Pay bills online: You can avail online payment facility logging on to our web: www.bsnl.co.in you can

view the latest bills and pay them online. You can get duplicate bill online for any mobile post-paid

General/Corporate Customers of BSNL can access these features by following three simple steps, viz. Register, Add a

Phone account and view & pay bills online. Quick Pay facility is also available without registration process.

Index CHOOSE YOUR MOBILE NUMBER

BSNL Tamilnadu Circle has launched a special scheme called “Choose Your Mobile Number” in GSM

prepaid service w.e.f. 16.12.2011. Under this scheme a customer can select his/her mobile number out of the

list of about one lakh numbers available.

Customers can logon to website “http://tamilnadu.bsnl.co.in” and go to the page of “Choose Your Mobile

Numbers” by mouse click on the link available in the web page. Select the prepaid mobile number in the

list under “Choose Nos.” A PIN number (Personal Identity Number) with 7 digits will be generated and

sent to the customer on the mobile number entered in the web-page. Customer needs to input the 7 digit PIN

to confirm the selection of the Mobile Number.

Also, SMS option for selecting the normal mobile number is available for customers. BSNL customers

should send SMS to 53733 and Non-BSNL customers should SMS to 9400012345. Any BSNL customer

can get the list of spare numbers by sending SMS “NLIST XXXXX” to 53733 in which, XXXXX can be

any 3 to 5 ending digit. A list of 10 spare numbers with matching XXXXX will be sent to the mobile

number from which the request is initiated.

Or

“NLIST” to 53733. In this case, any 10 spare random numbers will be sent.

For reservation of GSM numbers the Customer has to text as “CONF <number chosen>”to 53733

(BSNL) or 9400012345 (Non-BSNL).

The number selected will be reserved for the subscriber for 72 hours within which the customer has to

activate the selected number by approaching the nearest Customer Service Centre; otherwise, the reserved

number will be cancelled and taken back to the spare list.

Only three type of vouchers viz. Plan vouchers, Top up vouchers and Special Tariff

Vouchers are made available through C-TOP UP ( and through SMS wherever

applicable) in TN LSA.

Plan Vouchers: PV is renamed as Plan Voucher which is used for enrolling a

customer into a plan and extending the plan validity.

Top-up Vouchers will offer only monetary value in rupees and nil validity.

Special Tariff Vouchers - STVs: Boosters are named as Special Tariff Vouchers

Cost of dummy SIM Index

The cost of dummy (replacement) SIM has been revised as follows:

2G SIM card: Rs.100 /- 3G SIM card: Rs.139/-

Five ISD STVs can be used concurrently. The promotional offer of ISD STVs have been made as permanent ISD STVs and are grouped as Group V under

multiple use of STVs (Boosters) with the special feature, that, all the 5 ISD STVs can be used concurrently.

Hence, the available STVs (Booster cards) have been grouped into 5 different groups, viz. Group-I- General, Group-II

Unlimited Local/ STD voice, Group-III-SMS, Group-IV GPRS & Group-V ISD STVs.

2G or 3G customer can use maximum of 9 or 8 boosters simultaneously, i.e. one booster each from Group I, II, III, IV

(only for 2G) and 5 boosters from Group - V at the same time with effect from 15.10.2011.

Closed User Group (CUG) facility in Prepaid Mobile services:

CUG Facility for all Prepaid Plans is available in Tamilnadu Circle. Activation procedure for New CUG creation:

The request from individual customers should be submitted to CSC

The New Group creation or addition/deletion of new/old numbers in the Group will be done by

CSC.

All existing commercial formalities with respect to SIM will be adhered to along with CAF entry by

CSC.

In case of above said New customers, normal procedure of activation in Sancharsoft like Virgin SIM

Rs.20/- and PV of Plan Chosen by Customer - CUG rent (Rs.80 or Rs.60)

CUG for existing customers:

After obtaining request letter from the customer, they can either be added to the existing group or

allowed to form a new group. Their FNF will be Three and all the STVs availed by the customers

will be carried forward even after forming the group for that particular customer.

1. CUG validity shall be fixed as 30/31 days (calendar month based) from the date of enrolment for the all

the customers and the rent of Rs.80 or Rs. 60 will be deducted upfront only. CUG will be provided if

sufficient balance in customer’s account is available.

2. While in CUG Group, the customer will enjoy the CUG facilities and base plan of the member of the

CUG with sufficient balance in customer’s account. If CUG rental failure occurs (due to insufficient

balance in the account) and if his plan validity does not exist, the customer will be pushed to GP1.

3. Customer should keep his/her main plan validity intact always with sufficient balance for CUG

rent deduction.

4. If any of the group members is not having sufficient balance in his account, for advance rent for that

month, system will wait for the next 3 consecutive days for at least the amount equal to the rental

component and deduct the amount. If deduction is not possible, the customer Group ID will be removed

and customers cannot enjoy CUG benefits and will be treated like a normal customer in the parent plan.

