“Passion for Liberty” Branch President’s Report

Liberty is a great

adventure, an unlimited

source of inspiration and

joy, as well a wonderful

way of life. I have been

able to experience it

daily since I joined KoLiber in 2012 with

a view to promoting liberal ideas in Poland.

In our country, painfully affected by difficult

years of communism and post-

transformation, freedom is also an urgent

commitment. That’s why, in order to fulfill

this mission more effectively, I decided to

run for the Branch President in November

2015.

I was chosen unanimously by the general

assembly. For me the branch members’ trust

is a serious obligation and motivation for

hard work.

The Branch Board which I appointed include

experienced third sector leaders: Marcin

Sobiczewski, First Vice-president, Paulina

Machera, Vice-president, Weronika

Stoklosa, Secretary, Piotr Furmanek,

Treasurer, Grzegorz Gorecki, Press

Spokesman and Board Member.

When I was preparing for presiding the

branch I drew up and presented a

development strategy and an action plan for

KoLiber Krakow in 2016.

The strategy is based on three pillars

connected with our mission and vision which

are expected to guarantee meeting our goals

in Malopolska and Podkarpacie areas. The

three pillars include:

Organic development

Cadre Education

Partnerships (networking)

During the last six months the whole Board

put a lot of effort both in dealing with

current goals and obligations and in

preparation of solid foundations for stable

long-term development. During the time out

membership almost doubled, we managed

to open branches in 6 towns and carry out

several nationwide projects in Poland.

Thanks to enormous dedication of our

members, KoLiber Krakow has been very

successful lately and the solutions which we

have developed can be introduced in other

regions.

I am convinced that recent months make

a great basis and starting point for future

work and for building Liberty Movement in

general.

Development Education Networking

Seeking and recruiting active and responsible people, who could become future Liberty Leaders. Broadening impact on our environment through projects. Developing new field structures.

Continuous members development through workshops and stipends. Supporting members activities in other organizations and offering a career in the Liberty Movement thanks to a clear career path in KoLiber.

Building local partnerships with mutually beneficial exchange of experience and resources, as well as creating organizational and personnel support. Attaching partner organization to KoLiber Kraków.

VISION Krakow, a leader of Polish Liberal Revolution which is to make Poland a free, wealthy, and strong country, not because of its central government institutions, but because of entrepreneurship and inventiveness of its citizens.

MISSION Educating and shaping people in the spirit of conservative liberalism. Preparing young people to take responsibility for various roles in the state, business and science.

Providing young generation with education in the latest history of Poland and in the achievements of the Austrian School of Economics. Teaching responsibility for our small homelands” through charity projects.

KoLiber Krakow Development At the moment KoLiber Krakow groups over 150 young people fascinated

with the idea of freedom. We are active in seven towns outside Krakow,

where we have smaller, local branches. Our membership is growing weekly

and new people appear in our meetings all the time.

According to the accepted development strategy, our activities concentrate

on permanent, identified projects, the key ones being “Let’s Repaint

Poland” and “Economics Lessons for the Youth” and choosing other,

supportive projects which are consistent with our ideological identity “Be

LIKE”, “Liberty University”, “Meetings with Witnesses of History”,

“Meetings Around Geopolitics”.

In the recent 6 months we have managed to double the number of members taking active part in our projects. We’ve been recruiting active college and university students, high school students as well as graduates and young entrepreneurs and together we have been introducing positive changes in Poland.

Local Branches We have opened our local branches in Rzeszow, Mielec, Krosno, Strzyzow,

Tarnow, Niepolomice, and Olkusz. We are planning to open new ones in

Nowy Targ and Gorlice.

who are aware of the

facing and involved in

the current activities of

the main branch.

Thanks to the wide

geographical range, we

can fulfill the mission

of educating future

local leaders in the

spirit of freedom and

make sure that our

ideas and projects

reach also smaller

towns. At present almost half of our members belong to local branches. Our

strategy consists in maintaining the trend and developing further.

Polonia Minor KoLiber, or “Orange Revolution in Podkarpacie” Maciej Krzywda

It’s difficult to sum up in a few sentences the events

taking place in the Province of Podkarpacie in the recent

year. According to a popular belief, Podkarpacie is a

bastion of conservatism represented by the policy of the

currently ruling party.

