1. Introduction

KSFES System is provided as a service through the online single window system in a manner

that allows Online Application, Payments, Tracking of Status, Approvals and Issuance of No

Objection Certificate(s).

The Client Portal enables public user registration and further that user can register as

Technical Person to submit the NOC application. The submitted application will be verified

by the concerned department user and then approved/rejected. The portal users will get

the time to time status update by email and SMS; also they can view the status of their

applications with the help of search option.

2. Public User Registration

To access KSFES system, enter the URL provided and the following Citizen Portal Home page

will appear.

Click on the Sign Up option to register as a public user. The Public User Registration page

will appear through which user can create their unique user id and password for accessing

the system for further interaction.

The login user id should be an email id/mobile number and password should match with the

system complexity settings. Once the registration information is successfully captured, the

system will send an activation email/mobile OTP which needs to be used to activate the user

account.

a. Registration of Individual as User

Enter the details as explained below to register individual as a public user.

Individual: Choose this option, if user registration is to be done for individual use.

Name: Select the salutation from the dropdown list and enter the name of the user to be registered as public user.

Date of Birth: Enter the date of birth of the user.

Provide Contact Information of the user as follows, o Mobile Number o Email ID o Supporting Documents: User can upload the supporting documents, if any by

clicking the Browse button.

Desired Login Details: Specifies the login details of the user. o User Name: Enter either email address or mobile number as user name for

login.

In case of Mobile No., only enter your 10 digit mobile number. Do not

add +91 prefix.

o Password: Enter a password for login. o Confirm Password: Enter the password again to confirm.

The given email address/mobile number and password can be used as

User Name and Password while login to the Citizen Portal.

Hint Question: Select a hint question from the list in order to reset the login details, in case the user forgets.

Hint Answer: Enter the answer for hint question.

Identification Details: Here provide the identification document details. o Type: Select the type of identification document such as Passport, Driving

License, PAN Card, EPIC No. or Aadhaar. o Number: Enter the number of identification provided. o Choose File: Browse and select the identification and Upload it in to the

system. o Add: Click on this button to add the identification details entered.

Save: Click on this button to save the Public User details.

On saving, a confirmation message will pop up which says user account is successfully created and this account can be activated using the activation link or URL provided in the email or OTP send to the mobile. After successful activation, user can login to the system.

b. Registration of Business as User

In order to register business as user, enter the following details.

Business: Choose this option, if user registration is to be done for business use.

Name: Select the salutation from the dropdown list and enter the name of the user to be registered as public user.

Incorporate Date: Enter the incorporate date of the business.

Provide your Contact Information of the business such as o Contact Person o Mobile No o Email ID o Supporting Documents: User can upload the supporting documents, if any by

clicking the Browse button.

Desired Login Details: Specifies the login details of the user. o Email: Enter either email address or mobile number as user name for login.

Save: Click on this button to save the Public User details.

CANCEL: Click on this button to cancel the registration. On saving a confirmation message will pop up which says user account is successfully created. User account can be activated using the activation link or URL provided in the email or OTP send to the mobile. After successful activation, user can login to the system.

3. LOGIN

To login to the system, enter the username and password and click on the LOGIN button.

The user name and password entered while Public User Registration can be used as username and password. NOTE: The user cannot login until their account has been successfully activated.

System opens Citizen Portal Home page as shown below.

4. Technical Person Registration

This option allows public user to register as technical person. Any public user can register as a technical user, who may belong to below listed categories.

Architect

Structural Engineer

Electrical Engineer

PH Engineer

Site Supervisor

Civil Engineer

Contractor

Once the user is registered, the application will be send to the specific workflow assigned in order to approve the technical person. On approval client user can download the license from the portal. For already registered architect / structural engineer, enter the License number and after verification, system will automatically approve the application and user can download the license from the client portal itself. Using this licence, technical person can generate client utility file for submitting building permit applications. In order to register as Technical Person, click on Register as a Technical Person.

Enter the details as explained below to register as a technical person.

Type: Select the type of applicant to be registered as technical person.

Name: Select the salutation from the dropdown list and enter the name of the user to be registered as a technical person.

Address: Enter the address of the technical person.

State: Select the state to which technical person belongs.

District: Select the district of the technical person.

Taluk: Select the taluk of the technical person.

Village: Select the village of the technical person.

Pincode: Enter the postal index code of the city.

Firm Name: Enter the name of the firm which the user represents.

Qualification: Enter the educational qualification of the user.

Mobile Number: Enter the mobile number of the user.

Email: Enter the email address of the user.

I am already registered: Tick this option, if this user is already registered in council of architect.

License Number: If already registered user, enter the license number.

COA Number: If the user is an Architect, enter the council of architect number.

