1 PREFACE 1.1 BACKGROUND With the rapid development of cities, Kunming is facing land, resources,
population and environment in four areas of conflict, the development of urban
traffic problems become a bottleneck. In order to better demonstrate the natural,
cultural, economic charm of Kunming to enhance the overall image, driving
rapid economic development, Kunming city government� has proposed
building a modern new Kunming strategic thinking in the new master plan, In
urban transport, the buildings are required as soon as possible high-capacity,
high-level rapid transit, to guide the development of the city to land use
intensification.
March 2005, the Kunming government project, Kunming rail transit construction
leading group for the overall coordination of the coordination, Kunming City Planning
Bureau and Kunming Institute of specific urban transport contractors, commissioned the
Metro Engineering Consulting Co., Ltd. Kunming city to carry out fast track
transportation planning and completion in September 2006, "Kunming Urban Rail
Transit Planning." March 2007, Kunming Government, approved the plan document as
Kunming government approval �2007�61, "agreed in principle to" Kunming Urban
Rail Transit Planning ", and make the plan as a" master plan the city of Kunming, "and
"Kunming Urban Transportation System Planning" special plans, guide future planning
and construction of rail transit work of Kunming. " Planning cable nets formed by the
six radial line line network, including the 3 key lines, 2 auxiliary fill lines, 1 Airport
Line, total length of 162.6km, total of 99 stations, including 13 transfer stations, yards,
and11 integrated bases. The density of the core local routes to 1.22km/km2, center of
the density of the region line up 0.67 km/km2. To the formation of the central city, "a
three-zone main two more" development pattern, based on the formation of three main
three Deputy lines, double-mode radial rail transit network. 2008 ~ 2016, the
construction of Central City North-South directionv lines (1line of the First Stage, 2line
of the First Stage, 1line of the Second Stage), 3 line full range of 62.6km, the basic
cross formation of the backbone wire line network, convergence important passenger
distribution point and the point of external transport hub.
April 2007, commissioned by the Planning Bureau of Kunming, China Engineering
Consulting Co., Ltd. Metro, Kunming Urban Traffic Research Institute combined of

different periods travel demand and traffic, in March 2008 completed the "Kunming city
rail transit construction plan (2008 ~ 2015)." According to construction plan, in August
2008,Kunming City Development and Reform Commission (Metro Office)
commissioned the Institute of Iron II Engineering Group Co., Ltd. completed the
preparation of the "city of Kunming rail transit construction plan (2008-2015)
Environmental impact Report ", in October 2008 examininged by the State
Environmental Protection Department of the expert review, Ministry of Environmental
Protection approved the Planning of the EIA report as Environment review �2009� 86 .
In 2009 Kunming started preliminary work on the 3 line project, in December 2009
commissioned the Institute of Iron II Engineering Group Co., Ltd. completed the
preparation of "Kunming Rail Transit 3 Line feasibility study report." 3 line ‘s length is
19.54km, of which , Mianshan Station to the eastern terminal Station is Underground
line, the length are 14.7 Kilometers, accounting for 75.3% length; shizui Station to Ma
Street Stations and the Hongqiao village Station to eastern terminal Station are overhead
lines and the transition lines, , the length are 4.84 Kilometers, accounting for 24.77 %
length. Set up 19 stations, including 16 underground stations, 3 Elevated stations; in
shizui Set up 1 depot, Fangma Bridge set up a parking lot, 2 Main Substations. The total
investment are 11.69 billion yuan. Plans to start the construction at the first half of year
of 2010, overall construction period is 4 years and 10 months.
Commissioned by the Kunming Railway Co, the Institute of Iron II Engineering Group
Co. undertook, the environmental impact evaluation of a World Bank loan Kunming
Rail Transit 3 Line. On the basis of Environmental impact assessment s, in April 2010
completed project environmental management plan of 3 line.
3 Line project environmental management plan includes project description, set
environmental regulatory agencies, environmental protection measures to
implement plans, environmental monitoring plan and environmental supervision
plan, and more.
1.2 THE PURPOSE OF IMPLEMENTING ENVIRONMENTAL MANAGEMENT PLANS In the construction period and operation period will some impact on the
surrounding social environment natural environment socio-economic

environment and the quality of public life, In order to take timely and effective
environmental protection measures to reduce or eliminate the adverse effects
require to formulate necessary environmental management and monitoring plan
in engineering construction and operation period .
The main purpose is to monitor the project’s true impact to the environment
timely and accurately; supervise the environmental protection measures to be
implemented; test environmental impact report prediction and evaluation of a
conclusion is correct.

1.4 EVALUATION CRITERIA According to Kunming Railway Co "on the Kunming Rail Transit Line 3
Environmental Impact Assessment of the implementation of Request for

In accordance with the "People’s Government of Kunming, Kunming city noise
on the function of zoning approval" (Kunming government approval �2006� 12) the implementation of sound environment "for acoustic environmental

1.5 ENVIRONMENTAL PROTECTION OBJECTIVES 1.5.1 Sound environmental protection objectives
The Project Line basically along existing and planned urban transport
corridors�lot planning of roads which have not yet established are the urban-
rural land to be demolition�mainly the noise of social life. According to field
investigation, there are Total 26 acoustic sensitive points, 8 sections of them
are on the ground, underground 17 stations are around wind pavilion, 1 station
is outside Depot. There are 3 Schools, 1 Hospital, 22 concentrated residential
areas. Sound sensitive point distribution in Table 1-9 ~ Table 1-11.

