Series of Policy dialogues organized by UN/University of Central Asia. At the one of the dialogueFood Security and Nutrition Position Paper: Recommendations for Policy Development waspresented in Dec, 2019. The high-level Food Security and Nutrition Forum under Chairmanship of theFirst Vice-Prime Minister, Chair of Food Security and Nutrition Council took place on 14 May, 2019.Forum participants included Members of Parliament, Prime-Minister Office, government, academia,business, civil society, local administration, donors and UN Agencies. Country set to achieve thetargets set by the global community to track progress on nutritional status to 2030. The latest MICS,2018 findings shown the prevalence of chronic malnutrition, or stunting, under five years old hasfallen from 12.9 percent (MICS, 2014) to 11.8 percent (MICS, 2018), wasting declined from 2.8 percent(MICS, 2014) to 2,0 percent (MICS, 2018) and underweight from 2.8 percent (MICS, 2014) to 1.8percent (MICS, 2018) accordingly. Comparatively, the prevalence estimates of overweight children inKyrgyzstan remained unchanged – 7 percent (6.9% MICS, 2018). Data on exclusive breastfeeding(EBF) shown an improvement from the 2018 data (46% of infants in the Kyrgyz Republic wereexclusively breastfed in 2018 versus 41.1 % in 2014). Inter-sectional working group, includingrepresentatives of all SUN Networks has been created on development of national Food Security andNutrition Programme (FSNP) for 2019-2023. Situational analysis of existing policy and legislation onnutrition has been done with subsequent needed measures and activities, outlined in Action Plan ofFSNP. Over the past one year, considerable efforts have been made to analyse existing policies andlegislation in the field of nutrition.

Parliamentarian Networks has expanded and the first joint working plan for 2019 wasdeveloped. Tajikistan SUN Movement Platform undertook exchange visit to the MSP of KyrgyzRepublic in Dec, 2018.

Deputy Minister of Health, UNRC, Government representatives, Civil Alliance, academia participated at the policy dialogue. A high-level Food Security and Nutrition Forum under Chairmanship of the First Vice-Prime Minister, Chairof Food Security and Nutrition Council took a place on 14 May, 2019. Forum participants includedMembers of Parliament, Prime-Minister Office, government, academia, business, civil society, localadministration, donors and UN Agencies. During the Forum review of policy and legislation on foodsecurity and nutrition presented. Information activities on nutrition is being undertaken on a constantly basis through governmentchannels of mass-media as well campaigns dedicated to according days. Advocacy is beingconducted to ensure a nutrition policy that is gender-sensitive. The latest data on nutrition outcomesMICS 2018 is still being used for advocacy messages, publications such as analytical references,press releases, statements. Meetings, workshops, round tables conducted on a regular basis oncoordination, information exchange, different food security and nutrition issues.

During the reporting period, development of Operational Guideline for implementation of FoodSecurity and Nutrition Programme for 2019-2023 has been started. Adaptation of BFHI Guideline-2018 has been started. Development of a draft Law of the Kyrgyz Republic “On protection ofbreastfeeding and regulating the marketing of breast milk substitutes” taking into account allprovisions of the International Code of marketing of breast milk substitutes is on-going. There arenational and subnational mechanisms for enacting and enforcing legislation. With the accession ofthe Kyrgyz Republic into the Eurasian Custom Union, further challenges appeared in the country toregulate norms on breastfeeding protection, flour fortification, salt iodization. There are stillchallenges in implementing the legal framework, i.e.lack of required control at borders withKazakhstan regarding fortified flour.

During the reporting period, analysis of the previous Food Security and Nutrition Programme2015-2017 undertaken with presenting results to inter-sectional working group. The findings ofanalysis were considered during development of the new Food Security and Nutrition Programme2019-2023. However, the report on implementation of the Programme should be disseminated for thewider auditorium. It is planned to develop and release of bulletin on Food Security and NutritionProgramme for the public. Monitoring of the legislation and policy on implementation of the Right onFood included into the Joint Plan with Members of Parliament, 2019 for a first time.

The process of preparing a new FSNP provided an opportune moment to agree common targets andgoals across the spectrum of food security and nutrition. The FSNP 2019-2023 involved multiplesectors and promotes cross-ministerial working and coordination. The strategic objective of foodsecurity and nutrition of the Kyrgyz Republic is quality improvement of nutrition of the populationthrough stable ensuring availability, accessibility and requirements for safety of food products. Thekey policy areas for achieving the strategic goal are: 1. Improvement of availability of food forconsumption by population 2. Ensuring food aсcessibility/affordability for the population 3.Improving nutrition status of the population 4. Increasing safety of food products 5. Establishment ofeffective system for management, monitoring and evaluation of FSNP. Key priorities identified andevidence-based actions outlined which are likely to have the most impact on the main nutritionalproblems in the country: e.g. micronutrient deficiency, anaemia, further reduction of stunting in areasof higher prevalence, food safety.

