay and back down to Kinnell inthe late afternoon for our raffle andrefreshments. Everyone really enjoyed their day,even though some were slightly sunburnt!. The total raised was the magnificentsum of £645 and I would like totake this opportunity to thankeveryone who took part anddonated towards our cause.

On July 8th Killin Golf Club hosted theScottish regional final of the National

Nines Open Championship. This is thepremier competition open to all nine-hole golf clubs within the UK,culminating in 12 regional finals withthe winners going to Les Ormes inJersey for the Grand Final on 30thSeptember. It originally started in1998 with the ethos of 'commitment tothe continuous development of thecommunity within the 9-hole coursesof the UK, creating an opportunity forregions to get together in acompetitive environment once a yearand producing a winning club from themany fantastic 9-hole courses across

the country'. Killin Golf club was selected for theScottish regional final. The day wasperfect. Seventy five players in teamsof three set out to try to win thecoveted place in the Grand Final for

their club, the form being two roundsof Stableford with the scores addedtogether.Killin D, consisting of Richard Lewis,Gordon Aitken and Hamish Campbell,came home with a magnificent 108points to take first place, with MuthillC coming second on 99 and Gifford Athird on 97. A set of lawn bowls, which belongedto the late Duncan McNee, wasoffered for sale at the Springauction run by the local MasonicLodge in the McLaren Hall. After the success of our Family FunCompetition last year we decided torepeat the event this year on 21stJune. 20 teams entered for thedoubles competition this time - eachmatch in the Round Robin part ofthe competition being played for 5mins exactly. It was a fabulous dayand lovely to see so many people ofdifferent ages at the Sports Pavilionhaving a relaxing time. As well asthe tennis, we had the usualstrawberries, Pimms and Sangria.(made from a recipe in the recentCo-op magazine - we canrecommend it !)The Junior competition was won byRobbie & Julie - just narrowlybeating Emma & Lesley. In theseniors it was Finn and Calum who

managed to beatthe noisy TeamMelia.I would like tothank the Bridge ofLochay Hotel, theCo-op and theKillin Hotel whodonated rolls anddrinks. Anymoney raised willgo towards buyingsome newequipment for theclub. I wouldsincerely like tothank everyonewho worked hard in thebackground (cooking on

the BBQ, serving Pimms &strawberries, umpiring) to make thisevent such a success. We are verylucky to have such a patient tenniscoach as Pete Waugh in Killin.Thank you, Pete, for all your hardwork on competition day and for therecent tennis coaching. InPsalm 139 we are told that whereverwe go, God will be present for us. "IfI ascend into heaven, you are there."Buzz Aldrin celebrated this fact on themoon. Thousands of miles fromearth, he took time to commune withthe One who created, redeemed andfellowshipped with him. No matter what our situation, God'sfellowship is only a prayer away.

Visitorsto Killin will long remember Alistairand Annette's welcoming smiles onSunday mornings and their genuineinterest in each person.For 12 years, Alistair has beenChairman of the Vestry and Annettealso served as Secretary. both been regular lesson readersand Alistair has tackled countless"behind the scenes" jobs. Annettehas taken her turn with flowerarrangements and together theyhave organised 'church cleaning'days before special services - alwaysleading from the front.The Revd Ladd Fagerson spoke ofthe enormous debt of gratitude weowe them for their encouragementand willing involvement during theseyears and the congregation gavethem a gift to help them create theirnew garden in Leicestershire.