2 ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES Kunming Rail Transit Line 3 project to improve urban transport development in Kunming,
meet the needs of urban expansion, to alleviate the central area road network of the traffic

3 ENVIRONMENTAL MANAGEMENT AND MONITORING PLAN 3.1 SETTING PURPOSE OF ENVIRONMENTAL MANAGEMENT Environmental mitigation measures, environmental management, environmental supervision,
environmental monitoring aspects of the project in the Line 3 description of environmental
management plan. It is the implementation of these activities, guidance documents, and its
role as�
(1) Clearly affected by the environmental mitigation measures target

3.2 ENVIRONMENTAL MANAGEMENT AND SUPERVISORY BODIES 3.2.1 Environmental Management Agencies

1. Kunming Rail Transit Co., Ltd.
Duties: Responsible for Line 3 of the World Bank loans for environmental protection and

for project environmental protection of Line 3.

3. Environmental Supervision

Kunming Rail Transit Co., Ltd. and Yunnan Provincial Environmental Protection Bureau are
responsible for construction phase. Kunming Environmental Protection Bureau to accept the
work of guidance Yunnan Provincial Environmental Protection Bureau�supervision and
construction unit to implement environmental action plans, implementation of environmental
management laws, standards; coordination between various departments to environmental
protection; responsible for project environmental protection facilities, construction,
completion and acceptance , run the checks, supervision and management.
Specific responsibilities as follow�
(1) According to the construction management regulations and operating specifications,
combined with the specific construction project plans and environmental impact assessment
report from the pollution control measures, development of targeted environmental
management approach and detailed environmental management plan, particularly the
development and implementation of the project contract business, environmental supervision
engineers of environmental knowledge and training in environmental monitoring.
(2) Periodically inspect the construction site, supervision of the construction units of the
implementation of environmental management practices, timely check and correct the
inconsistent behavior management practices in construction.
(3) Investigation, treatment course of construction of the disturbing or pollution.
3. Operational phase
Yunnan Provincial Environmental Protection Bureau, Kunming Environmental Protection
Bureau and the project authorities to oversee, project authorities are responsible for the
implementation of environmental protection regulations and standards and the EIA report, the
operation of environmental protection measures proposed�reporting environmental
protection laws, standards and implementation of environmental protection measures to

3.4 CONTENT OF ENVIRONMENTAL MANAGEMENT To effectively control the environmental pollution during construction, the project
construction stage, not only to the construction of the project quality, progress management,
construction must be on the level of civilization, the implementation of environmental impact
mitigation measures, as well as environmental protection contract the implementation of the
provisions of the supervision and inspection.

according to the EIA report as recommended in the environmental protection measures and
recommendations of the civilized construction and protect the environment.
(3) Commissioned works full-time environmental supervision units in the construction

construction tasks.
(6)Residents of settlements construction demolition site should be prior environmental
assessment, scientific planning, improve facilities, to ensure the removal of residents quality
of life.
(7) Building department and construction unit should set up a "fake letter to do," set Hotline
telephone complaints received complaints and hand limit of the masses to solve the problem,
proper handling of public complaints.
(8) During construction, the construction unit (the owner) and the construction units
(construction contractor) should pay a return visit on a regular basis along the public to listen
to their opinions and suggestions of the construction process, and actively deal with the public

(9) Depot and the parking lot of waste generated in diesel (clay), clean linoleum, waste
transformer oil, hazardous waste, should strengthen the centralized management, specialized
sites located indoor concentration of stacking, in accordance with national and Kunming, the
relevant provisions of hazardous waste, disposal by qualified institutions, such as Yunnan
Province Hazardous Waste Disposal Center.
(10) Design units with the design of this next phase of construction involves the road green

4 ENVIRONMENTAL MONITORING PLAN 4.1 DEVELOPMENT OF PURPOSE, PRINCIPLES Development of environmental monitoring program designed to monitor the implementation

5 ENVIRONMENTAL SUPERVISION

6 COMPLETION AND ACCEPTANCE OF ENVIRONMENTAL PROTECTION FACILITIES Project design should address the engineering characteristics of the project, the focus on prevention and control of exhaust and noise, to ensure that the project is completed pollutant discharge standards; based on "final acceptance of construction project environmental protection facilities management regulations" in the request, the construction units are required to environmental protection final acceptance of the competent department of environmental protection applications, formulated acceptance monitoring plan, approved after the environmental protection acceptance monitoring. 7 TRAINING PROGRAMS For this project a smooth and effective implementation, must be all the staff, especially construction workers on environmental protection knowledge and skills, in addition to the proposed project to all staff on the importance and implementation of its meaning, should be targeted on different positions of the different emphases of the training staff, training methods to be under different management levels and environmental importance of the respective positions taken by domestic and foreign training in the specific training methods.