5. If an ex-member of the CUG group wants to rejoin the group, he/she may give SMS to 53733, indicating

his Group ID as given below

6. CUG group size will be checked at the end of the month. Accordingly the rent will be deducted on the

next day (i.e. 1st day of subsequent month). The rent component will be changed as per the existing

group size.

7. Rent for CUG service will be calendar based irrespective of the enrolling date.

8. If a new customer joins the group, after the first day of the calendar month, he will be charged upfront

according to the size of the group he has joined. If there is any change in the group size from Group-1 to

Group-2 because of his addition, the rent will be deducted for the new customer only as per the changed

group size. The new Group size CUG rent is applicable for rest of the customers in the group only from

the next calendar month.

9. NO NEGATIVE balance is allowed for these CUG numbers.

10. If any member of the CUG is on ROAMING, the roaming charges will as per the plan and no free calls

are allowed within CUG.

Note:

All customers in CUG groups will be intimated through SMS about the facility & monthly deduction of talk

value so that sufficient balance of talk value is available for extension on monthly basis.

The above tariff/procedure is subject to any change/modification as per Corporate Office orders, issued from

time to time.

Procedure for deletion/readmission of CUG is revised. Index

The following revised procedure is implemented in TN Circle w.e.f 27-02-12 to delete or re-admit a CUG customer

from or into a CUG group.

Deletion of Number from CUG Group (by Principal GSM number only)

For deletion of a number from the CUG Group, the SMS has to be initiated by the Principal GSM Number only, since

the Person designated as Principal GSM Number might have planned for SIZE of the Group towards his commitment

for the monthly rental component .The syntax for this is

DEL<space>CUG_ID<space>GSM NUMBER TO BE DELETED to 53733.

IMPORTANT: If the number had been deleted on receipt of SMS from the Principal Number, re-admission is

allowed only on receipt of SMS from Principal number.

Re-Admission of ex-CUG Number (who is deleted due to insufficient balance)

At present the re-admission of CUG number into CUG group is entertained only if the SMS request is received from

the Principal Number. Now it is decided to readmit ex-CUG customer even if the SMS request is originated from ex-

CUG Customer himself (instead of from the Principal Number), using the following syntax.

READMIT<space>CUG_ID to 53733

On receipt of the SMS, IN shall validate the number and the CUG Group ID. If they are correct and if the customer is

having sufficient balance, number will be readmitted into the CUG Group after deducting the rent for the CUG group

for that month.

Customer will be sent SMS regarding re-admission as “Your mobile number is readmitted in the CUG group with ID

Number”

If the validation fails, then also a suitable SMS will be sent to the customer. i.e.

“Your request for readmission is rejected as (a) CUG-Id is not correct (b) insufficient balance for CUG rent deduction.

Change of Principal GSM Number for a Particular CUG Group

Provision for change of Principal GSM Number for a Particular CUG Group is made available in the front end of

Sancharsoft and it can be done only at the CSC where the CUG Group was created. This will be done on getting a

written request from the Principal GSM Customer only.

Conditions for use of multiple boosters (STVs) Index

For Boosters in Group-1 (G1)

The customer can use maximum of one STV (BOOSTER) from the group at the same time.

Customer is not barred from using a second STV (BOOSTER) from the same group. However, if he uses a

second BOOSTER from the same group, the new STV (BOOSTER) activated will override the existing

BOOSTER in operation and the validity for the new STV (BOOSTER) is counted from the date of activation

of the new BOOSTER (STV).

Can use *124# to know the STV (BOOSTER) validity.


The customer can use maximum of one STV (BOOSTER) from the group at the same time.

If he uses a second booster from the same group and. If the existing validity of the earlier booster is higher,

then the higher validity is maintained. Can use *124# to know the STV (BOOSTER) validity.


The customer can use maximum of one BOOSTER from the group at the same time.

On expiry of BOOSTER validity, balance SMS if any will be nullified.

However, if customer uses any other SMS BOOSTER in the same group within the validity period of the

existing free SMS Booster, balance SMS if any will be carried forward. Can use *124# to know the STV

(BOOSTER) validity.

For Group-4 (G4)

The customer can use maximum of one BOOSTER from the group at the same time.

On expiry of BOOSTER validity, balance GPRS usage if any will be nullified.

However, balance GPRS usage if any will be carried forward if customer uses any other GPRS BOOSTER

in the same category within the existing validity period of the GPRS BOOSTER..

The BOOSTER Validity is extended from the date of recharge of the new BOOSTER. If the validity of the

earlier BOOSTER is higher, then old higher validity will be maintained


All 5 ISD STVs will work in parallel. (and also in parallel with existing other groups) (For example, if a

customer applies both STV 41 and STV 27, then he can enjoy both Rs.1.49/Min for Group A countries and

Rs.2.99/Min for Group B countries).

If he uses a second booster from the same group A (or B or C or D or E) and if the existing validity of the

earlier booster is higher, then the higher validity is maintained. Can use *124*2# to know the STV

(BOOSTER) validity.

