MINSTRY OF EDUCATION SEISMIC MITIGATION PROGRAM3

INTENT

1. The primary objective of the Seismic Mitigation Program is to achieve a life-safety standard for schools by minimizing the probability of local structural collapse as a result of a seismic event.

2. Identify the least capital cost option to achieve the above for the Kingsford Smith student population

DIRECTIONS

1. A Project Definition Report (PDR) must identify the least capital cost option that meets the ministry program intent

2. Improvements eligible for ministry funding are limited to structure and life safety upgrades

3. The ministry will not provide funding for on-site temporary accommodation (i.e. portables) during construction

Page 10: KSE Pres Staff PAC Update

MCFARLAND MARCEAU10

METHODOLOGY4

METHODOLOGY

1. Review of previous studies

2. Detailed analysis of 2012 Seismic Project Identification Reports (SPIRs)

3. Identify scopes incomplete or missing in SPIRs

4. Engagement with staff, PAC and students

5. Identification of options

METHODOLOGY4

Engagement led to establishment of 6 planning principles:

1. safety: create a safe & secure school for all users

2. learning spaces: create a satisfactory learning and teaching environment

3. school as community: strengthen and welcome community connections

4. connections to the community: create strong connections with community

5. connections to the outdoors: create strong connections between indoor & outdoor spaces

6. health and sustainable environment: provide for healthy & sustainable environment, including fresh air, natural light and sustainable systems

OPTION ANALYSIS5

TEST SPIR ASSUMPTIONS & COSTS and INVESTIGATE 3 CONCEPTUAL OPTIONS

OPTION 1: Seismic Retrofit of existing building1. Seismic retrofit

a. structural seismic retrofit as per SPIRs (Ausenco 2012)b. structural seismic retrofit necessary but not included in SPIRsc. non-structural seismic work not included in SPIRs

2. Life Safety systemsa. non-seismic structural deficiencies (over stressing of structure due to

gravity loads)b. exiting and fire safety (fire separations & sprinklers)c. accessibility: personal care room and elevator

3. Possible educational enhancements through synergies of seismic work scopea. can spaces be modified as a result of seismic work?

OPTION 2: Partial Replacement1. Retrofit part(s) of the existing school and building a new addition

a. save blocks 2 and 3 and build new classroom wing on north side of gym?,

OPTION 3: Replacement school1. Construct new replacement school to current codes
