Lokesha Naik Bandi Ranganatha R Lingaraju
Abstract
The information and communication technologies (ICTs) are changing the wayoffunctions various activities of library and information centers. Since the emergenceof computer technology libraries are experienced that changing the traditional cardcatalogue in to Online Public Access Catalogue (OPAC), adding to this thecommunication and networking technologies facilitate to greater resource sharingbetween and among the libraries. Now the internet technology is bridging thegeographical barriers to access global information to local user's visa versa. In thispaper authors made an attempt to present an overview of various ICTs for effectiveand efficient management of college libraries in the 21st century.
Keywords: ICT, College libraries, Information centers, ICT applications
1. Introduction
Information and Communication Technology is rapidly changing the whole worldcrating new challenges and opportunities. It's offering new ways for communicating andexchanging of information and knowledge computers, Communication and Informationaccess Technologies are effecting revolutionary changing in the way the Informationstored. Retrieved and disseminated. Information Technologies had an everlasting impacton the library and information centers. Libraries are getting themselves Transformedfrom Traditional once to digital libraries having wide spread are of computers. Tellcommunication and Microelectronics to facilitate online searching, easy to accessInformation through CD Roms, DVD roms, data base, Multimedia Networked. Manylibraries have started creating databases of their own in machine readable forms. Thetraditional methods of stories recording and retrieval have been changed by Informationand communicating Technology. The art prints, charts, diagrams, filmstrip, flash cards, games, globes, kite scopes, kits, maps, microfilms, microfiche, micro prints, motionpictures films, disks, slides, study print, tape recording and video tapes etc. are multimediamaterials. Controlling and disseminating Information's. Which have become challenges fortoday's librarians? 3. College Libraries
College performs an important function in the educational process. coreducation provides a totally different environment for boys and girls whom ho for hi
. studies. Usually the classes comprise a large number of students and unlike sceducation, the college students get less individual attention from the teachers. The stud-therefore have to depend much more on the self -learning. Therefore the college libra _the ultimate place for the students to supplement their class room teaching (IGNOU, 2In general, college is regarded as an institution of higher learning, which provide coafter school leading to Bachelor's degree. Some of the prominent colleges also offer co -leading to Post- Graduate degree and Research work leading to Ph. D. Degree [lefferson =Smith-Bernett, 1978).
3.1 Objective and Function of College Library
The main objective of college library is to become instrument of instruction. Into determine, how far it has succeeded in achieving the objective, one should determineextent to which the user uses the library resource for their assignment as an integra.of the curriculum. In other words we can say that the teaching in the classroomdepend more on library than the textbooks. Therefore library must become the in -_part of teaching programme (Krishan Kumar, 1989).A college library is expected to s -the objectives of the college. Therefore the basic function ofthe college library is to prstudy materials to its users in short possible time and serve the requirementsstudents, teachers and researchers towards reading, study and research.

4. Impact of Information Communication Technology on Libraries
The Exponential rise in generation of new information, especially Scienti _Technological information since World War II has gradually reduced the effectivethe traditional tools and retrieval aids used by librarians. We are now in the G._
information technology revolution along with information explosion. Due to info •.•.••..-~-~explosion, automation of library service is imperative for efficiency and effective 'an:=::::of library and information center. The most commonly known housekeeping opera'

acqursmon control, serials control, cataloguing and circulation control. In recent times, even the related topics such as information retrieval, semi-automation, automatic indexingand networking of automated systems are also treated as part of library automation. Theuse and impact of ICTs is now visible in Indian library and information centers which maybe due to the drastic reduction / escalation ofthe cost of hardware and software and theireasy availability in the markets with service support from the suppliers or venders. Theimpact of IT is also evident on the activities of many LICs associated with universities andother institutions of the national importance.
Nowadays there are several information technology for various housekeeping, management and administrative functions of the library, different electronic and digitalmedia, computer aided electronic equipment's, networks and internet has providedsignificant role in retrieval and dissemination of information and playing an vital role formodernization of libraries main of them are
4.1 Library automation
Automation is the basic need for modernization of any library; library automation isusually distinguished from related fields such as information retrieval, automatic indexingand abstracting, automatic textual analysis. However, nowaday's clear distinction is notmaintained and library automation may sometime include related fields as well. Althoughcomputers have a major role in library automation, telecommunication and reprographytechnology have equally important role because of the support they offer to libraryautomation for mechanization of library functions.
4.2 Bar-coding technology
Bar-coding is compulsory activity in a modern library, almost all the libraryautomation software packages are compatible with barcode readers and are capable forgenerating barcodes for library materials. Using barcode equipment's for circulation andstock verification is becoming more common, efficient and time saver.
4.3 Networking technology
Network technology promotes library co-operation, library consortia, and librarynetworks which are the basis for modernization of libraries networks maximizes theeffective uses of library resources, improves efficiency in library operations, increasescommunication and idea sharing. Network encourages applying systems techniques to alllibrary operations and lead improved management of library operation and libraryresources.
4.4 Web technology
Several libraries has its own website to provide information regarding library, nowwebsite is working as a vibrant communication tool for librarians, various professionalorganizations developed website for better communication, web technology promoteresearch and publication process, provide online access to catalogue and database. Webtechnology enables resource sharing among the libraries and plays a leading role inmodernization of libraries.