*Conditions:

I. The following days are called Black out days. i.e Not eligible for all concessional / free ---SMS /

Voice facility on these days including using BOOSTER (STV)s.

1. New year Eve --31st December

2. New Year Day -- 1st January

3. Valentine Day -- 14th February

4. Diwali

5. Christmas Day – 25th December

II. If Blackout days fall during the validity period of STV, then the validity period will not be extended

2.0 Other Terms and Conditions

Uniform Grace period of 15 days is allowed for all value of cards. No additional grace period

is allowed. No outgoing call is allowed during the grace period. The unutilized balance

amount in the previous card can be carried forward in case of renewal within the grace

period, otherwise it shall lapse.

The GSM PCO holder has to arrange for the Fixed Cellular Terminal (FCT) inclusive of bill

printing mechanism or GSM Terminal at his own cost.

SIM and Recharge vouchers will be sold from the BSNL Customer Care Centre and

authorized dealer i.e. Franchisee/BA/DSA.

The GSM PCOs can be allowed to any person as per the existing terms and conditions for

Landline PCOs.

No security deposit in the form of cash/Bank guarantee etc. is required to be taken in the

case of Prepaid GSM PCOs.

No service charge is allowed for intra circle calls. However for inter circle calls, considering

stiff competition; the charging of service charge is not mandatory.

The GSM based PCO holder will be allowed to move anywhere within the Licensed Service

area. However, roaming facility should be barred.

It may be made mandatory for such PCO holder to ensure BSNL branding prominently at the

site. In case, such PCOs are installed in mobile Vans, the Van must have BSNL branding on

2G and 3G PTPL PLANS – ACTIVATION PROCEDURE The PTPL Vendor or his Agent has to enter the SIM Number and the Random number at the top of the

CAF, while issuing the SIM to Customer along with the PTPL Tablet.

The customer has to submit the CAF to the nearest CSR/Franchisee with the SIM Number and the

Random number for validation. The CSC staff/Franchisee has to enter the 19 digit SIM number and

7 Digit Random number in IMEI column manually and after entering the Address Data entry in

Sancharsoft, the number will be created in IN, based on the Plan. The eligible data usage (2G as well as

3G) will be set in IN, only on applying the Plan voucher by the customer through CTopup & also the

Plan validity and the data usage validity will be set accordingly.

If the customer fails to apply Plan Voucher within 22 days from the date of creation, the number will be

liable for deletion.

In any case, if a number is created under 2G PTPL Plan, he will be allowed only to use 2G PTPL Plan

voucher and he will not be allowed to migrate 3G PTPL Plan and vice versa. Further, 2G DATA STV

will be allowed only for 2G PTPL Plan and 3G DATA STV will be allowed only for 3G PTPL Plan.

Note: (3) during its validity period,

The customer can choose to use the respective STV also again to get free data usage; however, the

validity will be from the date of activation only. The unused free data usage – if any, will be carried

forward.

Sale of SIM (2G/3G) is linked to sale of data card and Sale entry of Data Card (i.e. IMEI No.) is mandatory. CSCs should ensure the same for activation of data plan.

The customer will be given free data usage of 1GB which is to be used within 30 days on activation and the Main account validity will be 365 days from the date of activation. i. e from first call set (*123#)

Reverse Bundling

The SIM stock will be in the name of the Vendor, but will appear to all CSC/Franchisees on entering the 2G SIM/3G USIM No. after selecting the Menu in Tablet/Data Device in Sanchrsoft. CSC/Franchisee has to enter the correct IMEI number and SIM number manually like PTPL Tablet Plan

BSNL NEW JOY TN - CDMA PREPAID PLAN BSNL JOY-CDMA TN Plan has been extended for 90 days with a revised rate of Plan voucher

Rs 41 and revised freebies and renamed as BSNL NEW JOY-TN as a promotional offer with effect

from 22.05.2013 to 19.08.2013.

Existing BSNL JOY customers have to recharge with new plan voucher of Rs. 41 after completing their

current validity and can avail the freebies for PV Rs. 41. The existing SUK of Rs. 85 will continue for the

new plan also.

CDMA FULLTALK VALUE and EXTRA TALKVALUE offer on Top-up(s) BSNL Corporate office re-launched the following promotional offer on TOPUPs under Prepaid CDMA services for 90 days from 08.04.2013 to 06.07.2013. Salient features of the offer are: (i) Top-up vouchers/C-top-up/Flexi top-up:-

Introduction of Special Tariff Vouchers (STVs) under CDMA data service

ii) The above STVs are subject to the condition that upto one hundred SMS per SIM per day, the SMS

charges will be as per the STV subscribed by the customer; and beyond 100 SMS per SIM per day, the

SMS charges will be as per the base plan or 50 p per SMS whichever more is.

iii) All other charges as per the base plan.

