NOTICE IS HEREBY GIVEN that Applicant, PayRock Energy, L.L.C., has filed an application in this cause requesting the Corporation Commission of Oklahoma to enter an order, to be effective as of the date of the execution thereof or as of a date prior thereto, as follows: (I) amending Order Nos. 55880, 62761 and 169572 to delete the W½ and the NE¼ of Section 34, Township 15 North, Range 6 West of the IM, Kingfisher County, Oklahoma, from the purview and boundaries of the Mississippi Lime common source of supply and to vacate the 80-acre non-horizontal drilling and spacing units previously formed for such common source of supply in the NE¼ of said Section 34 and to vacate the 160-acre non-horizontal drilling and spacing units previously formed for such common source of supply in the W½ of said Section 34; (ii) amending Order Nos. 59098 and 169572 to delete said Section 34 from the purview and boundaries of the “Hunton Limestone”, also referred to as the “Hunton”, common source of supply and to vacate the 80-acre non-horizontal drilling and spacing

units previously formed for the “Hunton Limestone” common source of supply in the NE¼ of said Section 34 and to vacate the 160-acre non-horizontal drilling and spacing units previously formed for the “Hunton” common source of supply in the W½ and the SE¼ of said Section 34; (iii) amending Order No. 621116 to enlarge and extend the boundaries of the Missis-sippian, Woodford and Hunton separate common sources of supply so as to cover and include said Section 34 and to form proper horizontal well units in such sec-tion for such separate common sources of supply, which units Applicant requests be formed as 640-acre horizontal well units; (iv) designating all or a portion of the Mississippian and Woodford sepa-rate common sources of supply as shale reservoirs (unconventional reservoirs) and designating the Hunton common source of supply as a conventional reservoir (not a shale or coal bed) in said Section 34; (v) determining that the 640-acre horizontal well unit requested to be formed in this cause for the Missis-sippian common source of supply in said Section 34 will exist concurrently with the existing 160-acre non-horizontal drilling and spacing unit previously formed for the Mississippi Lime common source of supply in the SE¼ of said Section 34; and (vi) granting such other and further relief as may be proper based upon the evi-dence presented at the hearing herein.

Inhofe says government attempting to use Hobby Lobby case to change nation’s moral code

By: Michael C. Carnuccio The school-employee labor unions have never been ter-ribly friendly toward the oil and gas industry.

For example, the Amer-ican Federation of Teachers, AFL-CIO, said it be-lieves our out-moded fossil-fu-el energy system simultaneously

speeds environmental deg-radation and threatens our security. The union said it’s time to reduce the use of fossil fuel.

The latest resolutions from the nation’s largest teachers union, the National Education Association, are similarly unfriendly. Indeed, they read like they were written by President Barack Obama himself. Lots of talk about sustainability, global climate change, the need for green jobs, and so on.

Here a t home, the school-employee labor unions and other members of the education community are planning a big rally at the state Capitol on Monday.

“This year the Oklahoma Legislature and Gov. Fallin will decide the fate of tax incentives for horizontal and deep well drilling,” the Oklahoma Education Asso-ciation said. “At stake is over $300 million in potential state revenue that could be made available for education and other core services of gov-ernment.”

Unfortunately, this has little to do with teachers, other than once again using them as pawns in a bureau-cratic power play. The son of a public school teacher and someone who has taught classes himself, I find it offensive that from 1998 to 2011, Oklahoma’s school district administration has grown by 49 percent while the number of students in its public schools increased by only 6 percent.

I’ve said in this space that we should create a system that pays Oklahoma’s best teachers like rock stars. Short of that, even if Oklahoma’s dramatic administrative overhead growth from 1992 to 2009 had simply mirrored the increase in students, Oklahoma could have raised teacher salaries by $4,924.

Raising taxes on the oil and natural gas industry is a bad idea. The industry currently pays nearly $1 out of every $4 of state reve-nue, state Sen. John Sparks, D-Norman, recently said in this publication. The indus-

try single-handedly saved Oklahoma from a recession suffered by nearly every oth-er state in the nation, he said.

The industry also pays a lot of salaries in the education sector. Gratitude – not a tax hike – is in order. Education spending in Oklahoma is at an all-time high. If you want more money for edu-cation, start requiring more responsibility from those who spend it.

Unions rally for oil money

reached their self-imposed deadline to get legislation to the Oklahoma Senate. I thought it would be a good time to go over the following bills that survived both the committee and House fl oor deadlines and that may be signed into law by the end of session.

House Bill 2508 would reduce the state income tax by a quarter of a percent in fi scal year 2016 if revenue is high enough to keep the cut from negatively impact-ing the budget. Although House lawmakers favor this bill over the Senate version, we know that neither bill will pass without input and revisions from the opposite chamber and the governor.