Valid Up to: Select the date up to which the license will be valid.

Supporting Document: User can attach the supporting documents here. o Choose file: Browse and select a file which is to be uploaded. The file can be

any supporting document to identify the user as a technical person. After entering details, click on PROCEED button to continue. Application Summary page as shown below will appear.

Click Submit button to submit the application. An acknowledgement receipt appears as shown below.

If the user is not already registered, the application will be send to the specific workflow assigned in order to approve the technical person. For already registered user, system will automatically approve the application without going to workflow and user can download the License and Author Application to create client utility file to be uploaded while applying for various applications.

5. No Objection Certificate

This page allows user to apply for No objection certificate. The No Objection Certificate is generated from various departments like Fire and Safety department, Airport Authority etc.

In order to apply for NOC, click on the No Object Certificate option and a screen appears as shown below.

Read the Instruction and click on the Next button to continue.

Select the Office to which No Objection Certificate is to be submitted. User can apply for NOC in two ways,

i. Apply with Automatic APZ File

ii. Apply without Automatic Scrutiny enabled APZ File

If you want to apply with APZ file, choose Apply with Automatic Scrutiny enabled APZ File option and click Browse button to select the APZ file, which contains the documents and details required for the approval certificate in a compressed format. Otherwise choose Apply without Automatic Scrutiny enabled APZ File option.

After selecting the apz file, click Upload button.

Click on Next button to continue. The Application for No Objection Certificate page as shown below will appear through which user can add the details of the Applicant and JD/GPA Holders.

The Application for No Objection Certificate page provides the user with the following information:

Building Type as per NBC: Select the building type as per NBC.

Building Usage Purpose: Select the purpose of building usage.

Application for extension to an existing building or new proposal?: Specifies whether the application is for extension to an existing building or new proposal.

o Extension to existing building: Choose this option, if the application is for extension to an existing building.

o New Proposal: Choose this option, if the application is for new proposal.

If Extension to an existing building, provide details for existing building: If Extension to an existing building, enter the details as follows. This option will be available only if you have chosen the Extension to existing building option.

o Height (m): Enter the height of the existing building in meters. o No. of Floors: Enter the number of floors o Total Built up Area (sqm): Enter the total built up area in square meter.

Whether Sanction obtained from Local Authority (BBMP,BDA etc) to construct the building?: Choose the option which specifies whether the sanction is obtained from local authority to construct the building. This option will be available only if you have chosen the Extension to existing building option.

Applicant Details: Here user can provide the details of the applicant. o Applicant Name: Enter the name of the applicant. o Address: Enter the address of the applicant. o State: Select the state of the applicant. o District: Select the district of the applicant. o Taluk: Select the taluk of the applicant. o Village: Select the village of the applicant. o Pincode: Enter the pincode of the city. o Registered Mobile No (RMN): Enter the mobile number of the applicant. All

the communications to the applicant shall be sent to this mobile number. o Registered Email ID (REID): Enter the email ID of the applicant. All the

communications to the applicant shall be sent to this email id.

Applicant Identification Details: Here provide the identification document details of the applicant.

o Type: Select the type of identification document such as Aadhaar, Driving License or Passport.

o ID No.: Enter the number of identification provided. o Attach ID Copy: Browse and select the identification to be provided and

Upload it in to the system.

Details of JD/GPA Holders, if any: Here user can enter the details JD/GPA Holder, if any.

o JD: Choose this option, if you want to enter the details of JD holder. o GPA: Choose this option, if you want to enter the details of GPA holder. o Name of JD/GPA Holder: Enter the name of the JD/GPA holder. o Address: Enter the address of the JD/GPA holder.

License or Passport. o ID No.: Enter the number of identification provided. o Attach ID Copy: Browse and select the identification to be provided and

Upload it in to the system. o Document Reference No.: Enter the document reference number of JD/GPA

holder. o Document Description: Enter the description of the document. o Attach Proof: Browse and select the proof of the document and Upload it in

to the system. Click on NEXT button to continue the application process and go to the next page. On clicking this button following page will appear.

The Site/Plot Details page allows user to enter the details of the owner and Site/Plot.

Owner’s Details: Provide the land owner details as follows, o Owner’s Name: Enter the name of the land owner. o Sex: Select the gender of the owner. o Date of Birth: Select the date of birth of the owner. o Mobile No: Enter the mobile number of the land owner. o Email: Enter the email ID of the land owner. o Add: Click this button to add the land owner details.