Litter loutsFollowing a recent Bank Holiday, myson and I removed two black bin-bags-full of litter from a small areanear the confluence of the Dochartand Lochay rivers. Three days laterI returned and filled another bagwith more rubbish. This area israrely visited by anyone other thananglers as it is relatively remotefrom footpaths and requires astream to be forded in order toreach it. Litter and VandalismIt is necessary to highlight theproblem of litter and vandalism onthe shores of local Lochs and Rivers.I spoke with a couple with a youngfamily who recalled coming to thisarea almost twenty years ago whenthere was not the same level ofblatant littering, vandalism,chopping down trees with powersaws, and human waste lyingeverywhere. They were disgustedwith what they saw over theweekend, and will not return. Thisis just one family, but how manyothers are not coming back becauseof the anti social behaviour we nowwitness.Recent negotiations to address thelitter problem have run aground, but

11sstt KK ii ll ll ii nn BB rrSummer OutingThis year we enjoyed a fabulous dayclimbing and abseiling in WeemWood, with local activity provider,Beyond Adventure. Our twoinstructors, Biscuit and Laura, wereperfect for our needs and tailoredthe activities to suit our younggroup.We were based for the day in alovely wee clearing in the forestamong huge beech trees. Therewere several climbing routes on thecrags for girls to choose from sothat each of them could bestretched. Everyone got the chanceto abseil back down again whichseemed to be great fun. There werealso two tyre swings for relaxingmoments and a strapline hungbetween two strong trees for thegirls to walk and balance on.Lunch was a sausage sizzle on theBBQ! The day was extremely hotbut we were cool in the shade of thetrees and thankful for it.Before heading for home we enjoyedice creams in Aberfeldy and now welook forward to more fun in thewoods with Biscuit and Laura. What kind of place would you likeKillin to be in the future?The Stirling Local Development Plan(expected to be ready in 2012) andLocal Housing Strategy (due 2010)are now underway and will play a keyrole in shaping your surroundingsand quality of life, and those offuture generations. Stirling Councilis the Housing authority for thewhole area, but obviously Killinvillage is within the National Park forPlanning purposes.Why are these two projects soimportant?Development decisions can beirreversible and can have a realimpact on the lives of local peopleand communities. So it’s reallyimportant that everyone has anopportunity to contribute. The LocalDevelopment Plan will guide whatdevelopment can take place, andwhere, for the next 20 years. It willdeal with a whole range of land useissues including new housing,shopping, business, industry,transport, recreation, built andnatural heritage, right across theStirling area. The Local Development Plan willcover the areas north and east ofKillin outwith the Park – Glen Lochay,south Loch Tay and Ardeonaig.Are there planning, land use and

Summer has come and with it areturn to the perennial problem oflitter. Over the last couple of yearsthe Park Authority has pouredconsiderable resources into tacklingthe problem with very littlenoticeable difference being achieved.Indeed in some areas the problemseems to have got worse. Why?Quite simply as the Park Authoritydid more, the Councils started towithdraw. To add insult to injury wefound ourselves paying the landfilltax for the rubbish we werecollecting. In the present economicclimate and with tighter budgetslooming for a number of yearsserious discussions are now ongoingto shift the burden back to thosewith the statutory responsibility forlitter collection, the local Councils.The Park Authority fully recognisesthat the Park is so designatedbecause of its special qualities andconsequently seeks to ensure thatextra effort is made to protect it.With that in mind we have and willcontinue to give help to the councilsto tackle the litter problem. What wecan't do is allow them to withdrawfrom their statutory duty.The Rangers are spending moretime during the tourist season inmeeting and greeting our visitorsand in so doing are, whereappropriate, getting over the

message that the Park is a specialplace and needs to be respected assuch. Schools, both inside andoutside the Park, are being visitedas part of a long term strategy toget people to better understand thedestructive nature of litter, not onlyin its effect on the scenery, but alsothe harm to wildlife. We are findingthat children are less likely to be thelitterbugs and with thatencouragement we are trying toensure that they don't slip into theerrant ways of their elders.

The other major problem heightenedduring the visitor season is that ofPublic Conveniences. Strangelythere is no statutory obligation forany agency to provide toilets. ThePark Authority is investigating howfacilities can be provided at touristhot spots outside villages. Oneproblem we encountered was thatthere was some difficulty inobtaining a Building Warrant for acomposting toilet. Thankfully thatproblem was overcome so the workcontinues to see if we can find asolution within our resources.