Liberal ideas have as much in common with political preferences of

Podkarpacie inhabitants as Che Gevara has with the fight for sexual

minorities’ rights. So, how come people in the

area have become so much interested in

KoLiber activities that they have 4 dynamically

growing local branches (Mielec, Krosno,

Rzeszow, Strzyzow?

Briefly speaking, we could say that KoLiber’s popularity in the area results

from the fact that the association is respected as a breeding ground for

new talents or local leaders, unlike political parties.

There are two explanations for the situation: first, decentralization and

second, networking. Conservative liberals and libertarians are mostly

adamantly opposed to bureaucracy and centralization. KoLiber’s

organizational structure is light and gives local branches a lot of

independence. The association, unlike other “liberal” organizations

practices what it preaches.

The fact that KoLiber isn’t a political party or an electoral committee makes

it easier to cooperate with other local organizations of the third sector. The

best example is the successful cooperation with Idea Carpathia and

Brzozow Conservative Movement.

For our members, getting involved in KoLiber’s activities is much more

attractive than belonging to more traditional, fossilized organizations. Our

members want to be active, they are not afraid to show initiative and

implement their own ideas. They don’t need to worry about their superior

punishing them in fear for his or her own position.

So orange revolution in Podkaracie is there to stay!

Development through Projects: The basis for KoLiber Krakow development is not only recruitment but, mainly, successful projects. It is the right selection of permanent projects and supportive actions that guarantees maintaining consistent identity and measurable progress in achieving our aims which is visible on daily basis.

Let’s Repaint Poland It is a charitable campaign which was started by branch members Piotr Ziolkowski, Marcin

Sobiczewski and Paulina Machera. KoLiber Krakow from the very beginning has been actively

helping those who devoted their lives to

the fight for freedom, but who are not

appreciated by the free Poland.

This year, despite the break for the winter,

we have managed to carry out one

renovation. We have repainted the

apartment of a former opposition

member, Mr. Fryderyk Czerwinski. Our

action demonstrates the advantage of

non-government charity over the state

programmes. It attracted a lot of media attention and was presented in national news programme

Panorama, a catholic weekly Gosc Niedzielny and a regional television channel TVP Krakow.

Economics Lessons for the Youth Our largest educational project has been carried out for the third time. In cooperation with Ludwig

von Mises Institute for Economic Education Rafał Potempa coordinated the project which enabled

high school students to get some knowledge

about the basis of Austrian Economics.

Under his leadership, in the third edition of

the project we managed to offer even more

lessons than in the previous editions.

Volunteers from our branch taught 140

classes in 11 schools. The schools which

participated in the project include some of

the best ones in Poland: August Witkowski

High School and the prestigious

“Nowodworek” in Krakow.

The classes took place also outside Krakow: in Tarnów, Nowy Targ, Kety, Lubaczow, Pinczow and

Ciezkowice. We are also planning to visit two high schools in Mielec in June as the finale of the

third edition. And in August we are starting recruitment for the fourth edition of the project.

Be LIKE! On the basis of our experience with Economics

Lessons for the Youth we want to start

teaching the latest history of Poland. This new

project, to be conducted all over Poland, has

started with a series of pilot classes in Krakow.

We want to make students acquainted with heroes from the Polish history, who

sacrificed a lot for freedom, and who were even ready to pay the highest price in

its defence. The characters presented include Witold Pilecki, Anna

Walentynowicz, Ferdynand Ossendowski and Stefan Kisielewski.

Meeting with Witnesses of History This project has been successfully

conducted for several months. It is

coordinated by Paulina Machera and gives

the audience the chance to meet and talk

to people who remember important events

from the recent history which most of us know only from history textbooks.

KoLiber Academy in Krakow It is yet another educational project. Every year

we organize a contest of economic knowledge

and know it has become quite popular both with

teachers and students. The greater is our success

that this year 8 out of 30 prizewinners come from

our branch’s area.