• The FSNP 2009-2023 involved multiple sectors and promotes cross-ministerial working andcoordination. The global World Health Assembly targets for improving maternal, infant and young childnutrition, including anemia reduction, translated into the new Food Security and Nutrition Programme2019-2023. -Operational Guideline on its implementation is being developed. -Capacity buildingworkshop of government stakeholders, academia and civil society on food security and nutrition hasbeen undertaken under UN Agencies support (FAO, WFP) in Kyrgyzstan. -To urge in- countrystakeholders to position child and adolescent nutrition priorities, higher on the development agenda,UNICEF organized participation of Member of Parliament, delegates representing health, finance,agriculture and food sectors, academia into the Regional Symposium on Sustainable Food Systems andNutrition Governance for prevention of double burden of malnutrition in Central Asia and Caucasus inNur-Sultan, Kazakhstan, April 24-26th 2019.

Under MQSUN+ support a costing of the Food Security and Nutrition Programme 2019-2023 hasundertaken. Remaining financial gap is 5.2%. To improve the nutritional status of the population,targeted financing of nutrition interventions and its effective use are required. For this purpose, theprogram includes: - analysis of the budget allocated to nutrition and food security, as well asreporting on the costs of specific and sensitive nutrition interventions and the dissemination ofinformation at all levels; -conducting regular monitoring of financial expenditures (budgetary andextrabudgetary) for nutrition activities and food security. Moreover, budget exercise has startedunder SUN Secretariat support. The country has an annual estimate of the state budget for nutritionfor organizations in sectors such as health, education, social protection, defense, other state bodies.Many nutrition activities are funded by donors due to lack of public funds.

The State Program of Food Security and Nutrition for the years 2019-2023 has beendeveloped and adopted. Two MSPs are created at the regional level and 2 subnational plansare developed. The budget analysis was initiated with the WFP lead in conducting . Theproblem is the lack of coordination at the highest level. Several appeals were made, writtenand oral, to the First Vice Prime Minister about taking the role of coordinator of the SUNMovement. While there is no response.

Over the past year, multistakeholder platforms have been created in 2 regions - the Naryn and Issyk-Kul. In addition to MSPs on nutrition and food security, there are many platforms on nutrition andrelated areas. For example, the Coordination Council on organic agriculture at the government levelof the Kyrgyz Republic. MAAN electronic platform for learning and sharing experiences. The MSPencourages and enhances the interaction between the participants. The Deputy Group of Parliamentand CSA has developed a joint plan for food security and nutrition, supporting the initiatives of MSP.Civil society organizations actively participated in the development of the Food Security & NutritionProgram for 2019–2023. There is no coordination at high level

-Program on Food Security and Nutrition 2019-2023 is approved and 2nutrition subnational plans areapproved too (Naryn and Issyk-Kul regions), these 2 subnational plans focused on the most vulnerablecommunities. The program includes such aspects as the analysis of legislation on the subject of theright to food, the development of guidelines on health nutrition based on local food. -An analysis ofaccess to irrigation water was carried out; the amendments to Law on irrigation water weredeveloped and submitted to the decision-makers. - The analysis of various aspects of legislation inthe field of nutrition and food security is regularly carried out. - The Ministry of Economy, theMinistry of Health, the tax inspectorate are developing mechanisms to prevent the importation ofnon-enriched flour at the Eurasian Economic Union level. There are government agencies thatregulate the implementation of standards and regulations. However, the results of compliance withnorms and standards are not widely reported. Checks compliance with standards and standards onlyon negotiability. There is a moratorium on the verification of business entities. Political dialogues (UN)were held, recommendations were made to decision-makers, MICS, 2018, but whether theinformation was taken into consideration by the decision maker is unclear.

The program on food security and nutrition for the years 2019-2023 has been approved on 27 of June.Pieces of training are being held to increase the capacity by donors. Activity plans as part of theProgram on Food Security and Nutrition are made for 5 years, but there are no annual plans. CSAconducted pieces of training on right to food, advocacy and fundraising for NGOs in two provinceswhere the subnational nutrition plans were developed and approved, There are no portals, websites,social networks to provide access to information where the Program published. CSA lobbied to theProgram conducting open reviews of monitoring results.

The DPCC and the working group are committed to the Paris Declaration on Aid Effectivenessand the Accra Action Plan. The focus of the working group is to support the Government ofthe Kyrgyz Republic in the formulation of policies and strategies in the field of Agriculture andRural Development, Food Security and Nutrition and to promote harmonization and alignmentof activities. The specific goals are the following: 1. Effective coordination amongdevelopment partners; 2. Strengthened collective knowledge management and joint sectoralanalysis; 3. Enhanced sectoral policy dialogue and support DPCC to enhance relations withnational authorities (Prime Minister’s office, President’s Administration, line ministries).

