What We DoPromote International Cooperation

• UCLG ASPAC promote cooperation /partnership between local governments, people and international communities

Key Knowledge Management Hub

• Play a role as the key knowledge management hub on local governments’ issues

Carry out broad activities to serve the members on:

• Capacity Development & Advocacy

• Information & Communication

• Organizational Development & External Funded Project

UCLG ASPAC puts a great emphasis in promoting twinning and partnership between local

governments and peoples trough the exchange and transfer of success stories in good

governance.

Project DELGOSEA was, therefore, launched to realize this objective

within Southeast Asia.

Partnership for a Better and Well Capacitate Local Governments

A network of Local Government Associations (LGAs), local authorities, non-

government organizations and academic institutions who deal with local authority

affairs in ASEAN countries

The 1st phase was launched on March 2010

and finished in 2012 with the funding from

the European Commission

The 2nd phase has been started since

November 2012 until now

DELGOSEA promoted :

• Transnational exchange of sustainable

good governance practices

• Peer-to-peer learning

• Networking and cooperation amongst

local governments

From 2010 onwards, DELGOSEA has selected 24 Good Governance Best Practices

Best Practices Cooperation – 3 Local Governments to Address Shared Needs (Kartamantul, Indonesia)

Outputs

1. A common waste disposal center located in Bantul Regency

2. A water treatment system of liquid waste in Bantul Regency

3. Roads connecting the three regions were constructed according to an integrated plan

4. An integrated drainage system

5. Regulation on limitation of minibuses to 170 vehicles servicing the route traversing the three regions

6. Infrastructure development along the borders of the three regions follows an integrated plan

• Garbage management improvement by the local governments (more responsive and effective)

• Illegal garbage disposal reduction

• Liquid waste problems in upstream area (Yogya) to downstream area (Bantul) can now be resolved.

• More efficient budget expenditures for 3 cities

• Chiang Rai Municipality invited 20 LGs nearby for kick off meeting and 19 LGs signing MoU for action on SWM at source

• 10 from 19 LGs start initiatives of Solid Waste Reduction at source

Project Impacts (Sustainable Development)

They stand to enhance the image and reputation of local authorities and serve as a critical sources of information for their members, central government and outside partners.

Role of LGAs as intermediary for best-practices transfer - The way forward -

Local Government Associations (LGAs) aims to strengthen capacity and to represent as well as to bring local governments’ voice and interest to national government.

Associations thus become key institutions responsible for facilitating knowledge sharing among local authorities in their respective countries

Support from LGAs to facilitate the transfer will ensure sustainability of the exchange process

Given their critical functions, LGA needs to develop a strong governance andmanagement in their internal organization.