Angie the Rural Access Worker hasbeen in post at SDAMH for over 5years now. The Rural AccessService is funded through StirlingCouncil. Angie covers any areawithin Stirling District which isoutwith a 10 mile radius of StirlingTown Centre, from as far afield asTyndrum to Strathblane. She enjoysdriving and is currently working with16 clients in various communities.The support provided for clients isextremely varied, as people areindividuals, so have very differingneeds. Support can be: practical -assisting with budgeting, houseworkor shopping: emotional - providinga listening ear or an opportunity tooffload any concerns: or social -assisting access to further educationopportunities, volunteeringopportunities or attending locally runevents within the client’s owncommunity. On 29th June a meeting was held inKillin by Forth Valley Health Board, theScottish Ambulance Service and StirlingCouncil with representatives of localCommunity Councils, DevelopmentTrusts, medical teams and police to respond to concerns and questionsabout access to health services.The first half of the meeting was apresentation from FVHS about a newscheme to be brought in for StirlingSocial Workers and NHS visitors tocommunicate on cases to avoidduplication of visits. (This might bethought to be just commonsense).Some of the questions given to thepanel beforehand were then addressedand others came from the floor. Most ofthe concerns expressed many timesbefore were brought up again and itwas soon evident and put to the panelthat little, if anything, had been done toaddress these in spite of so-called'consultations' with rural areas. * There is to be no helipad at the new

hospital so helicopters will go directly to Glasgow.

* There is no confidence that parking at the new hospital will be adequate.

* Access slip roads from the motorway to the new hospital - an apparent afterthought - were still awaiting planning permission.

Callander representatives, as well asthose from rural areas, were concernedabout 'their' ambulance (which is alsothe Killin ambulance) frequently beingsent elsewhere and not available locally.

There is now only one doctor on duty atSRI for out of hours work instead oftwo, which means that this doctor istherefore likely to be more reluctant toleave the hospital unmanned by goingout to an emergency call any distanceaway.Getting to hospitals for appointmentsbrought the only laugh of the eveningwhen a panel member stated firmly thatit was wrong to say there was no publictransport from Crianlarich to Stirling inschool holidays - the journey waspossible via Glasgow! (Well, yes - ittakes three hours - and what aboutgetting back?)It was decided that the various councilswould send a joint letter to the ScottishHealth Secretary voicing local concerns,in particular about the lack of helipad atLarbert.What, oddly, was not mentioned at themeeting was the Scottish AmbulancePublic Survey with a deadline of 14thAugust (see below). Please take theopportunity to make your comments.

A Tribute to Our Frances!The Falls of Dochart RetirementHome has to adhere to strictregulations with regard to trainingdevelopment. We have to have atleast 50% of care staff in theestablishment trained to at leastSVQ (Scottish VocationalQualification) at level 2 as specifiedby the Care Commission. The staffhave all been active learners andworked very hard to achieve thesestandards and we have nowsurpassed the level with 60% atpresent SVQ 2 and above, which is agreat credit to all staff who haveachieved these qualifications.

Falls of Dochart Retirement HomeOne staff member,however, beforestarting out on herSVQ journey feltthat she couldn'tmanage it due toage and lack ofconfidence. Thisperson, FrancesSmith, has nownot only passedSVQ 2 with flyingcolours but is nowon to level 3,producing excellentwork with greatconfidence and

work ethos. Her work and journeythrough her training has beenrecognised by all at the Home andalso by Perth College, our trainingproviders. They put Frances' nameforward for an OutstandingAchievement Award and, out of thewhole of Perthshire, she waspicked to receive the award. Allcredit to Frances, who is now asenior carer and actively helping toshow junior members how it'sdone!Frances, her husband Gordon and Ihad a lovely day out at Perth RaceCourse where Frances received heraward and we celebrated her