Meeting around Geopolitics It is the latest series of meetings devoted to issues

of geopolitics. It addresses the need for

considering geopolitical thinking in practical

implementation of liberal solutions. The series

initiator and coordinator is Milosz Jablonski.

The project started in April with a meeting with the previous Polish consul in

Afghanistan, Marcin Krzyzanowski. We are planning next meetings devoted to

issues associated with the Near East and Kurdistan.

HIGHLIGHT: PalPiTation On the 28 of April our branch again

participated in the organization of a protest

against income tax. Together with the main

organizer, New Right-Wing Congress, we

protested by taking part in a happening

against the worst possible form of taxation.

This year’s PalPiTation hosted a number of

liberty organizations, there were two series

of speeches. Fifty members took part in the march and around 2000 interested people watched

the event. The protest was covered by the regional television channel TVP Kraków, regional radio

station Radio Krakow and a regional newspaper Gazeta Krakowska.

PalPiTation – The Idea for the Action Lech Walicki, New Right-Wing Congress

The whole idea dates

back to 2006 when

Krakow’s branch of Real

Policy Union

(predecessor of New Right-Wing Congress)

protested for the first time

burning tax return forms in

front of the Tax Office.

Since that time tax return

forms, a symbol of tax

oppression in our country,

have been torn, burned

and sent into outer space…

Why this kind of protest? In order to attract

people’s attention and make them think.

Income tax is the worst form of taxation

possible, first of all it is unjust - a punishment

for hard work, entrepreneurship and

resourcefulness. It is also indiscreet as it

becomes a tool for surveillance and

interference with citizens’ private life.

Besides, a lot of effort is wasted for filling in

useless forms or dealing with Tax Offices.

These are the absurdities

we protest against.

Does this fight make

sense? Fight for growing

awareness always makes

sense and after several

years I have noticed that it

is indeed increasing,

however slowly.

I believe that the time will come when

people will refuse to be made fools of and

will demand from their representatives

reasonable changes of the system.

Centre for Analysis – Effective Ideas Put into Practice

One of the most important elements of our

branch development is the work of KoLiber’s

Centre for Analysis. We founded Krakow

Centre for Analysis in order to draw up

reports, publish analyses and comments as

well as prepare parliamentary questions.

Members of the Polish Parliament, Members of the European

Parliament and members of City Councils who cooperate with us use

these documents in their work. Since we started, at the beginning of

the year, we have produced two large reports: the “Brussels Report”,

and the “Energy Report” which is going to be published in June 2016.

Centre for Media Monitoring

It is a particularly interesting project conducted by the KoLiber Centre

for Analysis and run by Damian Klosowicz. The reason for starting it was

some degree of distrust towards the Polish media. At present a team of

several analysts prepare and publish their own press reviews, translate

interesting articles from Spanish, Portuguese, Danish, Czech, German

and English. Thanks to Facebook, several thousand people have access

to these articles.

Brussels Report The report is over 60 pages long and deals with analyzing selected

consequences of Poland’s membership in the European Union. The

report focuses on three areas of integration with the EU:

Influence of the EU on world views.

Impact of the EU’s energy and climate policies on Poland.

Influence of the EU’s agricultural policy on Polish agriculture.

So far the report has been presented several

times in Krakow, Mielec and Krosno. It is also

going to be presented during a session of the

Parliament Eurorealistic Committee.

Why should

members of liberty

movements get

involved in policy

making?

There’s no doubt that a lot

of regulations in Poland are

anti-freedom. In order to

change that, we need

education and work from

scratch. We also need

brave efforts aiming at

changing the present

situation. Members of

liberty movements should

not only diagnose the

existing regulations, but

also find solutions which

can be accepted in the

present political and legal

circumstances, making a

step forward towards

freedom.

HIGHLIGHT: BRUSSELS CONFERENCE

Well written reports are not enough to popularize and implement our ideas. An attractive

form of promotion is also necessary, such as the Brussels Conference which we organized in

January.

Brussels Conference on the effects of Poland’s membership in the UE, took place in the evening of

11.01.1016 in the journalists’ club “Pod Gruszka”, 1 Szczepanska Str., in Krakow. The event was

organized by Koliber and the Centre for Analysis. It included screening of “Brussels Homage” and

presentation of the Brussels Report. The audience had an opportunity to listen to experts and

politicians discussing Poland’s membership in the EU.