Mode of extension of validity in different plan of CDMA prepaid service are as under:

Max mode: In the event of any recharge, the existing remaining days of validity or validity available with new recharge whichever is more will prevail in the validity account.

Conditions Effective validity

If validity of new recharge voucher is more than balance validity days.

The validity of new recharge will be effective from the date of recharge

If the validity of new recharge voucher is less than the balance validity days.

The existing balance validity days will continue.

Add mode: Validity available with all RCVs recharged are added to the remaining validity days in the subscriber's account. Add mode would be applicable to normal plans but validity may be accumulated up to maximum of 2 years. Plans having Minimum Recharge Condition (MRC) of any specific amount of recharge/top-up within specific

time period would continue to exist. For example, in the case of life-time plan, for extension of validity of 180 days the customer has to recharge with a minimum recharge/top-up of Rs. 200/-. Note: One day validity with all types of top up vouchers is allowed to life time as well as normal CDMA prepaid customers. Thus if top up done during GP-1, Customer would get one day validity and normal GP-1 of 15 days and GP-II of 165 days.

Conversion of Account Balance to Validity under CDMA services:- The procedure to be followed for the conversion is as under:-

Customer has to dial *789*2000# so that the validity will be extended for 180 days and

Rs. 20 will be deducted from account balance.

All other CDMA prepaid conversion of account balance into validity &Vive versa are with drawn

w.e f 11.06.2012.

The above facility will not be applicable to lifetime plans.

BSNL TUNES INTRODUCED IN CDMA:

Activation & De-Activation Procedure & Tariff

Activation modes: The BSNL CDMA customers of Tamil Nadu can get their BSNL TUNES Services activated, as of now,

through two different Modes, that is (a) by Dialing 56700 and (b) Dialing to the Call Centre -1503.

(a) Activation procedure - by dialling 56700:

Dial 56700. Browse through the different categories of songs & get the required BSNL TUNES song

activated. (This is an IVRS based Activation Procedure and the IVRS Browsing time will be charged @

Rs.2/Minute)

(b) Contact the Call Centre and get activated:

Get activated by dialling to the Call Centre (1503).

De-activation modes:

The BSNL CDMA customers of Tamil Nadu can get their BSNL TUNES Services de-activated, as of

now, through two different Modes, that is (a) by dialing 56700 and (b) dialing to the Call Centre -1503.

(a) De-activation procedure - by dialling 56700:

Dial 56700. Goto – “Manage option” to de-activate.

(This is an IVRS based Activation Procedure and the IVRS Browsing time will be charged @

Communication related requirements. Through ‘BSNL Live' you can watch LIVE TV (Hello TV) and movies on your

mobile, download exciting Videos clips games, songs and personalize your mobile phone with wallpapers and ringtones

of your choice. To access BSNLLive visit WAP site ‘http: //bsnllive.net’ from your mobile phone and experience the

thrill.

You can also ask for the settings by sending <make> space <model> of your handset to 58355 by SMS e.g. <Nokia>

space <N79> to 58355.

After you send the SMS you will in response get several settings on your handset viz. ‘bsnllive', ‘bsnlstream' etc.

Once you get all the settings, you will have to save them. Out of these several settings the one pertaining to BSNL Live

(will appear as 'bsnl live') should be saved as default. In some handsets the word 'Bookmark' is used instead of default.

Thereafter whenever you want to access BSNL Live you will have to click on your Web browser in your mobile; the

'BSNL Live' bookmark will be visible to you and clicking on it will lead you to the Welcome page.

Hello TV: Hello TV is a Live TV service which offers more than 50 channels on your mobile. This service is available

for both 2g and 3g users with compatible handsets. With hello TV you can now watch Live TV on your mobile

anywhere anytime.

Movies: Movies will be streamed on demand i.e. the content will be played in real time on your mobile from ‘BSNL

Live' directly without first getting stored.

Videos: Video clips of 3-5 minutes (approx.) on an average are available on demand. You can choose videos and

download from the available huge library of content at ‘BSNL Live'. The categories of content varies from astrology,

recipes/ cookery, entertainment, cricket to beauty tips/ clips, comics/ animation, Movies and Movie trailers, Music,

BSNL’s Bharatberry

BSNL launched the services viz. Bharatberry [Push E-mail & PIM (Personalized information

Management) Sync. services] on 14.11.2011.

Bharatberry service allows you to:

get email pushed to your mobile phone from virtually any of your email accounts

perform synchronization of your Contacts, Calendar, Notes and Tasks etc. across your mobile phone and

Bharatberry server

To use this service, you should have a mobile phone enabled with GPRS or WIFI or 3G service for internet

connectivity.