House Bill 2377 would raise the monthly expense allowance for all commis-sioned law enforcement of-fi ces of the Department of Public Safety including state

thored, would exempt sales of tangible personal property or services to the American Legion, whether the pur-chase is made by the entity chartered by the United States Congress or is an entity organized under the laws of this or another state pursuant to the authority of the national American Legion organization. I have been fi ghting for this sales tax exemption for several years. I am pleased to be able to honor our veterans with this support for the largest aux-iliary organization in Okla-homa. The legislation was approved by a vote of 94-0.

House Bill 3090 would give county treasurers more fl exibility in holding county resales. I sponsored this bill to help county government further serve Oklahomans and was pleased to see it pass by a unanimous, 88-0 vote.

House Bill 2372 would protect the right of Okla-homans to basic privacy by prohibiting employers from requiring access to potential hires and their employees’ social media accounts. The bill would allow employees and prospective employees to bring civil action against an employer who violates the law within two years of the violation. If successful, the court could award a min-imum of $500 per violation or actual damages in addition to court costs and “reasonable attorney fees.”

House Bill 2588 would create a process for mediat-ing and addressing griev-ances by foster care parents overseen by the Oklahoma Commission of Children and Youth Offi ce of Juvenile

System Oversight.House Bill 2625 would

amend the current law that would force schools to auto-matically retain third-grade students who fail a state reading test or alternative assessment. The legislation replaces automatic retention with a process in which the child’s parent and local ed-ucators determine whether or not to retain the child. The bill would retain current lan-guage that requires remedial intervention.

House Bill 2642 would create a special education fund that would be used to increase the per-pupil ex-penditure through the state aid formula. Contingent upon an Oklahoma Board of Equalization estimate of an increase of 1 percent in revenue to the General Revenue Fund, the Secur-ing Educational Excellence Fund would receive $57.5 million in fi scal year 2015. The amount would increase by another $57.5 million in each subsequent fi scal year, dependent upon a 1 percent estimate increase in revenue, up to $575 million.

House Bill 2070 would make it a felony to knowingly destroy a human embryo to create a stem cell. The bill would allow couples with frozen embryos to store them or provide them to others who want to adopt the em-bryos and grow them into babies.

House Bill 2851 would make property used in or derived from violations of the Oklahoma Antiterrorism Act subject to forfeiture. The bill allows a person injured as a result of a criminal of-fense under the Oklahoma Antiterrorism Act or law enforcement agency or other governmental agency that participated in an investi-gation under the Oklahoma Antiterrorism Act to fi le a claim for costs or damages against any seized property.

Sanderswith overwhelming bipartisan support, a 97 to 3 vote in the U.S. Senate and unanimous support in the U.S. House of Representatives. The court did not accept the amic-us brief. On June 27, 2013, the 10th Circuit Court of Appeals returned the case to the district court with instruction to consider whether to grant Hobby Lobby a preliminary injunction. The court stated that Hobby Lobby has, “established a likelihood of success that their rights under this statute are sub-stantially burdened by the con-traceptive-coverage requirement, and have established an irrepara-ble harm. But we remand the case to the district court for further pro-ceedings on two of the remaining factors governing the grant or de-nial of a preliminary injunction.” On July 19, 2013, a federal court granted Hobby Lobby Stores, Inc. a preliminary injunction against the HHS mandate.

On Jan. 27, 2014, Inhofe joined Sen. Orrin Hatch (R-Utah) and 13 members of Congress in fi ling a

legal brief with the Supreme Court arguing that a federal mandate requiring that women’s contra-ception, including abortifacient drugs, be covered by all health insurance plans violates the RFRA.

Inhofe also spoke on the Senate fl oor on Sept. 27, 2013, regarding the President’s health care law and Hobby Lobby’s stand for religious freedom, On the Senate floor, Inhofe said, “[G]etting back to the subject at hand, today, instead of having leaders who are protecting the church from government, we have leaders who believe it is government’s job to impose on churches what should be uni-versally upheld as truth. Instead of leaders who are protecting an American’s freedom to practice his or her religion of their choice, they may instead be using government institutions and law to force them to do or buy things that are in very violation to their religious beliefs and conscience. That is the issue we are talking about now.” ...

The history of the federally recognized tribes attests to the harsh results of a socialist government combined with communist principles that prove the legislative pen is mightier than the sword. The U.S. Supreme Court described the status of Tribes in 1831 as “domestic dependent nations,” whose relationship to the Federal Government “resembles that of a ward to his guardian.” Congress ad-opted similar language in 1871 describing Tribes as “wards of the United states.” Over the years, this patronizing and demeaning “trust relationship” has evolved into a snake pit of programs and policies originating from and administered through the corrupt and oppressive Bureau of Indian Affairs that foster dependency on subsidies and tax exemptions while depriving Tribal Members of control over their own property and even their children. Like prisoners who are in the custody of the Department of Corrections with no right to vote and rationed food and health care, Indians are at the mercy of their Tribes and the Federal Government, which together exercise near to-tal control of all aspects of Indian life, including providing food, clothing, shelter, education and health care, regulating land use, deciding custody and placement of our children and limiting who gets a vote in tribal government affairs.Q.
