Three major programs are: Academic Success, Healthy Lifestyles, and Character & Leadership. The clubs are open to boys and girls ages 6-18. Dues at most sites are only $20 per year. Every club has full-time, trained youth development professionals who are supported by volunteers. They are located in all the local middle schools. Children of active duty military receive free annual membership. 8 th graders can volunteer and be trained in the peer to peer mentoring program. They are a non-profit organization and funding comes from donations, and grants, private donations, locally from the Army, bingo or the city. The city of Harker Heights donated $50,000 last year. ED LAW: TRC, Chapter 545. Operation and Movement of Vehicles, Subchapter I, Miscellaneous. Section 545.404, Unattended motor vehicle: "An operator may not leave the vehicle unattended without: (1) stopping the engine; (2) locking the ignition; (3) removing the key from the ignition; (4) setting the parking brake effectively; and (5) if standing on a grade, turning the front wheels to the curb or side of the highway". Section 545.406. Coasting: "(a) An operator moving on a downgrade may not coast with the gears or transmission of the vehicle in neutral. (b) An operator of a truck, tractor, or bus moving on a downgrade may not coast with the clutch disengaged".