UNICEF and WFP are the co-facilitators of SUN Movement. WFP and FAO are the co-facilitators of the UN network for SUN Movement. Only WFP participates in the activities ofthe platform, trying to engage other UN agencies, provide technical and information support,discuss nutrition and food security issues on donor meetings and other meetings of theinteragency working groups. Nutrition and food security issues were incorporated in to UnitedNations Development Assistance Framework (UNDAF) for Kyrgyzstan for 2018-2022.Integration of Sustainable Development Goals into the national and sectoral developmentprograms is being implemented. WFP supports regular production of bulletins on foodsecurity, second issue of Atlas on Food Security and Nutrition, implementing nutrition-specific and nutrition-sensitive measures in the framework of food security and nutritionimprovement, optimization of school feeding, rural development, disasters risks mitigationand climate change adaptation. WFP and FAO co-facilitate Agricultural and Rural FoodSecurity Development group. UN Women, WFP, FAO are jointly implementing Rural WomenEconomic Environment project. Further coordination of efforts and increasing commitment tonutrition issues by the UN agencies is required. UNICEF supported the conduction of theanalysis of legal framework in the sphere of food security and nutrition and functional analysisof food security and nutrition which was presented on the Forum. UNICEF jointly with WFPprovided informational, financial and technical support to the platform, advocating ofnutrition issues. FAO, WFP and UN Women implement the project on improvement ofeconomic opportunities of women. FAO is being implemented the project on development ofStrengthening Food Security and Nutrition and the project on enhancing regional capacitiesto design and implement nutrition-sensitive social protection programmes to reduce foodinsecurity and malnutrition. Within aforementioned projects the necessary works were donethat directed to enhance the capacity of nutrition sensitive social protection activities in orderto reduce food insecurity and malnutrition and to strengthen food security and nutrition in theKyrgyz Republic. The works regarding on the assisting expert group on the drafting FoodSecurity and Nutrition National Program were done. Food Security and Nutrition NationalProgram 2019-2023 was approved and released by the Government of the Kyrgyz Republic.

Key contributions of the UN towards the SUN Movement strategic objectives in 2018-2019

Multi-sectoral platform of SUN movement is established and operating. Each network has a focal point. Each network holds internal meetings. SUN Focal Point in the Kyrgyz Republic is Minister of Agriculture, food industry and melioration - Mr. Choduev E.U. A separate Parliamentary group is established and operating. It is chaired by Parliamentarian from the Parliament of KR, Chair of National Committee of parliamentarians of Kyrgyzstan on population and development issues – Mr. Artykbaev O.M. Members of MSP meet not regularly prior to teleconferences, as part of working groups and in the frame of other meetings. Expert group on food security and nutrition under the Ministry of agriculture, food industry and melioration of KR is established and operating.

Contributions to Process 2Ensuring a coherent policy and legal framework

Analysis of programs, strategies, policy in the area of nutrition and food security is being conducted. Analysis of legal acts in the area of nutrition and food security has been undertaken, as well as functional analysis of the coordination mechanism in nutrition and food security activities. Functional analysis was presented at the Forum on food security and nutrition. Many Parliamentarians are aware of and raise nutrition issues. Science and academia sector holds expertise of draft technical regulations related to nutrition. In accordance with the Regulations of Government of the KR, all legal acts pass through the procedure for the alignment between interested ministries and agencies prior to review by the Government of the KR, and undergo legal and other scientific expertise. As per the Regulation, draft legal acts that directly concern the interests of citizens and legal entities, and drafts of legal acts, that regulate entrepreneurial activities, are subject to public discussions by means of placingthem on official website of the norm- setting organ. FAO implements the project on development of Strengthening Food Security and Nutrition and the project on enhancing regional capacities to design and implement nutrition-sensitive social protection programmes to reduce food insecurity and malnutrition. Within aforementioned projects the necessary works were done that directed to enhance the capacity of nutrition sensitive social protection activities in order to reduce food insecurity and malnutrition and to strengthen food security and nutrition in the Kyrgyz Republic. Round Table on food security and nutrition issues, including issues of implementation of Program on food security and nutrition, analysis of climate risks and other nutrition related matters, was held in April 2019. “Healthy Person – Prosperous Country” National Health Reform Program developed with WHO technical assistance and endorsed in 2018, which includes nutrition interventions. Country scientists recognize their role in substantiating evidence-based nutrition policies. The FoodSecurity and Nutrition Program 2019-2023 includes the development of Guidelines for HealthyNutrition based on local products. The academic network is working to involve the sciencedepartment of the Ministry of Education and Science in the academic network. This will strengthenthe coordination of research on nutrition and food security, as this department manages thedistribution of research grants. The academic network is involved in the development of nationalprograms, strategies and draft laws.

Priorities summary

The most important achievement is approval of Food Security and Nutrition Programme 2019-2023 on 27June, 2019. Ministry of Agriculture created inter-sectional working group on development of OperationalGuideline for its implementation. Challenges-establishment and institutionalization of Food Security andNutrition Coordination Secretariat at the higher, upper-ministerial level under leadership of the FirstVice-Prime-Minister, serving as a Chairman of Food Security and Nutrition Council.

It recognizes the significant role of waterresources management and irrigation, both for the country as a whole, and increaseagricultural productivity, in particular, to solve the issue of care for maternal and child health,as well as enhancing livelihoods and improving the living conditions of women and children.The project contributes to the achievement of the objectives on reducing poverty andstrengthening public welfare.