Over 80 people took part in the event, during which the film “Brussels Homage” had its premiere.

Experts and politicians participating in the debate included: Stanislaw Zoltek, Member of the

European Parliament, prof. Arkady Rzegocki, dr. Łukasz Stach, Tomasz Cukiernik and Marcin

Chmielowski, the previous President of KoLiber Kraków.

Energy Report The second report produced by the Centre for

Analysis in Krakow was devoted to an issue of

particular importance to Poland. The report is over

230 pages long and is entitled:

“Energy Report. Energy situation in Poland, the

future of Polish power industry, review of energy

policies of selected countries in the world.”

A team of more than ten people, including

experts, analysts and editors, was involved in the preparation of the report. As a result of their

efforts a unique work has been created which combines introductory elements as well as a unique

review of energy policies of other countries, the so called “geopolitical” part.

Ministerial Team for Deregulation and Law Transparency On the 6th of May 2016 two members of our branch, Mikolaj Pisarski, President of KoLiber Kraków

and Marcin Sobiczewski, the Head of the Centre for Analysis, were appointed members of the

ministerial team for deregulation and law transparency by Jaroslaw Gowin, Deputy Prime

Minister.

Cadre Education – Skills and Competences Our mission to educate and shape young people in the spirit of conservative liberalism is not an

easy one. In KoLiber we emphasize practical skills and constant improvement.

Is „freedom” practical? Milosz Jablonski

When I first came to

Krakow as a student, new

friends and new

environment provided

me with motivation for personal

development and changing the world for the

better. I wanted to get involved and be

active, so KoLiber attracted

my attention immediately. I

can’t imagine a better

decision.

KoLiber offers a lot of

opportunities to develop

your abilities. My work to

promote freedom during

the last six months enabled me to learn a lot

in a short time.

Preparing analyses with the Centre for

Analysis has taught me to work with data.

Collecting Christmas gifts for Polish people in

the Eastern borderlands has developed my

organizational skills. Liberty University,

where you can widen and properly arrange

your knowledge, gives me additional

competences, which can supplement my

university education.

Another valuable opportunity is to appear in

public in front of a camera.

I regularly take advantage

of this opportunity, taking

part in weekly recordings of

the program “The Youth

Contra”.

Besides, meeting freedom

activists from all over the

world, traveling with them

in our country, helping the needy fill me with

hope that together we can make the

difference. All the wonderful people I can

work with, all the great memories I have

strengthen my commitment to our mission.

Training Courses and Workshops The dynamic development of our branch has made us pay special attention to the issue of

educating new members and developing the Board’s competences. We have started cooperating

with well-respected partners: Ludwig von Mises Institute of Economic Education, Freedom and

Entrepreneurship Foundation and Prudentia et Progressus Foundation.

As members of the liberty movement we understand David Ricardo’s works and benefits of

specialization and the division of work. That’s why we particularly appreciate our cooperation with

the partners contributing to our members’ competence development.

HIGHLIGHT: LIBERTY UNIVERSITY

We have started a new educational project together with Freedom and Entrepreneurship

Foundation, the Liberty University. We have done that to

educate our own members and share our experiences with

others. Its first edition in Krakow turned out to be very

successful: over 40 people completed the course “Anatomy of

a Political Society” conducted by Piotr Bartula, a Jagiellonian University professor.

Freedom University is our idea of organizing meetings of young supporters of

conservative, liberal and libertarian ideas with political experts. We offer an

opportunity to widen your knowledge and increase understanding of the serious

issues which are discussed within liberty movements. We want to teach people

about freedom at the highest academic level and in this way encourage reflection

and make the idea of freedom more appealing.

During the second edition two more cities joined the

project: Poznan and Katowice. The courses we offered

attracted over 70 participants. They dealt with the basis of

libertarianism, the migration crisis and hybrid wars. The

project got quite a lot of publicity. It was mentioned in the

prestigious newsletter ATLAS Network and received very

good reviews from participants.

