KLANG VALLEY NETWORK
• Upgraded, double tracked and
electrified in 1993;
• First Electric Train Service (KTM
Komuter) introduced in August 1995;
• Busiest sector among KTMB’s
network with 10 MGT of traffic;
• Inferior track standard (BS80A rail,
ballast depth = 250 mm, no
strengthening of sub-grade, i.e.,
without sub-ballast, geo-textile,
ground treatment);
• Subject to poor drainage – impact
from surrounding development.

OBJECTIVE
• Rehabilitate the railway infrastructure in the Klang Valley so as to
reinstate the characteristics that are essential for the performance of
the railway services;
• Improve the safety standard and criteria to accommodate higher
service frequency with the introduction of new commuter and ETS
services;
• Improve the comfort and convenience of passengers; and
• Upgrade the capacity of the railway infrastructure to allow for
operation headway of 7.5 minutes during peak period.

SCOPE OF WORK - TRACKWORKS
SCOPE OF WORKS
• Renew track components (UIC54kg rail, new concrete sleepers, fastening, UIC54kg turnout with concrete bearer) – Rawang to Salak Selatan
• Track formation rehabilitation -strengthening of track sub-grade with standard track profile (ballast, sub-ballast, geo-textile) and rectify mud-pumping areas – Rawang to Salak Selatan
• Procurement of Track Machines: Tamping Machine - UNIMAT (2), DUOMATIC (1),Ballast Regulator (3), Trolley (2), Multipurpose (2)
• Reinstatement of drainage system, including construction of 2 new culverts at Km 373.898 (Kepong) and Km 365.765 (Kuang)
• Construction of vandal proof fencing
• Construction of maintenance access
SCOPE OF WORK – SIGNALLING &
COMMUNICATION
SCOPE OF WORKS
• Upgrading of Train Detection System from Audio Frequency Track Circuit (UM71) to Axle Counter
• Upgrading of ATP Trackside System from STM to ETCS Level 1 (include RIDT)
• Installation of TETRA Radio System throughout KTMB’s network (except the Gemas – Johor Bahru Sector)
SCOPE OF WORK – ELECTRIFICATION SYSTEM
SCOPE OF WORKS
• Construction of new Feeder Station at Sentul and energization of Port KlangFeeder Station
• Upgrading of TSL at Kepong
• Upgrading of Circuit Breaker at SalakSelatan Feeder Station
• Upgrading of Double Pull Arrangement to Single Cantilever Arrangement (63 locations)
• Upgrading of Manual Isolator to Motorized Isolator (40 locations)
• Upgrading of Remote Terminal Unit (RTU) PD48 at Shah Alam, Port KlangFeeder Station and Master Modem in Kuala Lumpur
• Upgrading of Communication Lines at all Feeder Stations
• Overhaul Maintenance of the Overhead Line and Power Supply system
LINE BLOCK PROPOSAL
Line Block Proposal by DMIA:
Total closure of one line for 24 / 7 with stage works as follows:
• Phase 1: Rawang – Simpang Batu (27 stages)
Simpang Batu – Sentul (10 stages)
• Phase 2: SPK – Salak Selatan (8 stages)
• Phase 3: Simpang Batu – SPK (41 stages)
* 2 teams to be deployed to undertake Phase 1 / 2 and Phase 3
concurrently.
Line Block Proposal by KTMB:
• 6 hours daily on weekday (Monday – Friday); and
• 10 hours daily on weekend (Saturday – Sunday)
* 5 teams to be deployed to undertake works at 5 locations concurrently.
One team shall be dedicated for the section between KL North – SPK.

STATUS / ISSUES
• LOI issued to DMIA on 2 September 2015.
• Project kick-off meeting was held at MOT on 15 September 2015. MOT
instructed KTMB to issue site possession under the 24 / 7 scenario within 2
weeks.
• Meeting between KTMB and DMIA on 17 September 2015, DMIA requested to
advise the impact on train operation with 24 / 7 approach and to propose the
6 + 10 method.
• Meeting at MOT chaired by Dato’ TKSU (P) on 2nd October 2015 reiterated the
requirement for KTMB to issue site possession based on the 24 / 7 approach.
• MOT advised via letter dated 5th October 2015 that Y.B. Minister of Transport
has decided on the 24 / 7 method of site possession.
• Meeting at MOT chaired by Dato’ TKSU (P) on 27th October 2015 emphasized
the importance to issue site possession to DMIA.
STATUS / ISSUES (CONT’D)
• PAK issue no objection on the site possession via letter dated 2nd November
2015 subject to compliance with conditions stipulated by SO / SOR.
• MOT appointed President of KTMB as SOR 2 via letter dated 4 November
2015 but without authority to exercise:
- The provision of railway technical and operational aspects under the
contract.
- Implementation of current and future projects due to withdrawal of SOR
functions for other projects.
• Project Progress Meeting No. 1 was held at MOT on 26 November 2015. Issue
on information/drawings pending from KTMB was raised.
• DMIA has yet to submit the comprehensive Method Statement (MS) either on
the 24 / 7 or 6 + 10 approach. The workshop for preparation of the MS
scheduled on 1 – 2 December 2015.

Delay may occur due to caution imposed atthe construction area but the impact canstill be tolerated.
3 Cancellation of services
Some services may be cancelled due toreduced track capacity. Any reduction inthe number of services below the‘minimum service’ specified in theRailway Licence involves a complexprocess to acquire SPAD’s approval onthe cancellation / reduction of services.
The existing services can be maintained.
4 Additional cost to KTMB
Substantial since KTMB has to bear thetranshipment cost of passengers,publicity cost for the reduction in servicelevel and additional personnel to mitigatethe impact arising from this option.
Manageable since additional cost isassociated with the deployment ofadditional teams to supervise the worksduring track possession at multiplelocations.
5 Staging works
Require temporary signalling andmodification to the OCS to accommodatestage works.
Existing signalling and OCS can bemaintained.

7 Impact to KTMB’s revenue
Substantial due to reduction in servicelevel. It will also affect the ridership andcargo volume since disruptionarising from this option will causeinconveniences and railway services maynot be unattractive to passengers /customers.
Minimal since the impact is associatedwith train delay for certain services dueto track caution but the presentservices can still be maintained
8 Impact to KTMB’s Transformation and Business Plan 2016 – 2018
Substantial since some initiativesassociated with expansion of services aspresented in MyRA on 5 October 2015cannot be executed due to limitationarising from this option. This option alsojeopardize the target to achieve profitabilityby 2016 as envisaged by the businessplan

block planning and monitoring.
RECOMENDATION
• The issue on project governance and roles of KTMB
in the railway technical and operational aspects to
be sorted out.
• SPAD is requested to manage, control and monitor
the project implementation to ensure that safety of
passengers and public is given priority and
minimum service is maintained.
