    1. INTRODUCTION

    1.1 This Rally will be run in compliance with the FIA International Sporting Code (and its appendices), the 2016 FIA Regional Rally Sporting Regulations , the National Sporting Regulations of the RAAT which comply with the FIA Regulations and these Supplementary Regulations. Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins (issued by the Organizer or the Stewards). Additional information will be published in Rally Guide 2, issued on Friday 13 January 2017. The 2016 FIA Regional Rally Championships Sporting Regulations can be found at; http://www.fia.com/sport/regulations

    1.2 Road surface

    The event will be run on gravel.

    1.3 Overall SS distance and total distance of the itinerary

    The overall special stage distance is more than 220.95 kms and the total distance of the event is more than 277.95 kms.

    4. ENTRIES

    4.1 Date of entries

    Opening Date : Monday, 7 November 2016 09:00 hrs. Early Entries Date : Friday, 6 January 2017 17:00 hrs. Closing Date : Friday, 13 January 2017 17:00 hrs.

    4.2 Entry procedure

    4.2.1 Intending entrants to The King’s Cup Trophy The 29th International Rally of Thailand 2016 must send the official entry form, duly completed, to the Permanent Secretariat at the address below. The form must be delivered to the Permanent Secretariat no later than Friday, 13 January 2017, 17:00 hrs.

    Facsimile: +(66 2) 691-3933 e-mail address: [email protected] Website: www.thailandrally.com In the case where entry application is made by fax or email, the original copy of the completed entry form must be sent and delivered the Organiser, within 1 week after the closure of the entry. 4.2.2 Foreign ASN License holders must hold an authority from their National Sporting Authority or obtain its stamp on the entry form. 4.3 Number of entrants accepted and classes

    4.3.1 The maximum number of entries is 40 cars. If more than 40 entries are received the organisers reserves the right to extend this number and to decide which entries (among the non-priority drivers) will be accepted. Entries will be accepted for eligible cars – refer to Article 4 and Article V4 of the 2016 FIA Regional Rally Regulations. The homologation period for certain cars in all Regional Championships has been extended to 31 December 2017 in accordance with Article 4.4.6 of the 2016 FIA Regional Rally Sporting Regulations, subject to safety requirements, The full list of cars with an extended homologation period can be found on www.fia.com

    4.5 Payment details

    Entry Fees can be remitted to the Organiser’s Bank Account: Bank Name: Thai Farmer Bank Branch Name: Sanam Pao Account Name: Udomsak Chan-On Account Type : Savings Account Number: 701-2-05319-8 Swift code: KASITHBK Entry Fees paid by bank transfer shall simultaneously be advised by fax to King’s Cup Trophy The 29th International Rally of Thailand 2016 Secretariat to ensure that payment is receipted prior to the close of entries. Any Bank Charges incurred shall be paid by the entrants in addition to the entry Fee. Please ensure that the Entrant’s name is included as reference on all bank transfer.

    4.6 Refunds

    Entry fees will be refunded in full in the following cases: 4.6.1 To candidates whose entry has not been accepted. 4.6.2 In the case of the Rally not taking place. No other refunds will be made.

    5. INSURANCE

    5.1 Public liability

    The public liability including the Third Party Liability of the rally cars and recce cars within the designated time and route during the event is covered by the organizer. The insurance will come into effect from 0000 hrs on Wednesday, 16 November 2016 and will automatically expire at the end of the rally (Sunday 20 November 2016) or at the moment of retirement or exclusion from the event. Limit of accumulative total compensation : THB 10,000,000.- all event. Service vehicles and reconnaissance vehicles including those bearing special plates issued by the Organiser, may never be considered as official participants in the rally. They are therefore not covered by the insurance policy of the Rally and will remain the sole responsibility of their owner.

    5.2 Personal injury insurance and medical insurance All national crews are required to have a minimum personal injury insurance no less then THB 1,500,000.- and a medical insurance no less than THB 100,000.- For overseas crews , a personal travelling insurance which covers first aid and repatriation transfer is required, and those insurance policies are required to be show at administrative checks.

    6. ADVERTISING AND IDENTIFICATION

    6.1 Advertising and Identification

    6.3 Competition Number, rally plates and advertising must be fixed to the car before scrutineering. Service Vehicle plates shall placed on both doors of the vehicle. 6.4 Restrictions

    Tobacco advertising in Thailand is strictly prohibited.

    7. TYRES

    7.1 Tyres specified for use during the rally

    The use of studded or spiked tyres is prohibited under pain of exclusion. Refer also to article 60 and Appendix V of 2016 FIA Regional Rally Sporting Regulations. 7.2 Tyres for use on reconnaissance

    The tyres used for reconnaissance must be production tyres. Mudterain tyres are not permitted.

    8. FUEL

    8.1 Fuel specification

    Not Limited.

    8.2 Distribution during the rally:

    Refuel Zones (RZ) will be established as follows

    Leg I At Front Goldenling Business Building, Saha Farms Bueng Sam Phan

    Leg II At Front Goldenling Business Building, Saha Farms Bueng Sam Phan

    & Phetchabun Garden Hill

    Note : All Competitors will need to make their own supply arrangements. Full details will be shown in the Road Book.