KoLiber Krakow Abroad! Between 26th and 28th February Mikolaj Pisarski, President

of our branch, took part in a prestigious seminar for

European freedom leaders organized by Libertas Institute in

Ljubljana. The lecturers included Rector of CEVRO Institute

Josef Sima and ex-finance minister of Slovenia, Janez

Sustersic.

Members of our branch

have taken part in numerous international events, for example

the largest freedom conference in Europe organized by our

partners from European Students for Liberty. Thanks to

networking KoLiber Krakow is a true part of the global Liberty

Movement.

The greatest success is participation of our member in a

prestigious PCPE conference organized by CEVRO Institute on the 22nd and 23rd April. During the

conference Przemyslaw Rapka gave a speech “Information, Entrepreneurship and Efficiency”,

appearing in the company of the most outstanding young Austrian academics.

Cadre Formation – Memory and Responsibility KoLiber’s mission is not only to educate, but also actively form its

members. We are convinced that respect for faith and tradition, healthy

patriotism and high awareness of the liberal program are not just

complementary. They together bring the best fruit. Erik von Kuehnelt-

Leddihn said:

“Only a person with convictions has a genuine possibility to be tolerant. He who accepts no absolute values but clings to polite doubt cannot be tolerant but merely indifferent. He is morally defenseless in the face of evil.”

Libertarian Mountains Hiking and Camping! As it is widely known, nothing can match hikes in the mountains in the

company of friends when it comes to forging ties and strengthening

one’s spirit weakened by continuous fight for freedom. This is why we

care for active relaxation.

This season we have climbed the Turbacz and Loboń Wielki, led by

Paula Fronczak. Earlier, we visited Krakow Forts and defensive

structures located in Royal Capital City of Krakow.

Anti-Systemic Football Tournament Beside developing patriotic attitudes, we also foster a competitive spirit

among our rank and file. To this end, Konrad Sprynca i Piotr Furmanek

organized an immensely popular Anti-Systemic Football Tournament.

The Tournament was played by seven nine-member teams and was

won by the front-running team of the National Movement. Our team

did not let us down and came second. The competition was entered by:

New-Right Wing Congress

HIGHLIGHT: ROTAMASTER PILECKI’S MARCH Annual marches commemorating Rotamaster Pilecki are

among the oldest projects which KoLiber keeps organizing.

Witold Pilecki is one of the most distinguished role-models for

KoLiber’s members. This is why, for the last seven years we

have been organizing marches in commemoration to

Rotamaster Pilecki every year in May, in the month of Pilecki’s

birth and death.

This year, despite adverse weather conditions, KoLiber’s

members accompanies by about a hundred residents of

Krakow, marched through the city center to pay homage to the

Rotamaster Pilecki.

The march turned out to be a huge success, with footage and

reports of the march broadcasted by the Polish Radio, a national news programme, Panorama

and a regional television channel, TVP Krakow.

This year’s programme of the march was prepared by Vice-president, Krakow Branch Paulina

Machera, and it was exceptionally rich. After the march was over, its participants were invited to

the Aquarius barge to watch a concert by Dawid Hallman, one of the march’s founding fathers.

The event concluded with collective toasts and singing.

Rotamaster Pilecki’s Marches – the Idea

The idea to begin the Rotamaster’s March emerged in April 2009. Then, after

a march which took place in Tarnow, commemorating the birthday of General Josef

Bem, together with Dawid Hallman, we concluded this kind of commemorating

event would also work well for a surprisingly little-known Witold Pileck. We

wanted the march to be more an artistic performance than

a political demonstration, to be able to attract attention of a man in the street with

the amazing story of Rotamaster Pilecki. The Krakow march, which we personally

saw to, took place just after sunset. We carried torches and sang

a number of cheerful military songs of the mid-war period. We were celebrating

a birthday after all.

It is worth noting, that during initial marches, participants did not carry standards

of their organization, rather we wanted them to use Polish flags as Pilecki should

be a symbol of unity not a promoter of any single organization.

Management participated in numerous meetings and events organized by our partners in the

Province of Malopolska.