Push Mail Service: What to do with the BharatBerry Push Mail? The Bharat Berry Push Mail Client allows you to perform all of the following from your mobile phone:

Keep your remote email inbox in sync with the Bharat Berry Push Mail Client inbox Compose and send emails

Receive push email notifications which inform you of new emails on your mobile phone without you having to

explicitly ask for new email

Read, delete, reply, forward, or flag emails

View attachments through the native browser of the phone (support varies based on phone model)

Detect URLs in your emails and go to them directly on your mobile phone

Call the sender of a received email, if the sender is stored in your contacts list with a phone number

Work offline

How to get push email on your phone? While installation, try to download the push client in your mobile device, once it is successfully downloaded check the

Bharat berry push client icon on the menus–installations /Downloads of the device and click on it. It prompts you to

enter the user name and password to authenticate and you will be able to view your emails on the device.

You can map multiple mail accounts in your handset by using Bharat berry service. The maximum number of mail IDs

that can be configured is 10.

PIM (Personalized Information Management) Sync. Service:

You can sync your contacts, calendar, tasks and notes. Yes, using Bharat berry PIM sync Client, you can synchronize the contacts, calendar, tasks and notes that

you have in your mobile phone (not the configured email account) with the Bharat berry server.

UNIFIED MESSAGING ON BSNL MOBILE

Voice Mail Service (VMS), FAX Message, E-Mail, E-Mail to Speech (ETS) are the services you can get under

UMS.

1. Voice-Mail

Using this feature, the voice mail can be send/received to/by other subscribers having this facility. The incoming voice

message from the mailbox can be accessed as per following procedure:

Conditional divert can be given for the voice calls to the voice-mailbox no. i.e. 17000.

Whenever a voicemail is received in voice-mailbox, the subscriber will receive an SMS on his/her cell phone.

In order to retrieve messages from the voice-mailbox, dial 17000 from your mobile phone. Press ‘*’ to skip

the introduction part.

The message can be retrieved by following the voice menus thereafter.

The voice mailbox can be accessed on landline also as per below mentioned procedure:

In order to retrieve messages from your voice-mailbox by using landline phone, dial 9417017000 (which is the

common access no.) followed by '#', then your own mobile no. and '#'. The system will prompt you for your password.

The default password is 1234. Enter your password and follow the voice menus thereafter.

2. FAX-Message

This feature will enable the subscriber to send/receive fax message. The fax can be sent/received to/by the subscriber

either through BSNL UMN account or using fax machine. The below mentioned procedure is to be adopted while

sending or receiving the fax message on fax machine:

1. In order to deposit a FAX message, dial 9417017000 from a FAX machine followed by a '#' and the mobile no. of

the person who is the intended recipient of the FAX. A part of the voice menu says " to add a FAX, press 3".Press 3 on

your FAX machine and after the system prompts you to, press "START" on your FAX machine.

2. In order to retrieve a FAX message from your voice-mailbox, dial 9417017000 from a FAX machine. Then

press '#' followed by your own mobile no. and '#'. The system prompts you for your password. Enter your password.

The system tells you that you have so many new messages out of which so many are Voice/FAX/E-Mail messages.

When you play a FAX message, first, system will announce the sender’s phone number and the time when the sender

had deposited that Fax Message. Then the system will announce many option like to backup, to keep or to delete etc,

You simply bypass these request by pressing '#', then the system prompts you to press " START " on your FAX

machine.

3. E-Mail/SMS/FAX/Voice Message. This feature will enable the subscriber to send/receive E-mail/SMS/Fax/Voice

messages. The subscriber has to get BSNL UMN account for this feature. The below mentioned procedure is to be

adopted for sending/receiving the email.

1. Dial 1403 from WAP MS to connect to internet-login to the site www.bsnlumn.com (based on your location go to

appropriate website i.e. in north www.bsnlumn.com, south www.bsnlums.com, east www.bsnlume.com and in

west www.bsnlumw.com )

2. Logon to your BSNL UMN/S/E/W E-mail Account (using your mobile no. as the user login and1234 as the password

which is a default password).

To receive e-mail: From WAP cell phone go to inbox then to email and the “view details” choose “body”.

To send email: For sending E-mail, SMS, FAX and Voice Messages from your UMN/S/E/W account, use the E-

mail, SMS, FAX and Voice options as provide d under the Compose Menu.

To Listen/Deposit to your voice messages, the machine must have the multimedia capability.

The different kinds of messages e.g. voice messages, FAX messages etc will be listed under the subject heading as soon

as you logon to your E-mail account. Click on the voice message and the system will play it directly (if your machine

supports the 'sbc' format). If your machine doesn’t support the 'sbc' format, first convert the message into the 'wav'

format using the icon provided on the right hand side. Then system will prompt you to save that attachment to your

hard disk. After saving, click on the wav file and the system will play it.

ii. FAX Messages: The FAX message comes as an attachment in the TIFF format. Open the FAX message using an

imaging program as for example the IMAGING on the Windows -NT. The first page will just give you the summary of

the FAX message i.e. the total no. of pages in the FAX message, the no. from which the FAX message was sent etc.

Then you can download the actual FAX message.