    9. RECONNAISSANCE

    9.1 Procedure for Registration

    All competitors taking part in reconnaissance must register their vehicle prior to commencing reconnaissance. At registration each crew will be issued with a

    reconnaissance sign-on card and a vehicle identification number. 9.2 Operational procedure

    Competitors will be issued with a pass covering each stage and valid for two (2)

    passes over the course. This pass must be presented and endorsed by an

    official at the start of each Special stage of Reconnaissance or at any other

    location on request where instructed. As a Safety measure competitors must

    complete at least one reconnaissance of each stage. Failure to comply will be

    referred to Clerk of Course and may result in a report to Stewards. Only the crew is permitted in the car.

    Vehicles used for reconnaissance shall comply with the requirements of Articles

    25.1 and 25.2 of the FIA Regional Rally Sporting Regulations.

    See 7.2 for types of tyres permitted on reconnaissance.

    The maximum speed of the vehicles undertaking Reconnaissance on all special stages in the forest shall be 60 km/h and all crews are required to strictly adhere to this limit.

    9.3 Penalties for Excessive Speed

    Refer Article 20.2 of the 2016 FIA Regional Rally Sporting Regulations. Speeding during reconnaissance will incur a fine applied by the Clerk of the Course as follows: Per km per hour over the speed limit All Drivers THB 2,000.00.- The amount of this fine will be unaltered by any fine imposed by the police. The fine will be doubled in case of a second offence committed during reconnaissance in the same rally. 9.4 Schedule

    The reconnaissance schedule is detailed in Appendix 2

    10. ADMINISTRATIVE CHECKS

    10.1 Documents to be presented

    The following items will be checked at Administrative Checks:

    Entrants /Competitor’s license.

    Driver and Co-Driver competition license.

    Driver and Co-Driver civil driving license.

    ASN Stamp / Visa for foreign competitors.

    Third Party Insurance papers.

    Completion of all details on the entry form.

    Competitors are required to hold a signed Admintstrative Clearance Form prior to Scrutineering. 10.2 Timetable

    Venue: VIP room Goldenline Business, Bueng Sam Phan, Phetchabun Province Time: Wednesday, 18 January from 08:30 – 18:30 hrs.

    11. SCRUTINEERING, SEALING AND MARKING

    11.1 Scrutineering venue and timetable

    Administrative Checks must be completed prior to Scrutineering and competition numbers rally plates and advertising decals shall be affixed on the car before entering the scrutineering venue.

    08:30 - 12:00 hrs. Scrutineering of the cars including turbo, transmission and spares marking and sealing.

    Competing cars must be presented at Scrutineering in accordance with the following schedule :

    - Car No. 15-19 from 08:30-09:00 hrs. - Car No. 11-14 from 09:00-09:30 hrs. - Car No. 6-10 from 09:30-10:00 hrs. - Car No. 1-2 from 10:00-10:30 hrs. - Car No. 3-5 from 10:30-11:00 hrs. - Car No. 20-above from 11:00-12:00 hrs.

    All crews and cars taking part in the rally must arrive at Scrutineering (and/or administrative checks) in accordance with given timetable above. Competitors reporting late to Scrutineering or Administrative Check will be penalized THB 200.00 Bath/per minute to a maximum of 20 minutes. 11.2 Mud Flaps

    Mud flaps which comply with Article 252.7.7 of Appendix J of the FIA International Sport Code may be fitted to competition cars.

    11.3 Windows/Nets

    The use of Silvered or tinted films on the side and rear windows is authorized in accordance with Article 253.11 of Appendix J of the FIA International Sporting Code. 11.4 Crew’s Safety Equipment

    The crew must wear homologated crash helmets, and wear safety clothing and equipment in compliance with Appendix L Chapter III of the FIA International Sporting Code.

    12. SHAKEDOWN

    Shakedown is compulsory will be held on Friday, 20 January from 13:00-14:30 hrs. at Phetchabun Garden Hill, Phetchabun Province.

    13. OTHER PROCEDURES

    13.1 Competitors participated card stunt Dedicated to the remembrance of King Bhumibol Adulyadej of Thailand All Competitors must attend the Ceremonial Start, wearing their own competition overalls, on Friday, 20 January 2017, 17:30 hrs. 13.2 Finish Procedure The official finish ceremony will be take place at Front Saha Farms Bueng Sam Phan, Phetchabun Provice. The cars which are subject to post event scrutiny will be notified at the entrance to the Parc Ferme after the finish ceremony.

    13.3 Early check-in at the end of a Leg At the Time Controls at TC.A the end of each Leg crews may check in early without incurring any penalty. However, for all liaisons the traffic regulations must be respected. 13.4 Time Cards during the rally Time cards will be collected at the Time Control at the end of each section. New Time Cards will be issued by marshals at the Time Control at the start of each section. 13.5 Starting system of special stages 13.5.1 The start will be given by manual countdown by Marshall Signal 30 – 15 – 10 – 5 – 4 – 3 – 2 – 1

    16. FINAL CHECKS AND PROTESTS

    16.1 Final Checks / Post event Scrutiny

    Time: Sunday, 22 January,17:30 hrs. Place: Front Goldenline Business Buildind, Saha Farms Bueng Sam Phan, Phetchabun Province The cars will be collected from the pick up area after the Ceremonial Finish and taken to final checks by the driver or a team representative. A representative of the entrant as well as mechanics with appropriate tools (in case of dismantling) must be present at the final check. 16.2 Protest Fees

    The protest fee THB 30,000.- to organizer. If the protest requires the dismantling and the reassembly of different parts of the car, the claimant must pay an additional deposit of THB 50,000.00.

    16.3 Appeal fees

    The National Appeal Fee (RAAT) is THB 30,000.00