Christmas Eve Party for liberal circles During a Christman Eve Party for liberal circles in Krakow,

organized by Vice-president of New Right Wing Congress

Stanislaw Zoltek KoLiber was represented by the Krakow

Branch’s Board. Mikołaj Pisarki, KoLiber’s President gave

a speech during an official part of the event.

Some of the distinguished guests included Deputy Prime

Minister Jaroslaw Gowin, Agnieszka Scigaj i Elzbieta

Borowska, Kukiz ’15 Members of Parliament, Conrad Gadomski, President of Freedom

Generation, Krzysztof Tenerowicz, local head of the National Movement, Daniel Rozanski and

Krzystof Zajac, representing Republicans and KoLiber, Krystian Ksiazek of Libertarian Association,

as well as members of KoLiber Krakow’s branch, Paweł Kot on behalf of KASE Krakow and Michal

Broniewicz on behalf of Direct Democracy.

HIGHLIGHT: CHRISTMAS MEETING WITH POLAND TOGETHER OF JAROSLAW GOWIN At the beginning of February, KoLiber’s

Board members took part in a Christmas

meeting organized by Jaroslaw Gowin,

Deputy Prime Minister and Poland

Together, a right-wing political party. The

meeting took place in Krakow’s Academic

Entrepreneurship Incubator.

The meeting was an opportunity for

forging and strengthening ties with our

partners of Poland Together, as well as

other liberal organizations, such as Kukiz

’15, New Right-Wing Congress,

Libertarian Association, and Republicans.

KoLiber Krakow – Liberal Podhale Boards Meeting After Christmas, we started regular meetings with the Board

members of a friendly organization from Nowy Targ, Liberal

Podhale. There have been three meetings so far, resulting in a joint

decision to continue and intensify cooperation.

We hope to draw up an agreement this year, and even now

members of Liberal Podhale get involved in Koliber’s projects, for

example “Let’s Repaint Poland” and “Economics Lessons for the

Youth.”

HIGHLIGHT: THE YOUTH CONTRA “Youth contra…or under fire” is a TV program which has been

broadcasted since 2002. The main idea behind it is to give

mature politicians and young social activists an opportunity

to confront their points of view. For young people it is a

chance to get some experience before being appointed to

important public functions. Every week, thanks to this

program, young people have an opportunity to meet well-

known politicians and leaders. The coordinator of our team

is Radosław Piech.

My Impressions on The Youth Contra Radosław Piech

The show is quite

popular and is the largest

feature programme of

this kind in Poland.

Several hundred thousand viewers watch it

every week, which enables KoLiber to

present their views and arguments in

front of a wide audience.

The Youth Contra is an excellent place for the first public appearance, there

are a lot of new participants in discussions who ask pertinent questions in spite of having little media experience. People who would like to join our team and ask questions in the program are always welcomed.

People who appear in the programme are active KoLiber members who also get involved in other projects of our association and their presence in the program helps us promote our activities.

KoLiber’s presence in the programme has a long tradition. In

the season of 2015-16:

KoLiber asked 27 questions during 32 programmes,

8 KoLiber representatives asked a question on the air,

For 4 KoLiber representatives, it was the TV debut.

“Twittering KoLiber” in SocialMedia KoLiber Krakow stands out from other branches due to excellent work of our team running our FB

funpage: Weronika Stoklosa and Marcin Sobiczewski and the team running our Twitter account:

Grzegorz Gorecki, Mikolaj Pisarski and Milosz Jablonski. We publish more announcements and

have wider audience.

Since November 2015 the number of “likes” has increased to 1706 (as of May 25th 2016) which

gives us top position among local branch webpages. Since January we have also had an active

Twitter profile @koliber_krk

Plans for Future The first half of 2016 has been a very busy time for us. The number of members has doubled, new

regional branches have been opened, and we have organized so many actions, projects, meetings,

conferences and debates that they account for almost 50% of all activities in the whole

association. This makes us look forward to future with confidence and optimism. We realize that

success is a result of team work and working towards a common goal. As the Board we are

convinced that our strategy and actions are not only effective, but they can also make an example

for other KoLiber branches and other liberal organizations in Poland.