4. E-Mail to Speech (ETS): This feature will enable the subscriber to receive the Email on the mobile phone .In order

to listen E-mail messages from your voice mailbox, dial the No: 17000 from your mobile phone. Press * to skip the

introduction part. The system prompt will say ' to listen E-mail message Press Option '4', thereafter, follow the voice

menus . The attachments along with Email cannot be listened from your voice mail box.

Security Deposit:

Security deposit is required for Local/STD/ISD facility of new connections. It is non-interest bearing & refundable

upon surrender subject to clearance of all dues.

No security deposit is required for Local/STD facility from the following categories.

BSNL employees

Existing BSNL subscribers upon request with conditions

Employees of Central/State Government and Central PSUs

Bank employees who give ECS mandate from their own bank Central/ State Government & Central PSU's

Corporate Customers taking minimum 5 connections in corporate name.

LSA:

Licensed Service Area is the area within which Mobile Services are provided by Service provider (i.e. BSNL) under the

license issued by competent authority. Tamilnadu Circle includes all revenue districts excluding Chennai,

Kancheepuram and Tiruvallur districts and including Pondicerry Union Territory. For mobile services are concerned,

Tamilnadu Circle and Chennai Telephones Area (Chennai, Kanchipuram & Tiruvallur) are considered as single LSA.

Roaming:

You can carry your mobile connection beyond your home LSA and use. In such cases, it is said to be that you are on

roaming. Roaming service activation is absolutely free. While on roaming outgoing/ incoming call charges are

applicable as per tariff plan.

Voice/Video Call Charges:

Local: Calls made to numbers within the LSA

STD: Calls made beyond the LSA

ISD: International calls

The calls charges are applicable as per tariff plan & pulse rate. This will be normally for per minute or per second or

specific duration.

Data Download:

2G customers can download Data through GPRS i.e. Mobile Internet facility. 3G customers can down load data in

their mobile or using data cards through 3G Data service at a very high speed. The tariff for data downloads is

applicable as per the data plan of you.

SMS:

Short Message Service is available to send text containing 160 Characters. The spaces between words will be also

counted as characters. This may be from a Mobile phone to another mobile phone or one to many or PC to

Mobile/Mobiles. Local/National/International SMS can be sent. The charges are applicable as per tariff plan chosen by

you.

MMS:

Multi-media Messaging Service, through which, you can send and receive messages containing text, audio or video or

combination of any or all. The mobile handset shall be combatable for MMS applications.

Night Calling:

Calls made between 11.00 p.m. and 06.00 a.m. The call charges will depend on the plan chosen by you.

Friends & Family:

This facility allows you to make Free calls or at reduced call charges to the selected mobile/fixed telephone numbers.

The tariff is applicable as per the plan.

On-net:

It means, own network i.e. BSNL network.

Off-net:

It means other network of Private Operators i.e. other than BSNL.

Plan Voucher: To extend the validity and for migration of plans.

Top-up Vouchers:

Top-up vouchers are used to extend the usage value.

Special Tariff Voucher: It is nothing but to cut your rates of parent plan

C-Top-up:

Channel top-up is nothing but electronic recharge/top-up facility. Recharge or Top-up can be done through C-top-up

for the specified values as preferred by you.

Freebies:

Freebies are the concessional tariff, free calls/SMS/Data downloads offered permanently or for limited/specific period

or to specific numbers.

Validity:

SIM Validity – It is normally for 7 Days. Within this period you shall activate your connection by using PV.

Plan validity – The specified period of validity of the Plan chosen by you.

Life time validity of plan - Life Time Validity means the License Period of the Operator. The License Period for

Cellular Services of BSNL is 20 years w. e. f. 29.02.2000. However, the License is understood to be renewable further

on its expiry. (Note: To continue the lifetime plan the recharge conditions specified along with the plan should be

fulfilled).

Grace Period(s)

Grace Period: It is the period within which Recharge or Top-up shall be done by Customer with PV/RC/Top-up as per

the requirement of the plan.

Grace Period 1 (GP-1): 15 days from the expiry of the validity of the plan.

Grace Period II (GP-1I): Additional 165 days from the expiry of the Grace Period (GP-I) of the plan.

Note:

A. During the grace period, no O/G calls will be allowed except emergency (toll free) & IVR calls. However I/C shall be free during Grace

Period I.

B. The unutilized balance amount of the previous card can be carried forward in case of renewal within the Grace Period-I, otherwise it shall

& “Nesamspl180” will be withdrawn w.e.f 23:59 Hrs of 21.05.2013. Migration from other plans to New

Nesam Special by sending SMS as “MNESAMSPL” is also withdrawn w.e.f 23:59 Hrs of 21.05.2013.

Customers of NESAM GOLD plan can continue their plan validity by sending a SMS “CONTINUE” to

53733 and Rs.43.61 will be deducted from their account.

Automatic recovery of Plan Voucher amount (Rs.49) for the purpose of extending the plan validity on the

last day of GP1 is applicable for this plan.

Combo TUs of MRP Rs.222 & 555 are available for the customers of this plan.