Site Details: Here user can enter the details of the site/plot. o Survey Number: Enter the survey number of the plot. o Survey Aksharabaga: Enter the survey aksharabaga. o Hissa No.: Enter the Hissa number of the plot. o Land Extent: Enter the extended land use. o Unit of Measurement: Select the unit in which the plot is to be measured. o Taluk: Enter the taluk in which the project is proposed. o Hobli: Enter the hobli to which the plot belongs. o Village: Enter the name of the village. o Ward Number: Enter the number of the ward. o Street: Enter the name of the street. o Pincode: Enter the pincode of the city. o PID (If Available): Enter the PID code if available. o Add: Click on this button to add the site/plot details entered.

Location Coordinates of the site: Here user can provide the latitude and longitude of the site.

o Latitude: Enter the latitude of the site. o Longitude: Enter the longitude of the site.

Chakbandi: Specifies the chakbandi details of the plot. o North: Enter the name of the person who owns the north side of the

land. o South: Enter the name of the person who owns the south side of the

land. o West: Enter the name of the person who owns the west side of the plot. o East: Enter the name of the person who owns the east side of the plot. o Add: Click on this button to add the chakbandi details entered.

Entry Road Type: Select the type of entry road to the site.

Entry Road Name/Identification: Enter the name of entry road.

Entry Road Width (m): Enter the width of the entry road in meter.

Exit Road Type: Select the type of exit road from the site.

Exit Road Name: Enter the name of the exit road.

Exit Road Width: Enter the width of the exit road in meter. After entering the details click NEXT to continue. Following page will appear.

The Proposed Building (s) & Projection Information page allows user to enter the project information of the proposed building.

This page provides the user with the following information:

Project Name: Enter the name of the proposed project.

Name of the Builder/Promoter: Enter the name of the builder/promoter.

No. of Building in the Plot: Enter the number of building in the plot.

Address: Enter the address of the proposed building.

State: Select the state in which the proposed building is located.

District: Select the district.

Taluk: Select the taluk.

Village: Select the village.

Pincode: Enter the pon code of the city.

Setback as shown in Plan (m): Here provide the setback details of the plot as shown in plan.

o Front: Enter the setback area in front of the proposed building. o Rear: Enter the setback area in the rear side of the proposed building. o Left: Enter the setback area in the left side of the proposed building.

o Right: Enter the setback area in the right side of the proposed building. o No. of Floors: Enter the number of floors in the proposed building. o Height of the Building (m): Enter the height of the building in meter. o Total Built-Up Area (sqm): Enter the total built up area of the building in

square meter. o Provided Parking for Two Wheelers: Enter the number of two wheelers for

which parking is provided. o Provided Parking for Four Wheelers: Enter the number of four wheelers for

which parking is provided.

FAR Details (Proposed): Specifies the proposed floor area ratio details. o Permissible: Enter the permissible FAR. o Premium: Enter the premium FAR. o TDR: Enter proposed Transfer of Development Rights details.

Site Condition: Specifies the existing site condition. o Water: Here provide the source of water.

Well: Choose this option, if the source of water is well. BWSSB: Choose this option, if the source of water is Bangalore Water

Supply and Sewerage Board. o Power: Here provide the source of power.

KPTCL: Choose this option, if the source of power is Karnataka Power Transmission Corporation Limited.

o Electric Lint HT/LT: Select whether electric lint facility available or not. Once the necessary information is entered, click on NEXT to continue the application process.

NOTE: If you are applying for NOC by uploading the APZ file, this page will be shown with details from APZ file. Only the missing fields can be entered by the user.

This page provides the user with the following information:

Architect: Specifies the details of the architect. o Architect Name: The name of the architect will be displayed. o Organization Name: Enter the organization name. o Address: Enter the address.

affidavit form. o Attach Affidavit: Click on the Upload button to upload the filled affidavit.

Structural Engineer: Specifies the details of the architect. o Architect Name: Enter the name of the architect. o Organization Name: Enter the organization name. o Address: Enter the address. o License No. (LBD): Enter the license number of the architect. o COA No.: Enter the council of architect number. o Contact No. (Mobile): Enter the mobile number of the architect. o Email ID: Enter the email id. o Affidavit Form Download: Click on the Download button to download the

affidavit form. o Attach Affidavit: Click on the Upload button to upload the filled affidavit.

Click on the NEXT button to proceed to the next page. List of Documents to be Uploaded page will appear.

This page appears with the list of documents needed for submitting the application. The user can browse and select the attachment.

Browse: Click on this button to browse and select the document to be uploaded.

UPLOAD: Click on this button to upload the selected attachments.

Tick the option I hereby confirm that above said information is correct and click Proceed button to continue. The Application Summary page as shown below will appear.

Click on the Submit button to submit the application. An acknowledgement receipt will appear as shown below.

After submitting the form, the department users will verify the documents and the plan. If everything is found satisfactory, application fee will be generated and after fee payment, application will be approved and approval certificate will be received by the portal user.
