Bellevue High School Football Sanctions. After reviewing the allegations above, the KingCo Conference Self-Report Committee has ruled on the following 6 sanctions for Bellevue High School’s Football Team and Athletic Department. 1. Contests/Games  Bellevue HS Varsity and JV football teams are limited to 3A league games only for the 2016 and 2017 seasons (two years).  Bellevue HS will not be allowed to play non-league football games in the 2016 and 2017 seasons. (two years)  Bellevue HS Football teams will not be allowed to play out of state opponents in home or away contests during the 2016 thru 2019 seasons. (4 seasons)  Bellevue HS Football is not eligible for a KingCo Title and is denied post-season play for seasons 2016 through 2019. (4 years)  Frosh/Soph teams that include only 9 th  and 10 th  graders may play a regular season including league and non-league contests. 2. Coaches:  We accept the Bellevue School Board’s (BSB) resolution 2016-03 that specifies they will not renew contracts for coaches involved in violations of WIAA 23.1.1 for 2 years. We expect this resolution to be applied to any coach the BSD determines to have violated this rule. These coaches shall be suspended from all aspects of Bellevue High School Football and their feeder programs. This includes but is not limited to clinics, speaking engagements, strength training, drills, coaching, contact with players or future players, recruiting, practices, practice plans, scouting, reviewing film and etc. These coaches would serve a two year suspension imposed by the KingCo League concurrently. 3. Booster Club:  For the 2016 through 2019 seasons (four years), the Bellevue HS Football Program may not receive any donations (including but not limited to money, services, equipment, products etc.) from any outside public or private entity. Bellevue HS Football will be limited to the funds provided to them by their district approved budgetary process. In the spring of 2018, the Bellevue Athletic Director may appeal to the KingCo League for these sanctions to be dropped. If the League determines that BHS has put in to place standards, procedures, and safe-guards for accepting funds from outside entities, including booster clubs, the League may reinstate the acceptance of these funds. 4. Transfer Students  All transfer athletes to Bellevue High School will submit a paper “residency packet” to the Bellevue AD which includes: o A completed WIAA residency contract. o A copy of a purchase/sales agreement or rental contract from a residence located within the Bellevu e HS service area. This document will be signed by their parent or legal guardian. o A Utility Bill for the residence with their parent or legal guardians name on it.