As per TRAI 43rd

Amendment, all the New Nesam Special Customers –PV 29 (Active+GP1+GP2)

who have completed 180 days from the date of activation, will be migrated to NESAM GOLD

without changing the validity as a onetime activity on 23-05-2013 and henceforth, should use PV 49

only to get validity extension.

Remaining customers (who yet to complete 180 days from the date of activation) can continue to use PV

29 (30 days validity) till 18-10-2013 in order to avail the existing New Nesam Special tariff. Existing

SMS keyword Nesamspl30 also continue to exist till 18-10-2013. However, PV 49 (only thru C-TOP UP)

is also available for the purpose of extending validity to 180 days and the customer will be migrated to

“NESAM GOLD” plan.

Customers from other plans can migrate into this new plan by sending SMS as MNESAMGOLD to

53733 and Rs.43.61 will be deducted from their account.

Data STVs applicable to Tablets: DATA STVs for Tablets viz. MRP Rs. 82 (1GB Free data

usage/1 day validity), Rs. 752 (6GB Free data usage/30 days validity) and Rs. 1001 (10GB Free data

Usage/30 days validity) are withdrawn with effect from 23.05.2013.

Henceforth, all the existing 3G Data STVs of MRP Rs.25 to Rs.3302, YUVA STVs and 3G Data Combo

Vouchers are made available for Tablet Plan Customers during their plan validity.

However, the Plan Voucher 74 is to be used for the purpose of extending their Tablet Plan Validity and

It is also to be ensured that only one Data Card as per this order is to be offered against one ADSL connection. All the terms and conditions currently applicable to Broadband customers and 3G data card customers shall remain the same.

x) The SUK is to be physically bundled with Wi-Fi Router and not to be allowed for sale as

standalone sale of SIM.

xi) For plan activation, revised plan voucher of Rs.102 will be used. The above free data usage is to

be allowed at the time of activation only. The free data usage of 2 GB offered with the SUK and

to be consumed within 60 days from the date of activation.

xii) There is no change in the activation procedure in respect of Reverse Bundling of 3G Wi-Fi

Router and the same is given below:

The Wi-Fi Router vendor has to give the IMEI number to Marketing II Circle Office,

Chennai for the 2G SIM/USIMs required.

The IMEI of the Wi-Fi will be forwarded to commercial wing, CBT to get uploaded in

Sancharsoft.

The vendor will make a payment of Rs 150 for 2G SIM/Rs.209 for 3G USIM through

RTGS to AO-CMTS, Trichy.

After getting the confirmation from TR-AO (CMTS), DE Commercial ,CBT will issue the

2G SIM/3G USIM to the vendor ,who will come and collect it from Coimbatore.

The SIM stock will be in the name of the Vendor, but will appear to all CSC/Franchisees

on entering the 2G SIM/3G USIM No. after selecting the Menu in Tablet/Data Device in

Sancharsoft. CSC/Franchisee has to enter the correct IMEI number and SIM number

manually like PTPL Tablet/3G Data card Plan.

The CAF entry will be done either by CSC or by BSNL Franchisee.

Number can be selected either from Internet or from Sancharsoft front end thro' number by

choice menu.

The Plan Voucher 102 will be applied through CTOP-UP (either by CSC or by BSNL

Franchisee)

The customer will be given 2GB Free data usage with 60 days validity from the date of

creation and the Main Account validity will be set 365 days from the date of 1st call.*123#


All other terms and conditions with ref. to Plan Voucher 102 are applicable for this W-Fi router tariff.

Revision of SMS Tariff as per TRAI guidelines: SMS tariff in 2G & 3G Prepaid Mobile Services is revised with effect from 12-12-2012. a) Upto one hundred SMS per SIM per day, the SMS charges will be as per the plan/STV subscribed by the

customer; and b) Beyond 100 SMS per SIM per day, the SMS charges will be as per the plan or 50 paise per SMS,

whichever is more. c) For the customers who have subscribed to any volume based SMS STVs (prepaid), upto 100 SMS per SIM

per day will be free and beyond that the SMS charges will be as per the plan or 50 paise per SMS whichever is more.

ISD barring on prepaid numbers: SMS has been sent to all existing prepaid customers of TN Circle by the operations wing, to send their explicit consent by sending SMS “ACT ISD” to 53733. ISD facility barred w.e.f 01-12-2012 to all those who have not sent their consent through SMS. If any prepaid customer having ISD facility wants the facility to be barred, he has to send SMS “DEACT ISD” to 53733.

Automatic validity extension by deducting PV charges from the A/C of the

customers: PV/PCV charges from the account of the customers in TN Circle w .e. f 31.10.2012.

The details are given below:

i) Initially, this facility is being extended to “New Nesam Special, Per Second, Per Minute, General and

Anbujodi Special plans:-

BSNL strives to provide uninterrupted telecom services to the valuable customers & has a well structured

and multilayered Public Grievances Redressal Mechanism. We do have an extensive grass root level Fault

Restoration System (FRS) to book the complaints and ensure prompt rectification of any fault. Consumer

has only to call Local Number 198 for booking and “no delay” restoration of fault.

Consumers can use following toll free “Consumer Care Numbers” for booking their complaints at our

Complaint Centres (Call Centres) set up for Basic Telephone Services, Mobile Services, Broadband and

other Data Services.

Aforesaid toll free “Consumer Care Numbers” are also used as “General Information Numbers” for

providing general information to the consumers.

Consequent upon the replacement of 2007 Regulations ( Regulations 3 of 2007) by TRAI’s new Regulations

called the Telecom Consumers Complaint Redressal Regulations, 2012, BSNL has now replaced the three

tier Complaint Redressal Mechanism by two tier system by doing away with Nodal Officer. Under these

Regulations, every complaint at Complaint Centre (Call Centre) shall be registered by giving Unique

Docket Number, which will remain in the system for at least three months.

Every Complaint Centre (Call Centre) shall

(a) At the time of registering of complaint…………..

(1) Communicate, through SMS, to the consumer the docket number, date and time of registration

of the complaint and the time within which the complaint is likely to be resolved; and

(2) Update the system with date and time of registration of the complaint, docket number, the

telephone number of the consumer and the time indicated to the consumer for resolution of the

complaint;

(b) On completion of action on a complaint …

(i) Communicate to the consumer, through SMS, of Redressal of the complaint along with action

taken on the complaint; and

(ii) Update the system with details of action taken.

(c) Interactive Voice Response System (IVRS), if installed on a “Consumer Care Number” is operated

in the following manners:

(i) the first level of the IVRS provides for language selection;

(ii) the second level of the IVRS provides for options relating to the broad categories

of complaints and service requests;

(iii) the third level of the IVRS provides for a sub-menu under complaints and service

requests, separately;

The sub-menu in the third level also contains option enabling the consumer to speak to a consumer

care agent.

Grievances/Complaints can also be booked on ‘12727’ (for Circle Office) or ‘12728’ (for SSA Office). This

special TOLL FREE SERVICE has been introduced by BSNL for booking Public Grievances.

Time limit for Redressal of Complaints or addressing service requests of consumers by

Complaint Centres (Call Centres):

BSNL shall ensure redressal of complaints and service requests in accordance with the time frame as

specified under the Quality of Service regulations issued by the Authority.

Where a time limit has not been specified under the Quality of Service regulations issued by the Authority,

the complaints and the service requests shall be addressed within a time period not exceeding three days.

Appeal to Appellate Authority:

If the consumer is not satisfied with the redressal of his complaint by the Complaint Centre or, if his

complaint remains unaddressed or no intimation of redressal of his complaint is received within the

period specified, such consumer may prefer an appeal to the Appellate Authority through e-mail or

FAX or post on in person within a period of 30 days after expiry of time limit specified

for redressal of grievance.

Appellate Authority may entertain an appeal even after expiry of said period of 30 days but before

three months after expiry of time limit specified for redressal of grievance.

Two member Advisory Committee comprised of one member from Consumer Organization

registered with the Authority and other member from BSNL has been set up in each Service Area

separately to offer an advice on all such appeals preferred to the Appellate Authority.

Telephone Adalats:

In addition to the above, subscribers whose grievances remained unsettled are invited to make petitions for

redressal of their grievances in Telephone Adalats. SSA(Secondary Switching Area) Level Telephone

Adalats are being conducted on bimonthly periodicity and Circle level Telephone Adalats are being

conducted once in three months. Customers are asked to give their grievances in writing with all supporting

documents within stipulated period to District Complaint Officer (DCO). The concerned office to which the

case relates examines the case received by DCO and settles the case. A speaking order settling the case is

communicated to the customers. For unsettled cases, a date is fixed for holding the Telephone Adalat. The

customers are invited to attend the Telephone Adalat. The Adalat is presided over by General Manager of the

area. The concerned officers of the Department are also called to be present in the Adalat. The full details of

the case are presented to the presiding officer. The order of the presiding officer is communicated in the

Adalat after hearing the arguments from both the parties.

Appellate Jurisdiction of Telephone Adalats:

Circle level Adalats headed by CGMs can consider the cases of the appeals against the decisions of

the Adalats chaired by SSA Heads. Adalats headed by SSA Heads can consider cases of excess billing which

have been rejected by them as administrative heads of SSAs.

How we Monitor and Evaluate:

BSNL has established “Web based Complaint Monitoring System” to enable the consumers to monitor the

status of their complaints. Customers can log in to www.tamilnadu.bsnl.co.in and click on the hyper link

BSNL Customer Care Portal for this purpose.

BSNL also continues to make available such information to the telephone bills and also publishes once in six

months in the newspapers in the manner prescribed as above

Any change in the address of the web based complaint monitoring system shall also be intimated to the

consumers in the same manner as above.
